Yes, but usually fewer than headline job announcements suggest. A data center can create permanent operating positions after construction, yet the on-site workforce is project-specific and commonly ranges from dozens to a few hundred roles per facility or campus. Much larger figures often combine temporary construction work with indirect and induced employment elsewhere in the economy.
To judge a proposal accurately, separate three things: construction and development jobs, steady-state direct operating jobs, and modeled jobs supported through suppliers and household spending. Those categories answer different questions and must not be added together as if they were local facility employees.
What counts as a permanent local data-center job?
A permanent job is a continuing position needed to operate a facility after it reaches normal service, rather than a role that ends when the building, electrical systems or cooling plant are completed. Typical direct functions can include facility operations, electrical and mechanical maintenance, security, network or server support, management, cleaning and administrative work. Staffing depends on the site’s size, design, automation, operating model and whether contractors are counted.

A number may refer to the people working at one building, all facilities in a county, a statewide industry, or jobs anywhere in a national supply chain. | Category | What it measures | When it occurs | Why it is often confused |
|---|---|---|---|
| Construction and development | Trades, engineering, project management and suppliers building or expanding the facility | Temporary; may last months or years | Announcements often quote peak or cumulative construction jobs beside permanent roles |
| Direct operations | People employed by the operator or its on-site contractors to run the completed facility | Steady state, after opening and during normal operation | This is the closest measure of the facility’s permanent workforce |
| Indirect and induced | Supplier employment and jobs generated when workers spend their wages | Modeled over a defined economy and period | “Jobs supported” can be much larger than the on-site headcount |
What the available numbers show
U.S. employment is growing, but national totals are not a site roster
U.S. Census Bureau analysis using Quarterly Workforce Indicators reports more than 60% growth in data-center employment from 2016 through 2023, with uneven growth by state. The same Census page presents a separate Bureau of Labor Statistics series rising from 306,000 to 501,000. Those series use different definitions and should not be merged. Either way, a national trend cannot establish how many permanent jobs a proposed facility will create in its host community.
Ohio illustrates the difference between direct and modeled jobs
An Ohio Chamber of Commerce interim report estimated about 95,217 direct, indirect and induced jobs associated with Ohio data centers in 2024. Within that statewide model, about 17,300 were permanent operations roles and about 19,400 were ongoing construction and development jobs. The 95,217 figure is an input-output estimate for Ohio, not a payroll count at one campus; it includes jobs beyond the facilities themselves.
United Kingdom figures use a “jobs supported” multiplier
A 2026 UK parliamentary answer relayed techUK estimates of 43,500 jobs supported by the UK data-center sector, £4.7 billion in annual gross value added and £640 million in tax revenue. It also said each operational job may support another 1.4 to 2.5 jobs across the economy. The answer did not provide a permanent job count per facility, per hectare or a detailed methodology. The multiplier therefore describes wider economic support, not automatic hiring of 1.4 to 2.5 additional local site employees for every operator job.
Ireland reports separate direct activity and dependent sectors
Ireland’s Department of Enterprise, Tourism and Employment summarized a KPMG report estimating €2.2 billion in gross value added and 19,500 jobs from data-center construction and operation in 2024. That measure combines two phases and is not a permanent on-site count. The same summary associated data-center activity with more than €100 billion in annual gross value added and 875,000 jobs in identified dependent sectors across the wider economy. Those dependent-sector figures have a fundamentally broader scope and must not be presented as people employed by Irish data centers.

Peter Burke, Ireland’s Minister for Enterprise, Tourism and Employment, said: “This report provides clear evidence of the critical contribution that data centres make to the Irish economy. The sector plays a central role in supporting investment, anchoring high-quality jobs and promoting Ireland’s position as a leading global digital hub.” That is a minister’s description of the KPMG report’s economic contribution; it is not an independent count of permanent local site jobs.
Project studies commonly land in the dozens-to-hundreds range
A 2026 American Great Lakes regional playbook compiled examples from cited local studies. It summarized roughly 50–300 operational jobs per campus in a PwC study, 100–400 in a Virginia Joint Legislative Audit and Review Commission study, about 200 in a Frederick County, Maryland study, and 80–120 in Morrow County, Oregon. These ranges are illustrations from different projects, geographies and methods, not a standardized industry ratio. A large campus may not staff like a smaller one, and a study may include contractors or multiple buildings.

Why construction announcements can sound larger than operations
Building a data center is labor-intensive. Civil works, steel, concrete, electrical distribution, generators, cooling equipment, fiber and commissioning can require many trades at once. Once the facility is running, the same systems are designed for reliability and remote monitoring, so the staffing pattern is smaller and more specialized. A project may therefore advertise thousands of construction positions while retaining only a fraction of that number in steady-state operations.

Construction totals can also be reported as peak jobs, cumulative jobs over several phases, or jobs supported by contractors and suppliers. Ask whether a figure means people employed simultaneously, person-years of work, or unique individuals over the entire build. Without that definition, comparing a two-year construction total with an annual permanent workforce is misleading.

How “jobs supported” estimates are produced
Economic-impact studies commonly use input-output or multiplier models. They start with direct spending or employment, estimate purchases from suppliers (indirect effects), and then estimate household spending by workers (induced effects). The result can be useful for understanding a region’s broader economic activity, but it is model-based rather than a list of identified hires.
- Direct: jobs on the operator’s payroll or in contracted on-site operations.
- Indirect: jobs at vendors supplying equipment, electricity, maintenance, logistics or professional services.
- Induced: jobs attributed to household spending from wages earned in direct and indirect work.
Multipliers are sensitive to the geographic boundary, industry assumptions, spending retained locally and the year of the model. A statewide or national estimate cannot be used to promise that the same number of jobs will appear in the host town.
What “local” should mean in a proposal
Require the developer to define the geography before accepting a job number. A site-level count is the most concrete. County and state totals may include workers commuting from elsewhere or activity at unrelated facilities. National figures can include overseas or distant suppliers. Also ask whether “local” means residence, workplace, or the location of the employer’s headquarters.

A checklist for evaluating a data-center jobs claim
- Separate the phases. Request the number of temporary construction jobs, their expected duration and whether the number is peak, annual or cumulative.
- Get the steady-state count. Ask for permanent direct operating roles once the first building is fully commissioned, and for each planned expansion.
- Define who is included. Have the developer identify employees, long-term contractors, security, cleaning, maintenance and management separately.
- Fix the geographic boundary. Require site, county, state or national labels for every number.
- Identify the year and project scale. A 2024 estimate for one campus may not apply to a later phase, a different design or a multi-building campus.
- Label modeled effects. Put indirect and induced jobs in a separate line from direct employment and name the model used.
- Measure local access. Ask how many positions are expected to go to residents, the wage and benefit standards, apprenticeships and partnerships with schools or workforce agencies.
- Require follow-up reporting. Set a schedule for publishing actual employment after opening and after each expansion, with the same definitions used in the promise.
What Maryland’s policy example asks communities to examine
Maryland’s 2026 executive order directs a review of data-center proposals that considers job quantity and quality, permanent versus construction positions, local hiring plans, apprenticeships, workforce pipelines and fiscal effects after incentives and public costs. The order is a policy framework, not evidence that a particular project has achieved those outcomes. It shows the level of detail communities can request before approving subsidies, zoning changes or infrastructure commitments.
Fiscal analysis matters because a gross job total does not show whether public spending, grid upgrades, tax exemptions or other costs are justified. A useful review places promised permanent jobs, expected wages and benefits, tax receipts and public costs on the same time horizon.
Is there a reliable jobs-per-acre or jobs-per-hectare rule?
No. The sources reviewed do not establish a universal permanent-jobs-per-hectare number. A 2026 UK parliamentary question specifically sought an estimate and methodology, but the ministerial answer relayed sector-wide employment and multiplier figures instead of supplying a standardized density measure. Facility design, power capacity, number of buildings, automation, security arrangements and contractor practices all affect staffing.
Use comparable projects cautiously: match operating capacity, campus size, commissioning stage, contractor treatment, geography and study year. Even then, a range is an illustration rather than a guarantee.
The practical answer for residents and decision-makers
Data centers do create permanent local operating jobs, and those roles can be valuable, but “many” depends on the project and on what the speaker is counting. The strongest evidence supports dozens to a few hundred continuing operational roles for individual examples, while construction and modeled economy-wide totals can reach thousands or far more. Treat a headline such as “95,217 jobs” or “875,000 jobs” as a signal to inspect definitions, not as a promise that that many people will work inside the facility.
The most defensible commitment is a transparent schedule: direct permanent jobs at steady state, temporary construction jobs with duration, contractor and supplier jobs identified separately, a stated geographic boundary, local-hiring and training targets, and audited employment reports after opening. That information lets a community compare the lasting workforce opportunity with the project’s infrastructure and fiscal costs.
