Usually, no—not permanently. Data-broker removal services can make specific profiles disappear from the brokers and people-search sites they monitor, but removals are limited by coverage, broker cooperation and republishing. The best evidence treats them as recurring maintenance, not a one-time guarantee that your information stays off the web.
The direct answer: removal is real, but “stays off the web” is too strong
A removal service submits opt-out requests to selected data brokers and people-search sites, checks whether those requests worked, and repeats the process. That can reduce the amount of personal information exposed through covered services. It does not establish that the same information has vanished from every website, public record, marketing database, breach, social profile or offline source.
“Removed” is therefore a point-in-time result. A profile can be absent when a service checks it and appear again later. A different broker may publish the same data, or a site outside the service’s list may continue displaying it. Even a confirmed deletion from one broker says nothing about copies held elsewhere.

What a removal service actually does
1. Finds matching profiles
You provide identifying details such as names, locations, email addresses or phone numbers so the service can distinguish your records from other people with similar names. The provider searches its supported broker and people-search sources for matching profiles. More identifying information can improve matching, but it also means you are entrusting additional personal data to the provider; read the provider’s privacy and retention explanations before enrolling.
2. Sends opt-out or deletion requests
The service submits requests through each site’s available process. A request may be accepted, rejected, require identity verification or remain pending. “Request submitted” is not the same status as “profile confirmed removed,” so a useful dashboard should separate those outcomes.
3. Verifies a result
After a waiting period, the service checks whether the listing is still reachable or whether the broker reports completion. Verification can fail to find a profile because it changed its URL, blocked automated checking or temporarily hid the page. A status such as “not found” is not proof that every copy of the data has been deleted.
4. Repeats the work
Because brokers can create or republish profiles, recurring scans and resubmissions are central to the product. A subscription that performs only one batch of requests cannot address later reappearance. The practical benefit is better described as ongoing exposure reduction than permanent erasure.

5. Handles limited custom requests
Some providers offer help with sites outside their standard broker list. Ask exactly which sites qualify, whether a human handles the request, what evidence is required and whether the work is included in the subscription. “Custom removal” can mean anything from a manual form submission to a best-effort review, so the operating definition matters.
What the strongest effectiveness evidence shows
A 2025 paper in the Privacy Enhancing Technologies Symposium (PETS), Measuring the Accuracy and Effectiveness of PII Removal Services, evaluated four commercial services using the authors’ own sample and measurement method. Across all four, the average removal success rate was 48.2%. That is evidence that removals often work, but also that a substantial share of tested listings remained or could not be removed under the study conditions.

The study’s participants were mainly students at a United States university. The authors discuss limits on generalizing from that population, and the four-service sample cannot represent every provider or every broker. Treat the percentages as measurements from one investigation, not as service-level promises.
The 72.5-broker gap is especially important for expectations. Your name, geography, age, address history and existing online footprint affect which brokers have a profile and whether a request can be matched. A service’s headline average may therefore be a poor estimate of your personal outcome.

Why information can come back after a successful removal
Broker republishing
A broker can rebuild a profile from newly acquired records or republish a record that was previously suppressed. Optery’s help documentation, updated September 27, 2026, describes removals progress going backward, stalling or declining and explains that profiles may be republished. Its stated scan and removal schedule is every 30 days. That is a provider description and can change, but it shows why a one-time check is insufficient.
Different brokers share or resell data
Removing one listing does not remove a data feed that another company already received. The Federal Trade Commission’s 2014 report announcement said that seven of nine brokers examined in its study shared information with another broker. That historical finding does not describe every broker today, yet it demonstrates how the same personal details can move through multiple layers.

Moving, changing a phone number, using a different email address or appearing in a new public filing can create a fresh profile. A recurring service may discover the new record only on its next scan, and a provider may not cover the site where it first appears.

Sites outside the service’s scope remain visible
People-search pages are only one category. A service may not handle social-media pages, government records, court documents, news stories, breach dumps, employer pages or arbitrary websites. Confirm the exclusions rather than assuming that a broad “hundreds of brokers” number covers the entire web.
How often recurring work happens
Cadence is a more meaningful specification than a large broker-count headline. Incogni’s disclosure about a Deloitte limited-assurance engagement says it handles more than 420 brokers and sends recurring requests no more than every 60 days for public brokers or 90 days for private brokers. It also reports more than 245 million requests processed. The disclosure is limited assurance on specified operational assertions as of July 18, 2025; those figures describe process and scale, not a promise that a particular subscriber’s data will remain absent.
Optery describes scans and removal activity every 30 days in its help material. Monthly checks may catch a republished listing sooner than a quarterly cycle, but frequency alone does not prove that every request succeeds. Compare cadence with the number of covered sites, verification rules and how unresolved requests are escalated.

Why the wider data-broker system is difficult to unwind
In 2014, then-FTC Chairwoman Edith Ramirez described brokers as collecting information from online and offline sources and said they could know “as much – or even more – about us than our family and friends,” including purchases, political and religious affiliations, income and socioeconomic status. The FTC report also described consumer choices that were often invisible or incomplete. Those findings are historical, but they explain why one opt-out form cannot reverse a distributed data supply chain.
More recent evidence remains uneven. A 2026 preprint, Privacy Without Remedy: An Assessment of Data Broker Compliance with California Privacy Law, reported that 9% of 522 registered California data brokers met its full transparency criteria and documented friction in sampled consumer-request processes. It is a preprint focused on California law and registered brokers, not an official nationwide determination. Do not apply that percentage automatically to all U.S. brokers or all removal services.

How to compare removal services without being misled

Do not rank services solely by a claimed number of brokers. A smaller list with transparent status reporting and frequent verification may be more useful than a larger list with no confirmed-removal data.
A realistic way to use a removal service
- Inventory your exposure first. Search your name, old addresses, phone numbers and email addresses. Record the exact URLs, displayed data and date so you can tell whether a later check is genuinely new.
- Check the provider’s coverage list. Mark which of your recorded pages are supported, unsupported or eligible only for custom handling. Do not assume that a people-search page and the data source behind it are the same company.
- Submit only the identifiers needed for matching. Read the privacy notice and retention policy before adding extra documents or sensitive details.
- Save the initial status. Keep a copy of the dashboard or request confirmations. “Submitted” establishes activity, not deletion.
- Wait for verification and classify each result. Separate confirmed removals from pages that were not found, rejected, blocked or still pending. Investigate a rejected request rather than counting it as success.
- Recheck independently. Use the same search terms and URLs after the provider’s stated interval. An independent check can reveal a republished page or a new broker that the dashboard does not cover.
- Reassess after life changes. A move, new phone number, business filing or public event can create fresh records. Update the service’s matching information only when its policy explains how the change is handled.
What a service cannot promise
- It cannot guarantee deletion from every website or every copy of a record.
- It cannot control a broker that refuses, delays or technically defeats an opt-out.
- It cannot erase information that another company republishes later without a new request.
- It cannot make an address, court filing, news report or social profile disappear merely because a people-search listing was removed.
- It cannot turn a “not found” scan into proof that no record exists.
These are scope limits, not signs that every service is ineffective. The practical question is whether the reduction in covered exposure justifies the recurring cost and the personal data you must provide.
When paying may make sense—and when it may not
A recurring service can be reasonable if:
- You appear across many covered brokers and do not have time to repeat dozens of opt-outs.
- You want a central record of requests, verification and republished profiles.
- You accept that the result is maintenance rather than permanent deletion.
Manual opt-outs may be preferable if:
- Your exposure is concentrated in a few high-priority sites.
- You are uncomfortable supplying identifying information to an intermediary.
- You need to handle a source outside commercial broker lists, such as a specific public record or social account.
Neither approach removes the need to review the original site’s rules and verify the outcome. If you subscribe, set a calendar reminder to inspect results before renewal and after major changes to your personal information.
Bottom line
Data-broker removal services can reduce your visible footprint, and the 2025 PETS study found measurable removals, but the average 48.2% success rate and wide user-to-user variation show why no percentage should be treated as a personal guarantee. Profiles can be republished, other brokers can hold the same data, and many websites are outside the service’s scope. Choose based on documented coverage, repeat cadence, outcome tracking, custom-removal rules and data-handling practices. The honest promise is continuing effort to reduce exposure—not keeping all of your information off the web forever.
