Yes—but support depends on the individual game, platform, and mod system. The original Cities: Skylines (released March 10, 2015) lists single-player, Steam Workshop, Steam Cloud, and a level editor on its Steam page. Cities: Skylines II uses the publisher-managed Paradox Mods service instead of Steam Workshop. Both examples show why “mod support” and “offline play” are separate questions: an installed game and previously downloaded content may work without an Internet connection, while finding, downloading, synchronizing, or changing online mod collections generally requires connectivity.
What mod and offline support actually mean
A city-building game can support modifications in several different ways. It may provide an official repository, allow players to install files manually, offer an in-game browser, or support only developer-made expansions. “Supports mods” does not automatically mean “uses Steam Workshop,” and “has a single-player mode” does not guarantee that every mod works offline.
For practical purposes, check three separate capabilities:
Recommended Free Tools
- Hosting and management: where mods and custom assets are published, subscribed to, updated, and removed.
- Offline use: whether the base game and already-cached content can start and load a city without a connection.
- Recovery controls: whether the game or launcher offers a safe way to disable content when a mod breaks startup or a save.
The answers can differ between games in the same series and between PC, console, and storefront editions. Always check the listing for the exact title and platform you own.
#1 Best Overall
- Multi-tiered simulation: Playing as the mayor of your city you’ll be faced with balancing essential requirements such as education, water electricity, police, fire fighting, healthcare and much more along with your citys real economy system.
- Extensive local traffic simulation: Colossal Orders extensive experience developing the Cities in Motion series is fully utilized in a fully fleshed out and well-crafted transport systems.
- Districts and Policies: Be more than just an administrator from city hall. Designating parts of your city as a district results in the application of policies which results in you rising to the status of Mayor for your own city.
- Extensive modding support: Build or improve on existing maps and structures. You can then import them into the game, share them as well as download the creations of other city builders on the Steam workshop.
How the two Cities: Skylines games handle mods
| Game | Mod location and management | Offline implications | Recovery option documented in the supplied sources |
|---|---|---|---|
| Cities: Skylines (2015) | Steam Workshop, with Steam Cloud and a level editor listed on Steam | Single-player is listed, but Steam’s Windows requirements include broadband Internet; Workshop discovery, subscription, and updates are online operations | -noWorkshop launch option disables Workshop content temporarily |
| Cities: Skylines II | Paradox Mods, managed through the publisher’s launcher workflow | Previously downloaded compatible content may remain usable; managing mod collections and launcher data while offline is conditional | Paradox Mods documentation records fixes for showing playsets and managing mods while offline |
This is not a universal comparison of every city-builder. It is a concrete example of why the store page, launcher, and mod service for the specific game matter more than the genre label.
Does the original Cities: Skylines use Steam Workshop?
Yes. The Steam listing for the original Cities: Skylines identifies Steam Workshop as a feature alongside single-player, Steam Cloud, and a level editor. Workshop is therefore the normal place for subscribing to many community modifications and custom assets on the Steam PC version.
Workshop support does not mean that every item is interchangeable or permanently safe. A city may depend on a particular mod version, asset, or collection of dependencies. If an author withdraws an item, a game update changes an interface, or two modifications conflict, a previously working city can fail to load or behave differently. Keep a clean save before adding a large set of content, and treat a modded save as dependent on its active collection.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsWhat Workshop does while you are online
- You can discover items and subscribe to them through Steam.
- Steam can download or update subscribed Workshop files.
- Your game can use the downloaded modifications and custom assets when they are enabled.
Those are connected services, separate from the game’s single-player mode. A single-player label describes the play mode; it does not promise that the Workshop browser or synchronization service is available without a connection.

Does Cities: Skylines II use Steam Workshop?
The documented workflow for Cities: Skylines II is Paradox Mods, a publisher-managed mod ecosystem. Its Workshop page records updates to mod management in Paradox Launcher, including fixes related to displaying playsets and managing mods while offline. That makes the mod experience materially different from the original game’s Steam Workshop integration.
In practice, use the launcher and Paradox Mods controls supplied for the game rather than assuming that instructions for the 2015 title apply to the sequel. A guide that tells you to subscribe through Steam Workshop may describe the original game and be wrong for the sequel’s current workflow.
Why the distinction matters
The service that stores a mod also controls how it is discovered, cached, updated, and grouped into a playset or collection. When a launcher changes its offline behavior, the change affects whether you can see or alter those groups without reconnecting. The game can still have a single-player mode while its online mod-management layer remains unavailable.

Often, but only after preparation and only within limits. The installed base game may start without a connection, and content already downloaded to the computer may remain available if the platform, launcher, and game all accept offline mode. However, this is not the same as offline mod discovery or synchronization.

- Whether your city would benefit from an elevated or below-ground station, there are new mass transit options to meet your needs, featuring several stylish train and metro stations, so your citizens can efficiently get where they need to go.
- Modern transport network: Enhance your network with modern-looking stations that match Sunset Harbor and Mass Transit expansions perfectly.
For the original Cities: Skylines, Steam lists broadband Internet in the Windows requirements. That requirement is a warning not to assume that the first launch, installation, authentication, Workshop download, or cloud operation will work offline. It does not erase the distinction between those online tasks and playing an already-installed single-player game.
Usually available only when connected
- Searching for new mods or assets.
- Subscribing to or unsubscribing from Workshop items.
- Downloading missing files and receiving updates.
- Synchronizing Steam Cloud or launcher data.
- Changing an online playset when the launcher cannot read its cached data.
May remain available after caching
- The installed base game.
- Mod files and custom assets already downloaded and still compatible.
- A local save whose required content is present on the machine.
“May” is important. Offline behavior can change with a patch, launcher update, account state, platform settings, or a missing dependency. Test the exact installation instead of treating offline play as a blanket guarantee.
How to prepare a modded installation for offline use
- Sign in while online. Open the game’s normal storefront and, where applicable, its launcher. Complete any first-run installation or account checks before you need to travel or disconnect.
- Download every required item. Open the relevant Workshop or Paradox Mods interface and allow subscribed mods, assets, and dependencies to finish downloading. Do not assume that seeing an item in a list means its files are cached.
- Open the target city online. Confirm that the save loads with the intended collection enabled. This exposes missing dependencies before you are offline.
- Keep a local backup. Copy a clean save that predates major mod changes. Cloud synchronization is not a substitute for a separate backup when you expect to lose connectivity.
- Test the connection-free launch. Disconnect only after the online test succeeds, then start the same title and launcher in their supported offline mode. Verify that the game can see the needed content and load the backup copy.
- Do not change the collection while disconnected. If a mod is missing, incompatible, or disabled, reconnect before attempting to repair the collection. Offline mode cannot download a replacement or reliably synchronize a changed subscription.
Repeat this test after substantial game, launcher, or mod updates. A cached file can become incompatible even though it is still present on disk.

What happens when a mod breaks the game or a save?
Mods and custom assets can cause launch failures, load errors, visual problems, or excessive memory use. Paradox support notes that mods and assets “consume memory all the time, even when not in use in the current city.” A large installed collection can therefore affect startup and memory pressure even when a particular city does not visibly use every item.

Use a clean-start test
For the original Cities: Skylines, the documented -noWorkshop launch option temporarily disables Workshop content. Paradox describes the purpose this way: “What this does is disable all your mods and Steam workshop assets; if the game launches fine after this it means that one or more of your mods or custom assets are causing the problem.”
- Close the game.
- Add
-noWorkshopto the game’s launch options for the original Steam version. - Start the game and check whether the failure disappears.
- If it launches, do not overwrite your only save while content is disabled. Use the clean start to identify the offending modification.
- Reconnect to the relevant mod service, then update, remove, or disable suspect items before testing again.
The option is a diagnostic switch, not a repair for a damaged save. A city that depends on disabled assets may show missing objects or fail to load correctly. Work from a backup and restore required content before making irreversible changes.
For Cities: Skylines II
Use the sequel’s Paradox Mods and launcher management controls to disable or remove suspect content. The exact labels can change with launcher updates, so identify the active playset and turn off recently added or recently updated items first. If the game starts with a clean collection but not with the full playset, re-enable content in small groups to isolate the conflict.
Common recovery sequence
- Stop launching the affected save repeatedly if the game crashes during loading.
- Record which mods and assets the save needs.
- Disable recently installed or updated items first.
- Try a clean launch with Workshop content disabled where the game supports that switch.
- Update or remove the incompatible item, then test with a backup save.
- Keep the working collection unchanged until the city has loaded successfully several times.
Will mods work without the Internet?
They can, if their files are already cached and the game does not require an online check for that session. Offline use is most dependable for a stable, already-tested collection. It is least dependable when you need a new download, a dependency, an update, a launcher playset change, or cloud synchronization.
Best Value
- This Content Creator Pack adds 10 maps that represent different biomes such as Boreal, Desert, Tropical, and Temperate.
Compatibility also matters. A downloaded mod that worked before a game patch may no longer load, and an offline installation cannot retrieve a corrected version. Before disconnecting, launch the game with the exact collection you intend to use and verify the target city, rather than testing only an empty map.
How to evaluate another city-building game
Do not infer support from screenshots, the presence of a map editor, or the fact that a title is single-player. Check the exact store listing and the developer’s current mod documentation for these questions:
- Is an official mod repository named?
- Is Steam Workshop listed, or does the game use a separate publisher-managed service?
- Are mods installed automatically, manually, or through a launcher?
- Can the base game start after the first installation without a connection?
- Are cached mods usable offline, and can the launcher display or change playsets offline?
- Is there a no-mod or safe-mode launch option?
- What happens to saves when an asset is removed or a mod becomes incompatible?
For a console edition, use that console’s own listing and support documentation. PC Workshop or launcher behavior should not be assumed to apply to a console port.
Bottom-line decision
City-building games do support mods, but there is no genre-wide standard. The original Cities: Skylines explicitly supports Steam Workshop, while Cities: Skylines II uses Paradox Mods. Offline play is conditional: install and test the game and required content first, then expect online services to be unavailable for discovery, downloads, updates, and synchronization. Keep a clean save, and use the game’s disable controls—-noWorkshop for the original title—when a modded installation stops launching.
