Yes—some appliances use electricity even when they appear to be turned off. If an appliance remains plugged into mains power, its front-panel button may place it in standby rather than disconnecting it completely. Standby electricity can keep a clock, timer, display, remote-control receiver, network connection, saved settings or charging circuit ready.
The amount is different for every product and operating mode. There is no reliable universal “off” wattage. A plug-in electricity usage monitor can show what one appliance draws under your conditions; unplugging it or switching off a suitable power strip stops mains draw, but also removes any functions that require power.
What “off” means on an appliance
The word off describes more than one electrical state. The U.S. Department of Energy (DOE) defines standby power as consumption in a product’s lowest-power mode, usually when it is switched off or not carrying out its main purpose. A button marked Power can therefore command a low-power state instead of opening the connection to the mains.

The International Energy Agency (IEA) identifies common standby jobs such as accepting a remote-control command, sensing a network, maintaining a digital display, or preserving saved settings. A clock or timer is another visible clue that electricity is still available. DOE uses the term phantom load for electricity consumed by electronics and appliances while switched off.

By contrast, an appliance that is physically unplugged from the mains cannot draw mains electricity. A wall switch or a switched power strip that actually disconnects the outlet has the same effect for the devices connected through it. An appliance left plugged in may draw power even when its primary function is idle, but some products draw effectively nothing in their lowest state. The only dependable way to know which case applies is to measure that product in that mode.
Why an appliance stays powered while idle
Remote control and wake-up circuits
A receiver must remain energized to detect a button press from a remote. The same principle applies to equipment that waits for a start command from a control panel, wireless accessory or dock.
Clocks, timers and displays
A clock, countdown timer or illuminated display needs a continuous supply. The display may be bright, dim or completely dark while the circuit retains the time or scheduled operation.
Network and smart functions
Network sensing allows a product to respond to a connection or a remote request. If the appliance is expected to be reachable over a network, some communications electronics can remain active in standby.
Memory and charging
Low-power circuitry can preserve settings, program information or other state. A connected charger or docking station may also continue charging or monitoring a battery after the main appliance has stopped its primary task.

Which appliances use standby electricity?
There is no list that can identify every product from its category alone. Two appliances with similar labels can have different power designs, and one product can have several low-power modes. A useful question is not “Does this type of appliance always use power?” but “What does this particular unit draw in the state I call off?”
| Observed state | Can it draw mains electricity? | What may be operating | How to verify |
|---|---|---|---|
| Unplugged from the outlet | No | Nothing connected to mains | No measurement is needed to establish mains draw: the circuit is disconnected |
| Plugged in, front control set to off or idle | Possibly | Standby controller, clock, receiver, display, network or memory circuit | Measure with a low-watt-capable plug-in meter |
| Plugged in, actively performing its main function | Usually yes | Main electronics, motors, heaters or other operating circuits | Measure during a representative operating period |
| Battery appliance detached from its charger or base | The appliance itself is not being measured at the mains connection | Its internal battery may still hold charge | For standby testing, measure the charger or docking/base station with the appliance detached |
The table describes electrical states, not guaranteed readings. The wattage for any individual cell is not stated universally; it depends on the product, mode and design.

A plug-in electricity usage monitor or watt meter is the practical tool for one mains-powered appliance. Select an instrument that can resolve very small loads. DOE’s summary of IEC 62301 calls for resolution of 0.01 watts or less when measuring below 10 watts, and 0.1 watts or less for readings above 10 watts up to 100 watts. A consumer meter is an estimate for the conditions you observe, not a certification that the appliance meets a formal laboratory procedure.
- Choose the appliance and mode. Decide exactly what “off” means for your test: after pressing the front button, after a remote-control shutdown, or after the appliance has completed a cycle. Allow any normal transition period to finish before recording a value.
- Check the meter’s low-range capability. Confirm that its resolution is fine enough for the expected standby level. A display that rounds small loads to zero cannot establish that the draw is zero.
- Connect the meter to the outlet. Plug the monitor into the wall, then plug the appliance into the monitor. Keep the appliance configured as it normally is; changing network, clock or charging settings changes the result.
- Record a stable reading if one exists. Note watts, the appliance state and the time. Also note whether a clock, indicator or network feature remains active.
- Measure long enough for fluctuating loads. Some products wake periodically, communicate, refresh a display or perform a maintenance task. If the number moves, use the meter’s accumulated energy or averaging function over a representative interval instead of relying on one brief glance.
- Convert energy to average power when necessary. If the meter reports energy, divide watt-hours by the number of hours observed to obtain average watts. For example, the calculation is
average watts = watt-hours ÷ hours; use the actual interval shown by the instrument. - Repeat after changing one condition. To learn what a network connection, display or charger contributes, change only that setting and run another measurement. Label each result so readings from different modes are not combined.
For a battery-powered portable product, DOE’s measurement guidance places the appliance detached from its charger or docking/base station and measures at that mains-connected charger or base. Measuring the battery device alone would not tell you how much electricity the household outlet supplies.
How to interpret a meter reading
A low number is not automatically a fault and a nonzero number is not automatically waste. Standby power may be paying for a function you intentionally use. Evaluate the reading with four questions:

- How much power did the meter actually observe? Use the value for the specific mode and interval, including whether it was an average.
- Which function does that power support? Identify a clock, charging behavior, remote response, network availability, display or saved state rather than assuming the energy has no purpose.
- How often do you need that function? A device that must answer a remote command or run a timer may need continuous connection; a rarely used appliance may not.
- Can you disconnect it conveniently? A switch that is easy to reach or a grouped power strip makes a larger practical difference than a switch hidden behind furniture.
To estimate energy over a longer period, multiply average watts by hours and divide by 1,000 to get kilowatt-hours: kWh = watts × hours ÷ 1,000. A monetary estimate then requires your electricity tariff and any fixed or time-based charges. Do not turn a single meter snapshot into a household-wide cost claim.

Unplug appliances that do not need standby
Disconnect products that can remain completely inactive between uses. Unplugging is the most direct way to stop their mains draw, but it also removes clocks, retained settings, charging and remote or network response. Check the appliance’s normal restart behavior before making this routine.
Use a switched power strip for a group
A switched power strip can disconnect several related devices at once. It is useful when the devices are normally used together and none needs to remain available independently. Turning the strip off cuts power to every connected device, so any clock, scheduled action, network connection or charging function on the group will stop.
Keep essential standby functions powered
Leave a product connected when its standby feature is the reason you own it—for example, when you depend on a timer, remote response, network availability or a maintained setting. The decision should follow the measured draw and the value of that function, not a blanket rule that every plugged-in appliance must be unplugged.
Group by routine, not just by location
Connect together only equipment that can safely be powered down on the same schedule. A strip beside a desk, entertainment area or charging station is practical when one switch can follow the household’s actual use pattern. Do not place an appliance that must remain reachable on a strip that is routinely switched off.

A decision framework: disconnect or leave in standby?
| Question | If the answer is “yes” | If the answer is “no” |
|---|---|---|
| Did the meter find a measurable standby load? | Continue to the function and convenience questions | There may be no meaningful standby draw under the tested conditions; repeat if the reading was below the meter’s resolution |
| Does standby provide a function you use? | Keeping the connection may be worthwhile | Disconnecting is less likely to remove a valued feature |
| Is the function needed continuously? | A permanent connection or a carefully scheduled switch is appropriate | A switched strip or unplugging between uses may work |
| Can several devices be switched together without side effects? | A switched power strip can simplify shutdown | Use separate control or leave the appliance connected |
This framework avoids treating every standby watt as identical. It balances the observed load, the service standby supplies, how frequently that service matters and the effort required to disconnect safely.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What the frequently quoted “10 percent” figure really means
The IEA reported in 2001 that standby power was about 10 percent of residential energy use in OECD countries and described that amount as equivalent to a 60-watt bulb operating continuously in each OECD household. Those figures are historical, OECD-wide estimates from that report. They are not a current U.S. average, a measurement of your home, or a prediction for a particular appliance.
A current household-wide average standby consumption and cost is not established here. Appliance efficiency, ownership, settings, electricity supply and household behavior vary too widely for the 2001 estimate to serve as a present-day bill calculation. Measure the products that matter in your own home instead.
What the federal 1-watt rule does—and does not—mean
DOE’s Federal Energy Management Program requires U.S. federal agencies to buy products with standby power of 1 watt or less when compliant models are available. If no compliant model exists, the guidance says agencies should choose the lowest standby power in that product category.
This is a federal procurement rule, not a universal consumer requirement and not proof that every appliance should consume 1 watt or less. It is relevant when evaluating specifications or government purchases, but a household should still verify the particular product and mode with a meter.

Troubleshooting an unexpected reading
The meter shows zero
Zero may mean the appliance truly draws no measurable mains power, or that the instrument cannot resolve the small load. Check the meter’s stated resolution against the DOE figures, then test a longer interval if the appliance may wake intermittently.
The number changes constantly
Use accumulated watt-hours or an average over a longer period. Record the duration and calculate average watts rather than choosing the highest or lowest instantaneous value.
The appliance behaves differently during the test
Some products change state after a delay, when a battery reaches full charge, or when network activity occurs. Repeat the test with the appliance configured as it normally is and document the exact state, including whether the appliance is connected to a network or base.

Turning off the strip causes an unwanted problem
Restore power and identify which connected device needed its clock, settings, charging, remote response or network access. Move that device to a continuously powered outlet and keep only genuinely optional equipment on the switched strip.
The practical answer
Appliances can use electricity while they look turned off because “off” often means standby. Standby can operate useful clocks, timers, displays, receivers, network sensing, memory or charging circuits. Unplugging or switching off a suitable power strip stops the draw, while a low-watt-capable plug-in meter tells you whether a specific appliance is drawing anything and how much under the conditions you care about. Treat the IEA’s 2001 10-percent figure as historical context, not a current household statistic, and make disconnect decisions from measured power and the standby functions you actually need.
