Yes. An appliance can look switched off yet continue drawing a small amount of electricity while it remains plugged in. That draw is usually called standby power (also “phantom load” or “vampire power”). It keeps functions such as a clock, status light, remote-control receiver, timer, sensor, or network connection ready. The only reliable way to know whether a particular appliance draws power—and how much—is to measure that appliance in its actual off or standby state.

What “off” means at the outlet

Pressing an appliance’s power button normally changes its operating mode; it does not necessarily disconnect the appliance from the mains. If the plug remains in the socket, internal power supplies may continue operating at a low level.

Standby mode

The U.S. Department of Energy (DOE), summarizing the IEC 62301 measurement standard, defines standby power as the lowest power consumption while a product remains connected to mains power. In this state, the product may still perform a user-oriented or protective function. Examples include waiting for a remote-control command, monitoring a timer or sensor, maintaining a display, or preserving network availability.

Off mode in the statutory sense

U.S. statutory language uses a narrower distinction. An appliance in “off mode” is connected to a main power source but provides no standby or active function. A product that is waiting for a remote, maintaining a clock, or listening for a network instruction fits the statutory concept of standby rather than this strict off mode. These definitions serve different purposes: DOE’s measurement description helps people test products, while statutory wording supports regulations and procurement rules.

Because manufacturers and retailers often label both states simply “off,” the label on a button or remote is not proof that the appliance is electrically disconnected.

Why an apparently off appliance needs electricity

Standby consumption exists when an appliance must remain partially awake so that a feature works immediately. The amount and purpose vary by product and settings.

Remote-control receivers

A television, audio component, or other appliance needs a small powered circuit to detect an infrared or radio command. Without that circuit, the remote could not turn the appliance on.

Clocks, displays, and memory

Microwave ovens, ovens, coffee makers, and similar products may keep a clock, indicator, or control memory active. The display can use more power than a dark circuit, but the actual draw depends on the model and brightness or display settings.

Timers and sensors

Some products monitor a programmed start time, temperature, motion, water level, or safety condition. That monitoring is a standby function even when the main heating, cooling, or motor system is idle.

Network and update functions

Network-capable appliances can retain a connection so they can receive an app command, complete maintenance, or respond to a home-automation routine. A network radio may wake periodically, so a single instantaneous meter reading can miss part of the consumption.

Protective functions

Standby circuitry can also support protective behavior, such as monitoring an internal condition or preserving a safe restart state. Cutting power may disable that function, so the appliance manual should be checked before using a timer or unplugging it routinely.

How much standby power do appliances use?

There is no single standby-power number for “an appliance.” The reading changes with the device, its firmware, connected accessories, network status, display settings, and the mode selected. Product-specific criteria provide more useful benchmarks than a blanket household estimate.

Example or rule Standby value How to interpret it
Television, passive standby 0.5 W or less ENERGY STAR television criteria under the specified test procedures; this is a qualification limit, not a survey result for every television.
Network-capable television, active standby 1.0 W or less ENERGY STAR criterion for the stated test method; network functions can make this state different from passive standby.
Federal agency purchasing guidance 1 W or less DOE guidance directs agencies to purchase products at or below this standby level when compliant models are available. It is not a universal household limit.
Desktop-computer comparison example 8.0 W versus 1.0 W DOE’s example contrasts a less-efficient product with a FEMP-required example, using product-list and market data available in December 2024, a 2023-dollar energy-cost calculation, and a four-year product life. These figures are illustrative, not typical values for all computers or appliances.

The DOE example demonstrates why model choice can matter, but it cannot be converted into a general claim about the share of a home’s electricity use. The available sources establish no current, universal whole-home standby percentage.

How to measure standby power at home

A plug-in electricity usage monitor is suitable for many appliances that connect directly to a compatible outlet. It measures the load under your settings instead of relying on a label or an average published elsewhere.

Choose a meter that can resolve small loads

Check the meter’s specification before trusting a near-zero result. DOE’s summary of IEC 62301 calls for instrument resolution of 0.01 W or less for measurements below 10 W, and 0.1 W or less for loads above 10 W up to 100 W. Those are conditions in a measurement protocol; they do not mean every consumer meter meets them. A meter that rounds to whole watts can display zero even when a low standby load exists.

Connect the appliance safely

  1. Confirm that the appliance’s plug, voltage, current, and load type are within the monitor’s supported range. Do not bypass grounding or use a meter that is not rated for the circuit.
  2. Plug the monitor into the wall outlet, then plug the appliance into the monitor. Set the appliance to the state you want to study, such as “off” from its front-panel button or remote.
  3. Record relevant settings: display brightness, quick-start or fast-boot options, network connection, timers, and any attached accessories. These settings can change the reading.
  4. Allow the appliance to settle. If the value is stable, observe it for five minutes. DOE’s guidance treats a reading as stable when variation is under 5% of the mean during that interval.

Average a fluctuating load

If the display rises and falls because of network activity, charging cycles, or intermittent sensors, do not use one instantaneous number. Record the energy used over a known interval and divide by that interval:

Average power (watts) = energy used (watt-hours) ÷ time (hours).

Use a long enough interval to include the appliance’s normal cycle. Write down the start and end times, the appliance state, and the settings. A longer observation is especially important when a device wakes only occasionally.

Measure portable products at the right point

For a cordless appliance, DOE’s summary directs you to measure at the charger or docking/base station with the appliance detached. Measuring only while the appliance is sitting on its dock can combine the base station’s standby draw with battery-charging behavior, so note whether the battery is full, charging, or absent.

Turning a watt reading into a cost estimate

To estimate energy over a period, multiply the measured watts by the hours in that period and divide by 1,000:

Energy (kilowatt-hours) = watts × hours ÷ 1,000.

Multiply the resulting kilowatt-hours by the electricity rate on your bill. For a yearly estimate, use the number of hours the appliance actually remains in standby during a year, not automatically 8,760 hours. A television that is disconnected overnight, a computer that sleeps only on workdays, and a network device that stays available continuously have different operating schedules.

This calculation requires three real inputs: the measured standby load, the time in that state, and your rate. Without all three, a claimed bill saving is only a guess. It is also useful to calculate several devices together when they share a switchable outlet or power strip.

Should you unplug an appliance or leave it connected?

Use the measured load and the appliance’s purpose to make the decision rather than treating every plugged-in product the same.

Leave it connected when standby is useful

  • Keep a device connected if you need remote activation, scheduled recording, a clock, a safety monitor, or network availability.
  • Preserve settings that would be lost when power is removed, unless the manual confirms that they are stored safely.
  • Consider whether repeated hard power cuts could interrupt updates or create an inconvenient restart sequence.

Switch a group when the devices are idle

A switched or smart power strip can cut power to several related loads at once, such as a display, speakers, and peripheral chargers. Group equipment only when all of it can safely lose power together. A strip controls the circuit; it does not prove that the group would save money unless you have measured the combined standby load and know how long it would otherwise remain connected.

Unplug when convenient and safe

Unplugging is the most direct way to remove standby consumption, but it may be impractical behind furniture or for equipment that must remain reachable. Avoid disconnecting appliances whose protective or monitoring functions you need. Follow the manufacturer’s instructions for refrigeration, heating, medical, security, and other safety-critical equipment.

Common measurement mistakes and what they mean

The meter shows zero

Zero may mean the appliance truly draws too little for the meter’s resolution, or that the meter rounds the value down. Check the low-watt specification and, if possible, measure energy over a longer interval.

The reading changes constantly

Variation can be normal for network radios, chargers, displays, and control circuits. Use an averaged energy measurement, and record whether the appliance was receiving a command, charging, or performing an update during the test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The reading is higher than expected

Check for a bright display, quick-start mode, an attached accessory, an incomplete charge, or an active network feature. Test once with those options disabled only if the appliance allows it, and label each result with its settings.

The appliance cannot use a plug-in monitor

Some permanently wired equipment, high-current loads, or appliances with unusual connections are outside a simple plug-in meter’s scope. Do not open the appliance or alter fixed wiring to obtain a reading. Use the manufacturer’s documented specifications or a qualified electrician when a direct measurement is required.

What standards and labels can—and cannot—tell you

ENERGY STAR limits for televisions show how a product category can define passive and active standby under repeatable test conditions. They are useful for comparing qualifying models, but they do not predict the exact reading in your home, where network state, settings, and connected equipment may differ.

DOE’s Federal Energy Management Program (FEMP) purchasing guidance applies to U.S. federal agencies and directs them toward products with standby power of 1 W or less when compliant products are available. That procurement rule should not be presented as a requirement for every consumer appliance or every country.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Standards also change as test methods and product features evolve. When comparing a specification, identify the product model, mode, test procedure, region, and date of the criteria. A current household measurement remains the best evidence for your own bill.

A practical checklist

  • Identify what the appliance still needs to do while it appears off.
  • Check whether the “off” setting is actually standby, a strict off mode, or a selectable low-power mode.
  • Use a compatible plug-in monitor with suitable resolution for low loads.
  • Record settings and measure after the appliance has settled.
  • Average energy over time when the reading fluctuates.
  • Convert watts to kilowatt-hours using the actual standby hours and your electricity rate.
  • Choose between leaving the appliance connected, switching a compatible group, or unplugging it only after considering clocks, updates, network access, and protective functions.
