The digital yuan, officially called e-CNY, is China’s central-bank-issued digital form of the renminbi. It is sovereign fiat currency—not Bitcoin or another privately issued cryptocurrency—and it is not the same thing as using a payment app. For visitors, e-CNY may be an option, but wallet eligibility, funding methods and merchant acceptance vary.

What is the digital yuan?

e-CNY, also called the digital yuan or digital RMB, is digital fiat currency issued by the People’s Bank of China (PBOC). Authorized operators provide exchange and circulation services to the public. The PBOC’s 2021 description says e-CNY has legal-tender status and that the right to issue it belongs to the state. PBOC, Progress of Research & Development of E-CNY in China (2021)

The currency and the interface used to pay are distinct. An e-CNY wallet is a way to access and use e-CNY; a mobile-payment app or service is not automatically e-CNY just because it is used to make a digital payment. The PBOC describes a centralized, two-tier model: it issues e-CNY to authorized operators and manages the currency over its lifecycle, while operators and other institutions provide services to users.

Is e-CNY a cryptocurrency?

No. e-CNY is issued by a central bank as national fiat currency. It is not an independently issued, decentralized coin, and the PBOC’s description does not characterize it as mined or governed by a public blockchain. Its digital format does not make it an investment asset or a means of bypassing capital controls.

How has e-CNY policy changed?

The original M0 framing

The PBOC’s 2021 white paper positioned e-CNY mainly as M0—cash in circulation—and said it would coexist with physical renminbi. In December 2022, the PBOC said e-CNY in circulation was included in M0 statistics. That was the original policy framing, not the whole current management picture.

The framework effective January 1, 2026

A State Council report says an upgraded management framework took effect on January 1, 2026. Under the framework as summarized in that report, e-CNY wallet balances held with authorized commercial banks enter the reserve-requirement calculation base, while non-bank payment institutions must place reserves equal to 100% of the digital yuan they manage. The report characterizes this as moving e-CNY beyond a solely cash-like instrument toward digital deposit money. This describes its management treatment; it does not change the PBOC’s role as issuer or the currency’s legal status. What do the reported e-CNY figures mean?

Published statistics refer to different things and dates, so they should not be treated as one comparable adoption series.

Figure What it measures Source and date
RMB13.61 billion e-CNY in circulation at the end of 2022; a historical circulation figure, not a current 2026 wallet balance. PBOC, 2023
More than 10 million invited whitelist users; 20.87 million personal wallets; 3.51 million corporate wallets; 70.75 million transactions totaling RMB34.5 billion; more than 1.32 million pilot scenarios Early pilot measures reported as of June 30, 2021; they do not describe current adoption. PBOC, 2021
RMB14.2 trillion Cumulative digital RMB transaction value through the end of September 2025—not the amount currently held in wallets, the active-user count or outstanding balances. State Council citing the PBOC, 2025

These figures use distinct measures: circulation, pilot wallets and transactions, and cumulative transaction value. They do not establish a directly comparable current series of active users, outstanding wallet balances and transactions.

Can foreigners use e-CNY in China?

Some foreign visitors can register and use e-CNY, but support depends on the operator, phone number, funding method and other service conditions. A March 2024 government summary of the PBOC user guide said people could download the e-CNY app, sign up and select an authorized operator supporting international services; it reported that mobile numbers from over 210 countries and regions could be used to register. That does not mean every operator or feature is available to every visitor. State Council/Xinhua, China issues e-CNY user guide to optimize mobile payment for foreigners (2024)

Bank of China’s April 2024 guide described a provider-specific route for visitors: registering with an overseas mobile number, adding an overseas Mastercard or Visa card, and using a “Top-up as you pay” feature at merchants accepting e-CNY. It also described exchanging foreign banknotes into, or recharging, an e-CNY hardware wallet at designated Bank of China self-service currency-exchange machines, and a route to exchange the balance and remit it back to the overseas bank card. These are Bank of China instructions dated 2024, not proof that every operator currently offers the same features. Check before relying on a wallet

  • Confirm the app is currently available where you are and that the chosen operator supports your phone number.
  • Check whether your intended funding method is supported, and review applicable identity checks, fees, transaction limits and refund or cash-out rules.
  • Confirm acceptance at the merchants and transport services you expect to use. Policy plans call for expanding e-CNY acceptance and use scenarios, but do not establish universal acceptance.
  • Keep another way to pay in case your wallet, funding method or a merchant is unsupported.

How do you pay with e-CNY?

  1. Choose an eligible wallet route. Use the official e-CNY app and select an authorized operator that supports international services if you are visiting. Follow that operator’s current instructions; the visitor options described in official sources are dated and provider-specific.
  2. Register and fund the wallet. Complete the operator’s signup and any required checks, then use a funding method it supports. Bank of China’s 2024 guide, for example, described overseas-card funding and designated machines for certain hardware-wallet services.
  3. Check acceptance before checkout. Ask whether the merchant accepts e-CNY; acceptance is not universal. If using a visitor feature such as “Top-up as you pay,” confirm the merchant and your wallet support it.
  4. Make the payment using the wallet’s instructions. The cited visitor guidance establishes the app and service routes, but does not specify one universal checkout flow for every operator or merchant. Follow the prompts shown by the wallet and merchant.

What should visitors compare with other payment options?

Do not choose a payment method on the assumption that one app or wallet works everywhere. For the places you plan to visit, compare:

Is e-CNY accepted everywhere in China?

No universal acceptance is established. The PBOC’s 2025 digital-finance action plan says it will prudently advance the pilot, improve acceptance and diversify use scenarios. Separate 2025 guidance encourages pilot regions to promote e-CNY in consumption and improve interoperability among cash, cards, mobile payments and e-CNY. These are ongoing policy objectives, not a guarantee that every merchant or transport provider accepts it.
