Digital Realty is proposing a large data-center campus in Kokomo, Indiana, not within Indianapolis city limits. The plan for Industrial Park North calls for about 476 acres, three one-story buildings, roughly 3 million square feet of floor area and approximately 1 gigawatt of total IT capacity. Operations are targeted for 2033, but the proposal’s final permits, construction start and operating status have not been established.

What Digital Realty is proposing

The proposed campus would be located in Kokomo’s Industrial Park North near U.S. 31 and County Road 400 North, in Howard County. It is part of the broader central-Indiana data-center market, but the physical site is outside Indianapolis proper.

Digital Realty’s 2026 project description says: “The current site plan contemplates approximately 476 acres, three one-story data center buildings, totaling roughly three million square feet of proposed floor area and approximately one gigawatt of total IT capacity.”

Why reports call it an Indianapolis-area project

Indianapolis is the region’s most recognizable reference point, so coverage may describe the development as being near Indianapolis. The campus itself is in Kokomo, a separate city in Howard County. That distinction matters for zoning, permitting, taxation, utility decisions and the local services affected by construction.

Timeline, investment and tax revenue

Mayor Tyler Moore told Inside INdiana Business, in a report carried by 21Alive on October 4, 2026, that operations are planned for 2033. He estimated total investment at $1.4 billion to $1.7 billion. Those are projections rather than a completed investment total.

The city has said it will not provide a tax abatement. The Kokomo Tribune reported on October 1, 2026, that Moore projected $44 million to $55 million in annual property-tax revenue once the campus is completed in 2033. The amount depends on the project being built, assessed and placed into service as described; it is not current city revenue.

Power, water and infrastructure plans

A campus designed for approximately 1 gigawatt of IT capacity would require major electrical infrastructure. The available project description does not establish a final substation plan, interconnection schedule, generation mix or utility contract. Those details will determine how the campus is phased and how its demand is managed.

Digital Realty says it will use water-conserving cooling and pay for infrastructure upgrades needed for the project. Its project page states: “We will pay for the infrastructure upgrades needed for this project.” The company also says the added capacity is expected to strengthen the local power grid for residents. These are company-described plans and expectations, not independently verified outcomes.

Design measures and neighborhood concerns

The company describes several measures intended to limit disruption:

Jobs and local economic effects

The Kokomo Tribune described several thousand construction jobs and hundreds of permanent jobs as projections from local officials. No final job count, hiring schedule or wage profile has been established.

Digital Realty identifies electricians, HVAC technicians, equipment operators, laborers and other skilled trades as likely areas of demand. The company also says workforce and education pathways are planned, with regional contractors, vendors, service providers and small businesses positioned to benefit. Those opportunities depend on the project moving through approvals and into construction.

What is still unresolved

Readers should treat the 2033 date, investment range, tax estimate and employment figures as planning projections. Key decisions still to be documented include:

  • Final local and state approvals and permits
  • Whether and when construction begins
  • The final building footprints, phasing and floor area
  • Electrical interconnection and utility-upgrade arrangements
  • Water supply, cooling configuration and discharge requirements
  • Binding noise, lighting, buffering and traffic conditions
  • Actual assessed value, tax collections and completed job totals

What to watch as the proposal advances

  1. Permitting filings: Site-plan, environmental, building and utility documents will show which elements of the concept become enforceable requirements.
  2. Grid and water agreements: Utility approvals will clarify how a campus of this proposed scale is connected and supplied.
  3. Construction announcements: A groundbreaking or contractor award would mark a move beyond the current proposal stage.
  4. Workforce programs: Local training partnerships can indicate which technical roles are expected first.
  5. Updated financial projections: Later assessments and budgets will show whether the projected investment and tax ranges change.
