Neither digital nor paper exams is universally better. The sound choice depends on the skills being assessed, candidates’ access needs, device and network readiness, security controls, and the full cost of operating the system. Digital delivery can make some accommodations and response types practical, while paper can be more dependable for certain reading, calculation, and annotation tasks. Evidence from England, international OECD guidance, and a Scottish accessibility programme supports a conditional decision rather than a mode-wide winner.

What the comparison actually involves

A digital exam is an assessment completed on a computer or tablet, either through a connected platform or an application prepared for offline use. A paper exam uses printed question and answer materials, with handwriting, diagrams, or separately supplied scripts. The important comparison is not simply screen versus page. It is whether each delivery system measures the intended knowledge or skill without adding irrelevant barriers.

Three questions should be answered before choosing a format:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Construct: Does the mode let candidates demonstrate the target skill, or does it add typing, handwriting, navigation, or device-operation demands?
  • Access: Can every candidate use the format and approved accommodations under the same conditions?
  • Operations: Can the institution provide secure, tested delivery, technical support, marking, and a credible fallback?

Ofqual’s 2025 evidence summary, covering high-stakes qualifications in England, states: “There is not strong evidence of a clear and consistent pattern of mode effects in the literature.” That finding rules out a blanket claim that screens are either more or less reliable than paper.

Accessibility: digital can help, but access is conditional

Where digital papers can improve access

On-screen assessment may help candidates who struggle with conventional printed papers. Depending on the platform and the approved arrangement, a digital file can support magnification, text reflow, contrast settings, keyboard navigation, typed responses, or other assistive workflows. It can also reduce the need for a reader or scribe when a candidate can work independently with an accessible document.

Ofqual’s summary of work commissioned with the Department for Education reports early international indications that on-screen assessment can improve accessibility for some students with special educational needs and disabilities. The same summary stresses that formal evaluation is limited and that outcomes depend on design and implementation. A screen reader, magnifier, extra time setting, or alternative input method is not automatically compatible with every exam platform. Each accommodation must be tested in the exact software, device, and security configuration used on exam day.

What paper provides

Paper is a familiar physical format for many candidates. A student can mark a passage, write calculations in a margin, rotate a page, or annotate a diagram without learning a new interface. Those affordances can be particularly important where the assessment depends on spatial working or where typing would introduce an unrelated skill.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Paper is not automatically accessible. Candidates with visual, motor, reading, or writing disabilities may need a reader, scribe, enlarged print, Braille, additional time, or another arrangement. Those arrangements can preserve access, but they may require trained staff, separate rooms, scheduling, and procedures to protect confidentiality.

Evidence from Scotland

Paul Nisbet’s peer-reviewed 2012 study describes the Scottish Qualifications Authority’s development of digital papers for candidates with disabilities and special educational needs. The specification was best matched by PDF. Pilot trials took place in 2005, 2006, and 2007, followed by introduction in 2008. The study presents digital papers as a potentially more independent alternative to reader-and-scribe arrangements.

Requests for digital papers increased fivefold between 2008 and 2011. This is a historical Scotland-specific statistic, not evidence of a current national trend or a prediction for every exam system. Nisbet also cautioned that whether digital papers cost less than reader-and-scribe support required further investigation.

Ofqual’s England-focused work identified variable digital confidence, uneven school and college readiness, device-access gaps, broadband concerns, cybersecurity, interoperability, and data-management challenges. A digital policy that assumes every candidate has equal equipment and skills can therefore widen, rather than reduce, inequity.

Reliability and fairness: mode effects are task-specific

What “mode effect” means

A mode effect is a performance difference associated with the way an item is delivered or answered rather than with the knowledge being assessed. It can arise from page layout, scrolling, navigation, typing speed, handwriting, editing tools, working memory, or how candidates check answers. A difference found in one item type does not establish a difference across an entire subject.

Ofqual’s framework, Making sense of mode effects (11 December 2025), and its consultation evidence summary review studies over several decades. Together they conclude that effects vary with the construct, presentation, response process, candidate familiarity, and opportunities to review work. The evidence does not support a single reliability ranking for paper and digital exams.

Tasks that may favor paper

  • Longer expository reading: Some evidence suggests paper can help comprehension when passages are lengthy and time is tight, possibly because candidates can see more text at once and move physically through pages.
  • Multi-step calculations: Candidates can write intermediate work directly beside a question and inspect it without switching views.
  • Diagram annotation: Drawing, labeling, or marking a printed figure can involve fewer interface steps than selecting digital tools.
  • Answer checking: Flipping through a booklet and viewing questions together may be easier for some candidates than scrolling or opening separate screens.

These are design considerations, not universal paper advantages. A well-designed digital interface may offer equivalent or better support for a particular task.

Tasks that may favor screens

  • Extended writing: Editing, rearranging paragraphs, and correcting typing can be easier than rewriting by hand.
  • Interactive responses: Selected drag-and-drop or other interactive items have, in specific studies, been completed faster with comparable accuracy.
  • Structured navigation: Search, flagging, and return-to-item tools can help candidates manage a large assessment when they are familiar with them.

Typing proficiency can improve a candidate’s digital performance, while handwriting speed and legibility can affect paper responses. Selected-response layout has produced small but statistically significant differences in some studies. Those findings matter when an item adds navigation or motor demands that are unrelated to the intended construct.

How to test comparability

Before converting an assessment, designers should ask:

  1. Is the same construct being measured in both modes?
  2. Are instructions, stimulus visibility, line length, diagrams, and navigation equivalent?
  3. Do candidates have comparable practice and familiarity?
  4. Does the response method add typing, handwriting, scrolling, or tool-selection demands?
  5. Can candidates review and change answers in the same practical way?
  6. Have accessibility settings and alternative arrangements been included in trials?

Institutions should evaluate performance and candidate feedback after implementation and watch for item-level anomalies. No quantified, universal digital-versus-paper failure rate or overall mode-effect estimate applies across all subjects and candidate groups.

Delivery reliability: infrastructure decides whether digital works

Digital prerequisites

The OECD’s Digital Education Outlook 2023 identifies the operational foundations of digital assessment:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A sufficient number of compatible, managed devices.
  • Reliable internet or local-network capacity for the chosen delivery model.
  • Staff with expertise to deploy, monitor, and support the system.
  • Suitable rooms, electrical capacity, ventilation, and network facilities.
  • Security controls for identity, content, devices, accounts, data, and incident response.

Ofqual’s commissioned English work found that only a minority of schools and colleges were ready to deliver on-screen assessment at scale during the period studied (September 2023 to April 2024). Readiness is therefore a practical constraint, not an administrative detail.

Online, local-network, and offline choices

A connected exam can provide central monitoring, rapid upload, and flexible item delivery, but it depends on stable connectivity and service availability. An offline model can reduce exposure to internet outages. The OECD notes that offline assessment requires advance installation and clear procedures, and it limits some digital functions and adaptability. It also introduces its own preparation, synchronization, and secure-transfer steps.

Paper avoids exam-day dependence on computers, authentication services, and networks. It still requires secure printing, packing, storage, transport, room distribution, collection, and chain-of-custody controls. The available evidence does not establish a universal paper failure rate that can be compared directly with digital incidents.

Build a tested contingency plan

A plan is credible only if staff rehearse it under exam conditions. Define in advance:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • How a failed device is replaced without exposing content.
  • What happens if a local network or authentication service stops.
  • How a candidate’s work is preserved and transferred.
  • When an exam can continue offline and when it must pause.
  • How extra time, rest breaks, or other arrangements are recorded after an incident.
  • Who has authority to declare an incident and communicate with candidates, invigilators, and the awarding body.

Keep paper copies or an approved alternative only where security rules permit it. A fallback that has not been tested can create more confusion and unfairness than the original failure.

Cost: compare the whole lifecycle, not the paper bill

Where digital may save money

The OECD reports that digitization can simplify administration and data management and may reduce printing, physical distribution, some handling, and parts of grading. Digital delivery can also make records easier to search and transfer, depending on retention and security requirements.

Where digital adds cost

Digital assessment requires initial investment in devices or dedicated equipment, delivery software, item conversion, accessibility testing, network and power capacity, security, staff training, technical support, replacement stock, maintenance, and contingency arrangements. Validating a digital item so that it measures the intended construct can cost more than reproducing a simple paper item.

Paper cost categories

Paper programmes incur printing, specialist formats, secure storage, packing, transport, room distribution, collection, scanning or data entry where used, and physical archiving or destruction. Reader, scribe, transcription, and separate-room arrangements can add staffing costs for candidates who cannot use standard papers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why there is no universal cheaper option

The sources do not provide a current, comparable price per candidate or total-cost figure for digital versus paper exams. A credible business case must specify jurisdiction, candidate volume, subjects, existing device estate, replacement cycle, staffing, training, software, accessibility arrangements, marking model, security, printing and distribution, maintenance, and contingency costs. A school that already owns managed devices may reach a different result from a board that must purchase and support them for one annual exam series.

Side-by-side comparison

A practical decision framework for institutions

1. Map the assessment task

List every response action: reading long passages, drawing, calculating, composing, editing, selecting, or manipulating objects. Identify which actions are essential to the construct and which would be incidental technology skills.

2. Map candidate needs

Use approved-access-arrangement data and candidate consultation to identify requirements for magnification, screen reading, keyboard input, handwriting alternatives, extra time, rest breaks, readers, scribes, or separate rooms. Do not infer that one mode suits every disability.

3. Run an equivalence trial

Deliver representative items in both modes to candidates with varied access needs. Check timing, navigation, annotation, answer review, editing, diagram work, and the operation of every accommodation in the actual locked-down environment.

Why mixed delivery is often defensible

Ofqual’s summary of a February 2023 survey of 516 students aged 15–18 and 500 parents in England reports a strong preference for a mixture of on-screen and paper exams. That result describes perceptions in an English high-stakes context, not a universal policy mandate. It is nevertheless consistent with the practical reality that tasks, candidates, and institutional capacity vary.

A mixed model can mean paper and digital papers in the same qualification, different modes for different components, or a digital primary route with an approved paper alternative. It requires clear rules so that mode choice does not reveal answers, alter available time, or create unequal access to tools.

Bottom-line choice

Choose digital when the assessment benefits from screen editing or interaction, validated accommodations work in the exact platform, candidates have equitable access and practice, and the institution can provide secure, resilient delivery with a rehearsed fallback. Choose paper when physical reading, calculation, annotation, or local operational limits make it the more valid and dependable way to measure the construct. Where needs differ, a carefully evaluated combination is more defensible than declaring one format superior by default.
