The digital euro is not launched, and the evidence does not show a secret system that lets the European Central Bank identify every payer. The ECB’s stated design aims to give offline payments stronger, cash-like privacy. Online payments would not be fully anonymous: payment-service providers may process information needed to meet legal obligations, while the ECB says its own system would use pseudonymised data and would not directly link users to payments. Those are design claims, not proof of how a final, deployed system will work.

What is the digital euro, and is it available now?

The digital euro is a proposed form of central-bank money for digital payments in the euro area. It is not a cryptocurrency, a bank deposit, or a product consumers can currently obtain. The European Commission’s digital euro explainer describes the proposal and its intended role; the currency has not been issued, and the ECB’s Governing Council has not decided whether to issue it.

The legislative process has advanced but is not complete. The ECB says the Council adopted its position in December 2025, the European Parliament adopted its position in July 2026, and negotiations among EU institutions have started. The ECB’s target is adoption by the end of 2026, but that is a projected milestone, not an accomplished outcome. Any issuance decision would come later, after the law is adopted. The ECB’s possible 2029 issuance target is conditional on that process and subsequent decisions. See the ECB’s project progress update and its digital euro FAQs.

Preparation work, technical planning, or a possible pilot does not mean the public can use the currency or that the ECB has committed to issue it. The ECB’s preparation-phase closing report, published on 30 October 2025, describes work toward readiness, not a launch.

Who would see your payment data?

The answer depends on whether a payment is offline or online, and on which organization is handling it. The ECB and Eurosystem, payment-service providers (PSPs), and the people making a payment are not interchangeable. In particular, the ECB’s claim about what its own system can see does not mean a PSP would have no access to information needed to provide a service or comply with the law.

Payment mode What the ECB says about transaction details What the proposal and legal obligations indicate Status
Offline The ECB says only the payer and recipient would know the personal transaction details. The Commission proposal says PSPs would not process data about offline payment transactions themselves. Processing may still occur when funds are loaded onto or unloaded from a local device. Intended design in the ECB’s explanation and terms in a proposed Regulation; final legislation and implementation are unsettled.
Online The ECB says the Eurosystem would not directly link users to payments and that data available to the ECB would be pseudonymised. PSPs may process information needed to meet applicable legal requirements, including anti-money-laundering obligations. ECB design claims and a proposed legal framework, not an independently verified live system.

The ECB’s first progress report, published on 24 June 2024, describes privacy as a design goal and says: “Only the payer and the payee would know the personal transaction details of offline digital euro payments.” That statement concerns the proposed offline-payment design. It does not establish that every stage of using an offline wallet, including loading or unloading funds, would leave no data behind.

Would digital euro payments be anonymous?

Not in every mode or from every party. The ECB describes offline payments as having a higher level of privacy, with transaction details known only to payer and payee. For online payments, the ECB says the Eurosystem would not directly link users to payments, but PSPs could access or process information for legal compliance. Pseudonymisation is not the same as anonymity: it is a way of processing data that does not directly identify a person in the same way as an unmasked identity, but it should not be described as proof that identification is impossible.

The Commission’s 2023 proposal also distinguishes the payment itself from related operations. It says providers would not process data about offline payment transactions, while allowing data processing related to loading and unloading funds on local devices. The proposal is a legislative text under negotiation, not the final rulebook. Read the European Commission proposal, COM(2023) 369 final for the proposed framework.

What privacy protections are promised, and what remains open?

ECB commitments

The ECB says it would not use digital euro payment data for commercial purposes. It also says intermediaries would need a user’s explicit consent to use data commercially. The ECB describes independent data-protection-authority supervision and says the system would operate under EU rules. These are the project’s stated design and commitments; they should not be mistaken for a complete account of final obligations before legislation and implementation are settled.

Data-protection authorities’ recommendations

The European Data Protection Board and European Data Protection Supervisor welcomed the proposed offline option and the privacy-by-design approach, while asking for further work on safeguards and governance. Their Joint Opinion 02/2023 recommended demonstrating the necessity of the proposed fraud-detection mechanism, clarifying the respective responsibilities of the ECB, national central banks, and payment providers, and considering a low-value online transaction privacy threshold under which transactions would not be traced for anti-money-laundering and counter-terrorist-financing purposes.

Those recommendations are scrutiny of an unfinished proposal, not a finding that the digital euro is a surveillance system. They do show why a broad reassurance such as “the ECB cannot see anything” would be too simple: institutions are still working through the limits, responsibilities, and legal safeguards.

How does its privacy compare with cash and private digital payments?

The useful distinction is narrower than a blanket ranking. The ECB is designing offline digital euro payments to offer cash-like privacy, while online payments would involve provider processing and applicable legal controls. Cash can be used without an internet connection; the digital euro is intended to support online and offline modes. Existing private digital payment services differ in their architecture and policies, so the available official material does not establish that the digital euro would be categorically more or less private than every alternative.

Feature Cash Proposed digital euro Private digital payments
Internet connection Not required for an in-person cash payment. Designed to support offline as well as online payments. Varies by service and payment method; no single model is established by the cited EU project documents.
Transaction-level data A cash exchange does not itself create a digital payment record for a payment provider. Offline transaction details are intended to be known only to payer and recipient; online providers may process data for legal compliance. Varies by provider; the official digital euro materials do not support a general comparison across all services.
Privacy status Physical exchange, rather than an ECB design claim. Offline privacy is a stated design goal; online protections and responsibilities remain subject to legislation and implementation. Depends on the service’s design, terms, and applicable law.

This comparison does not make the proposed digital euro equivalent to cash in every respect. Its offline mode is intended to deliver stronger privacy than online payments, but the distinction around funding and unloading a device matters, and the final rules are not yet settled.

What should users conclude about the “dark secret” claim?

The available evidence supports neither the claim that the ECB can identify every payer nor the claim that all digital euro payments would be anonymous. The clearest account is mode-specific: offline transaction details are intended to remain between payer and recipient, while online payments would involve PSPs that may need data for legal compliance. The ECB says its own system would use pseudonymisation and would not directly link users to online payments, but that remains a design description rather than a proven outcome from a live currency.

Because the Regulation is still being negotiated and the Governing Council has not decided whether to issue the digital euro, treat privacy features and projected dates as conditional. The final legal text and technical implementation will determine how the project’s assurances translate into actual controls.
