Digital adoption is whether people can and do use digital tools effectively in their work. Digital transformation is the wider organizational change in processes, capabilities, operating models, and value creation. Adoption can help make transformation possible, but software access, training, or login counts alone do not show that transformation has occurred.
How digital adoption differs from digital transformation
The terms are related, but they describe different levels of change. This article uses “digital adoption” for capable, sustained use of tools in relevant workflows. “Digital transformation” refers to broader changes in how an organization operates and creates value. The wording is useful, but it is not a universally settled standard: a review by Gong and Ribiere examined 134 definitions of digital transformation and found the term varied and often conflated. The OECD also treats transformation as a broad phenomenon spanning firms, industries, processes, work, skills, and economic and social outcomes.
| Dimension | Digital adoption | Digital transformation |
|---|---|---|
| Main focus | Whether people use tools effectively in relevant work | How the organization changes processes, operating models, capabilities, and value creation |
| Typical unit | User, team, workflow, or application | Organization, business function, industry, or public service |
| Useful indicators | Workflow completion, timeliness, quality, proficiency, sustained use, and workarounds | Process or service redesign, new capabilities or business models, productivity or customer outcomes, and effects on work and skills |
| Common mistake | Treating access, training attendance, or logins as proof of proficient use | Calling a technology rollout a transformation without evidence of broader organizational change |
These indicators are practical ways to think about measurement, not a universal scorecard. The OECD maps indicators and measurement gaps across the varied effects of digital transformation; it does not offer a single organization-level transformation score.
Why adoption is not the same as transformation
Installing a system is deployment. Giving staff accounts establishes access. Training attendance records participation, while logins show activity. None of these, on its own, demonstrates that people can complete important work accurately and consistently, that the organization has redesigned how it operates, or that outcomes have improved.
#1 Best Overall
Prosci describes digital adoption as “the people-side of digital transformation.” That is useful practitioner language from a change-management company, not a definition established by a standards body. It captures the relationship: people’s use of technology can support a wider change, but adoption activity alone cannot establish that the wider change happened.
How to assess each one
Assess adoption in the work itself
Look at whether people can complete the relevant workflows, how accurately and promptly they do so, whether use continues over time, and whether they rely on workarounds. Consider users, teams, and workflows rather than treating an application’s overall login count as the answer. A tool may be widely accessed while a critical workflow remains poorly understood or inconsistently used.
Assess transformation through organizational change and outcomes
Look for evidence that processes or services have been redesigned, teams coordinate differently, or the organization has developed new capabilities or business models. Then examine outcomes relevant to the change, such as productivity or customer value, and consider effects on work and skills. Technology use is part of the picture, not a binary checklist: the OECD notes that technology’s impact depends on the type of tool and how deeply it is integrated into business processes. Firms and industries also differ in the pace and scale of change.

Example: a new customer-management system
A company that deploys a customer-management system has implemented technology. If staff use the relevant workflows consistently and accurately, that is evidence of adoption. If the company also redesigns sales and service processes, changes how teams coordinate, and creates measurably different customer value, those broader changes can support a transformation claim. This is an illustrative example, not a reported case study.
Rank #3
What historical uptake figures can—and cannot—show
The OECD reported in 2019 that 12% of businesses overall and one-third of large businesses used big data analytics. This is a historical, technology-specific snapshot. It is not a current 2026 adoption rate, a measure of all digital tools, or proof that the businesses had transformed.
The OECD’s Measuring the Digital Transformation: A Roadmap for the Future (2019) emphasizes the role of measurement in policy and documents the breadth of transformation dimensions and gaps in measurement. Its evidence is framed across economies and sectors; it should not be mistaken for a ready-made scorecard for an individual organization.

Use adoption measures to find out whether people are making effective, sustained use of tools in the workflows that matter. Use transformation measures to establish whether the organization has changed how it works and whether those changes affect its capabilities or outcomes. The two layers are connected, but evidence for one is not a substitute for evidence for the other.
