Use DigiLocker when the record appears in your account’s Issued Documents section and the receiving organisation accepts that digital record. Keep the paper original when instructions require it, the issuer has not supplied a digital version, or you need a hard copy for your own files. DigiLocker distinguishes issuer-fetched records from files you upload yourself. That distinction determines how a document can be verified and whether an organisation is likely to accept it.

DigiLocker’s terms state that issued or shared documents are legally equivalent to physical originals under the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016. That statement does not make every scan, printout or digital file acceptable in every transaction; acceptance remains dependent on the document, issuer and recipient’s process.

At a glance: which version should you present?

Question Choose the DigiLocker record when… Keep or obtain paper when…
Where did it come from? It was fetched from an integrated issuer and is listed under Issued Documents, with an issuer-generated document URI. You have only a scan or photograph, or the issuer has not published the record digitally.
How is it verified? The recipient can validate the issuer’s digital signature, QR code, URI or another stated online method. The receiving instructions specifically call for an original, notarised copy, physical stamp or paper submission.
What is the practical advantage? Remote access, permission-based sharing and less risk of forgetting the document while travelling. A readable offline copy, a personal archive, or compliance with a paper-only workflow.
What does storage prove? An issuer-issued record is evidence supplied by that issuer. A user-uploaded scan proves only that the account holder stored a file; it does not authenticate the underlying document.

The safest rule is simple: present the issuer-fetched version if it is available and the recipient’s instructions accept it; otherwise follow the stated paper process. Never assume that putting a scan in DigiLocker changes its status.

What DigiLocker stores

DigiLocker has two materially different storage areas. Issued Documents contains records retrieved from participating government departments, agencies or institutions. DigiLocker Drive contains files that you upload directly. The official FAQ explains that an issued record carries an issuer-generated URI, while an uploaded file is supplied by the user. See the DigiLocker FAQ for the platform’s definitions.

Issued Documents: the source-backed record

To obtain an issued record, you select a registered issuer and request a document that the issuer has made available. DigiLocker then links the record from that issuer’s repository to your account. The URI identifies the issuer record and can resolve to the document in that repository. Because the source is identifiable, a verifier can use the available signature, QR code or online validation route rather than relying solely on the appearance of a PDF.

Availability is not universal. The official ecosystem overview groups records across identity, education, health, transport, government, skills, industry and culture, but those categories describe the ecosystem rather than a promise that every person’s document from every organisation exists. An institution must participate and publish the relevant record before you can fetch it. The DigiLocker ecosystem overview lists the service’s broad coverage.

DigiLocker Drive: your uploaded files

Drive is useful for scans, photographs, forms and other files you want available on your devices. Uploading a PDF of a paper certificate does not turn it into an issuer-issued certificate. It has no issuer-generated URI merely because it is stored in the same account, and the platform’s legal-equivalence statement for issued or shared documents should not be extended to every upload.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the provenance clear in your own naming system. For example, label a scan as “degree-certificate-scan” and an issuer-fetched award as “Issued Documents — degree” so that you do not accidentally submit the wrong file.

Are DigiLocker documents valid like originals?

DigiLocker’s Terms of Use, last modified on 2 June 2025, state that issued or shared documents are legally equivalent to physical originals under the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016. The official FAQ gives a concrete example: issued driving licences and vehicle registration certificates can be presented from the Issued Documents section for the relevant transport use.

This is a qualified legal and operational statement, not a universal acceptance guarantee. It applies to the kind of issuer-backed document covered by the terms and the cited rules. A recipient may still prescribe a particular channel, a paper copy, an attested copy, an original for inspection, or a separate verification step. Check the instructions for the specific application, counter or portal before travelling or mailing anything.

What “legally equivalent” does not mean

  • It does not mean a user-uploaded scan is authenticated by DigiLocker.
  • It does not mean every school, employer, bank, consulate, government office or private organisation accepts every digital record.
  • It does not remove requirements such as a notarisation, translation, physical photograph or in-person inspection when the receiving process lists them.
  • It does not prove that an issuer has supplied a record that is absent from your Issued Documents section.

The DigiLocker circulars and notifications index contains process-specific notices. Those notices can matter when a department has published a particular acceptance rule, so use the instruction for your transaction rather than relying on a general assumption.

How to retrieve an issuer-issued document

Labels can change as the service is updated, but the workflow follows the distinctions in the official FAQ. Use the following checks before you rely on a digital record.

  1. Sign in to your DigiLocker account. Use the account associated with the identity details the participating issuer uses to match records.
  2. Open the Issued Documents area. Do not stop at Drive; a file visible only in Drive is an upload, not an issuer-fetched record.
  3. Browse registered issuers. Search for the department, board, university, transport authority or other institution that originally issued the document.
  4. Select the document type and request it. Enter the identifiers the issuer requires, such as a document number, year or identity match. The issuer must already have published the record.
  5. Confirm the result. Check the issuer name, your name, document details and the presence of the issuer record or URI. If the result is missing or belongs to another person, do not share it.
  6. Follow the recipient’s submission method. Some organisations ask you to show the live record, some accept a downloaded PDF, and others provide their own verification link or QR-scanning process.

If the issuer is not listed or the request returns no record, that is an availability issue rather than evidence that your paper document is invalid. Contact the issuing institution or use its stated replacement process while keeping the physical document.

How verification works

Transport documents: QR and digital-signature checks

The FAQ says that digital driving licences and vehicle registration certificates can be spot-verified by validating the Ministry of Road Transport and Highways (MoRTH) digital signature on the PDF or by scanning the document QR code with the DigiLocker app. Present the record in the issued section and allow the verifier to use the stated method; a screenshot may not contain the information or context needed for validation.

DigiLocker’s security architecture explains that issuer-issued records are digitally signed using Digital Signature Certificates. A valid signature helps establish that the file came from the stated issuer and has not been altered. It does not, by itself, answer whether a particular transaction demands an additional physical document.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What a verifier should see

  • The issuing authority and document type are identifiable.
  • The personal details match the person presenting the record.
  • The QR code or signature validation succeeds through the supported method.
  • The record is being shared with the account holder’s permission where consent is required.

If a PDF’s signature shows as invalid, do not edit, re-save or convert the file before asking for help. Download a fresh copy from the issued record and use the issuer’s or DigiLocker’s verification route.

Academic certificates and marksheets through NAD

The National Academic Depository (NAD) makes academic awards available when the relevant institution has issued them through the system. The NAD FAQ lists degrees, diplomas, certificates, marksheets and evaluation reports as examples. Availability depends on the university, board or institution publishing the award; the category alone does not guarantee that your particular year or programme is present.

Students cannot upload awards into NAD themselves. You can request an existing award and share it with a verifier. The About NAD page describes the depository’s custodian role and consent-based verification.

Requesting and sharing an award

  1. Check whether your institution and award type are available through NAD.
  2. Request the matching record using the identifiers the institution requires.
  3. Review the name, qualification, dates and marks before sharing.
  4. Use the consent-based sharing function for the named verifier or application.
  5. Keep a downloaded PDF for your own records only after confirming that the recipient accepts that format.

NAD’s FAQ states that users can access PDF versions of digital certificates and describes printing. A printout can be convenient for a folder or an appointment, but printing does not independently establish that a recipient will treat it as an original physical certificate. The institution’s and recipient’s rules still govern.

When to use DigiLocker instead of carrying paper

Use an issued record for routine, supported transactions

DigiLocker is usually the better option when the record is in Issued Documents, the recipient explicitly accepts it, and verification is available. Examples include presenting an issued driving licence or registration certificate for the transport use described in the FAQ, or sharing an NAD award with a verifier that uses the NAD workflow. You can retrieve the record without carrying a folder and can share permission rather than handing over a photocopy.

Keep paper when the process requires it

Bring or obtain the physical document when the checklist says “original,” “physical copy,” “attested copy” or similar wording; when a notary, consulate or foreign authority requires a particular paper format; or when the official has no digital verification route. If an application involves an in-person inspection, carrying the paper can prevent a second visit even if a digital record is also available.

Keep paper when the digital record is unavailable

An issuer may not have integrated with DigiLocker, may not have uploaded older records, or may have a mismatch in your identity details. In those cases, the paper document remains your practical source while you ask the issuer about correction or reissue. Do not upload a scan and describe it as an issued certificate.

Use both when the stakes are high

For travel, property, employment or education deadlines, carry the paper original or a required copy and keep the issuer-issued DigiLocker record as a backup. The two formats serve different purposes: paper covers a paper-only process, while the digital record provides a quickly verifiable fallback if the paper is lost or inaccessible.

A decision checklist before you submit a document

  • Source: Is it in Issued Documents, or only in Drive?
  • Issuer: Does the displayed issuer match the organisation that created the document?
  • Recipient: Do the current instructions name DigiLocker, NAD, a QR check or a digital signature as acceptable?
  • Verification: Can you demonstrate the live record, URI, QR code or signature without altering the file?
  • Availability: Is the exact year, qualification, licence or registration present?
  • Backup: Would a missed deadline justify carrying the physical original as well?
  • Consent: Are you sharing only with the verifier or organisation that needs the record?

Common mistakes and how to fix them

Mistake: treating every upload as an official document

Symptom: You send a scanned certificate from Drive and call it “DigiLocker verified.” Fix: Explain that it is a user-uploaded copy, then request the issuer’s record through Issued Documents or submit the physical document required by the recipient.

Mistake: showing a screenshot instead of the record

Symptom: A verifier cannot scan the code or inspect the signature. Fix: Open the live issued record or provide the unmodified PDF obtained from DigiLocker, following the recipient’s stated method.

Mistake: assuming a missing issuer is a technical failure

Symptom: Your university, board or department does not appear, or an older award cannot be found. Fix: Confirm that the institution participates and has published your specific record. Contact the institution for corrections or a physical replacement; DigiLocker cannot create an award that the issuer has not supplied.

Mistake: changing a signed PDF

Symptom: A signature validation fails after editing, printing to PDF or combining pages. Fix: Retrieve a fresh original from the issued section and preserve the downloaded file unchanged. Add explanatory notes in a separate document rather than modifying the signed file.

Mistake: sharing more than the transaction needs

Symptom: You send a broad folder or permanent link to an unrelated party. Fix: Use consent-based sharing for the named verifier, limit the documents to those requested, and revoke or end access where the service or recipient workflow allows it.

Privacy, consent and account security

Sharing is permission-based. The DigiLocker FAQ describes sharing with citizen consent, and NAD states that verifier access to academic awards is consent-based. Read the recipient name and document list before approving a request. A legitimate verifier should not need unrelated identity, health or academic records.

Protect the account credentials and the phone or email used for sign-in. Avoid leaving an unlocked account open on a shared computer, and sign out after showing a document at a counter. If a record appears with incorrect personal information, stop sharing it and ask the issuer to correct the source data; storing or re-uploading the wrong file will not solve the mismatch.

Printing and keeping a paper archive

Printing has a practical role even when a digital record is available. A PDF printout can be placed in a home file, taken to an appointment where staff prefer paper, or used as a reference when offline. NAD explicitly describes PDF access and printing for academic awards.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not confuse convenience with authentication. A printout does not carry the same live QR or digital-signature checking experience as the original file, and a recipient may require the issuer’s verification route or the physical certificate. Keep important paper originals flat, dry and separate from routine copies; record which items are originals, photocopies, printouts or user-uploaded scans.

How large is the DigiLocker ecosystem?

The DigiLocker homepage displayed more than 70 crore registered users and more than 900 crore issued documents when accessed on 13 October 2026. These are dynamic, platform-reported totals rather than independently audited statistics; they indicate scale, not guaranteed availability of your particular record. The current figures and document categories can change, so check the DigiLocker homepage if you need to quote them.

Practical scenarios

You are stopped while driving

If your issued driving licence is present in DigiLocker, use the record and the supported MoRTH signature or QR verification method described in the FAQ. A Drive upload of a photographed licence is not the same thing. Keep the physical licence if local instructions or your circumstances make offline presentation necessary.

You are applying for a job

Ask the employer whether it accepts an NAD award or another DigiLocker-issued certificate. Share only the requested degree, diploma or marksheet through the consent-based route. If the checklist asks for an attested paper copy, submit that even if the award is visible digitally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Your university certificate is not listed

Check the institution and award details, then contact the university or board about publication through NAD. Use the physical certificate or the issuer’s replacement process for a deadline. Uploading a scan can give you a backup but cannot make the award issuer-authenticated.

You are travelling without reliable internet

Download an issuer-provided PDF only if the receiving authority accepts it and keep a paper copy when the trip is important. A screenshot or altered file may not support QR or signature validation, and an offline verifier may insist on paper.

Bottom line for everyday use

Think of DigiLocker as two tools in one account: a source-linked delivery channel for issuer records and a cloud folder for your own files. The first can carry the legal and verification status described in DigiLocker’s terms and official examples; the second is simply storage. Present the issued version when the recipient’s process accepts it, verify it through the stated QR, signature or URI method, and retain paper whenever instructions, availability or reliability make it necessary.
