Diagnostic Data Viewer displays diagnostic data available from your device while the viewer is running. It is not a browser for a stored history of diagnostic data. Microsoft Support describes it as a way to view available data in real time.

Viewing data is separate from choosing what Windows sends
Turning on View diagnostic data enables the viewer; it does not require you to choose optional diagnostic data. Microsoft defines required diagnostic data as the minimum needed to help Windows remain reliable, secure, and operating normally. Optional diagnostic data includes additional details. Microsoft says Windows remains secure and operates normally when a device sends only required diagnostic data. Microsoft Learn
If the setting is missing or unavailable
On a device managed by a workplace or other organization, policy may control or hide diagnostic settings. Windows may show a notice that some settings are hidden or managed by the organization. If you see that message, contact your organization’s IT administrator. Microsoft Support

Deleting diagnostic data
