DevTol is a browser utility collection for PDF tasks and developer workflows. Its publisher says the tools process files, code, and keys locally, and that the site can work offline after loading—but those privacy and offline statements are claims, not independently verified guarantees. There is also a count mismatch: the requested article title says “126+,” while DevTol’s current directory advertises “124+.”
What is DevTol?
DevTol describes itself as a client-side utility suite for developers and designers. Its tools are grouped around working with PDFs, code, and common web-development tasks. The available descriptions come from DevTol’s own site; they are feature claims, not independent tests of the tools.

Developer utilities
DevTol also highlights an AI token and LLM cost calculator, a regex generator, SQL-to-ORM conversion, JWT tools, hash tools, and a cURL-to-code converter. These descriptions can help you find a tool for a task, but the directory alone does not establish output quality or compatibility with a particular project.
Does DevTol send files or code to a server?
DevTol’s FAQ says no. Its exact statement is: “Every single operation runs 100% locally in your browser sandbox using JavaScript and WebAssembly.” The homepage similarly says files, keys, and code are processed in browser memory and are not transmitted to DevTol’s servers. The site suggests checking the browser’s Network tab, but that suggestion is not proof of what any particular tool sends. A network check can help you examine activity in your own session, although it is not a substitute for reviewing the app’s implementation or understanding every external service a feature may call.
How to check before using sensitive material
- Start with a non-sensitive sample. Use a document or code sample that contains no confidential information.
- Inspect network activity for the specific tool. Open your browser’s developer tools, select the Network tab, and observe requests while performing the operation. Check whether requests are made to services beyond the page itself.
- Check the feature, not just the site-wide statement. A utility that invokes an external service may behave differently from a local conversion tool. Do not assume every operation has identical data flows.
- Decide whether the result is suitable for your task. For PDFs, check any important signatures, forms, metadata, or accessible text after processing. For code, review generated output before using it.
Can DevTol work offline?
DevTol says its site is a Progressive Web App and that a service worker caches scripts and styles so the tools can be used offline after the site has loaded. This describes a conditional offline workflow, not a guarantee that every tool works offline in every browser or session. The available information does not provide a tool-by-tool offline test or a compatibility matrix.

If offline access matters, load the app and the required tool while connected, then test the exact operation with sample data after disconnecting. Confirm that the needed page and assets are available before relying on the tool without a connection.

Whether DevTol—or any browser utility—is appropriate depends on the specific job. Check these points for the operation you need:

- Data handling: Does that operation send the document, code, or other input to a remote service?
- Offline behavior: Does it work after the app has loaded and the necessary assets are cached?
- Feature coverage: Does it support the PDF or developer task you actually need?
- Limits and performance: Are there file-size limits, and can your device handle the workload? The available descriptions do not establish limits or comparative performance.
- Output integrity: For documents, do important signatures, forms, metadata, and accessible text survive the operation?
The available material does not establish measured speed, reliability, or a privacy advantage over other utilities. Treat the listed capabilities as a starting point, then verify the requirements that matter to your work.
