Air quality reached an AQI of 350 in several Delhi-NCR areas on 15 October 2026, placing the episode in the 301–400 Stage II band of the Graded Response Action Plan (GRAP). In a LocalCircles survey of 20,761 residents, 79% identified construction activity as a contributor to worsening pollution. That is a measure of what residents perceive—not a measured share of emissions. Scientific source-apportionment work finds that Delhi’s winter pollution comes from several local and regional sources.
What an AQI of 350 means
An AQI of 350 is within the 301–400 “Stage II” range used in Delhi’s 2026 GRAP direction. Air at this level is considered very poor and can pose health risks, especially during prolonged outdoor exposure. The exact restrictions in force can change as forecasts and observed readings change, so residents and businesses should check the latest order from the Commission for Air Quality Management (CAQM) rather than rely on an earlier announcement.
The reported value applies to several locations, not necessarily every monitoring station across the National Capital Region. AQI can vary sharply between neighbourhoods depending on traffic, construction, wind and local burning.

India Today reported the LocalCircles findings dated 14 October 2026. Responses were collected from Delhi, Noida, Ghaziabad, Gurugram and Faridabad. Participants could identify contributors to worsening pollution, so the percentages are not an emissions inventory and do not add up to 100%.

The 79% result answers the question “what do residents think is worsening pollution?” It does not establish that construction produces 79% of Delhi’s particulate matter.
Is construction dust the biggest measured source?
Not necessarily. CAQM’s expert meta-analysis of source-apportionment studies covering 2015–2025 identifies PM2.5 as Delhi’s dominant AQI pollutant. In winter, a substantial share of PM2.5 is formed secondarily in the atmosphere from precursor gases associated with transport, industry, power generation and biomass burning. Pollution also moves into Delhi from the wider region.

Construction sites, demolition, uncovered material, truck movement and poorly controlled roads can create direct dust and coarse particles. They are highly visible and controllable through wet suppression, covering loads, wheel-wash systems and enforcement. But visibility should not be confused with total contribution: fine particles can form downwind and may have multiple origins.
How much of Delhi pollution is stubble burning?
The survey found that 57% of respondents named stubble burning in Punjab, Haryana and Uttar Pradesh. That confirms widespread public concern about a seasonal regional source, but it does not provide a percentage of Delhi’s measured PM2.5. The available CAQM synthesis describes winter pollution as multi-source, with biomass burning interacting with transport, industry, power generation and locally generated emissions.

The effect of farm-fire smoke depends on timing, wind direction and atmospheric mixing. A regional plume can raise concentrations when it reaches the NCR, while the same amount of burning may have less effect when winds disperse it away from the city.
Why weather can push AQI to 350
Calm winds, temperature inversions and weak atmospheric mixing trap emissions close to the ground. Under those conditions, dust, traffic exhaust, smoke and chemically formed secondary PM2.5 accumulate instead of dispersing. Weather therefore changes the severity of an episode even when emission activity has not changed on the same day.

Delhi’s Environment Department lists dust and construction-and-demolition waste, road sweeping and sprinkling, traffic congestion, polluting industries, biomass burning and meteorology among the control areas. Effective improvement requires these measures together; stopping one source cannot guarantee a rapid return to clean air during stagnant weather.

- Check current readings and orders. Use official monitoring information and the latest CAQM direction because GRAP actions can be tightened or relaxed as conditions change.
- Reduce unnecessary outdoor exposure. Postpone strenuous outdoor activity and limit time near active construction, heavy traffic and visible smoke during the episode.
- Use a properly fitted respirator for short exposure. The Ministry of Health and Family Welfare/National Centre for Disease Control advisory says a disposable N95 or N99 is useful when the user follows the fitting and wearing instructions. A loose cloth or surgical mask is not an equivalent substitute for a well-fitted respirator against fine particles.
- Keep indoor air cleaner. A particulate or HEPA purifier can reduce indoor PM2.5 when its filter is correctly sized for the room and maintained according to the manufacturer’s schedule. Keep doors and windows closed during the worst outdoor peaks where practical, while maintaining safe ventilation when conditions improve.
- Avoid ozone-generating devices. The health advisory specifically warns against air purifiers that generate ozone because they can increase pollution indoors.
What authorities and residents can control
- Construction and roads: enforce dust suppression, cover construction materials and debris, control truck movement, and improve road cleaning and sprinkling.
- Waste: prevent open garbage burning and provide rapid response to reported fires.
- Transport and industry: reduce avoidable congestion and enforce standards at industrial and power facilities.
- Agricultural smoke: coordinate regional action on crop-residue burning, recognizing that its impact depends on weather and transport into the NCR.
- Personal exposure: use a fitted N95/N99 for necessary short trips and maintain a non-ozone purifier indoors.
The clearest conclusion from the 15 October episode is that construction was the leading concern in the resident survey, while measured winter PM2.5 remains a multi-source problem. Treat AQI 350 as a high-risk pollution episode, follow the current GRAP order, and combine exposure reduction with controls on dust, burning, traffic, industry and regional emissions.
