Delhi’s Cabinet has approved the Delhi Industrial Policy 2026, a ten-year plan to attract investment, modernise existing businesses and create jobs through non-polluting, technology-driven and knowledge-based industries. Chief Minister Rekha Gupta chaired the meeting approving the policy.
What Delhi’s Industrial Policy 2026 does
The policy shifts Delhi’s industrial strategy toward higher-value activity with lower pollution. It is designed to support clean technology, digital services, research, modern manufacturing and other sectors that can add employment without expanding heavily polluting industrial operations.
Gupta described the ten-year objective as creating an investment-friendly environment, giving entrepreneurs the support they need, promoting women-led enterprises and generating employment for young people.

“Over the next 10 years, it aims to create an investment-friendly environment, provide necessary support to entrepreneurs, promote women-led enterprises and generate new employment opportunities for young people,” Chief Minister Rekha Gupta said.
How the funding is structured
The policy sets a ten-year direction, but the principal funding announcement covers five financial years:
| Programme | Allocation | Period | Purpose |
|---|---|---|---|
| Mukhyamantri Udyamshree Yojana | ₹1,000 crore | 2026–27 to 2030–31 | Industrial development and employment promotion |
The ₹1,000-crore figure is a Government of Delhi allocation for the stated five-year period. It should not be read as a separate ten-year spending commitment unless later budget documents extend or revise it.
The 10 priority sectors
Support is directed to ten areas identified as capable of producing cleaner growth and higher-value jobs:

- Circular economy
- Precision manufacturing
- Skill development
- Technological modernisation of micro, small and medium enterprises (MSMEs)
The list combines digital and knowledge services with activities such as healthcare, advanced manufacturing, recycling and logistics. Skill development and MSME modernisation are cross-cutting priorities intended to improve the capabilities of Delhi’s existing workforce and smaller firms.
What incentives businesses can receive
The announced support is broad rather than limited to a single tax or capital subsidy. Depending on the sector and eventual eligibility rules, assistance may cover:
- Capital investment
- Office or workspace rentals
- Recruitment and employment creation
- Research and development
- Certification
- Technology upgrades
- Energy-conservation measures
- Skill development
For IT and digital-services companies, digital-infrastructure investment can qualify for an incentive of up to ₹10 crore. The ceiling rises to ₹12 crore for women-led enterprises. These are maximum announced ceilings, not automatic payments; the applicable investment thresholds, reimbursement rules and verification requirements have not yet been published in the announcement coverage.

Additional support for women-led enterprises and employers
Women-led enterprises receive enhanced incentive ceilings across priority sectors, with additional support identified for women-led MSMEs. Employers that recruit women are also to receive higher incentives for each woman hired.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe policy therefore uses two approaches: increasing the support available to businesses controlled or led by women, and rewarding employers for expanding women’s participation in their workforce. The announcement does not yet specify the ownership percentage, leadership test, recruitment duration, retention requirement or payment formula that will determine eligibility.
Why the non-polluting focus matters
Delhi’s stated industrial direction favours activities that can grow within a densely populated city while limiting conventional industrial pollution. Technology services, research, healthcare, circular-economy businesses and precision production generally require a different environmental profile from heavy industry, although individual projects will still need to comply with applicable environmental and local approvals.

The Delhi Industries Department’s mission already includes promoting environment-friendly small-scale industries. Its Udyog Mitra portal provides industrial registration, clearance, licence and no-objection-certificate services, giving businesses a central route for administrative applications as the new policy is implemented.
What businesses should do now
Companies considering an application can prepare without assuming that the final rules are already in force:
- Identify the relevant priority sector. Map the proposed activity to one of the ten sectors rather than describing it only as a general technology or manufacturing project.
- Separate eligible costs. Track capital equipment, digital infrastructure, rent, recruitment, research, certification, energy improvements and training as distinct cost categories.
- Document ownership and employment data. Women-led firms and employers hiring women may need evidence of ownership, management control, payroll and recruitment dates.
- Prepare pollution and compliance records. Keep licences, clearances, energy data and environmental documentation ready for the relevant authority.
- Monitor official notifications. Apply only after the Government of Delhi publishes the operational guidelines, forms and deadlines for the applicable scheme.
What is still unknown
The Cabinet announcement does not provide the complete operating framework. The following details remain pending official notifications:
- Eligibility thresholds for each priority sector
- Whether firms must be newly established, expanding or relocating to qualify
- How the incentive ceilings will be calculated and paid
- Required investment, job-creation or retention levels
- The definition of a women-led enterprise and the additional MSME criteria
- The application workflow, approving authority and document list
- The disbursement schedule and available annual budgets
Until those notifications are issued, the policy should be treated as an approved framework and funding commitment, not as a complete set of immediately claimable benefits. Businesses should avoid budgeting on the assumption that a stated ceiling will be paid in full.
What the approval means for Delhi
Delhi is pairing a ten-year industrial transition with a ₹1,000-crore, five-year programme aimed at implementation. The policy’s central test will be whether the promised support turns the priority-sector list into new investment, technology upgrades for MSMEs and sustained employment—particularly for young people and women—while maintaining the non-polluting focus.
