Delaying the EU Emissions Trading System for buildings and road transport (ETS2) can postpone some carbon-price pass-through, but it cannot remove the larger risks households face in an energy crisis. Gas, oil and electricity prices can still surge when imports are disrupted, geopolitical events restrict supply or wholesale markets tighten. Lasting protection comes from cutting energy demand, diversifying heating and transport, and directing temporary aid to households that cannot adapt quickly.
What an ETS2 delay would—and would not—change
ETS2 is designed to cover fuel use in buildings, road transport and additional sectors. The carbon price would be applied upstream to fuel suppliers rather than charged directly to each household. Its purpose is to make investments such as insulation, efficient heating and low-emissions mobility more attractive over time.

The European Commission’s 2026 forecast says postponing ETS2 lowers its previously estimated 2027 inflation contribution by 0.2–0.3 percentage points. That is a timing effect, not insurance against another supply shock.
The same forecast projects EU energy inflation above 11% in the second quarter of 2026 and above 10% for the rest of 2026. Those figures describe the energy shock itself, which the Commission discusses separately from the ETS2 timetable. A delayed start therefore does not guarantee a lower heating bill if wholesale gas, oil or electricity prices rise.

Why imported-fuel exposure remains the core household risk
The EU’s energy-import bill illustrates the scale of the vulnerability. The European Commission reported €604 billion in 2022 and €427 billion in 2024. The lower 2024 figure shows that exposure can fall after a crisis, but it remains large enough for external price movements to reach household budgets.
Wars, shipping interruptions, supplier concentration and competition for liquefied natural gas can all raise prices without any change to ETS2. Households that still depend on gas or oil for space heating, or on petrol and diesel for unavoidable journeys, remain exposed whether the carbon-pricing start date is 2027, 2028 or later.
ETS2 and the Social Climate Fund are intended to work together
ETS2 is the incentive; the Social Climate Fund (SCF) is the support mechanism for the transition. The fund is scheduled to operate from 2026 through 2032, before ETS2 is scheduled for 2028. The European Commission says €86.7 billion will be available over 2026–2032, including national contributions.

SCF resources can support building renovation, cleaner heating and cooling, renewable energy, cleaner mobility and temporary income support. Eligibility and delivery will be set through each Member State’s approved Social Climate Plan, so a household cannot assume that a particular grant, installer or technology is available everywhere.
If ETS2 is delayed without bringing forward equivalent efficiency programs, households may receive emergency compensation while remaining dependent on volatile fuels. Keeping the fund’s renovation and mobility measures moving is therefore more protective than relying on a later carbon-price signal alone.
What effective protection looks like
Targeted, temporary income support
Emergency payments or bill assistance can protect people who cannot replace a boiler, insulate a home or change their commute quickly. The Commission’s guidance on the 2026 shock favors measures that are targeted, timely and temporary. Support should be based on vulnerability and exposure rather than a universal subsidy that also pays households able to absorb higher prices.

The Commission’s spring 2026 forecast included €14.5 billion in Member-State budgetary measures announced by 4 May 2026. Such measures can bridge an immediate crisis, but they do not reduce future fuel consumption by themselves.
Building renovation and efficient heating
Insulation, draught reduction, efficient heating and cooling, and on-site renewable generation reduce the amount of energy a home must buy. The benefit is structural: a household needs fewer kilowatt-hours when prices spike. A low-cost first check can include sealing obvious draughts and assessing window heat loss; a window insulation film kit may be suitable for some temporary, renter-friendly improvements, but the sources do not establish a universal performance level or payback period.
For larger work, check whether your national Social Climate Plan supports an energy audit, insulation, heat-pump installation, efficient cooling or renewable generation. Confirm the grant rules before signing a contract, including eligible property types, income thresholds, required documentation and whether approved contractors are mandatory.

Cleaner and less fuel-dependent mobility
Public transport, shared mobility and zero-emission vehicles can reduce petrol and diesel exposure where practical alternatives exist. Support must account for households in rural areas, people with disabilities and workers whose schedules cannot be served by existing routes. A mobility measure that is technically clean but unusable for a household does not provide effective protection.
Consumer and market measures
The Commission’s Citizens Energy Package emphasizes competitive retail markets, informed consumer choices, energy communities and self-consumption. Comparing tariffs, understanding contract terms and reducing dependence on a single fuel can improve resilience, but information alone cannot compensate for an inefficient building or a lack of transport alternatives.
Choosing between relief and resilience
Use the following comparison when deciding whether a proposed measure merely offsets a bill or reduces future exposure. “SCF eligibility” is not automatic; it depends on national rules and the approved plan.

How households can prepare without waiting for the ETS2 date
- Identify the exposure. Record which fuels heat the home, how much is used in a typical month and which journeys require petrol or diesel.
- Separate urgent relief from capital work. If a bill is unaffordable now, seek targeted assistance first; do not delay essential support while waiting for a renovation decision.
- Start with demand reduction. Address draughts, insulation gaps, heating controls and inefficient appliances before choosing a larger system.
- Check the national plan. Look for your country’s Social Climate Plan, income thresholds, eligible measures, application windows and approved-provider requirements.
- Request comparable quotations. Ask installers to state the proposed energy source, expected operating conditions, maintenance needs, total installed cost and available public support in writing.
- Plan for disruption. Keep an emergency budget for price spikes and verify whether your home can maintain safe temperatures if a fuel supply or heating system fails.
The policy test for the next crisis
The Commission says crisis measures should not add to aggregate energy demand and should remain aligned with the long-term transition away from fossil fuels. It also finds that carbon-pricing revenues can finance mitigation and that support should be well targeted and preferably structural.

That does not make ETS2 a complete household-protection policy. A fair approach combines rapid, targeted help for people facing immediate hardship with investments that permanently reduce energy demand and fuel dependence. Delaying ETS2 can alter the timing of one cost; only those structural changes address the next energy crisis itself.
