DeFi as a service (DaaS) is a loose label for tools and services that help people or organizations access, operate, or build on decentralized-finance protocols. It has no single established industry definition: one provider may mean team-access software, while another may include supporting services such as custody or monitoring. The label alone does not tell you who controls assets, how transactions are approved, or what risks remain.

What does DeFi as a service mean?

Decentralized finance, or DeFi, refers broadly to financial activity carried out through blockchain-based protocols and smart contracts rather than the conventional intermediary model. DaaS applies the idea of a service layer to tools or managed capabilities used around those protocols.

The Enterprise Ethereum Alliance (EEA) discusses institutional custodians offering “DeFi as a service” alongside third-party custody, software, protocol operators, and other contracted services. That usage illustrates the phrase’s breadth, but does not establish a standard taxonomy. The EEA’s DeFi Risk Assessment Guidelines, version 1, were published on 17 July 2024 and are industry guidance, not a regulator’s rule or a current market census.

  • Access and operations: software or services that help an organization interact with protocols using team permissions, controls, and workflows.
  • Supporting infrastructure and expertise: contracted components such as custody, accounting, or monitoring that support protocol use. No assumption should be made that any one provider offers all of them.

For example, Cobo describes an institutional access-and-workflow service that addresses role-based access, configurable controls, collaboration, and scaling. Those are the provider’s descriptions of its offering, not independently verified performance claims. See Cobo’s DaaS description.

How does DeFi as a service work?

In an access-software model, an organization connects its team and processes to DeFi protocols through a service layer. The software may help assign permissions or set user limits, while the underlying protocol still executes activity on blockchain infrastructure. The service is not itself necessarily the protocol, and adding it does not remove the protocol’s risks.

Before using a service, establish who controls the keys, who can sign or approve transactions, how permissions are changed, and who is responsible when an error or incident occurs. These details determine whether the arrangement is self-directed, provider-mediated, or custodial in practice.

DeFi applications can also depend on smart contracts, software, data providers, or other services. The EEA guidance identifies smart-contract and software risks, custody, operational monitoring, oracles, and other third-party dependencies as areas to assess. A service layer may therefore add another provider and another dependency to the system.

Is DeFi as a service custodial?

Not necessarily; the name does not settle the question. A service might provide workflow software while an organization retains key control, or it might involve a third party holding assets or controlling keys. The provider’s actual arrangement and contract matter more than its use of “DaaS.”

If a third party holds assets or can use keys, evaluate custody and counterparty exposure: what the provider can do, what safeguards and responsibilities apply, and what happens if it becomes unavailable. Also distinguish transaction approval from transaction signing; different people or systems may perform those roles.

What risks should users assess?

Using a service does not guarantee that a protocol or transaction is safe. The EEA guidance recommends assessing and managing risks relevant to protocol users, investors, operators, and developers, including:

  • Smart-contract and software risk: flaws or insecure software can cause loss.
  • Custody and counterparty risk: reliance on a provider can create exposure beyond the protocol itself.
  • Operational risk: mistakes in permissions, approvals, monitoring, or incident response can affect funds or access.
  • Third-party dependencies: oracles, data providers, and other software or services can affect protocol behavior.
  • Liquidity and market risk: market conditions or limited liquidity can affect an attempted transaction or exit.
  • Governance and protocol changes: decisions or upgrades can alter how a protocol operates.

Complexity and limited disclosure are additional concerns. In its 2025 joint report, the European Banking Authority and European Securities and Markets Authority note that DeFi complexity and a lack of standardized disclosures can make it harder for users to understand risks. Their discussion of staking also identifies possible lock-up and unbonding periods, slashing penalties, and custody risks; those examples apply when a service involves staking, not to every DaaS offering. Read the 2025 EBA and ESMA joint report.

  • Protocol and chain coverage: Which protocols and blockchains are supported now? Can the organization choose protocols, or is it limited to a provider-selected set?
  • Security and operations: What security reviews, monitoring, incident response, upgrade practices, and third-party dependencies are disclosed?
  • Disclosure and accountability: Are fees, risks, service limitations, and each party’s responsibilities explained plainly?

The EEA guideline says, “Few institutional Custodians currently offer ‘DeFi as a service’ at scale.” That statement appears in its version 1 document published on 17 July 2024; it should be read as the guideline’s dated observation, not as a verified count of providers in 2026.

What DaaS does not tell you

  • It does not establish a universal product definition or standard set of features.
  • It does not mean the service is decentralized, non-custodial, regulated, or safe.
  • It does not show that provider controls prevent loss or eliminate protocol, software, or operational risks.
  • It does not establish how widely the category is adopted. The cited sources do not provide comparable market-size or adoption figures for DaaS.
