India’s defence manufacturers can have strong demand and still see uneven growth: budget allocations are not company contracts, and large orders take time to approve, produce, test and deliver. In parts of the private sector, that execution challenge is coinciding with higher planned capital expenditure to build capacity—not a proven, industry-wide shift by every company.

Why strong defence demand does not immediately become company revenue

A government budget allocation signals spending capacity and policy priorities. It does not mean a supplier has won a contract, begun production or earned revenue. The path from public funding to a manufacturer’s reported sales typically involves separate stages: procurement planning and approvals, a contract award, production, testing and acceptance, delivery, and revenue recognition under the company’s accounting policies. Delays at any stage can push sales into a later period.

India’s FY2025–26 defence allocation illustrates the scale of the supportive backdrop, but it should not be read as a list of orders for companies. The Ministry of Defence received ₹6,81,210.27 crore for the fiscal year, 9.53% above the FY2024–25 Budget Estimate. That included ₹1,80,000 crore of capital outlay, of which ₹1,48,722.80 crore was planned for capital acquisition. The budget earmarked 75% of the modernisation budget for domestic procurement; within that domestic share, 25% was set aside for private domestic industry. These are allocations and policy earmarks, not evidence that a particular supplier received a contract. (Press Information Bureau, Ministry of Defence, 1 February 2025.)

What each stage means for investors and suppliers

  • Allocation: money is set aside in a government budget.
  • Approval and tendering: procurement requirements and purchasing decisions move through government processes.
  • Contract award: a specific supplier receives a firm order, with its own scope and delivery schedule.
  • Production and acceptance: the supplier builds the equipment and completes required testing or other acceptance steps.
  • Delivery and revenue: accepted products are delivered, and the company records revenue according to the applicable contract and accounting treatment.

Why order books can be large while growth remains uneven

An order book represents contracted work that has not yet been completed; it is not the same as current-period revenue or cash. Its usefulness depends on what it contains: the mix of products and services, delivery dates, customer milestones, and how much work remains before testing and acceptance. A large backlog can support future activity while also signalling that demand is arriving faster than suppliers or procurement systems can execute it.

PwC India said on 4 June 2026 that existing orders could take up to 5–10 years to clear in some segments, citing execution bottlenecks and backlogs. That range applies to some segments, not every defence company or every order. It helps explain why a long order book does not guarantee smooth year-to-year sales growth: delivery schedules can stretch, and a company’s ability to convert orders depends on both its own production capacity and the wider execution process.

Capacity and cash become part of the conversion problem

High-value orders may require manufacturers to add plant, equipment, staff or other operating capacity before they can complete deliveries. That can raise capital expenditure even when current revenue is growing more slowly than the headline backlog might suggest. Working capital matters too: production costs and inventory may build before contract milestones or final delivery generate cash. As a result, an order can improve visibility while still increasing near-term funding needs.

What the latest private-sector outlook says about capex

CRISIL Ratings’ June 2026 outlook expected private defence companies to record 15–16% revenue growth for the fiscal year covered by its outlook. It tied that view to a roughly ₹50,000 crore order book and domestic procurement policy. This is an attributed forecast for the companies in its coverage, not a reported outcome or a forecast for every firm.

For the companies covered, CRISIL anticipated ₹1,500–1,600 crore of capex, compared with ₹1,000 crore in the prior fiscal year. It associated the planned investment with high-margin, high-value orders. The same release described working-capital requirements of ₹1,600–1,800 crore. These figures point to a practical tension: companies may need to spend more to execute promising orders, while also financing operations until production and payment milestones catch up.

Those estimates support a capex increase among companies in the rating agency’s coverage; they do not establish that every private defence company is making the same pivot. A company-level conclusion requires disclosures about its own approved investment, intended capacity additions, order schedules and cash needs.

Sector output is growing, but that does not settle company-level timing

Government figures show that defence production rose from ₹1.51 lakh crore in FY2024–25 to ₹1.78 lakh crore in FY2025–26, a reported increase of 15.6%. Exports reached ₹38,424 crore in FY2025–26. The government has set targets of ₹3 lakh crore in annual production and ₹50,000 crore in exports by 2029; these are targets, not achieved results. Growing national output and exports establish that the sector is expanding, but they do not show that every supplier grows at the same rate. Firms differ in product mix, contract timing, capacity, delivery performance and exposure to testing or supply-chain constraints. The Defence Procurement Manual 2025 took effect on 1 November 2025 and concerns revenue procurement and operational preparedness; it should not be confused with capital acquisition awards. How to assess whether a company can turn orders into growth

Investors comparing defence manufacturers should look beyond the headline order-book total. The key question is whether a company can deliver the work on schedule, at a sustainable cost, and without putting excessive pressure on cash.

  • Capacity and capex: Check what investment is planned, whether it is approved, which constraint it addresses, and when the added capacity is expected to be usable.
  • Execution evidence: Compare order conversion and delivery performance, while accounting for testing, approvals and supply-chain delays.
  • Cash requirements: Review working-capital needs, inventory and payment milestones to understand whether production consumes cash well before final delivery.

Without comparable company disclosures on investment plans and order-conversion schedules, a sector-wide claim that firms have pivoted to internal capex would go beyond what the available figures establish. Budget policy, national production growth and rating-agency forecasts describe a supportive environment; company filings are needed to judge which manufacturers are investing, why, and whether those investments are translating into deliveries and revenue.
