For guided choices with a defined set of valid outcomes, Microsoft-Decision-1 is usually the better control layer. It returns a selected option and calibrated probability scores that software can use for routing, gating, ranking, or verification. A chat interface is better when the user needs explanations, clarification, exploration, or a conversational revision of the request.

The strongest production design is often hybrid: let Decision-1 make or narrow the structured choice, then let a chat model explain it and handle the next turn.

What Microsoft-Decision-1 is designed to do

Microsoft-Decision-1 is a decision model available through Microsoft Foundry and OpenRouter. Microsoft positions it for situations in which an application already knows the answer space and needs a fast, machine-readable result rather than an open-ended paragraph. Typical outputs are a choice, a score for each choice, or a probability that an option is correct.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That distinction changes how you design an application. A chat completion generates language and may combine an answer with explanation, assumptions, and follow-up questions. Decision-1 evaluates the input against the options and criteria you supply. Your code can then act on the result without first parsing prose.

The model was post-trained from Qwen3.5-9B. Its structured API supports four broad evaluation shapes:

  • Yes/no decisions: eligibility, policy gates, safety checks, or whether an action should proceed.
  • Multiple choice: intent classification, queue selection, model routing, or selecting the next interface action.
  • Ratings: assigning a score to quality, relevance, urgency, or risk.
  • Rubric-based grading: judging an AI response or agent action against explicit criteria.

In each case, the product team defines the labels and the decision criteria. That design work is a benefit when consistency matters, but it is also a responsibility: the model cannot choose a useful category that your schema does not contain.

How a chat-based interface solves a different problem

A chat interface is a visible conversation in which the user can describe a goal in their own words, ask follow-up questions, inspect trade-offs, and change their mind. The model generates natural-language responses, so it can explain terminology, summarize evidence, propose alternatives, and ask for information that is missing.

Chat is the better fit when the request is not yet a clean classification problem. For example, someone choosing a laptop may care about battery life, repairability, software compatibility, weight, and an uncertain budget. They may discover those priorities only after discussing the options. A conversation can elicit and refine those preferences; a fixed-label decision call cannot do that by itself.

Chat also handles ambiguity in a user-friendly way. If two options are nearly equivalent, the assistant can describe the trade-off and ask which constraint matters more. That explanation is generated language, not a guaranteed machine-readable contract. If downstream software must take an action, you still need a controlled schema, validation, or a separate decision step.

Decision-1 and chat compared

Dimension Microsoft-Decision-1 Chat-based interface What it means for a product
Output contract Choice, rating, rubric result, and probability or score for defined options Generated language, which may include an answer, explanation, and questions Use Decision-1 when code must consume the result directly; use chat when people need prose.
Task shape Fixed labels, thresholds, rankings, gates, and routes Open-ended requests, exploration, clarification, and synthesis Define the answer space before selecting a decision model.
User experience Usually invisible orchestration behind the interface Usually the visible interface the user interacts with Decision-1 controls the workflow; chat carries the conversation.
Latency and cost Microsoft reports very low latency and input-only pricing Depends on the chat model, prompt size, generated output, and service tier Measure the complete workflow, not just one model call.
Robustness target Stable choices when option wording or order changes Helpful, coherent responses despite varied phrasing Test each system against the failure that matters to your product.
Implementation work Define labels, criteria, thresholds, and fallback handling Design prompts, conversation state, response handling, and safety controls Decision-1 moves complexity into schema and evaluation design; chat moves it into dialogue management.

When a decision model is the right choice

Use it when the application owns the answer space

Decision-1 is most valuable when every acceptable outcome can be listed in advance. A support system might allow only billing, account access, technical fault, or abuse-report queues. A procurement workflow might allow approve, reject, or request-more-information. Because the labels are explicit, the application can route the request without guessing what a paragraph means.

Use it for thresholds and gates

Probability scores let you set a policy outside the model. For example, an application can automatically proceed only when the selected class exceeds a threshold, send a borderline case to a human reviewer, and reject malformed or out-of-scope input. The threshold is a product policy that you must validate on representative data; it is not supplied automatically by the model.

Use it for ranking a known candidate set

If a search or recommendation system has already produced a small candidate list, Decision-1 can score or select among those candidates. This is different from asking a chat model to invent a recommendation in prose. The candidate list, scoring rubric, and tie-handling rules remain visible to your software.

Use it to control agents and tools

An agent can call a decision model before taking an external action. The model can choose whether to use a tool, which skill to invoke, or whether an action satisfies a safety or eligibility condition. A separate policy layer should still enforce permissions, authentication, rate limits, and irreversible-action confirmation.

Where chat works better

Explaining trade-offs

When the user needs to understand why one option fits better, generated prose is useful. A chat response can connect a choice to the user’s stated constraints, explain what would change the recommendation, and identify information that is still missing.

Clarifying an underspecified request

If the request does not contain enough information to select among your labels, chat can ask targeted questions in natural language. You can then pass the collected state to Decision-1 after the user answers. This prevents a forced classification based on assumptions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Supporting iterative exploration

Users often want to compare scenarios: “What if I reduce the budget?” or “How does this change if I need offline access?” Chat maintains that conversational thread and can restate the consequences. A decision call can make each individual selection, but it does not replace the dialogue that defines the scenarios.

Handling novel or unbounded content

Open-ended summarization, drafting, brainstorming, translation, and synthesis do not naturally have a fixed option list. A chat model can produce a useful response without first forcing the task into labels that may omit the user’s actual goal.

Can Decision-1 explain its choices?

Decision-1 is intended to return structured choices and scores, not a polished explanation. A probability can tell your software how strongly the model favors an option, but it is not the same as a human-readable rationale and should not be presented as proof that the decision is correct.

If an explanation is required, keep the decision and explanation as separate artifacts. Store the selected label, scores, model version, input, and policy threshold. Then ask a chat model to explain that recorded result using the relevant user-facing facts. The explanation layer must not silently change the selected option. If it detects missing or contradictory information, it should request clarification or trigger a new decision call.

A practical hybrid architecture

The following sequence keeps machine action and human communication distinct:

  1. Collect state and constraints. Capture the user’s request, account context, permissions, and any required fields in the interface. Let chat ask clarifying questions when the state is incomplete.
  2. Classify or check eligibility. Send the normalized state and your fixed options to Decision-1 for intent classification, eligibility, ranking, or a next-action choice.
  3. Apply confidence policy. Compare the returned score with thresholds you established using validation data. Auto-route high-confidence results, and send low-confidence or out-of-scope cases to review or a chat model.
  4. Execute only permitted actions. Your application, not the model, should enforce authorization, transaction limits, confirmation requirements, and tool schemas.
  5. Explain the outcome. Give the selected result and relevant constraints to a chat model for a concise explanation, follow-up questions, or alternatives.
  6. Log separately. Record the structured decision and the generated explanation as different events so audits can distinguish what the control layer selected from what the conversation said.

This arrangement also makes replacement easier. You can change the explanation model without changing routing logic, or retune decision thresholds without rewriting the user interface.

Strong Decision-1 use cases

Microsoft lists a broad set of applications for the model. They fall into several practical groups:

  • Agent controls and skill-based decisions: choose whether an agent should act and which specialized skill or tool should receive the task.
  • Model routing: select a model or processing path based on intent, complexity, policy, or cost constraints.
  • Data labeling and intent analysis: assign consistent categories to incoming text or records.
  • AI judging: grade an AI response or agent action against a rubric.
  • Incident-response routing: send an alert to the correct operational team or severity path.
  • Data validation: determine whether a record meets a defined completeness or quality rule.
  • Recommendations and search relevance: rank or select from candidates produced by another system.
  • Content classification and safety screening: apply fixed policy labels before content is published or acted upon.
  • Code scanning: classify findings or decide whether a change needs further review.
  • Computer and user-interface action selection: choose the next permitted UI action from a known set.
  • Robotics: select among predefined behaviors where a separate control system enforces physical safety.
  • Scientific-discovery screening: prioritize candidates for further investigation using an explicit rubric.

These patterns share one property: the surrounding system can name the choices and define what happens after each one.

Performance, consistency, and price: what the published figures show

Microsoft reports the following results for Decision-1. They are Microsoft benchmarks or internal tests, not independent replications in the available evidence, so treat them as directional until you measure your own workload.

Measurement Microsoft-reported result Qualification
Accuracy comparison Highest accuracy across nearly 150,000 questions in 36 benchmarks Microsoft’s 2026 comparison; benchmark composition and weighting determine the result.
Median latency Approximately 35 times faster than GPT-6 Sol Microsoft’s 2026 report; your network, prompt length, concurrency, and service path can change observed latency.
Perturbation stability 1.3% average decision flips across eight perturbations Microsoft reports zero flips when option descriptions were paraphrased or when options were reversed or shuffled.
Xbox feedback processing More than 10,000 feedback and review items; quality competitive with GPT-6 Sol, over 14 times faster, and 200 times less expensive Microsoft’s internal test that converted items into researcher-defined themes.
Input pricing $0.042 per million input tokens; output tokens free Microsoft-published pricing at the time of the announcement; verify the current Foundry or OpenRouter price before budgeting.

At the stated input rate, 10 million input tokens would cost $0.42 before any platform, networking, storage, monitoring, or downstream-model charges. “Output tokens free” does not make an entire workflow free: chat explanations, retrieval, tool calls, and human review can dominate total cost.

How to evaluate Decision-1 for your own workflow

Build a representative option set

List every production outcome, including an explicit “cannot decide,” “out of scope,” or “needs review” path when appropriate. Do not hide an important fallback outside the schema. Gather examples from all major intents, languages, edge cases, and seasonal changes.

Write observable criteria

For each label, state what evidence supports it and what evidence rules it out. Criteria should be specific enough that two reviewers can reach the same answer. If your rubric relies on a business rule, version that rule with the model configuration.

Measure more than top-line accuracy

  • Confusion between the most consequential labels.
  • False approvals and false rejections at the proposed threshold.
  • Coverage: how often the model chooses a valid option rather than the review path.
  • Calibration: whether a stated probability corresponds to the observed success rate on your data.
  • Stability when labels are reordered, paraphrased, or expanded.
  • Latency and cost at your real concurrency and payload size.

Test perturbations before deployment

Reorder options, paraphrase descriptions, vary harmless formatting, and include misspellings or extra context that users commonly provide. A robust classifier should not change its answer merely because equivalent options moved positions. Microsoft’s 1.3% figure is a published reference point, not a guarantee for your labels.

Define the escalation path

Choose what happens when confidence is below threshold, two options are close, required fields are missing, or the input falls outside the taxonomy. Escalation may mean a human queue, a clarifying chat, or a safer default. Make that path observable and testable.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Implementation choices that prevent common failures

Do not let labels overlap

“Billing problem” and “payment failed” may describe the same request unless you specify the boundary. Overlapping labels produce unstable routing and make probability scores difficult to interpret. Rewrite labels around mutually exclusive outcomes or add a hierarchical decision: broad intent first, then a narrower category.

Keep policy outside the model

A model can recommend “approve,” but your service should verify identity, account status, limits, and required approvals. Never treat a high probability as authorization to bypass deterministic controls.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Version options and thresholds

Changing a label description can change behavior even when the model version is unchanged. Store the option text, rubric version, threshold, model identifier, and timestamp with each decision. This gives operators a reproducible audit trail.

Handle abstention explicitly

Forcing every input into one of four labels hides uncertainty. Include a review route or run a preliminary out-of-scope check. A slightly higher review rate is often preferable to silent misrouting in safety, finance, security, or operational systems.

Protect user privacy

Send only the fields needed for the decision, apply your retention policy, and redact secrets from logs. The chat explanation should receive the minimum decision context needed to communicate the result.

Choosing between the two: a decision checklist

  • Can you enumerate the valid outcomes before the user starts?
  • Must software trigger a route, gate, ranking, or tool call immediately?
  • Is a score or probability useful for an explicit threshold?
  • Would a wrong choice have a safer, observable fallback?
  • Does the user need to explore preferences or ask follow-up questions?
  • Will the answer require a prose explanation or synthesis of several sources?
  • Are labels and evaluation criteria stable enough to version?

If the first four answers are yes and the next two are no, start with Decision-1. If the user’s intent is still forming, begin with chat and collect the missing state. If both sets are true, use the hybrid sequence rather than asking one model to perform incompatible jobs.

Answers to common practical questions

Is Decision-1 better than a chatbot for recommendations?

It is better when recommending means selecting or ranking items from a defined candidate set under explicit criteria. A chatbot is better when the recommendation requires discovering preferences, explaining trade-offs, or discussing alternatives. Combining them gives you structured selection with conversational guidance.

Should I use a decision model or an LLM?

Use a decision model for fixed labels, gates, thresholds, and machine actions. Use a general chat model for open-ended language and clarification. The choice is about task shape, not a universal quality ranking.

What is the difference between Microsoft-Decision-1 and chat completions?

Decision-1 is optimized to return structured decisions over options you define, with scores or probabilities. Chat completions generate language intended for a conversation. The surrounding application therefore validates and acts on their outputs differently.

Which is faster and cheaper for routing?

Microsoft reports approximately 35-times-faster median latency than GPT-6 Sol and an input price of $0.042 per million tokens with output tokens free. Those figures are Microsoft’s 2026 measurements; benchmark your own payloads, service tier, concurrency, and explanatory calls before committing to a budget.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can I combine Decision-1 with a chat interface?

Yes. Collect and clarify the request in chat, use Decision-1 to classify or gate it, then use chat to explain the recorded result and continue the conversation. Keep the structured decision and generated prose in separate logs.
