Decentralized infrastructure is a set of technologies and governance arrangements that lets multiple participants maintain records, exchange value, or run applications without relying on one organization to control every part of the system. Building it starts with choosing what should be shared, who should operate and validate it, and which responsibilities—such as key recovery, data access, and upgrades—will remain with a central service provider.

What is blockchain infrastructure?

Blockchain infrastructure is one form of decentralized infrastructure. It can combine a shared ledger, rules for validating and recording transactions, wallets for controlling digital assets, and software that executes application logic. Depending on the design, participants may operate parts of the network themselves or rely on hosted services.

“Decentralized” describes how control and operation are distributed; it does not mean that every function is distributed, that participants need no trust, or that the system is automatically secure, private, efficient, or inclusive. A network can distribute transaction validation while depending on a small set of organizations for software, access, data, or governance.

In its technical overview, NISTIR 8301 examines tokens, wallets, transactions, interfaces, protocols, custody, scaling, and privacy techniques. That range is useful because the infrastructure is more than a ledger: users encounter it through accounts and interfaces, while applications depend on protocols and operational services.

How do decentralized networks work?

Participants submit transactions to a network. Under the network’s rules, participating systems validate and order those transactions, then update a shared record or execution environment. The exact process—and who is eligible to participate—varies by design. The record can give multiple parties a common transaction history, but the network’s trust and control model depends on its rules, operators, software, and governance.

A transaction may also trigger program code, often called a smart contract. Tokens can represent units of value, rights, or other forms of digital ownership. These mechanisms make transactions programmable, but they cannot by themselves establish that an outside fact is true, that a token’s legal meaning is settled, or that governance is fair. If an application relies on information from outside the network, the source and process for bringing that information in remain important.

What is Web3 infrastructure?

Web3 infrastructure is a broad term for the networks, protocols, wallets, applications, and related services used to build internet applications around blockchain-based records or digital assets. It is not a single architecture or guarantee of decentralized control. A product described as Web3 may still rely on centrally operated websites, cloud services, account recovery, data providers, or application teams.

MIT’s “Blockchain, Explained” describes blockchain as an early-stage technology whose implementations differ according to their objectives. It discusses potential uses involving digital and physical goods, information, and online platforms; those possibilities should not be confused with proof that a particular deployment delivers them successfully.

What are the main layers of a decentralized infrastructure?

The layers below are a practical way to examine a system, not a universal blueprint. One product may combine several layers or outsource them to service providers.

Layer What it does Questions to resolve
Network and consensus Connects participants and applies the process for validating and ordering transactions. Who may participate or validate? What happens when operators disagree or go offline?
Protocol and token rules Defines how transactions, tokens, and other network actions are interpreted. Who can change the rules? What rights or obligations, if any, does a token represent?
Wallets and custody Provides a way to manage credentials and authorize transactions. Who controls the keys? How are access and recovery handled if a user loses credentials?
Smart contracts and applications Implements application logic and user-facing functions. What does the code control, and which actions still depend on a company or administrator?
External data and services Connects applications to information, interfaces, and systems outside the network. Who supplies the data or service, and what happens if it is unavailable, incorrect, or changed?

How should an organization decide what to decentralize?

Begin with the coordination problem, not the technology label. A shared network may be worth exploring when multiple parties need to work from common transaction records but do not want one participant to control the entire recordkeeping process. If one accountable operator is acceptable and shared validation adds no clear value, a conventional centrally operated system may be simpler.

  • Identify the shared task. Specify which records, transactions, or application actions need to be coordinated across organizations.
  • Map authority. Decide who can submit, validate, view, reverse, or dispute transactions, and who can change the protocol or application.
  • Set data boundaries. Determine what should be public, restricted, or kept off-network. A shared ledger is not automatically confidential.
  • Choose custody and recovery. Decide whether users control their own keys, use an external custodian, or use a hybrid model. Each option changes control and the way access can be recovered.
  • Plan external dependencies. Document the organizations and services that provide interfaces, data, hosting, or other functions outside the network.
  • Assess operation and governance. Establish how upgrades, disputes, outages, and rule changes will be handled, and who has authority in each case.

This decision process is more useful than treating decentralization as a yes-or-no property. A system can share some responsibilities across participants while leaving other functions under centralized control.

What trade-offs shape the design?

There is no single design that maximizes participation, transaction capacity, confidentiality, interoperability, and ease of governance at once. NISTIR 8301 covers issues including off-chain scaling, transaction confidentiality, protocol design, wallets, and interfaces, reflecting how these choices extend across the system.

  • Participation and validation: Broader participation can distribute operational authority, but the network still needs clear rules for accepting transactions and resolving disagreement.
  • Scaling and settlement: Some designs move activity off the main ledger or otherwise divide how transactions are processed. That can alter the path by which activity is recorded and settled; assess what users and counterparties can verify.
  • Privacy: A shared transaction record may expose information unless the design limits what is visible or uses privacy techniques. Check what data is recorded, who can read it, and what metadata remains observable.
  • Interoperability: Connecting separate protocols or external systems can make information and assets more useful across settings, but introduces additional technical and governance dependencies.
  • Governance: Distributed operation does not remove decision-making. Someone or some process must manage upgrades, resolve disputes, and respond to vulnerabilities or changing requirements.
  • Centralized services: Hosted wallets, interfaces, data providers, or infrastructure operators can make a system easier to use, while creating dependencies and possible points of control outside the shared network.

What do wallets and custody change?

A wallet is part of the access and authorization infrastructure: it lets a user manage credentials and approve actions. In a self-hosted model, the user controls the relevant keys and bears more responsibility for protecting them and planning recovery. In an externally hosted model, a provider manages custody, which can make account assistance possible but gives the provider an operational role. Hybrid arrangements divide responsibilities between the user and a service.

Testimony and forecasts show what a witness argued in that hearing; they should not be presented as settled technical findings or current policy requirements.

What should a sound evaluation compare?

Compare actual designs rather than relying on a “decentralized” label. For each candidate, record how it handles the following:

  • Who may participate in the network and validate transactions.
  • Who controls users’ keys and how lost access can be recovered.
  • Which transaction data is public, restricted, or held outside the network.
  • How transactions are processed and when counterparties treat them as settled.
  • How the system connects to other protocols and external services.
  • Who governs upgrades, disputes, and emergency changes.
  • Which functions depend on centralized providers, and what happens if those providers fail or withdraw.

For a real deployment, answer these questions against the specific protocol, application, custody arrangement, and jurisdiction under consideration. The broad category alone does not establish legal treatment, suitability, security, or operational performance.
