Decentralized currencies and decentralized finance (DeFi) can make financial tools programmable, continuously available and accessible without relying on a single central intermediary. These are design capabilities, not guarantees of lower fees, stable value, safer transactions or wider inclusion. The practical advantages depend on the particular network, service, use case and jurisdiction.

What counts as decentralized currency?

Here, “decentralized currency” means privately issued cryptoassets and the decentralized-finance systems built around them. Cryptoassets are not backed by official government assets, according to the IMF. DeFi aims to reproduce conventional financial services using programmable, composable tools on permissionless blockchains. The Bank for International Settlements (BIS) describes crypto applications as capable of global, 24/7 transactions.

Central bank digital currencies (CBDCs) are a separate category. A CBDC is a digital form of central-bank money; being digital does not make it decentralized. CBDCs and private cryptoassets may share some technology or use cases, but their issuers, governance and relationship to public money differ. The BIS and IMF discuss CBDCs as a potential part of the monetary system, with benefits and risks shaped by their design and context (BIS, 2021; IMF, June 30, 2021).

What advantages can decentralized systems offer?

Access without a single central gatekeeper

Permissionless systems are designed so that participation and transaction validation do not depend on one central intermediary. That architecture may let people access certain services directly through network infrastructure. It does not mean every person can use them: devices, internet access, technical knowledge, local law, service interfaces and other infrastructure still matter. Nor do governance bodies, developers, custodians or service providers necessarily disappear.

Programmability and composability

Smart-contract-based services can encode financial operations in software. DeFi tools may also be combined with other compatible tools on shared infrastructure—a property often called composability. In principle, this makes it possible to build new financial functions from existing components rather than recreate every service from scratch. But combining components can also combine their risks; programmability alone does not establish that a service is secure, efficient or suitable.

Continuous, cross-border availability

Blockchain applications can operate outside the hours of a conventional bank branch or payment network. The BIS characterizes crypto applications as “always on,” with the capacity for global transactions around the clock in its Annual Economic Report 2022, Chapter III. This describes a system capability, not a promise of instant settlement, low fees, legal access or usability in every country.

Room to experiment with payment and settlement

Digital infrastructures can support new ways of organizing payments and settlement. International institutions also discuss potential improvements in efficiency, inclusion and cross-border payments, but much of that discussion concerns digital money broadly or CBDCs. Those potential benefits should not be attributed automatically to privately issued decentralized currencies. The IMF’s digital payments and finance overview sets out the broader policy questions around digital money and financial infrastructure.

What do those capabilities mean for a financially engaged user?

The value is best assessed against a specific task, not as a general claim that decentralized finance is better than conventional finance. For example, a person comparing ways to transfer value across borders could ask whether a particular service is legally accessible to both parties, what conversion and network costs apply, and how and when the recipient can use the funds. Someone considering a programmable financial service could examine which contract controls the operation, how it can be changed, and what remedy exists if something goes wrong.

  • Potential fit: You need access to a programmable service or a network that can operate continuously across borders, and the relevant system is usable in your location.
  • Not established by the technology alone: That the service will be cheaper, faster, more stable, more secure or more inclusive than an available alternative.
  • What to verify: The actual asset, network, service providers, terms, fees, redemption arrangements and legal protections involved in your use case.

What are the main tradeoffs?

Value stability is not built in

The BIS notes that the crypto universe lacks a nominal anchor and that stablecoins import one imperfectly. A token’s name or stated peg target does not prove that its value will remain stable or that redemption will work as expected. Consider what supports the asset’s value, who is responsible for redemption, and what could happen if confidence falls or many holders seek redemption at once.

Fees, congestion and scaling

Network use can become congested, and fees can rise. The BIS identifies congestion and high fees among crypto’s limitations and notes security tradeoffs as a concern when systems scale. A decentralized payment is therefore not inherently cheaper or faster than a bank transfer, card payment or other available option; performance depends on the network and the conditions at the time.

Interoperability and fragmentation

Different assets and infrastructures do not necessarily work together smoothly. The BIS identifies fragmentation as a structural limitation, while the IMF’s work on digital payments highlights interoperability questions within and across borders. A service that works within one network may not transfer easily to another, and cross-border compatibility can depend on more than the underlying software.

Security, governance and recourse

Risks can arise in code, network infrastructure, custody and day-to-day operations. Decentralization does not by itself answer who can fix a vulnerability, reverse an error, handle fraud or resolve a dispute. Governance can be distributed while still involving identifiable developers, validators, operators or service providers; understand who has authority and what recourse is available before relying on a service.

Consumer protection, legal and financial-integrity risks

Cryptoasset activity raises consumer-protection, legal, market-integrity and financial-integrity concerns, among others. In its February 23, 2023 discussion, the IMF Executive Board said that purported benefits of cryptoassets had yet to materialize, while significant risks had emerged. That is the Board’s assessment at that date, not a guarantee about every individual project or a prediction that all systems will have the same outcome (IMF Executive Board statement).

Broader financial-system effects

Digital money—both public and private—can create challenges for domestic financial and economic stability and for the international monetary system. The IMF’s July 2021 strategic plan discusses these wider implications alongside possible changes to the monetary system (IMF, July 2021). A useful technology feature at the individual level does not settle the question of its system-wide effects.

How should you compare a decentralized currency with other options?

Compare the actual service and use case—not just labels such as “decentralized,” “digital” or “stable.” The questions below apply whether you are weighing a private cryptoasset, a CBDC concept or a conventional payment or banking service.

What to compare Questions to ask
Access Who can use it? Does use require identification, a particular device or connectivity, or an intermediary? Is it legally available in your jurisdiction?
Functionality What can the system be programmed to do? Which services can be combined, and who controls upgrades or changes?
Cost and performance What fees apply to the full transaction? How does congestion affect cost and timing, and what settlement conditions apply to this network and use case?
Value and stability What anchors the unit’s value? If it is pegged or redeemable, who is responsible, and what happens under stress or heavy redemption demand?
Security and resilience What risks exist in the code, infrastructure, custody and operations? Who responds to outages or vulnerabilities?
Governance and recourse Who can make decisions, address an error or handle a dispute? What happens in cases of fraud or service failure?
Integrity and legal context What consumer-protection, financial-integrity and legal requirements apply where you live and where the other party is located?

These are practical questions because no single design feature settles the comparison. The BIS has said that crypto’s observed reality has fallen short of its vision, citing structural limitations including stability, fragmentation and scaling in its 2022 assessment. The IMF’s separate discussion of CBDCs also illustrates why public digital money should be assessed on its own design rather than treated as decentralized currency. In a November 28, 2023 speech, IMF Financial Counsellor and Monetary and Capital Markets Department Director Tobias Adrian said approximately 60% of countries were exploring the potential of CBDCs. That figure refers to CBDC exploration, not private crypto adoption or benefits already realized (IMF speech).
