Choose Papers, Please if you want a tense, rules-first inspection job. You examine travel documents at the fictional Grestin border checkpoint, catch inconsistencies and decide who may enter, who is refused and who is arrested. Choose Death and Taxes if you want a darker, more overtly narrative office simulation. You play the Grim Reaper, decide who lives or dies, speak with voiced characters and influence a branching story.
Both are single-player choice-driven games with multiple endings, but they make you think in different ways. Papers, Please turns bureaucracy, time pressure and imperfect information into the central challenge. Death and Taxes makes supernatural responsibility, relationships and story consequences the focus. Neither is an objective winner; the right choice depends on which kind of work—and which kind of moral pressure—you want to perform.

Papers, Please: immigration inspection as a game loop
Papers, Please casts you as an immigration inspector at Grestin Border Checkpoint, a fictional crossing between Arstotzka and Kolechia. The story begins after Arstotzka’s six-year war with Kolechia. Your workstation contains travelers’ documents and Ministry inspection systems; your job is to decide whether each person enters, is turned away or is arrested.

The important design choice is that the task is procedural. You compare what a traveler says with what the documents show, look for inconsistencies and apply the rules in force at the checkpoint. The game is not presenting a real country’s immigration process, and Grestin is not a real border. It is a deliberately fictional setting used to turn bureaucracy and border control into a pressure-filled puzzle.
That makes every decision a balance between accuracy and consequence. A correct inspection can allow a traveler through; a discrepancy can require refusal or escalation. The premise supplies the moral context, but the moment-to-moment play comes from observing evidence and applying rules correctly. If you enjoy checklists, pattern recognition and the satisfaction of finding a small contradiction, this is the more direct match.
Death and Taxes: assigning life and death in an office
Death and Taxes gives you a very different job: you are the Grim Reaper, working in an office and deciding who lives or dies. The Steam listing describes choices that affect the world, a relationship with your boss and a mystery surrounding your incarnation. Instead of inspecting a traveler at a counter, you make supernatural assignments inside a workplace presented with dark humor.

If you prefer making choices in the context of personalities, relationships and an unfolding mystery, Death and Taxes puts those elements closer to the center. Its premise is intentionally fantastical; you are not simulating a real profession or real-world death administration.

How the moral pressure differs
A state system in Papers, Please
In Papers, Please, the pressure comes from being an employee of a fictional state. The checkpoint’s rules determine what counts as an acceptable entry, and your decisions can separate families, expose smugglers or put travelers at risk. The game asks you to operate inside that system while recognizing the human cost of each decision.
The moral tension is therefore procedural and political at the same time. You are accountable for following instructions, but the people in front of you are more than the documents on your desk. The fictional setting allows the game to explore immigration, crime, smuggling and border control without presenting Arstotzka as a real country or claiming to reproduce an actual immigration system.

Cosmic responsibility in Death and Taxes
Death and Taxes frames moral pressure through the consequences of deciding who lives and dies. The relationship with your boss, the identity mystery surrounding the Grim Reaper and the conversations with office characters give those decisions a personal and narrative context.
The two games should not be ranked by an unsupported claim that one offers “more meaningful choices.” They define meaning differently. Neither presentation should be treated as a simple quality ranking. Pick the pixel-art dystopia if you want visual economy and a severe bureaucratic atmosphere. Pick the watercolor office if character voices, expressive illustrations and a more overtly comic tone matter more to you.

What is established about both games

Because the game places you in a fictional state’s inspection apparatus, players who find border-control or immigration themes difficult should know that these are central, not incidental, subjects.

The developer-described mature-content note mentions death and written references to suicide. The game’s dark humor and supernatural framing do not remove those themes; they are part of the subject matter surrounding your decisions.
Extra content, editions and ownership details
The official listings describe both titles primarily as digital games. Death and Taxes has a standalone downloadable soundtrack on Steam, and its official site links to a free coloring-book download released March 18, 2022. The developer states that Death and Taxes has sold over 700,000 copies on PC. That is Placeholder Gameworks’ own cumulative sales statement, accessed in 2026, rather than an independently audited figure; it also does not describe console sales. Steam user-review summaries are live and volatile, so a current rating or review count should be checked directly before publication or purchase.
How to make the decision in five minutes
- Imagine the desk. If you would rather compare passports and enforce checkpoint rules, select Papers, Please. If you would rather sit in a supernatural office and assign fates, select Death and Taxes.
- Pick your narrative distance. Choose Papers, Please for a system that keeps documents and policy in front of you. Choose Death and Taxes for voiced characters, dialogue and a boss relationship.
