Data leadership turns a data strategy into coordinated business change: it connects priorities to use cases, establishes workable ownership and governance, helps teams put data to use, and measures whether outcomes improve. A chief data officer (CDO) can lead that work, but the title—or a centralized data team—does not guarantee transformation. Success depends on authority, business relationships, operating practices, capacity, and evidence of value.

What does data leadership do in a transformation?

Data leadership is broader than running analytics projects or selecting platforms. It connects the organization’s direction to the decisions, data, rules, people, and delivery work needed to change how the business operates. Depending on the organization, the leader may be a CDO, chief data and analytics officer (CDAO), chief analytics officer, or a group of executives sharing responsibility.

In Gartner’s 2024 global survey of 479 CDOs, CDAOs, and CAOs, fielded September–November 2023, 74% said they managed data and analytics (D&A) strategy, while 68% said they managed D&A governance. In the same survey, 38% said their organization planned to overhaul D&A architecture over the following 12–18 months, and 29% planned to revamp data-asset management and governance practices. These are reported responsibilities and plans among survey respondents, not proof that one organizational design works best. Gartner’s 2024 findings show how strategy, governance, and operating-model work intersect.

  • Set direction: connect data and analytics priorities to business goals and decisions that need to improve.
  • Define shared rules and ownership: clarify who is responsible for data, how it may be accessed and used, what quality is expected, and how disagreements are resolved.
  • Make data usable across teams: align architecture, platforms, stewardship, and delivery practices with real business needs.
  • Build influence: work with leaders who own processes, systems, budgets, analytics, finance, and AI—many of whom may not report to the data leader.
  • Show outcomes: measure whether a use case changes a business result, not just whether a dashboard or pipeline was delivered.

Deloitte Netherlands’ 2024 CDO survey frames effectiveness around a vision aligned with business strategy, control over how data is gathered and delivered, and influence beyond the CDO’s direct authority through relationships. This is Deloitte’s framework, not a universal causal model. Deloitte’s survey highlights why formal authority and cross-functional influence are complementary rather than interchangeable.

How does a data leader turn strategy into execution?

A strategy becomes actionable when it is tied to a specific business problem, a decision or process to change, accountable owners, delivery dependencies, and a way to judge results. In Gartner’s 2025 CDAO Agenda Survey, conducted September–November 2024 among 504 data and analytics executive leaders globally, 91% of surveyed CDAOs said creating an actionable D&A strategy was a primary responsibility. Yet more than one-third did not identify establishing and evolving the operating model as a primary responsibility. Only 22% of surveyed organizations had defined, tracked, and communicated business-impact metrics for the bulk of their D&A use cases. Gartner’s February 2025 survey summary points to a gap between strategic intent and execution discipline.

For each transformation initiative, make the following items explicit before scaling delivery:

  1. Business problem: State which customer, operational, financial, or risk outcome needs to change.
  2. Accountable business owner: Name the executive or process owner who can make decisions and adopt the change.
  3. Dependencies: Identify the data, technology, analytics, process, and team work needed to deliver it.
  4. Governance decision: Establish who owns the relevant data and who decides access, permitted use, quality standards, and escalation.
  5. Baseline and target: Record the current result and define a measurable target tied to the business problem.
  6. Review cadence: Set when the business owner and delivery team will review progress and decide whether to continue, adjust, or stop.

This initiative-level checklist is a practical way to address the planning-to-execution and measurement gaps reported in Gartner’s survey; it is not a checklist prescribed by Gartner.

Why are governance and the operating model leadership responsibilities?

Governance makes data responsibilities and decisions workable across organizational boundaries. It is not just a software deployment or a set of written policies. Teams need usable ownership, access and use rules, quality expectations, stewardship responsibilities, and escalation paths. Business participation matters because the people accountable for processes and outcomes need to follow the rules and resolve trade-offs.

The operating model describes how those responsibilities are carried out: who sets standards, who manages shared capabilities, how business teams participate, and how decisions move between central and local teams. A centralized group can provide common platforms and expertise, while business teams retain ownership of their data and its use. The right balance depends on the organization’s responsibilities and capacity; the available survey findings do not establish a single winning structure.

When assessing a data leadership model, consider its scope of authority, reporting line and executive access, centralized versus federated ownership, accountability for governance adoption, connection to business priorities, capacity and skills, and ability to measure outcomes. Gartner’s 2024 survey reported planned changes to architecture and asset-management practices, while Deloitte’s 2024 survey emphasizes strategy alignment, delivery control, and influence. Together, they show why operating-model design is part of leadership work rather than a separate technical project.

How can data leaders demonstrate business value?

Measure the effect of a use case on the business problem it was chosen to address. A completed dashboard, data pipeline, model, or catalog can be a delivery milestone, but it is not by itself evidence that customer experience, costs, revenue, risk, or operational performance improved.

Gartner’s 2025 survey found that 30% of surveyed CDAOs named inability to measure D&A and AI impact on business outcomes as their top challenge. More than 90% said value- and outcome-focused areas had become a main part of their remit over the preceding 12–18 months, yet only 22% of surveyed organizations had defined, tracked, and communicated business-impact metrics for the bulk of their D&A use cases. The survey respondents were global data and analytics executive leaders, not a census of all organizations. Gartner’s findings make measurement a core leadership concern, not merely a reporting task.

  • Agree on the business outcome and baseline with the accountable owner before delivery.
  • Track a small set of measures that reflect the intended change, alongside delivery progress and dependencies.
  • Communicate what changed, for whom, over what period, and what remains uncertain.
  • Use the review cadence to make a decision: continue, adjust, expand, or stop the work.

Good measurement also helps leaders make a stronger case for funding and executive attention. It should not overclaim causation: a change in a business metric may have several contributing factors, so explain the evidence and limits rather than attributing every improvement to a data initiative.

How is AI changing the CDAO’s remit?

AI is bringing data strategy, governance, operating-model decisions, and business transformation closer together. Gartner’s 2025 CDAO Agenda Survey found that 70% of surveyed CDAOs had primary responsibility for building AI strategy and its operating model. Gartner described three possible role directions: an expert D&A leader providing organization-wide expertise; a connector linking executives and functions to data, analytics, and AI solutions; and a broader transformation agent applying technology across functions while supporting ethical principles and governance. These are possible directions, not a required career ladder. Gartner’s May 2025 survey summary describes the expanding remit.

For U.S. federal organizations specifically, a 2025 survey published by the Data Foundation and Deloitte on March 24, 2026, reported that AI use rose from 67% in 2024 to 78% in 2025. In 2025, 64% of surveyed federal CDOs were “very” or “completely” involved in setting data-governance policies for AI use. The survey also reported calls for clearer guidance as CDO, CIO, and chief AI officer responsibilities overlap. Those findings apply to the federal context and should not be generalized to all sectors. The Data Foundation and Deloitte summary captures the specific federal findings.

What can prevent data leadership from delivering change?

Responsibilities can expand faster than authority, funding, staffing, or skills. In Gartner’s 2024 findings, 46% of CDAOs whose function’s funding had increased year over year still reported budget constraints. That result illustrates that a larger budget does not necessarily mean sufficient capacity for the work expected.

Skills priorities also vary with perceived organizational maturity. In Deloitte Netherlands’ 2024 survey, respondents from more mature organizations prioritized machine learning (25%), communication (25%), and data architecture (24%). Respondents from less mature organizations prioritized data management (23%), change management (23%), and data engineering (23%). These are survey-specific priorities, not universal hiring targets. The differences suggest that a transformation plan should address both technical foundations and the ability to communicate and lead adoption.

In the U.S. federal survey published in 2026, 67% of federal CDOs named financial and budgetary resources as a need in 2025, down from 88% in 2024. That finding is specific to federal respondents. Conflicting summaries report different figures for the share of federal CDOs with five or fewer full-time employees, so that staffing statistic is not included here. Deloitte’s federal survey page and the Data Foundation’s summary provide the relevant federal context.

Transformation results should also be interpreted carefully. Monitor Deloitte’s 2025 Chief Transformation Officer Study reported that more than 80% of transformation programs were on track to meet or exceed goals in 2024, compared with 75% in 2022. The study surveyed 200 transformation executives across industries and geographies. It is a broad transformation finding, not evidence that data leadership alone caused those results. Monitor Deloitte’s study provides that wider context.
