Data communications equipment (DCE) provides the communication-side functions that connect data terminal equipment (DTE) to a data circuit. It can establish, maintain, and terminate a connection, and perform signal conversion and coding required for communication. A modem is a classic example, but DCE describes a function—not necessarily a separate box.
What does DCE mean?
DCE stands for data communications equipment. A U.S. Department of Commerce, National Bureau of Standards glossary in Computer Network Interconnection defines it by the functions needed to establish, maintain, and terminate a connection, including signal conversion and coding for communication between DTE and a data circuit.
The key is the equipment’s role in the connection. DCE handles the communication-facing work that lets data move between a data device and the circuit. It is not simply any device that processes or stores data.
How DCE differs from DTE
DTE, or data terminal equipment, is the source of data, its destination, or both. A computer or terminal is a familiar example. DCE provides the functions that connect that data-side equipment to a data circuit.

These are functional roles, not a rule that every setup must contain two separate devices. DCE capability may be built into a computer or integrated with other equipment.
Why a modem is a classic example
A modem illustrates the conversion role. NIST describes a modem as converting serial digital data from a transmitting terminal into a signal suitable for transmission over a telephone channel, then converting the received signal back to serial digital data. That description shows why a modem can serve as DCE; it does not mean every modern modem uses a telephone channel.

The underlying function is what matters: the DCE makes communication over the relevant circuit possible for the DTE. Depending on the system, that work may be handled by a standalone modem or by an integrated interface.

Are routers, switches, and access points DCE?
Not automatically. Modern device names usually identify particular network functions, while DCE and DTE describe roles in a connection or interface. The terms can overlap in a particular arrangement, but the device name alone does not establish that something is DCE in every technical context.

- A router forwards packets between networks using network-layer information.
- A network switch filters, forwards, and distributes frames based on destination addresses.
- A wireless access point provides Wi-Fi connectivity.
- A hub connects local-area network segments.
- A modem transmits and receives digitally modulated analog signals over a wired network, as described in the scope of Commission Regulation (EU) 2023/826.
These descriptions come from device categories in that EU regulation and should be read within its scope, not as a universal definition of DCE. To classify a device, identify its function in the particular connection and consult the relevant interface or standard.
How DCE and DTE appear in interface standards
The distinction is also used at the physical interface between data equipment and communications equipment. ITU-T Recommendation V.24 covers interchange circuits between DTE and data circuit-terminating equipment (DCE); the ITU record identifies the recommendation as in force. This standards context is one reason the precise meaning depends on the interface and technical arrangement being discussed.

NIST’s CSRC glossary lists DCE as an acronym for Data Communications Equipment and cautions that the source document is needed for context. In practice, when a specification uses DCE, check which standard or interface it refers to rather than assuming the label has exactly the same boundary in every system.

- Find the data source or destination. The computer, terminal, camera, or other device producing or consuming the data is playing the DTE role in that arrangement.
- Identify the communication-facing function. Look for the equipment or integrated capability that handles connection functions and any required signal conversion or coding between the DTE and the data circuit.
- Check the interface or standard. If the distinction matters for wiring, configuration, or compatibility, use the applicable technical standard; do not infer the classification from a product name alone.
For example, a U.S. Federal Highway Administration handbook uses a camera as the data-side device and a modem or codec as the DCE connecting it to a transmission medium. It is a practical illustration, not a universal rule that every camera is DTE or every codec is DCE.
