Data centres can create familiar industrial impacts—mechanical noise, high electricity demand, cooling-water use, emissions and land-use change—but the effect on a nearby community depends on the particular site. There is no sound evidence here for a blanket claim that data centres are louder or quieter than other industrial facilities. To compare them fairly, look at noise at the same kind of receptor and under comparable operating conditions, then assess energy, water, emissions and land effects in their local context.

What makes a data centre an industrial neighbour?

A data centre houses computing equipment and the infrastructure that keeps it operating. Servers generate heat, so a facility needs systems to remove that heat as well as electrical and mechanical equipment to support its operations. Depending on the design, the site may include air-handling units, air-cooled chillers, cooling towers, pumps and backup generators. These systems connect data centres to other industrial sites: both can draw power, produce mechanical sound and affect nearby land and resources.

The resemblance does not make every facility’s impacts equivalent. A data centre’s sound profile depends on its cooling design and operating pattern; its water use depends on the cooling system, scale and computing density; and its greenhouse-gas emissions depend partly on the electricity supply and on construction. Distance from homes, local water availability, background noise and planning decisions also matter. The useful question is not whether a data centre is inherently “good” or “bad” compared with industry, but which effects a specific proposal could create at specific places and times.

Are data centres actually noisy, and is this bad for our health?

They can be noisy. Cooling and heat-management equipment may operate continuously, so its sound can be a regular feature of a site. Backup generators have a different role: they are generally used during outages and for maintenance testing, rather than as the ordinary source of continuous cooling noise. What a resident hears depends on the equipment, its location and enclosure, distance, intervening barriers and buildings, and the sound already present in the area.

Noise can be annoying or disruptive, particularly if it is audible at night. But the evidence summarized by UNSW authors Marion Burgess and John Davy notes that data-centre-specific evidence linking environmental noise to health effects remains limited. It is important to distinguish a community’s experience of disturbance or annoyance from a claim that long-term health effects have been demonstrated for data-centre noise specifically. A project’s noise assessment can establish predicted or measured sound at relevant locations; it does not, by itself, prove a particular health outcome.

Why industrial workplace readings do not answer the question

A 2014 Korean study by Choi Hyun-il, Yeon Ik-Jun and Lim Byung-Seo measured sound in 50 industrial workplaces sampled in 2011–2012. It reported these ranges by workplace category:

Workplace category Measured range, dB(A) What the figures represent
Manufacturing 81.2–106.2 Measurements in industrial workplaces
Processing 77.1–98.0 Measurements in industrial workplaces
Printing 78.0–92.1 Measurements in industrial workplaces
Transport 74.2–83.7 Measurements in industrial workplaces
Sales 67.1–86.0 Measurements in industrial workplaces
Other sites 74.8–97.2 Measurements in industrial workplaces

These are not measurements of outdoor sound at homes beside factories, and they are not a matched comparison with data centres. Data-centre assessments, by contrast, are project-specific predictions or measurements at selected receptors. Putting the workplace ranges beside a residential prediction and declaring one industry louder would compare unlike settings, not answer what people near either site experience.

What a fair noise comparison needs

To compare a data centre with another industrial site, ask whether the evidence describes sound at comparable locations and under comparable conditions. A useful assessment should make clear:

  • Receptor and distance: Is the value measured inside a workplace, at a property boundary, or predicted at a home or other sensitive location? How far is that location from the equipment?
  • Time and operating state: Does the assessment cover day and night? Is the facility at ordinary operating load, and are generator testing and outage scenarios considered separately?
  • Metric and sound character: Are the acoustic weighting, measurement duration and frequency detail comparable? A single dB(A) figure may not convey every aspect of the sound.
  • Background and cumulative sound: What is already audible at the receptor, and could several nearby facilities contribute at once?

UNSW’s discussion of assessment emphasizes that distance, building design, barriers, equipment choice and the surrounding sound environment affect what reaches nearby homes. For a planning decision, the important comparison is therefore not a generic ranking of industries; it is the expected sound from the proposed site at the places people use, considered against existing conditions and relevant local requirements.

How electricity use translates into climate impact

Data centres use electricity for computing and for supporting infrastructure. The European Commission describes their electricity demand as an environmental challenge and notes that associated CO₂ emissions depend on whether the energy supplying them is decarbonised. A facility’s electricity demand and its climate impact are related, but they are not interchangeable: the carbon intensity of its supply changes the emissions associated with a given amount of electricity.

The scale figures available need their dates and scope attached. The European Commission page, accessed in 2026 and citing the International Energy Agency, reports that data centres consume 415 TWh—about 1.5% of the world’s total yearly electricity consumption—and projects 945 TWh by 2030. The 945 TWh figure is a projection, not an observed 2030 result. Separately, Lawrence Berkeley National Laboratory attributed approximately 0.5% of total U.S. greenhouse-gas emissions to data centres in a study published in 2021. That is a U.S. estimate from that study, not a current worldwide emissions share.

Compare the same service across its delivery chain

Electricity comparisons can mislead if they count only the facility on one side and the whole alternative on the other. A UK Department for Energy Security and Net Zero-commissioned analysis by Europe Economics compared digital services with credible physical alternatives while holding the delivered service constant. Its first report examined video streaming versus Blu-ray, eBook reading versus printed books, and AI translation versus human translation.

Across low, medium and high assumptions for those three cases, the digital option matched or substantially undercut the electricity use of the physical alternative. The comparison included data centres, networks and user devices for digital services. For physical alternatives, it included relevant stages such as manufacturing, transport, retail, office delivery and user devices. This is evidence about those selected services and their electricity use across the delivery chain—not a result for every digital service, and not a complete comparison of carbon emissions. In particular, electricity use alone does not capture every material, emissions or land-use effect.

Water use: national shares can hide local pressure

Water demand varies with facility scale, cooling technology and computing density. The significance of a withdrawal also depends on local availability. A modest share of national use can still matter where a facility draws from a constrained source or operates in a water-stressed area.

Virginia’s Joint Legislative Audit and Review Commission (JLARC) reports that most data centres in Virginia use about as much water as, or less than, an average large office building. Some use substantially more; others use less than a typical household. These comparisons describe Virginia, not a universal pattern for data centres. JLARC also emphasizes that local water availability differs.

A separate national estimate came from Australian Industry Minister Andrew Charlton in a 2026 speech: data-centre cooling in Australia used an estimated seven gigalitres of water in 2024–25, around 0.04% of Australia’s total industrial water consumption. Charlton compared the estimate with mining and manufacturing and cautioned that overseas experience shows effects can be locally acute. The figure is an attributed estimate for that period and country; it should not be treated as a global rate or as proof that every locality has ample water.

Lawrence Berkeley National Laboratory’s 2021 U.S. analysis adds a location dimension: one-fifth of data-centre servers’ direct water footprint was in moderately to highly water-stressed watersheds, and nearly half were fully or partly powered by plants located in water-stressed regions. The water footprint and power-plant location measures are distinct. Together they show why a facility’s direct cooling demand is not the only water-related issue to consider.

Construction, land, air quality and siting

Environmental impacts extend beyond a facility’s routine electricity and cooling-water use. Scotland’s 2026 planning direction identifies possible effects from construction and operation, including greenhouse-gas emissions, biodiversity, soils, water resources, noise, landscape and air quality where backup generators are used. Which effects are material depends on the location and project.

Backup diesel generators can emit nitrogen oxides, carbon monoxide and particulate matter. JLARC describes generator use in Virginia as mostly maintenance testing, with emergency-use and emissions limits regulated by the state. That description and those controls are specific to Virginia; they should not be assumed to apply in other jurisdictions. For a local proposal, the relevant questions include what generator use is permitted, how testing is scheduled, what emissions limits apply and how nearby residents or sensitive sites could be affected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Land-use choices shape exposure as well as the ecological footprint. JLARC reports that some Virginia data centres are near residential areas and that planning and zoning decisions have sometimes allowed them next to homes or sensitive locations. That is a reason to examine separation distances, compatible land uses and site-specific conditions—not evidence that all data centres are placed beside homes.

What Scotland’s 50 MW threshold means

Scotland’s planning direction took effect on 17 September 2026. It requires an environmental impact assessment for covered new data-centre developments with power capacity exceeding 50 MW. Developments below that threshold remain subject to case-by-case consideration under the applicable rules. The threshold is a Scottish planning provision; it is not a global standard or a guarantee that a smaller development has no environmental effects.

In a letter dated 16 September 2026, Scottish Chief Planner Dr Fiona Simpson wrote: “The Scottish Government recognises that data centres are a rapidly evolving sector attracting a broad range of views, opinions and concerns, and that evidence on the environmental impact of data centres continues to develop.” That context reinforces why a project’s planning documents and local assessment matter more than a generic label such as “industrial.”

What residents and planners should look for

Planning is the point at which noise, resource use and siting choices can be examined together. A useful proposal should describe likely effects at relevant receptors and explain the assumptions behind its estimates. For people reviewing a project, the following questions help distinguish a meaningful assessment from an incomplete headline figure:

  • Noise: Are predicted or measured levels provided for homes and other sensitive receptors, including night-time conditions? Are equipment operation, generator testing and possible outage operation described? Does the analysis account for existing background and cumulative sound from nearby facilities?
  • Water: What cooling approach is proposed, how much water is expected to be used or withdrawn, and what source will supply it? Is that source constrained seasonally or otherwise? Are efficient or closed-loop approaches considered?
  • Power and emissions: What is the expected electricity demand, and what is known about the supply’s carbon intensity? Are construction as well as operating emissions addressed? What generator pollutants and operating limits apply in that jurisdiction?
  • Land and ecology: What land is needed, and could construction or operation affect biodiversity, soils, landscape, water resources or nearby sensitive uses?
  • Disclosure and verification: Are assumptions, monitoring methods and results reported in a way that lets the public understand what was measured and where?

Canada’s responsible-development principles call for minimizing freshwater use, accounting for local constraints, prioritizing closed-loop or high-efficiency water technologies and waste-heat recovery, and reporting impacts using recognized standards. They also call for independently verifiable information on local power use, water, infrastructure, sound and emissions. Those principles offer a practical transparency framework, although they are not a substitute for the rules that apply in a particular place.

Mitigation: what can reduce the local effects?

Noise controls can be built into equipment choices and site design rather than left until after complaints arise. Potential measures include selecting quieter equipment, careful building design, acoustic louvres, physical barriers and silencers. Assessments should show what the measures are expected to achieve at the receptors that matter, especially at night and where other facilities could add to cumulative sound.

Broader environmental management starts with early assessment and siting. Depending on the site, practical measures can include efficient or closed-loop cooling, low-emission electricity, waste-heat recovery, and transparent reporting of water and power use. The most relevant package will depend on local water constraints, grid supply, neighbouring land uses and the impacts identified for that development. Measures should be described with enough detail that their implementation and performance can be checked, rather than presented as general assurances.

How to make a useful data-centre-versus-industry comparison

For any proposed comparison, first define what “impact” means. A workplace noise reading, a home’s predicted outdoor sound, a national water share and a facility’s direct water withdrawal answer different questions. Then compare evidence on like terms and keep the geography, date and operating assumptions attached to each figure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Choose the receptor or resource outcome. For noise, use equivalent residential or other sensitive receptors rather than worker exposure. For water, identify the local source and its availability rather than relying only on a national percentage.
  2. Match the operating conditions. Separate routine cooling sound from generator testing and outage scenarios. Compare electricity over the same service chain when assessing alternatives.
  3. Use compatible measures. Check acoustic weighting, period and frequency information for sound; distinguish direct cooling water from water associated with electricity generation; distinguish electricity demand from greenhouse-gas emissions.
  4. Include cumulative and lifecycle effects. Account for nearby sound sources, construction and operation, and relevant stages of physical alternatives rather than focusing on a single component.
  5. State local rules and uncertainty. Planning thresholds and emissions limits are jurisdiction-specific. Where data are not matched or a claim is not established, say so rather than turning unlike figures into a ranking.

On the available evidence, data centres share important impacts with other industrial sites, but no standardized like-for-like study here establishes that they are categorically louder or quieter at equivalent homes. Their broader environmental effects likewise cannot be reduced to a single national electricity or water statistic. The most useful judgment is project-specific: assess sound where people live, energy in the context of its supply and service chain, water against local stress, and construction, land and generator effects under the rules of the relevant jurisdiction.

Quick answers to common questions

Is a data centre noisier than a factory? The available sources do not support a general louder-or-quieter ranking. The Korean factory-related figures are indoor workplace measurements, while data-centre assessments focus on project-specific locations such as nearby homes. A meaningful comparison needs matched receptors, hours, operating conditions and acoustic measures.

Does a data centre use a lot of water? It depends on facility scale, computing density, cooling design and local supply. Virginia examples range from less than a typical household to substantially more than a large office building. National averages or shares alone cannot establish whether a particular withdrawal is significant where water is constrained.

Does every data centre over 50 MW need an environmental impact assessment? Scotland’s direction requires one for covered new developments exceeding 50 MW; smaller developments can still be considered case by case under applicable rules. This threshold is specific to Scotland, not a global requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should a proposal disclose? Look for site-specific information on sound at homes and other sensitive receptors, including night-time and generator scenarios; water sources and expected use; electricity and emissions; land and ecological effects; and the assumptions and methods behind those figures. Independent verification and clear reporting make the information more useful to residents and planners.

Frequently Asked Questions

Are data centres louder than other industrial sites?

The evidence reviewed does not establish a general ranking. The cited industrial study measured sound inside workplaces, whereas data-centre assessments are project-specific and often evaluate sound at selected community receptors. Compare like locations, times, operating states and acoustic metrics.

Are data-centre noise levels proven to cause long-term health effects?

Data-centre-specific evidence linking environmental noise to health effects remains limited. Annoyance or disturbance is a legitimate concern, but it should not be presented as proof of long-term health effects caused specifically by data-centre noise.

How much water do data centres use?

Use varies with cooling technology, scale and computing density, and the local significance depends on water availability. The Australian estimate cited here is seven gigalitres for cooling in 2024–25, around 0.04% of national industrial water use; that is a country- and period-specific estimate, not a universal rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does the 50 MW environmental assessment threshold apply everywhere?

No. The threshold described here is part of Scotland’s planning direction, effective 17 September 2026. It applies to covered new data-centre developments exceeding 50 MW; smaller projects remain subject to case-by-case consideration under applicable rules.

The Bottom Line

Data centres share noise, energy, water, emissions and land-use issues with other industrial sites, but the available evidence does not justify calling them categorically louder or quieter. Compare sound at equivalent receptors and operating conditions, then judge water, electricity, emissions and siting against local conditions and rules. A transparent, site-specific assessment is more useful than a broad industry ranking.
