There is no universal winner. Air cooling remains practical for lower-density areas; direct liquid cooling is better suited to high-heat workloads when facility water loops and heat rejection are designed for it; immersion is a separate architecture for equipment installed in dielectric fluid. The right choice depends on rack density, climate, available water, heat-rejection plant, energy targets, hardware compatibility and operating capability.

For mixed facilities, a hybrid layout is often the realistic answer: retain air for ordinary zones and use liquid or liquid-assisted systems for dense AI or accelerated-computing clusters. ASHRAE explicitly recommends that pattern in its AI data-centre guidance: adopt liquid or liquid-assisted architectures for AI clusters while retaining air for lower-density zones.

What “air”, “water” and “immersion” mean

These labels describe where heat is captured, not necessarily how the facility ultimately rejects it outdoors. Every system must move heat from the IT load to a heat-rejection system such as chillers, cooling towers or dry coolers. The major difference is the medium and equipment used between the chips and that plant.

Air cooling

In an air-cooled room, server fans move air across processors, memory, storage and power components. The heated air enters the data hall, where room equipment transfers the heat to the facility cooling plant. Containment, supply and return-air paths, and fan control therefore have a large effect on performance. The U.S. Department of Energy’s Best Practices Guide for Energy-Efficient Data Center Design treats air management as a core design topic alongside electrical and mechanical systems.

Air is familiar, broadly compatible with existing servers and relatively straightforward to service. Its limitation is heat-transfer capacity: as rack and chip densities rise, moving enough air can require more fans, larger ducts, tighter airflow control and additional mechanical cooling.

Water-based liquid cooling

“Water cooling” covers more than one arrangement. A chilled-water plant can cool room air through computer-room air handlers (CRAHs); that is still room-level air cooling. Direct liquid cooling instead collects heat at IT components, commonly through cold plates, and carries it through a liquid distribution loop. The facility still has to reject the heat through chillers, towers or dry coolers.

Liquid carries substantially more heat than air, and pumping can require less energy than moving the equivalent heat with fans. A liquid loop may also operate with warmer water, reducing server-fan use and, in suitable climates and plant designs, the need for mechanical refrigeration. Those benefits depend on the complete system rather than the cold plate alone.

Immersion cooling

Immersion places the IT equipment in a dielectric fluid that does not conduct electricity like ordinary water. It is not the same as direct-to-chip cooling: direct liquid systems attach cold plates to selected components, while immersion surrounds the equipment with fluid. ASHRAE’s 2023 Handbook chapter on data centres notes that most datacom rooms need a hybrid of air and liquid cooling, with immersion representing a different equipment and operating model.

Immersion can capture heat close to the source and avoid some server-fan requirements, but it changes how hardware is installed, removed, inspected and supported. The available evidence does not establish that immersion is always cheaper, more efficient or easier to maintain than the alternatives.

How heat travels through each design

  1. Air path: server fans move heat into room air; CRAHs or comparable room equipment transfer that heat to the facility loop; the plant rejects it outdoors.
  2. Direct-liquid path: cold plates or other component-level devices absorb heat into a liquid loop; pumps and distribution units carry it to a facility heat exchanger; chillers, towers or dry coolers complete the rejection process.
  3. Immersion path: dielectric fluid surrounds the equipment and absorbs heat; a fluid-management and heat-exchanger system transfers it to the facility plant.

The outdoor plant can dominate the result. The same IT-side loop may perform very differently when connected to a chiller-heavy design, an evaporative tower or a dry cooler. Ambient temperature, humidity, water availability and the desired supply-water temperature all matter.

Energy: what the published figures actually show

Cooling energy should be assessed at facility level, including pumps, fans, chillers, towers and controls. The U.S. Department of Energy’s Federal Energy Management Program (FEMP) says best practices that raise chilled-water temperatures and reduce airflow can provide up to 20% less chiller energy in the conditions described on its 2019 guidance page. That is a potential from specified practices, not a guaranteed saving for every retrofit: DOE FEMP cooling-water efficiency opportunities.

An ASHRAE Technical Committee 9.9 white paper gives a different, tightly qualified example: a liquid-cooling design associated with 40°C water, lower server-fan power, energy-aware scheduling and reduced mechanical refrigeration produced a cited 30% energy saving. The figure belongs to that system context and should not be presented as the expected saving for every direct-liquid project: ASHRAE TC 9.9, Emergence and Expansion of Liquid Cooling in Mainstream Data Centers.

DOE also contrasts an illustrative facility in which cooling accounts for about 6% of energy consumption with a typical data centre described as requiring about 70% for cooling. The article is approximately 2025 guidance and the comparison is illustrative, not a population-wide benchmark: DOE, Technology Changes, but Energy Efficiency Principles Remain Steadfast in Data Center Design.

Use PUE without over-reading it

Power Usage Effectiveness (PUE) is total facility energy divided by IT-equipment energy. A lower PUE means less facility overhead per unit of IT energy. It does not show how much water the facility consumes, whether that water is scarce locally, or what off-site impacts are associated with electricity and water supply.

Pair PUE with water and resource metrics

Water Usage Effectiveness (WUE) is annual site water consumption divided by IT energy, expressed in litres per kilowatt-hour. Cooling equipment, climate, water source and humidification influence the value. WUE also does not capture every off-site water impact. ASHRAE’s AI framework recommends considering a broader set, including water, carbon and resource indicators such as WUI, CUE, DCRE and ITWC: ASHRAE energy and thermal efficiency framework.

Water use and heat rejection

Water-based cooling is not automatically water-intensive, and air cooling is not automatically water-free. A direct-liquid loop can be closed and use little on-site make-up water, while a facility using evaporative towers may consume significant water regardless of whether the IT-side heat collector is air or liquid. Conversely, dry coolers can reduce operational water consumption but may require more equipment or energy in hot conditions.

Evaluate the whole chain: local climate, peak design temperatures, water availability and quality, discharge requirements, tower cycles of concentration, chiller efficiency and the possibility of heat recovery. ASHRAE’s integrated-design guidance emphasizes connecting IT cooling decisions with the facility’s heat-rejection strategy rather than selecting equipment in isolation: ASHRAE integrated design principles.

Reliability, maintenance and integration

Air systems

  • Provide clear supply and return paths and verify containment under real rack loads.
  • Track fan operation, filter condition, room temperatures and hot spots.
  • Plan for uneven rack densities; a room sized for average load can still fail at a concentrated high-load row.
  • Keep redundancy in air handlers, pumps and electrical feeds consistent with the uptime requirement.

Direct liquid systems

  • Confirm that servers, cold plates, manifolds, hoses and distribution units are compatible with the specified fluid and operating temperatures.
  • Define leak detection, isolation and replacement procedures before commissioning.
  • Validate flow, pressure, water chemistry and heat-exchanger performance during normal and failure conditions.
  • Coordinate liquid maintenance with hardware servicing so a component can be removed without exposing adjacent equipment to avoidable risk.

ASHRAE publishes liquid-cooling resiliency guidance and common-design resources for these integration questions: ASHRAE tools, standards and resources.

Immersion systems

  • Specify which server components, cables, storage devices and service parts are approved for the dielectric fluid.
  • Design lifting, draining, filtration and fluid-containment procedures for routine service, not only emergencies.
  • Train technicians in fluid handling and establish a process for inspecting equipment after removal.
  • Separate immersion operating procedures from those used for ordinary air-cooled racks; they are different installation and maintenance models.

Which approach fits your workload?

Use a site-specific decision rather than a technology slogan. The following sequence keeps density, operations and environmental constraints in the right order.

  1. Measure the load. Record present and forecast rack power, chip-level accelerator density, inlet temperatures and utilization patterns. Identify concentrated high-density zones instead of averaging them across the building.
  2. Classify the hardware. Determine whether existing servers are air-only, liquid-ready or candidates for immersion. Include warranty, vendor support and replacement-stock implications.
  3. Model the facility plant. Compare chiller, tower and dry-cooler options at seasonal design conditions. Include pump, fan, control and water-treatment energy, not just IT-side temperatures.
  4. Set water and carbon boundaries. Establish a site WUE target, identify local water constraints and decide whether off-site impacts need to be included in the assessment.
  5. Choose zones, not just a single building-wide label. Keep air in lower-density areas where it is efficient and supportable; reserve direct liquid or immersion for loads that justify the added integration.
  6. Test failure modes. Simulate loss of a pump, cooling unit, distribution path or heat-rejection component. Confirm that controls fail safely and that critical IT load has a defined response.
  7. Commission with measured data. Verify temperatures, flow, power, water use and alarm behavior at representative loads before accepting the design.

Common mistakes and how to avoid them

Calling CRAH cooling “direct water cooling”

A chilled-water CRAH cools room air; it does not put liquid at the processor. Labeling the arrangement correctly prevents unrealistic assumptions about server compatibility and expected fan savings.

Quoting a percentage without its conditions

The 20% chiller figure, 30% liquid example and 6% versus 70% comparison come from different sources and contexts. They are not interchangeable measurements and cannot be combined into a ranking.

Optimizing PUE while ignoring water

A lower PUE can coexist with higher water consumption if the design relies more heavily on evaporative heat rejection. Track PUE and WUE together and add broader resource metrics where the project requires them.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring mixed-density operation

Most facilities contain more than one workload. Forcing every rack into immersion or direct liquid can add complexity where air already performs adequately; relying on air everywhere can constrain dense accelerator deployments. Zone the design around actual loads.

Leaving operations until after installation

Liquid and immersion systems alter service routines, spares, training, commissioning and emergency response. Write those procedures, test them and assign ownership before the first production rack is connected.

A practical architecture for new and existing sites

New construction can reserve separate mechanical distribution, containment and service areas for dense liquid-cooled clusters while retaining conventional air rooms for general workloads. This avoids making every room dependent on one operating model and allows future expansion where density justifies it.

Existing sites can begin with measurement and airflow correction, then pilot direct liquid in a bounded high-density zone. The pilot should include the facility loop, controls, leak response, maintenance workflow and metering needed to compare energy and water outcomes. Immersion is best treated as a dedicated architectural decision rather than a drop-in replacement for an air-cooled row.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Heat recovery may improve the overall resource case when a nearby use exists for low-grade heat. Include recovery equipment, seasonal demand and distribution losses in the design calculation; a theoretical heat sink without a year-round use does not by itself establish a benefit.

Decision summary

Choose air when density is modest, conventional hardware and simple servicing are priorities, and the airflow and heat-rejection plant can meet the load. Choose direct liquid when component or rack density makes air movement the constraint and the organisation can operate liquid distribution safely. Choose immersion only when its hardware, fluid-management and service model fit the workload and site.

For many AI and mixed-use data centres, the most defensible answer is a deliberately hybrid design: air where it remains efficient, liquid-assisted or direct liquid at dense clusters, and immersion only where its distinct operating model is justified by the project’s requirements.
