There is no defensible universal winner between a data center, factory, warehouse, power plant, or another large industrial project. A facility’s label does not determine its electricity demand, water use, jobs, tax value, or neighborhood burden. The useful comparison is between the actual proposal and a realistic alternative for the same site, measured over the same time period and with the same public costs included.

Data centers deserve particular scrutiny because their electricity demand is large, concentrated, and growing. But a sound local decision still depends on project-specific evidence: parcel impacts, peak and annual utility loads, cooling design, construction and permanent employment, traffic and noise controls, infrastructure commitments, incentives, and enforceable mitigation.

Why a generic “data center versus factory” ranking does not work

No reviewed government or research source establishes a matched, comprehensive ranking of data centers against factories, warehouses, power plants, and other large developments. The projects differ in size, operating hours, process equipment, staffing, cooling systems, electricity sources, water supplies, tax arrangements, and location. Two buildings with the same floor area can have radically different loads and community effects.

That means a public meeting question such as “Is a factory or warehouse better for the community?” has no answer until the alternatives are defined. Compare a named data-center proposal with a plausible factory or warehouse on the same parcel, using the same construction period, operating horizon, geography, and accounting boundaries. Identify which figures are measured, which are modeled, and which commitments are legally binding.

The comparison should also show who bears each cost. A project may pay for a substation or road extension, while ratepayers or taxpayers cover unrelated system upgrades. A company may promise a noise barrier or water-reuse target without a permit condition, performance standard, reporting duty, or remedy for noncompliance. Gross investment and tax projections do not reveal the net local result unless public spending, incentives, and services are counted.

The practical framework below separates the questions residents commonly ask and identifies the evidence needed to answer each one.

Compare proposals on the same six axes

Axis Comparable evidence to request Common analytical mistake
Land Parcel acres; prior and planned use; wetlands, habitat, farmland, and housing proximity; opportunity cost; options for later uses Using building floor area as the entire land footprint
Electricity and grid Peak and annual load; ramp-up schedule; firm capacity; generation, transmission, and substation work; reliability; tariff; cost responsibility if the project is delayed or canceled Treating a national projection as the site’s measured load or assuming other customers will or will not pay without utility evidence
Water and wastewater Onsite withdrawals and consumption by source and month; cooling system; electricity-related water; drought restrictions; wastewater and blowdown capacity Reporting only annual volume without source, season, consumptive use, or wastewater effects
Jobs and economy Construction headcount and duration; permanent headcount; wages; local hiring; suppliers; tax receipts; incentives; public-service costs Comparing a temporary construction peak with permanent operating jobs
Neighborhood and health Noise contours and nighttime levels; generator testing and emissions; construction traffic; emergency-service demand; setbacks; enforceable controls Assuming every design has the same impacts or that voluntary promises are enforceable
Public costs and benefits Utility and road spending; tax abatements; services required; revenue over time; binding mitigation and public reporting Comparing gross capital investment or tax claims without public costs and incentives

These axes are a practical synthesis of state guidance and government research, not a single national cross-sector standard. They provide a consistent checklist while leaving room for local law and project-specific engineering.

How much electricity will the data center use?

At the national level, data-center demand is already a major planning issue. The U.S. Department of Energy reported that data centers used 176 terawatt-hours (TWh), about 4.4% of total U.S. electricity, in 2023. The same December 2024 announcement summarized a Lawrence Berkeley National Laboratory estimate of 325–580 TWh, or approximately 6.7–12% of U.S. electricity, by 2028. The 2028 range is a projection, not an observed result, and it cannot be substituted for a proposed facility’s load study. See the Department of Energy announcement.

For a local proposal, request both annual energy and the highest simultaneous demand. Annual megawatt-hours describe total consumption; peak megawatts determine how much generation, transmission, substation, and backup capacity the grid must provide. A facility that ramps in phases can have a very different infrastructure schedule from one that reaches its full load at opening.

Evidence a utility should disclose

  • Contracted and forecast peak demand in megawatts for each construction phase.
  • Annual consumption in megawatt-hours under expected and high-growth cases.
  • The date and conditions for each load increase, including whether later phases are optional.
  • New generation, transmission lines, substations, transformers, and protection equipment required to serve the site.
  • Interconnection and tariff terms, including deposits, minimum-take obligations, curtailment provisions, and responsibility for stranded infrastructure if the project is delayed or canceled.
  • Reliability assumptions and the role of onsite generators, batteries, or other backup systems.

“Will it raise my utility bill?” cannot be answered from the national totals. The result depends on the serving utility’s rate design, whether the customer pays the incremental facilities, how costs are allocated among customer classes, and whether the infrastructure also serves other loads. Ask for a public cost-allocation study and the tariff or service agreement, rather than relying on either a promise that the project will pay everything or an assertion that ratepayers will pay nothing.

Keep national statistics in context

The U.S. Global Change Research Program’s 2023 National Climate Assessment estimated that data centers accounted for 1.8% of total U.S. electricity use and 510 million cubic meters of water in 2018. That historical estimate is not a current facility forecast, and the assessment notes that precise facility-level energy and water measurement can be difficult. Read the estimate in its original context at the 2023 National Climate Assessment.

A separate UK government page compares digital-service delivery with selected physical alternatives in three use cases and reports that the digital option matched or undercut the physical option’s electricity use in those cases. That is a bounded service-level comparison, not evidence that a particular data center has a smaller local footprint than a factory or warehouse. The source is the UK study on data-center energy consumption.

How much water will it use?

Water impact depends on cooling technology, climate, facility scale, electricity source, and the capacity of local water and wastewater systems. A proposal should distinguish water withdrawn from a source, water consumed and unavailable for return, water discharged as blowdown or wastewater, and water used indirectly to generate the facility’s electricity.

Direct cooling water

Some data centers use substantial onsite water; others use comparatively little. Air-cooled, closed-loop, evaporative, hybrid, and heat-reuse systems have different withdrawal and consumption profiles. The State of Michigan’s data-center guidance explains that amounts vary with facility size, cooling design, electricity source, and location, and that noise from cooling equipment and generators is also design-dependent. The guidance is a Michigan example, not a nationwide permit guide; consult it at Michigan’s data-center resource.

Ask the developer to provide monthly withdrawals and consumption by source, not just an annual average. A summer peak can matter more than the annual total in a drought-prone watershed. Identify whether the source is a municipal system, groundwater, surface water, reclaimed water, or a combination; what drought restrictions apply; and whether the facility’s allocation is senior or junior to existing users.

Indirect water tied to electricity

Power generation can consume water for cooling and other processes. A data center may therefore impose water demand outside its fence line even when onsite cooling uses little water. The U.S. Geological Survey’s 2026 synthesis describes cooling-water, wastewater, and electricity-linked water pathways. Its figures depend on underlying studies and technologies, so use it to understand mechanisms and carefully attributed estimates, not as a forecast for one site. The report is available at the USGS science synthesis.

Request the electricity source or generation mix used in the project’s water accounting and state the accounting boundary explicitly. A comparison that counts only water piped to the data center will not be equivalent to one that also counts power-plant water.

Wastewater, blowdown, and treatment capacity

Cooling systems can produce blowdown containing concentrated minerals or treatment chemicals. The proposal should identify discharge volumes, pretreatment, sewer capacity, emergency storage, and the receiving water body or treatment plant. Confirm whether upgrades are needed and who pays. A facility can have modest withdrawals yet create a wastewater constraint if the local system lacks capacity during hot-weather operations.

An Australian Government consultation paper issued in September 2026 warns that a small national share of water use can still create concentrated local pressure where facilities cluster. It is consultation material, not a binding rule or a universal measured outcome; its value is the reminder to test cumulative, local demand. See the consultation paper.

How many jobs will it create?

Employment comparisons must separate construction from continuing operations and state the denominator and method. A large construction project can employ many workers for a limited period, while an operating data center may require relatively few onsite employees after commissioning. A factory’s staffing depends on its process, shifts, automation, and supply chain; a warehouse’s staffing depends on throughput, automation, and distribution patterns.

Ask for a job schedule, not one headline number

  • Peak construction workers, average construction workers, trade categories, and months or years of work.
  • Permanent onsite positions by function and shift after stabilization.
  • Wages, benefits, required qualifications, and expected local hiring.
  • Indirect and induced employment assumptions, with the input-output model and geographic boundary.
  • Supplier spending that is expected to occur locally rather than merely somewhere in the region.
  • Tax receipts, incentives, and additional public-service costs over a stated time horizon.

UK Department for Business and Trade and Department for Business, Energy & Industrial Strategy research on commercial-property development used eight case studies plus econometric analysis of local employment, turnover, wages, and productivity. Its scope included offices, manufacturing, and warehousing, but it does not directly match data centers against factories and warehouses. Use it for evidence about the categories it studied, not as a cross-sector winner. The publication is at Impacts of commercial property development.

A 2025 Southwest Energy Efficiency Project report cites an estimate of about 25 long-term jobs per megawatt for an average new non-data-center commercial or industrial facility versus fewer than one job per megawatt for a new data center. The report is a secondary source, and the search extract does not establish that the project types, boundaries, or job definitions are comparable. If a local debate uses these figures, identify the report’s stated basis and obtain the underlying publication before treating the ratio as decision-grade evidence. The report is available at SWEEP’s 2025 report.

Land, farmland, habitat, and opportunity cost

Measure the whole site, not only the building. Include parking, substations, cooling yards, fuel storage, stormwater facilities, security setbacks, access roads, transmission corridors, water and sewer extensions, and construction laydown areas. Map wetlands, habitat, flood risk, farmland, wooded areas, and the distance to homes, schools, and other sensitive uses.

Previous land use matters. Redeveloping a previously disturbed industrial parcel may avoid conversion of farmland or habitat, while a greenfield project may remove options for agriculture, housing, recreation, or future employers. The opportunity cost is site-specific: a parcel near a major transmission corridor may be unusually valuable for a power-intensive facility, while a parcel near a highway and labor pool may support logistics or manufacturing more efficiently.

Ask whether the plan preserves flexibility. A campus built in phases can reserve land for later data halls, substations, water facilities, or other uses. Binding site plans, conservation easements, and development conditions matter more than a conceptual rendering.

Traffic, noise, emissions, and nearby homes

Construction period

Construction can dominate short-term impacts for any large project. Require a traffic-management plan showing truck routes, daily and peak deliveries, worker parking, road wear, work hours, dust control, and emergency access. Compare the duration and intensity of construction for each alternative, not just the finished building.

Operating noise

Data-center cooling equipment, fans, chillers, pumps, transformers, and backup generators can create continuous or intermittent noise. Request a noise study with modeled contours, octave-band assumptions, nighttime levels, receptor locations, and cumulative effects from multiple buildings. Michigan identifies equipment selection, setbacks, barriers, and operating practices as factors that affect noise. Make limits, testing schedules, complaint procedures, and remedies enforceable through permits or development agreements.

Generators and air emissions

Backup generators may be tested periodically and used during outages. Ask for generator count, fuel type and storage, testing hours, expected runtime, emissions permits, and emergency operating assumptions. The relevant comparison is not “data center equals no emissions” or “factory equals more emissions”; it is the permitted equipment and operating envelope of each proposal.

Emergency services and health protections

Large campuses can require fire protection, hazardous-material response, medical coverage, or specialized training. Identify new staffing, equipment, water flows, access roads, and mutual-aid obligations. Setbacks and sound controls should protect nearby homes under normal operation, testing, maintenance, and foreseeable emergency conditions.

Taxes, incentives, and public infrastructure

Evaluate public value over time rather than repeating the project’s capital-investment headline. Build a cash-flow schedule that includes property and sales taxes, tax abatements, payments in lieu of taxes, utility revenues, water and sewer charges, road maintenance, emergency services, inspections, debt service, and grants.

For electricity, ask who finances generation, transmission, substations, and distribution upgrades and whether the utility recovers costs through rates. For water, sewer, and roads, identify connection fees, capacity charges, extensions, maintenance, and the party responsible for overruns. Include the consequences if the project’s forecast load or occupancy does not arrive.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Require public reporting of actual load, water withdrawals and consumption, wastewater discharges, jobs, tax payments, complaints, and mitigation performance. A commitment is strongest when it appears in a permit, utility agreement, development agreement, or other enforceable instrument with deadlines and remedies. A voluntary statement without monitoring or consequences should not be scored as a guaranteed benefit.

A step-by-step process for comparing two real proposals

  1. Define the alternatives. Name the actual data-center plan and the realistic factory, warehouse, power, or mixed-use alternative for the same parcel. Record parcel size, building size, phases, operating hours, and a common evaluation period.
  2. Set accounting boundaries. Decide whether electricity-related water, offsite transmission, induced traffic, supplier jobs, and regional tax effects are included. Apply the same boundaries to every option.
  3. Build a load and infrastructure schedule. List annual and peak electricity demand, ramp dates, generation and transmission work, substation capacity, backup systems, water sources, monthly withdrawals, consumption, wastewater, and road improvements.
  4. Separate jobs by time and geography. Report construction and permanent positions independently, then state wages, local hiring, supplier assumptions, and the geographic boundary used for indirect jobs.
  5. Map receptors and burdens. Show homes, schools, wetlands, habitat, farmland, flood areas, roads, noise contours, generator locations, truck routes, and emergency-access constraints.
  6. Price public costs and benefits. Model taxes, incentives, utility and road spending, service requirements, maintenance, and stranded-cost exposure under conservative, expected, and high-growth cases.
  7. Check enforceability. For each promised mitigation measure, identify the legal document, performance standard, monitoring data, reporting frequency, responsible party, and remedy for failure.
  8. Publish a monitoring plan. Commit to public data on actual electricity, water, wastewater, jobs, noise complaints, generator testing, and infrastructure spending after opening.

Questions to take to a public meeting

  • What is the facility’s contracted peak load and annual electricity use, and how will each phase change those figures?
  • Which generation, transmission, substation, water, sewer, and road upgrades are required, and who pays if the project is delayed or canceled?
  • What are monthly water withdrawals, consumptive use, discharge, and drought restrictions by source?
  • Does the water analysis include water used to generate the project’s electricity?
  • How many construction jobs are expected, for how long, and how many permanent jobs remain after commissioning?
  • What wages, qualifications, local-hiring targets, and supplier assumptions support the employment claims?
  • What are the modeled daytime and nighttime noise levels at the nearest homes, including generator testing and future phases?
  • What permits, conditions, reporting duties, and penalties make noise, water, traffic, and emissions commitments enforceable?
  • How much tax revenue is net of abatements and public-service costs, and over what years?
  • What happens to the site and utility investments if projected demand, occupancy, or later phases do not materialize?

How to interpret the evidence without overstating it

National figures establish scale and planning relevance, not a local project’s footprint. The DOE’s 2023 total and 2028 projection describe the United States; they do not measure one campus. The 2018 National Climate Assessment estimate provides historical context and explicitly recognizes measurement difficulty. The UK commercial-property study informs offices, manufacturing, and warehousing but does not produce a matched data-center comparison. Michigan’s guidance explains possible water, noise, and governance issues in one state rather than setting a nationwide permit rule. The Australian paper is a 2026 consultation, and the USGS synthesis explains pathways whose numerical estimates depend on technology and underlying studies.

These limits do not make the evidence useless. They show why a credible local record must disclose assumptions, use consistent boundaries, distinguish estimates from measurements, and update forecasts with operating data. A proposal that cannot provide peak load, monthly water, job definitions, public-cost allocation, or enforceable mitigation cannot support a reliable cross-sector ranking.

The practical verdict

Choose neither a data center nor another industrial category by reputation. Choose the proposal that demonstrates the strongest net local case under a common measurement framework: a suitable site, funded and reliable utilities, transparent water and wastewater accounting, credible construction and permanent-job claims, manageable traffic and noise, and binding protections for neighbors. In some locations that may be a data center; in others, a factory, warehouse, power project, or no development may impose fewer risks or deliver greater public value. Only project-specific evidence can establish which outcome applies.
