There is no universal “data center impact” number. A sound community comparison measures each proposal over the same period, geography and system boundary: annual and peak electricity, grid upgrades and who pays, annual and peak-day water, land and neighborhood effects, verified jobs, and net public revenue after incentives and services. National forecasts provide context, but only a project’s interconnection, utility, water and fiscal documents can establish local effects.
Start with a like-for-like comparison
Compare a proposed data center with a factory, warehouse, research campus or other large user using identical definitions. Record the facility’s direct electricity and water demand separately from indirect effects associated with generating that electricity. Use the same forecast horizon, geographic boundary, units and assumptions for every alternative.
A data center’s distinctive feature is often its shape of demand: a large, steady load that can arrive in steep increments and require firm power around the clock. That does not automatically make it more harmful or more beneficial than another project. It means the review must examine reliability, infrastructure timing and cost allocation rather than relying on annual consumption alone.
| Comparison area | Evidence to request from every proposal | Why it matters |
|---|---|---|
| Electricity | Annual MWh or TWh, peak MW, ramp-up schedule, hourly load profile, expected utilization and a forecast range | Annual totals can hide a high coincident peak or a nearly constant load that requires new generation and network capacity. |
| Grid cost and rates | Interconnection studies, transmission and distribution upgrades, generation or storage needs, rate class, contract terms, minimum bills, collateral and demand-flexibility provisions | The public-interest question is who bears costs and reliability risks if the forecast changes. |
| Water and wastewater | Annual withdrawal and consumption, peak-day demand, source, cooling system, sewer flow, discharge, drought plans and spare system capacity | An annual average may conceal a peak-day constraint on a local water or sewer system. |
| Land and neighborhood effects | Acreage, land-use fit, construction traffic, noise, backup generators, emissions and cumulative impacts | Local effects can be more consequential than a national energy percentage. |
| Jobs and workforce | Construction and permanent full-time-equivalent jobs, duration, occupations, wages, benefits, local hiring and training, with an audit method | “Jobs created” is not comparable unless every proposal uses the same definitions and verification. |
| Fiscal balance | Property and other taxes, abatements, tax-sharing, public-service costs, infrastructure outlays and repayment or clawback terms | Gross announced revenue is not the same as a guaranteed net municipal benefit. |
| Commitments and alternatives | Enforceable mitigation, reporting, performance milestones and a comparison with alternative projects over the same horizon | Common assumptions prevent selective metrics from deciding the outcome. |
What national electricity forecasts do—and do not—tell you
LBNL’s 2030 estimate is a national model
Lawrence Berkeley National Laboratory’s June 2026 update estimates that U.S. data centers will use 649 TWh in 2030 in its reference case. Its combined uncertainty scenarios span 521 to 843 TWh, described in the report’s abstract as 9.5% to 15.3% of U.S. electricity use. These are national model results, not the expected load of a particular building or campus.

The estimate depends on information about equipment shipments, specialized chips, chip lifetimes, server idle power, utilization, cooling, facility type and location. Named sensitivity cases include 578 TWh for lower installations, 664 TWh for increased shipments of specialized graphics chips, 590 TWh for a shorter assumed AI-chip lifetime, and 782 TWh for higher AI-server idle power and utilization. Those individual cases are not the endpoints of the final combined uncertainty range.
A previous 2024 report estimated data centers at 6.7% to 12% of U.S. electricity by 2028. It is not a clean before-and-after comparison with the 2026 figures: the horizon, shipment data, equipment assumptions and model update changed. A percentage from a national forecast cannot be assigned to a town without a project-specific load study.
EIA’s commercial-computing category is broader
The U.S. Energy Information Administration’s Annual Energy Outlook 2025 reference case estimated that commercial computing accounted for 8% of commercial-sector electricity in 2024 and projected 20% by 2050. EIA’s category includes data-center servers, desktop and laptop computers, and monitors, so it is not interchangeable with a data-center-only estimate.
EIA describes its outlook as “a product suite for alternative futures analysis, not a set of predictions.” Its reference case did not add assumptions for revolutionary AI growth or special measures to moderate data-center energy demand. Use the figures to understand sector direction, then use local utility and interconnection documents to evaluate a site.

- Maximum import capacity in MW and expected annual MWh at each build phase.
- An hourly load shape showing minimum, average and coincident-peak demand, including commissioning and expansion ramps.
- Expected utilization, redundancy configuration and the share of load from cooling and other facility systems.
- Interconnection milestones, required substations or transmission work, generation or storage additions and the date each investment is needed.
- Whether backup generators are emergency-only or expected to operate for capacity, testing or grid services, with fuel and emissions limits.
The Department of Energy notes that data-center demand is geographically variable, can increase in steep steps and often requires firm power to operate continuously. That supports a local capacity and supply review; it does not prove that household bills will rise.
Will a data center raise residents’ electric bills?
No national source can answer that for an individual project. The outcome depends on the utility’s tariff, rate class, contract, existing capacity, upgrade plan and regulatory cost-allocation decision.

Large-load service may require a new substation, transmission reinforcement, generation, storage, protection systems or distribution work. If those costs are placed in general rates while the facility pays only its energy charge, other customers can subsidize the project. Conversely, a negotiated contract can require the customer to pay direct upgrades, a minimum bill or collateral, improving protection for the system.
Lawrence Berkeley National Laboratory’s January 2025 large-load rate-design brief identifies fair allocation of electricity-system costs, stranded-investment risk, resource adequacy, technology risk-sharing and clean or onsite supply options as central issues. A community should ask regulators to publish the assumptions and the assigned share for each upgrade.
Protections to seek in a tariff or agreement
- Cost responsibility: define which interconnection, transmission, distribution and generation costs the customer pays directly and which enter regulated rates.
- Minimum revenue: use a minimum demand or take-or-pay commitment, credit support or security sized to the investment made for the load.
- Milestones: tie construction of shared infrastructure to binding construction and energization dates rather than an uncommitted forecast.
- Exit and downsizing terms: specify what happens if a phase is delayed, canceled or operates below the forecast.
- Flexibility: establish whether interruptible service, managed charging, onsite generation or storage can reduce system peaks without compromising reliability.
- Transparency: report actual demand, payments and upgrade costs to the utility commission under applicable confidentiality rules.
Ask the utility to model household-rate effects under multiple cases, including full build-out, delayed expansion and early closure. Treat any bill estimate as a scenario tied to a tariff and regulatory decision, not as a guaranteed result.

Water use is a local capacity question
There is no single national gallons-per-day figure for data centers. Water demand varies with cooling technology, climate, operating hours, treatment requirements, redundancy and whether water is withdrawn, consumed through evaporation, discharged or recirculated.

- Annual withdrawal and annual consumptive use, stated in gallons or cubic metres.
- Maximum-day and maximum-month demand, not only an annual average.
- Source: potable supply, reclaimed water, surface water, groundwater or another source.
- Cooling method, cycles of concentration, blowdown and treatment chemicals.
- Peak sewer flow, wastewater characteristics, discharge location and treatment capacity.
- Drought, heat-wave and outage operating plans, including any rights to curtail or switch sources.
- Remaining water and sewer capacity after existing commitments and other proposed developments.
New Jersey municipal guidance specifically emphasizes peak-day water use. That is a useful review practice, not a nationwide rule. A community should apply its own utility standards and disclose how the project changes reserve margins during the hardest operating day.
New Jersey reporting example
A New Jersey announcement dated August 27, 2026 describes legislation requiring owners and operators to submit semiannual water and energy reports to the state Board of Public Utilities, alongside community-benefit and technical-assistance measures. This is a state requirement, not a national reporting standard. For any other location, confirm current state and local disclosure rules rather than assuming New Jersey’s system applies.
Land, air, noise and emergency-service effects
Put the physical footprint on the same map used for alternative projects. Document site acreage, impervious surface, transmission corridors, construction traffic, delivery routes, lighting, noise and setbacks from homes, schools and sensitive uses.
Backup generation deserves a separate accounting. List generator count and capacity, fuel, testing schedule, expected non-emergency operation, air permits and cumulative emissions. Include cooling towers or other equipment that can affect noise, visible plumes or local air quality. Evaluate fire protection, hazardous-material response, evacuation routes and the workload placed on police, fire and emergency medical services during construction and operation.

Do not offset a local nuisance with a national statistic. A project can represent a small share of U.S. electricity while still requiring a substation, water-main expansion or traffic-control plan that materially affects nearby residents.
Count jobs that are real, ongoing and verifiable
Separate construction from operations
Construction employment is temporary and may involve contractors from outside the area. Operating employment continues after commissioning and should be reported as full-time-equivalent positions by occupation, shift, wage, benefits and expected duration.
Require a schedule showing jobs during site preparation, each construction phase, commissioning, steady-state operation and expansion. Distinguish direct employees from indirect or induced estimates, and state the model used for any multiplier.
Make workforce promises measurable
- Set local-hiring and apprenticeship targets with a definition of “local.”
- Identify occupations, minimum qualifications, wages, benefits and shift patterns.
- Describe training funding, community-college partnerships and access for residents who lack prior data-center experience.
- Require annual reporting, supporting payroll records or an independent audit, subject to lawful privacy protections.
- Specify remedies if hiring or training commitments are missed.
A Washington State Joint Legislative Audit and Review Committee preliminary review issued in July 2026 illustrates why verification matters. In the urban-county tax-preference program it examined, beneficiary-reported jobs had not yet been verified because no beneficiary had reached the six-year point, and the annual report did not require actual wages, benefits or job duties. That is evidence about one program’s reporting design—not proof that every data-center employment claim is unreliable—but it shows why a promise without definitions and an audit path is weak evidence.

Show gross taxes and net revenue in separate columns. State the year in which each payment begins, the duration of any exemption, inflation assumptions and the probability that an assessment changes after equipment is replaced. Include a downside case for delayed construction, partial occupancy, lower assessed value, closure or a canceled expansion.
New Jersey’s municipal guidance advises communities to understand infrastructure, utility, emergency-service, workforce and resident demands before finalizing community-benefit terms, and to include safeguards if projected revenue does not materialize. Adapt those questions locally; the state’s programs and laws do not automatically apply elsewhere.
A practical review process for any proposed site
- Define the boundary. State whether the comparison covers the parcel, utility service territory, watershed, municipality, county or region. Use one boundary for every alternative or explain each difference.
- Set the measurement period. Use construction years, first full operating year, stabilized operation and a long-term horizon. Identify whether values are annual averages, maximum-day figures or coincident peaks.
- Collect primary commitments. Obtain the interconnection request, load forecast, water and sewer calculations, site plan, permits, tax agreement, workforce plan and community-benefit agreement.
- Build low, base and high cases. Vary build-out date, utilization, equipment efficiency, water conditions, assessed value, job count and operating life. Keep assumptions visible.
- Model system upgrades. Price generation, transmission, substations, distribution, water mains, treatment, roads and emergency capacity. Assign each cost to the applicant, utility ratepayers, taxpayers or another party.
- Check reliability and downside protection. Test delayed phases, lower demand, cancellation and early closure. Verify minimum bills, collateral, clawbacks, performance bonds or other remedies.
- Verify benefits. Define full-time-equivalent jobs, local hiring, wages, training, tax receipts and reporting intervals. Require an audit or public report with a named responsible party.
- Publish an apples-to-apples table. Put the data center and alternatives in adjacent columns, with units, dates, sources, assumptions and confidence levels shown in every row.
- Make enforceable terms a condition. Do not treat voluntary statements, promotional estimates or unsigned targets as equivalent to permit conditions, tariffs, contracts or recorded agreements.
Common comparison mistakes
- Using a national forecast as a site estimate: national TWh figures describe modeled U.S. totals, not a local interconnection.
- Comparing unlike sectors: EIA’s commercial-computing category includes personal computers and monitors, while a data-center estimate may cover servers and facility systems.
- Reporting averages only: annual electricity or water can conceal a coincident peak or maximum-day shortage.
- Mixing direct and indirect effects: keep facility demand separate from emissions or water associated with power generation unless the same boundary is applied to every alternative.
- Counting announcements as outcomes: construction jobs, tax projections and expansion plans need dates, definitions and verification.
- Assuming one state’s rule is universal: New Jersey’s semiannual reporting example does not establish a federal requirement.
- Ignoring stranded investment: infrastructure built for a forecast load needs protection if the customer delays, downsizes or leaves.
- Declaring a universal winner: no standardized national dataset ranks data centers against manufacturing, refining, warehousing and other large users across all relevant impacts. Local evidence is required.
The questions a public record should answer
Before approval, residents and officials should be able to find clear answers to these questions in filings, permits, tariffs or enforceable agreements:
Recommended Free Tools
- What are the facility’s annual MWh, peak MW, hourly profile and expansion dates?
- Which generation, transmission and distribution upgrades are required, and who pays for each?
- What rate, minimum bill, collateral and exit terms protect other customers?
- What are annual and peak-day water demands, sources, wastewater flows and drought measures?
- How many construction and permanent jobs will exist, for how long, at what wages and with what benefits?
- What local hiring, training and reporting obligations are enforceable?
- What taxes will actually be collected after abatements, and what public services and infrastructure will cost?
- What happens if the forecast demand, investment, jobs or revenue does not appear?
- How does the proposal compare with alternatives using the same geography, period, definitions and assumptions?
The strongest comparison is not the one with the largest headline number. It is the one that shows peak and annual demands, assigns system costs, verifies benefits and remains fair under a delayed, smaller or canceled project.
