There is no universal answer to whether a data center is better for a community than a factory or another large electricity user. The result depends on the requested load, grid upgrades, rate design, tax terms, jobs that remain after construction, water and land impacts, and the risks the public agrees to absorb. A sound decision compares the proposed data center with realistic alternative projects at the same site and uses the same time horizon and accounting boundaries.

Why this comparison has to be local

Data centers are one category of large electricity customer, not a special class that can be judged with a national average. A proposed campus may need new substations, transmission capacity, distribution circuits, generation, backup systems, or other reliability work. Whether the customer pays those costs directly, the utility recovers them through rates, or some risk remains with existing customers depends on the utility tariff, interconnection agreement, regulatory rules, market conditions, and the project’s actual operating profile.

The same caution applies to benefits. A large announced investment is not the same as net public value. Local officials need to count taxes and fees after abatements, exemptions, grants, and public infrastructure commitments; distinguish temporary construction work from permanent operations; and identify who receives the economic activity and who pays for services and environmental mitigation.

Federal and laboratory reviews reach the same broad conclusion: large-load integration is becoming more important, but there is no single national rulebook. The Federal Energy Regulatory Commission’s 2026 announcement covers “data centers, manufacturing facilities, and other large energy users” and says that “a one-size-fits-all solution is not the current most efficient solution for integrating new large, energy-intensive loads onto the nation’s electric grid.”

Do data centers make local electricity bills go up?

They can, but the direction and size of any bill effect are local questions. A new load may produce more sales and help spread some fixed system costs. It can also require expensive capacity that is used by few customers, accelerate generation or network investment, or leave a utility with underused assets if the project scales back. Rate design determines how those outcomes reach residential, commercial, and industrial customers.

What the available price evidence actually says

A 2026 MIT Center for Energy and Environmental Policy Research working paper estimated that data-center entry from 2010 through 2024 was associated with a 2.7% increase in average retail electricity prices. Its estimated effects differed by customer class: 2.1% for residential customers, 2.8% for commercial customers, and 4.2% for industrial customers. The paper reports different pass-through patterns under different regulatory environments. These are statistical estimates from the study, not a forecast of a particular town’s next rate case or a finding that every data center raises bills by those percentages.

For a local proposal, ask the utility or regulator to show the marginal cost of serving the project, the revenues expected under the proposed tariff, and the allocation of any unrecovered cost. Require separate scenarios for the project’s contracted maximum, expected annual consumption, delayed phases, and an early departure or prolonged underuse.

Questions that reveal the bill mechanism

  • What is the requested peak demand in megawatts, and what annual energy use is expected in megawatt-hours?
  • Will the customer pay a demand charge, a minimum bill, a facilities charge, a contribution in aid of construction, or a special large-load tariff?
  • Are costs assigned to the project based on its coincident peak, noncoincident peak, reserved capacity, or another measure?
  • Can the customer curtail or shift load during system peaks, and is that obligation enforceable?
  • Which costs are paid up front, which are recovered over time, and which remain at risk if the load does not materialize?

Who pays for the power lines and grid upgrades for a data center?

The answer is determined by the governing tariff, interconnection agreement, and public-utility rules—not by the facility label. A data center and a factory may face similar large-load procedures, while two data centers in different jurisdictions may face very different cost-allocation terms.

Typical categories of investment

  • On-site and distribution work: transformers, feeders, switchgear, protection equipment, substation expansion, and local line reinforcement.
  • Transmission and regional capacity: network upgrades, new lines, generation interconnection, or regional reliability projects triggered by the additional demand.
  • Generation and firm supply: new or contracted capacity needed to serve a continuous load, including arrangements for backup or emergency operation.
  • Planning and interconnection studies: engineering, queue, protection, and system-impact studies that determine what work is required.

Some utilities require a large customer to fund all or part of dedicated facilities, post a deposit, sign a minimum-term contract, or pay a minimum bill even when it consumes less than its reservation. Other rules allow broader rate recovery. A community should obtain the actual tariff and agreement rather than infer cost shifting from the project’s size.

Protecting customers from stranded investment

Large-load contracts should address construction milestones, commercial-operation dates, phased energization, minimum payments, collateral, termination charges, and responsibility for removal or reuse of equipment. The key question is who bears demand-shortfall risk if an announced campus is delayed, downsized, or cancelled after the utility has built capacity.

Ask whether an upgrade can serve other customers or alternative developments. Reusable infrastructure may have a different risk profile from a dedicated connection that has little value outside the project. Public filings should identify the cost estimate, the party responsible for overruns, the expected utilization, and the treatment of assets if the load disappears.

Start with the right load numbers

“The data center will use 500 megawatts” can describe several different quantities. A proposal may refer to an ultimate build-out, a contracted reservation, a connected load, a coincident peak, or actual consumption. Those figures are not interchangeable.

Load term What it means for local analysis
Announced load A developer’s public plan; it may change before an interconnection request or contract.
Contracted load Capacity reserved under an agreement, often subject to milestones and minimum payments.
Connected load Equipment that can be connected to the system; it does not necessarily run at full output.
Peak demand The highest instantaneous or interval demand used for planning and many demand charges.
Annual consumption Total energy used over a year; it reflects utilization, workload, cooling, and operating conditions.
Actual consumption Metered use after the facility is operating; it is the relevant measure for realized impacts.

Require the same definitions for the data center and every alternative large user. A comparison that uses a factory’s operating load but a data center’s ultimate build-out will exaggerate the apparent difference.

Do data centers create enough local jobs and tax revenue to justify the costs?

Only a net, time-matched calculation can answer that question. Headline capital investment and gross tax receipts do not show what remains after incentives and public obligations.

Calculate net fiscal effects

For each project, place the following items in the same model and identify the recipient and year:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Property, sales, use, utility, franchise, and other local or state taxes.
  • Permit, impact, connection, and service fees.
  • Tax exemptions, abatements, credits, rebates, grants, discounted land, and other incentives.
  • Public spending on roads, water and wastewater systems, emergency services, schools, workforce programs, and utility infrastructure.
  • Debt service, operating costs, and maintenance for publicly financed improvements.
  • Any revenue-sharing agreement or payment-in-lieu-of-tax arrangement.

A practical calculation is net public benefit = recurring public receipts + one-time receipts − incentives − public capital costs − recurring public-service costs. Show results by year and over a stated horizon; do not present a 20-year total without explaining discounting, inflation, and the treatment of uncertain phases.

Interpret the Virginia estimate carefully

An American Council for an Energy-Efficient Economy report published in 2024 cited an industry estimate of approximately $1.2 billion in annual Virginia data-center tax revenue, including about $1 billion local and $174 million state. The figures are rounded and may not sum exactly because of rounding. They are a Virginia-specific estimate cited by ACEEE, not an independently audited national per-project return. A local government should not transplant the number without reproducing the state’s tax base, assessment rules, incentives, project mix, and fiscal costs.

Separate construction work from operating employment

Report construction jobs, duration, wage level, and local share separately from permanent operations jobs. Also distinguish direct employees from indirect or induced estimates, state where workers live, and specify whether the estimate covers one building or a full multi-phase campus. Use the same definitions for a factory, warehouse, power-intensive industrial plant, or other candidate development.

Data-center operations may require specialized technical staff while producing fewer permanent jobs per dollar of capital investment than some manufacturing projects. That is not a universal ranking; it is a reason to verify the proposed staffing plan, shift pattern, contractors, automation, and local hiring commitments instead of relying on a headline multiplier.

How does a data center compare with a factory as a local electricity user?

The fair comparison is not “data center versus factory” in the abstract. It is the proposed data center versus feasible alternatives at the same site, scale, grid node, and time horizon.

Dimension Data-center questions Questions for a factory or other large user
Electricity and grid What are peak and annual loads? What generation, transmission, distribution, and substation work is required? What would the alternative require at comparable scale, and which upgrades would be reusable?
Who pays What tariff, deposit, minimum bill, contract, and cost-recovery provisions apply? Who bears stranded-asset risk? Does the alternative face comparable terms in the same utility and market?
Reliability and flexibility Is computing continuous? Can workloads shift, storage discharge, or demand response reduce peaks? Can production curtail or shift without unsafe conditions, product loss, or major economic damage?
Fiscal return What taxes and fees remain after abatements, exemptions, grants, and public commitments? What net receipts remain after the alternative’s incentives and service costs?
Employment How many construction and permanent jobs are direct, indirect, local, and lasting? Use identical job definitions, wage assumptions, and time periods.
Water and environment What cooling water, source, seasonality, wastewater, backup generation, noise, and land effects occur? Measure process water, emissions, waste, noise, traffic, and land impacts on the same boundary.
Public risk and transparency Are forecasts, agreements, upgrade costs, and environmental information public? Who pays if demand falls short? Compare disclosure, enforceability, and demand risk under the alternative development agreement.

Manufacturing can provide more permanent jobs or local supplier activity in some cases, but it may also create substantial process loads, emissions, freight traffic, wastewater, and cyclical demand. A data center may have a steadier load and fewer process emissions while requiring continuous electricity, cooling resources, and large backup systems. These are project attributes, not automatic sector-wide conclusions.

Water, land, noise, and environmental effects

Electricity accounting is incomplete if it ignores other constrained resources. A local review should examine:

  • Cooling water: source, annual and seasonal withdrawals, consumptive use, drought restrictions, treatment, discharge temperature, and the technology used.
  • Power-system water: water used by generation serving the load. State clearly whether it is counted separately from on-site cooling to avoid double counting.
  • Backup generation: fuel storage, testing schedule, air permits, emissions, noise, and outage operation.
  • Land and habitat: site area, substations, transmission corridors, stormwater, grading, habitat fragmentation, and future expansion.
  • Community effects: construction traffic, noise, lighting, emergency-response needs, and impacts on nearby residents.

Apply the same resource boundary to alternatives. The available federal and laboratory material identifies these issues but does not provide a common dataset that ranks data centers, factories, and other large users on every water or environmental dimension. Local permits, utility studies, watershed conditions, and project designs are therefore essential.

What should a town ask before approving a data center?

The following checklist turns a broad debate into documents and decisions officials can test.

  1. Define the project: Request phase-by-phase megawatts, expected annual consumption, energization dates, ultimate build-out, cooling design, backup generation, and operating schedule.
  2. Verify the grid study: Obtain distribution, transmission, generation, and reliability analyses; identify which upgrades are dedicated, reusable, or regional.
  3. Read the tariff and contract: Confirm demand charges, minimum bills, deposits, collateral, milestones, curtailment rights, termination charges, and treatment of overruns.
  4. Model shortfall risk: Test delayed construction, half-built phases, lower utilization, early closure, and a multi-year period in which reserved capacity is not fully used.
  5. Assign every cost: Show who pays for utility work, roads, water and wastewater systems, emergency services, permitting, debt service, and environmental mitigation.
  6. Calculate net fiscal effects: List taxes and fees after incentives and compare one-time receipts with recurring costs over a stated horizon.
  7. Audit employment claims: Require direct, indirect, construction, permanent, local, wage, and duration assumptions, with enforcement mechanisms for promised jobs.
  8. Complete the resource review: Publish water, wastewater, noise, air, land, traffic, backup-fuel, and stormwater information, including seasonal and drought conditions.
  9. Build an alternative case: Evaluate at least one realistic factory or other large-load use under the same site, grid, tax, employment, and environmental assumptions.
  10. Publish the decision record: Disclose load forecasts, agreements, upgrade costs, incentives, assumptions, and uncertainty so residents can distinguish announced, contracted, connected, and actual load.

How to make the comparison analytically fair

Match scale and time period

Compare facilities with similar peak demand or clearly explain why the sizes differ. Use the same construction window, operating horizon, discount rate, inflation treatment, and phase assumptions. A 30-year data-center build-out should not be compared with a factory’s first five operating years.

Use one public-cost boundary

Decide in advance whether the analysis includes regional generation, utility debt, roads, water systems, emergency services, tax administration, and environmental mitigation. Then apply that boundary to every option. If a cost cannot be quantified, identify it as an unpriced risk rather than silently omitting it.

Test flexibility instead of assuming it

Continuous digital workloads may be able to shift some computing, use batteries, or participate in demand response, but the amount depends on service-level requirements and contract terms. Industrial processes may have different safety and production limits. Request measurable curtailment capability, notice periods, duration, frequency, and compensation for each candidate load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Distinguish forecasts from outcomes

Use announced and modeled values for planning, but label them as forecasts. After operation begins, replace them with meter data, actual employment, realized tax receipts, water use, and completed infrastructure costs. This prevents an optimistic proposal from being treated as an observed benefit.

What national trends do—and do not—tell a local government

The U.S. Department of Energy reported in 2024 that its cited report estimated “data center load growth has tripled over the past decade and is projected to double or triple by 2028.” The comparison period is the decade preceding that report, and the 2028 figure was a forecast made in the report period, not a measured outcome. A separate 2026 Pacific Northwest National Laboratory review also described U.S. data-center load as having tripled over the prior decade. These figures establish rapid national growth, not the cost of serving one utility territory.

The Lawrence Berkeley National Laboratory’s 2026 update and the DOE’s 2025 rate-design report describe evolving approaches to large-load tariffs, interconnection, minimum commitments, and cost allocation. The PNNL 2026 review highlights policy and cost-allocation considerations for large-load interconnections. Their common implication is that local rules and grid conditions matter more than a national label.

FERC’s 2026 action is relevant because it explicitly addresses data centers alongside manufacturing and other large users. It does not create one universal local tariff. Grid operators differ in market design, geography, stakeholder structure, and readiness to integrate large energy-intensive loads.

Common mistakes that produce misleading comparisons

  • Using national electricity totals as a local cost estimate: national growth does not reveal a specific utility’s upgrade bill or rate allocation.
  • Assuming cost shifting or cost neutrality: both outcomes are possible, depending on tariff and regulation.
  • Comparing gross investment with net benefit: subtract incentives, public infrastructure, and service costs.
  • Mixing job categories: construction jobs and permanent operating jobs answer different questions.
  • Using unlike load measures: ultimate announced capacity is not the same as metered annual consumption.
  • Double-counting water: distinguish power-plant water use from on-site cooling water and explain the accounting boundary.
  • Treating an industry estimate as audited fact: identify the source chain, geography, date, rounding, and assumptions.
  • Ignoring the alternative site use: the relevant counterfactual is what the community could realistically attract and serve.
  • Hiding uncertainty: publish sensitivity cases for delay, downsizing, low utilization, higher upgrade costs, and changed tax policy.

A practical decision rule

Approve a project only when the record shows that its expected local benefits remain positive under credible downside cases and that the applicant, not uninvolved customers, bears an appropriate share of dedicated and stranded costs. That standard does not require a data center to beat every factory on every metric. It requires a transparent comparison of electricity, fiscal, employment, resource, environmental, and public-risk effects against realistic alternatives.

The evidence available today supports conditional decisions, not a universal ranking. Data-center growth is material nationally; local outcomes depend on the grid node, tariff, contract, tax policy, water conditions, project design, and enforceability of public protections. A town that publishes those assumptions can revise its judgment as contracted load becomes connected load and, eventually, measured consumption.
