Whether a data center raises local electricity bills depends on how grid upgrades are financed and regulated; whether it becomes a neighborhood noise problem depends on its equipment, site design and local rules. Opposition is not simply about AI: communities are also weighing who bears infrastructure costs and how reliably operators must address impacts next door.
Why data-center growth can reach beyond the site
A large facility can require more than a connection to the existing grid. Meeting its demand may involve new generation, transmission lines, substations and local distribution upgrades. The U.S. Department of Energy (DOE) identifies fair cost allocation, the risk of stranded assets and resource adequacy as central questions for electricity-rate design. The Pacific Northwest National Laboratory (PNNL) says U.S. data-center load “has tripled over the past decade”; that statement describes past growth, not a specific baseline or a forecast of what comes next.
Those grid questions sit alongside local concerns such as noise, water, air quality and land use—and the benefits developers promise, including jobs and tax revenue. The dispute is about how a project’s costs and benefits are distributed, not just what kind of computing it supports.

There is no single payment arrangement for every project. A utility or grid operator may assign incremental costs directly to a customer, recover them through tariffs, or include regulated investment in broader rate structures. The outcome depends on the applicable utility rules, contracts and tariffs. A particularly important risk is that infrastructure could be built for demand that arrives late, is smaller than forecast or never materializes, leaving other customers exposed to costs.

That is why a proposed project’s financial assurances matter as much as its initial cost estimate. A minimum bill, collateral, termination payment or other guarantee can affect who bears the risk if the facility uses less power than requested or cancels. DOE’s 2025 technical brief frames cost allocation and stranded-asset exposure as rate-design issues; it does not mean that one allocation rule already applies nationwide.
A House committee report on H.R. 9340 describes proposed legislation that would require utilities to recover the full incremental costs of generation, transmission and distribution upgrades from qualifying large-load customers, including if a customer stops buying the requested power. The report describes a committee proposal and state consideration, not a universally binding rule. Check the current law and state implementation for the project’s jurisdiction.

What do electricity-bill estimates actually show?
The available figures are not a national verdict. One is an academic working-paper estimate across U.S. utilities; the other is a provincial government projection for a particular customer and one component of household bills. They answer different questions.

| MIT Center for Energy and Environmental Policy Research (CEEPR), 2026 working paper | In its analysis of data-center entry from 2010 to 2024, average retail electricity prices increased by an estimated 2.7%; the reported estimates were 2.1% for residential, 2.8% for commercial and 4.2% for industrial customers. | A study estimate across the paper’s analysis, not proof that a particular facility caused a particular household’s bill to rise. The authors report that estimated effects are concentrated among investor-owned utilities and vary by regulatory setting. |
| Government of Alberta policy explainer | Alberta estimates that fees associated with Meta could lower the transmission portion of household bills by up to 6%. | A government projection for one bill component under a specific policy—not an established outcome, a reduction in the whole bill or a result that can be assumed in other jurisdictions. |
The MIT paper also considers utility investment, operations and rate proceedings, so its findings concern more than a simple comparison of one project’s bill before and after opening. The two examples illustrate why the answer depends on the jurisdiction, rate design and cost assignment; neither establishes what a proposed facility will do to a specific resident’s bill.

What FERC’s large-load action changes—and what it does not
On June 18, 2026, the Federal Energy Regulatory Commission (FERC) directed all six regional grid operators under its jurisdiction to justify their treatment of large loads in existing tariffs or propose reforms. FERC Chairman Laura V. Swett said the action aims to “protect existing deals” while opening opportunities for large energy users. This is a federal wholesale and transmission process: it does not itself guarantee lower household rates or establish that data-center operators will cover every project cost. States continue to have important roles in retail rates and siting.
For neighbors and customers, the practical question is what the applicable tariff and utility proceeding require—not simply whether a FERC order exists. Those rules determine how costs are handled in the relevant system and may change as the federal process proceeds.

How loud can a data center be?
Noise is site-specific. Cooling and mechanical equipment can produce persistent sound, while generators may be relevant during testing or backup operation. Whether noise carries beyond the property line depends on cooling-system type, facility design, local geography and surrounding buildings.
Virginia’s Joint Legislative Audit and Review Commission (JLARC), reviewing selected cases that prompted resident complaints, found estimated readings from 40 to 59 decibels. Those cases are not a representative sample of facilities or a general operating range. JLARC says the reviewed sound was not loud enough to damage nearby residents’ hearing and was rarely loud enough to violate noise ordinances. That does not rule out annoyance or other effects on well-being, and complaint-related readings do not by themselves establish an ordinance violation.

Measurement conditions matter: where levels are recorded, whether nighttime conditions are assessed, and whether tonal or low-frequency sound is considered can all affect how useful an assessment is. A consumer sound meter can help someone keep informal notes, but it is not a substitute for a calibrated acoustic study or an official compliance measurement.
Which local protections and decisions should residents check?
Rules and approval processes differ by locality. Calvert County, Maryland, says noise from data-center operations—including accessory mechanical equipment—must comply with its county noise-control ordinance. The county also reports adopting a six-month moratorium on site-plan approvals on August 18, 2026, to review possible land-use, infrastructure and environmental impacts. That is a local action, not a rule that applies elsewhere.
For a proposed site, look for the local planning record, applicable noise ordinance, utility filings and any conditions attached to approval. Those documents can show which impacts were assessed, what the operator must do and how residents can report a concern after opening.

Questions to ask about a proposed facility
- Grid work: What generation, transmission and distribution upgrades are needed, and who pays each incremental cost?
- Demand risk: Does the customer owe a minimum bill or provide collateral, a termination payment or another assurance if demand is delayed, lower than forecast or cancelled?
- Rate treatment: How are costs divided among wholesale transmission charges, utility investment and retail rates?
- Grid stress: Can the facility reduce consumption when the grid is strained, and does its plan include on-site generation?
- Noise before approval: What assessment is required, where will levels be measured, and are nighttime conditions and tonal or low-frequency sound addressed?
- Noise after opening: What mitigation, monitoring, complaint process and enforcement apply?
- Other local effects: How are water, air quality and land use disclosed alongside promised jobs or tax benefits?
These questions make a proposal easier to evaluate than a general argument for or against data centers. The answers reveal whether costs are assigned to the customer or shared more broadly, what protections address demand risk and whether local noise obligations can be checked and enforced.
