Most data centers use utility grid service as their primary supply, then add on-site generation, batteries, demand flexibility, or renewable contracts to address capacity, resilience, cost, or emissions goals. No option is universally best. The right combination depends on the site’s interconnection date and capacity, load shape, reliability requirement, local market rules, project schedule, contract risk, and renewable-attribute objectives.
This comparison focuses on the U.S. market. Utility structures, tariffs, permitting, interconnection procedures, fuel availability, and renewable resources differ by state and balancing area. A site-specific engineering, tariff, and procurement review is required before selecting a supply strategy.
How do data centers get their power?
A data center normally takes service from the utility or electricity supplier serving its location. In a vertically integrated market, one utility may provide generation, transmission, and distribution. In a retail-choice market, the customer may be able to select a power supplier while still relying on the local utility and grid operator for delivery and balancing.
The facility can supplement that service with generation or storage at the site or nearby. It can also sign a renewable power purchase agreement (PPA), which is a contract for electricity and/or renewable attributes rather than a separate physical wire to the project. These arrangements can coexist: for example, a campus might use grid service, a behind-the-meter battery, standby generators, and a long-term renewable contract.

National supply forecasts do not establish whether a particular site can be energized on time. Local substation capacity, transmission upgrades, study queues, tariffs, permits, fuel logistics, and the planned load ramp determine the practical schedule.
Grid-supplied electricity: the baseline option
What the grid provides
Grid service gives the facility access to a larger generation fleet and the balancing services of the regional system. The customer does not have to own every generator, maintain a portfolio of fuels, or match generation output to the data center’s minute-by-minute demand. The delivered service normally includes network charges, retail or wholesale energy costs, and reliability arrangements defined by the applicable tariff and market rules.
Why grid availability is now a project constraint
Large, continuous loads can exceed the spare capacity of a local connection. A new high-voltage line, substation, or generation upgrade may require studies, permits, equipment, and construction that take years. The U.S. Department of Energy’s Secretary of Energy Advisory Board reported in July 2024: “While most operating data centers are grid connected, lengthy lead times to construct new high voltage transmission lines has increased interest in co-location for larger data centers seeking connection today.”
On June 18, 2026, the Federal Energy Regulatory Commission (FERC) said it issued section 206 show-cause orders to all six jurisdictional regional transmission organizations and independent system operators. The action asks them to justify or reform rules for connecting data centers and other large loads, including application and study processes, transmission-cost transparency and cost shifting, co-location and behind-the-meter generation, flexible large-load service, and studies for generation serving electrically proximate or co-located loads. It is an active regulatory proceeding, not a promise that any individual project’s queue position or energization date will improve.
Grid option strengths and limits
- Strengths: established network operations, regional balancing, access to diverse resources, and no requirement for the customer to own all generation assets.
- Questions to resolve: available firm capacity, interconnection date, required network upgrades, demand and energy charges, tariff changes, local generation mix, outage performance, and who pays for upgrades serving the new load.
- Important distinction: buying renewable electricity through a contract does not necessarily change the physical power flowing over the wires to the facility.
On-site and near-site generation and storage
What counts as on-site supply
On-site or near-site resources can include solar, wind, batteries, existing nuclear or hydropower arrangements, next-generation geothermal, gas-fired generation, nuclear projects, efficiency measures, and flexible demand. A resource may operate behind the meter, in parallel with the grid, or in a more isolated configuration, subject to electrical design, interconnection requirements, and local rules.

Generation, storage, backup, and demand flexibility are different functions. A generator produces electricity while its fuel or resource is available. A battery shifts energy over a defined duration and must later be recharged. A standby generator may be sized for outages rather than continuous economic operation. Efficiency and flexible computing reduce or move demand instead of supplying energy.
When local resources can help
- Interconnection relief: a local project may provide some supply while a transmission or distribution upgrade is pending, although it does not automatically eliminate the need for grid studies or approvals.
- Resilience: generation and storage can support critical loads during an outage if the electrical design, fuel supply, controls, and operating permits support islanded operation.
- Peak management: batteries, flexible workloads, and controllable equipment can reduce coincident peaks or provide other grid services where market rules allow.
- Load matching: a large, steady load may have different technical economics from a fluctuating or interruptible compute workload. DOE advisory materials identify this as a site- and profile-dependent consideration, not a universal prescription.
Questions that make or break an on-site project
Evaluate usable capacity, duration, ramp rate, outage behavior, fuel or resource availability, emissions, water and environmental constraints, land or building space, equipment lead times, maintenance, permitting, noise, community impacts, and supply-chain exposure. A nameplate megawatt figure is not the same as firm deliverable capacity: solar and wind output varies, batteries have finite duration, and thermal equipment depends on fuel, maintenance, and operating conditions.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteBehind-the-meter operation can also change how the facility is treated by the utility and regulator. The project may still need parallel-operation protection, metering, standby service, backup arrangements, and an agreement covering exports or curtailment. Cost and reliability impacts for behind-the-meter alternatives remain site-specific; DOE has cautioned against assuming that local generation is automatically cheaper or more reliable than grid service.
Renewable PPAs: a contract, not a private power line
Physical PPA
In a physical PPA, a renewable project owner or seller agrees to provide electricity to the buyer, either from an on-site project or through the grid. The seller typically develops, owns, operates, and maintains the system. Electricity is delivered or scheduled through the applicable grid, and the buyer pays according to negotiated terms. U.S. Environmental Protection Agency guidance says physical PPAs commonly run for 10 to 20 years, although each contract is different.
Financial PPA
A financial, or virtual, PPA does not deliver the seller’s electrons to the data center. Instead, the parties settle a financial agreement linked to a reference market price and the project’s contracted price. The facility continues to receive physical electricity under its normal utility or market arrangement while the PPA provides a financial hedge and may support development of the renewable project.

Terms that require close review
- commercial-operation date and construction milestones;
- delivery point, market and transmission arrangements, and whether the project is in the same power market;
- contracted volume, generation profile, shaping, imbalance treatment, and under-delivery penalties;
- fixed price, escalators, indexing, settlement formula, and exposure to market prices;
- credit support, force majeure, change-in-law provisions, default remedies, and termination payments;
- which party owns renewable energy certificates (RECs), replacement certificates, and environmental attributes.
RECs do not automatically transfer to the buyer. A contract may leave them with the project owner or require replacement RECs. To claim that the facility uses renewable electricity from a physical PPA, the buyer must own the associated RECs or have contract terms that provide equivalent attributes supporting the claim.
A PPA also does not guarantee that renewable generation is produced whenever the data center is consuming electricity. Contracted capacity is not the same as energy consumed, and the generator and facility do not have to be co-located or producing at the same time.
Side-by-side comparison
| Route | What it means | Potential advantages | Main limitations and questions |
|---|---|---|---|
| Utility grid | Service from the utility or electricity supplier available at the site. | Existing network and balancing; no need to own every generation asset; access to a changing regional resource mix. | Connection capacity, study and construction timing, tariffs, volatility, local emissions, and allocation of large-load upgrade costs. |
| On-site or near-site generation and storage | Generation or batteries located at or near the facility, operating behind the meter, in parallel, or in an isolated arrangement. | Potential local supply, outage support, peak management, and a way to address a constrained interconnection. | Capital and operating cost, performance, duration, fuel or resource supply, emissions, space, permitting, equipment lead times, maintenance, and grid-parallel requirements. |
| Renewable PPA | Long-term physical or financial contract with a renewable generator or project owner. | Large contracted volume, negotiated price terms, and support for renewable project development. | Market and deliverability limits, under-delivery and profile risk, contract term, escalators, counterparty risk, and REC ownership. |
How to compare options for a proposed data center
1. Define the electrical requirement
Document initial and ultimate megawatts, voltage, ramp schedule, annual energy, power factor, critical versus interruptible load, acceptable interruption duration, and whether computing can shift in time or location. A flat, continuous load and a variable workload should not be modeled as the same customer.
2. Establish the grid path and date
Obtain the utility’s available-capacity statement, interconnection requirements, study milestones, network-upgrade scope, tariff, construction schedule, and energization assumptions. Confirm whether the site is in a vertically integrated or retail-choice market and which balancing area controls delivery and settlement.
3. Model delivered cost, not isolated prices
Compare the full site cost: energy, demand, transmission and distribution charges, standby service, taxes, capital recovery, operations and maintenance, fuel, market exposure, PPA settlement, contract escalators, storage replacement, and expected upgrade contributions. A generator’s busbar price cannot be compared directly with a retail delivered bill unless the same services and costs are included.

4. Test firmness and outage behavior
For every option, identify what serves the load when renewable output falls, a generator is down, a battery is empty, fuel delivery is interrupted, or the grid connection is unavailable. Check storage duration, recharge conditions, black-start capability, islanding controls, maintenance windows, and the backup arrangement. No source supports treating one route as automatically firm at every site.
5. Verify environmental attributes
Separate physical electricity from contractual attributes. Specify REC title, retirement rights, replacement obligations, geographic eligibility, and the wording allowed for public sustainability claims. A renewable contract without the required attributes may not support the claim the buyer expects.
6. Review siting, permits, and community effects
Assess land, setbacks, noise, air permits, water, fire protection, fuel storage and delivery, hazardous-material rules, visual impact, equipment availability, and local consultation. These constraints can determine whether a nominally attractive generation plan is buildable.
7. Allocate regulatory and counterparty risk
Identify who bears interconnection delays, network-upgrade overruns, curtailment, under-delivery, market-price changes, change-in-law costs, default, and early termination. Obtain legal and engineering review of the utility agreement, PPA, interconnection documents, and operating permits.

What current supply data says—and does not say
The International Energy Agency’s 2025 Energy and AI outlook estimated the U.S. data-center electricity generation mix at over 40% natural gas, 24% renewables (mostly solar photovoltaic and wind), around 20% nuclear, and around 15% coal. These are modeled estimates for the U.S. data-center supply context, not measurements for every facility.

The same outlook projected more than 130 TWh of additional annual natural-gas generation for U.S. data-center supply by 2030 and 110 TWh of additional renewable electricity between 2024 and 2030. Those are outlook projections, not guarantees or site-level forecasts; buildout timing, efficiency, policy, and project cancellations can change the result.
Two 2024 examples illustrate why contract capacity needs careful interpretation. The U.S. Energy Information Administration reported an announced 20-year Constellation–Microsoft PPA associated with a proposed restart of Three Mile Island Unit 1, then targeting a 2028 restart. It also reported AWS’s contracted capacity of up to 960 MW from Talen’s Susquehanna plant, with staged increases and a cap option. EIA noted that a capacity request can represent potential peak demand rather than total energy consumption, and that a PPA does not require co-location or simultaneous generation and use. Those announcements and dates should not be treated as current verified project status without an updated check.
Common mistakes to avoid
- Confusing contracted megawatts with delivered energy: capacity, annual MWh, hourly profile, and firm availability are separate quantities.
- Calling a PPA 24/7 renewable supply: a contract may settle financially while the facility draws ordinary grid power at many hours.
- Ignoring RECs: renewable-use claims depend on who owns and retires the certificates.
- Assuming local generation removes grid obligations: parallel operation, standby service, protection, metering, and upgrade rules may still apply.
- Comparing headline prices: include network, balancing, backup, fuel, financing, maintenance, and contract costs on both sides.
- Using national forecasts as an interconnection promise: only the site’s utility, grid operator, studies, and executed agreements establish a credible date.
- Treating backup equipment as a complete supply plan: emergency generators and short-duration batteries may not cover continuous operation or extended outages.
Which option is best for a data center?
For most facilities, the practical answer is a portfolio: secure grid service as the operating foundation, add appropriately sized local generation or storage for resilience and peak management, and use a physical or financial renewable PPA when its market, pricing, delivery, and REC terms fit the site’s objectives. A constrained site may prioritize a phased load ramp or co-located resources, while a well-served site may gain little from expensive self-generation.
