A data center’s cooling or power equipment can plausibly produce a low hum or tonal sound, but hearing one does not establish its source, sound level, or health effect. A useful assessment looks beyond a single dB(A) reading: it checks frequency bands, background sound, whether the sound changes with equipment operation, and—when rattling persists—possible vibration. The rules that apply depend on the site’s location and permits.
Can a data center cause a low hum?
It is plausible. A specialist acoustic consultancy identifies cooling fans, generators, and transformers as possible sources of tonal or low-frequency sound at data centers. That describes potential sources; it does not show that any particular hum comes from a data center. Other sound sources and background conditions may also matter.
To investigate a suspected source, record when and where the sound is noticeable and note any changes in equipment operation that coincide with it. A correlation is useful evidence to investigate, not proof by itself. Japan’s Ministry of the Environment advises determining whether measurements and complaints correlate with operation of the suspected source.
Why might a dB(A) reading miss the character of the sound?
dB(A) is an overall sound-level measurement weighted to reflect human hearing. The consultancy notes that A-weighting filters low-frequency components, so a single dB(A) figure may not describe a low hum or reveal a tonal peak. Frequency-band measurements or narrow-band frequency analysis can provide more detail about which frequencies are present.

| What is measured | What it can show | What it does not establish by itself |
|---|---|---|
| Overall A-weighted level (dB(A)) | A weighted summary of sound level at the measurement location. | Whether a low-frequency component or distinct tonal peak is driving the reported sound. |
| Frequency-band sound levels | How sound levels are distributed across frequency bands; Japan’s guidance describes comparing 1/3-octave-band measurements with its reference values. | Whether a particular source caused the sound without considering operation, background conditions, and the complaint. |
| Narrow-band frequency analysis | Frequency detail that can help identify tonal peaks, as described in the consultancy material. | Whether the sound violates a local rule or caused a health effect. |
For a documented assessment, a sound level meter with frequency-analysis capability may be relevant. Check its frequency response and measurement functions: a basic consumer sound meter may not capture the frequencies of concern or produce evidence suitable for a formal complaint. The Japanese government guidance describes a band-based method; it does not endorse a consumer device.
What should a useful site assessment check?
Japan’s Ministry of the Environment provides a practical assessment sequence. Its procedure is specific to Japan, and its reference values are not universal legal limits or uniform noise-reduction targets.

- Compare sound with equipment operation. Measure when the suspected equipment is operating, stopped, or operating differently where that comparison is possible. The guidance says: “It is crucial to determine the correlation between operation of the source and complaints based on measurement results.”
- Measure frequency bands. The procedure describes measuring 1/3-octave-band sound-pressure levels and comparing them with the guidance’s reference values. Frequency information can reveal details an overall A-weighted figure may not show.
- Account for background sound and location. Record the measurement location—indoors or outdoors—and consider background sound so that an unrelated source is not mistaken for the suspected equipment.
- Investigate vibration if rattling remains unexplained. If readings are below the guidance’s reference values but rattling continues, the procedure recommends considering ground or floor vibration. It also notes that complaints can occur below its reference values; those values are not a guarantee that no complaint will occur.
- Consider other explanations when measurements do not fit. The guidance calls for considering other frequencies, background sound, vibration, or other factors if the measured sound does not explain the complaint. This is an assessment process, not a medical diagnosis.
In practical terms, a persuasive assessment compares the same locations and conditions where possible, documents the suspected operating state, and distinguishes sound in the air from vibration transmitted through a structure. Do not assume a proposed fix will work until the source and transmission path are supported by site-specific evidence.

1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsDoes a low hum prove a health effect?
No. A reported hum alone cannot establish exposure level, source, or health effect. The World Health Organization’s European environmental-noise overview describes noise as a public-health concern and gives guidance for transport, wind turbines, and leisure noise, but it does not list data centers or provide a data-center-specific health threshold. Its guidance should not be represented as a limit for data-center noise.

What noise limits apply to a data center?
There is no single answer that applies everywhere. The European Commission says the Environmental Noise Directive establishes a common EU approach to avoiding, preventing, or reducing harmful effects of environmental noise, but does not set common EU noise limits. Requirements for a particular facility therefore depend on local rules, permitting conditions, and the complaint process in the relevant jurisdiction.
Ask the local environmental-health or planning authority which rules and procedures apply to the site. A technical reference value used in an assessment is not automatically a legal limit; check its jurisdiction, purpose, and relationship to any site permit before treating it as binding.

- 【Accurate Measurement】 The measuring range of the sound level meter is 30dB to 130dB . Highly accurate with ± 2.0 dB. Real-time monitoring can give you accurate data on the sound level in the area.
- 【A/C Weighted Measurement】 The A weighted simulates the frequency characteristics of low-intensity human ear noise, which is suitable for the detection of ambient noise. The C weighted simulates the frequency properties of high-intensity noises of the human ear, which are suitable for the sound pressure analysis of machine motors and machines. More professional measurement methods provide users with a more perfect user experience.
- 【Fast and Slow Measurement】 The sound level meter has the function of converting the fast and slow response rate. The fast response rate uses a time constant of 0.125s/time for general environmental measurement. The slow response rate uses a 1s/time constant, which is used for environmental measurements with relatively large changes in noise levels.
- 【Digital LCD Display 】 The digital display is a 4-digit LCD display with a resolution of 0.1 dB. Backlit LCD digital display, the reading effect is clearer in dark places. When the battery is low, the LCD display will display a low voltage icon, indicating that the power is low at this point and the battery needs to be replaced.
- 【Convenient and Lightweight 】Tadeto sound level meter is lightweight and easy to carry. It's widely used in factories, transportation, car, baby room and audio system offices, sound quality control in homes, schools, and construction sites.
What can you do if you suspect a data-center hum?
- Keep a dated log. Note when and where the sound is noticeable, how it seems to change, and any suspected equipment changes. Describe observations without assuming the cause.
- Contact the relevant local authority. Ask the environmental-health or planning authority how to submit a noise complaint, what evidence it accepts, and whether a permit or local code sets site-specific requirements.
- Seek frequency-specific assessment if needed. If a single dB(A) reading does not describe the reported sound, ask an appropriately qualified acoustician about frequency-band measurements, narrow-band analysis, background conditions, and vibration where relevant.
The exact complaint route and applicable standard depend on location. The WHO Europe overview is available at WHO Europe’s environmental noise guidelines; Japan’s procedure is published by the Japanese Ministry of the Environment. For the European Union framework, see the European Commission’s Environmental Noise Directive overview. The potential equipment sources and frequency-analysis discussion come from specialist acoustic consultancy material.
