Neither leasing data-center capacity nor owning a facility is universally cheaper. Ownership funds the building and its operation; colocation leasing can avoid the capital cost of constructing and maintaining a private facility while you retain control of your IT hardware. The better choice depends on capacity, expected occupancy, contract responsibilities, workload requirements, risk tolerance and strategic priorities.
Make the decision with a whole-term, like-for-like model. Include facility, power, cooling, staffing, maintenance, expansion, interconnection and exit costs, then test the result against operational control and the flexibility your workloads require.
What “lease” and “own” mean in this comparison
In an ownership model, your organization funds, operates or contracts for a private data-center facility. That normally includes the building, electrical distribution, generators, cooling plant, fire protection, physical security and the space used for racks and network equipment. You also remain responsible for keeping those systems compliant, maintained and expandable.

“Lease” commonly refers to colocation: a provider supplies conditioned, secured space and facility systems while your organization installs and manages its own servers, storage and network equipment. CBRE describes colocation as delivering enterprise-level performance without the capital expenditure of building and maintaining a private facility, while the client keeps control of its IT hardware. A lease can still be structured in very different ways, however. A turnkey colocation agreement and a powered-shell lease do not assign the same costs or responsibilities.

The comparison is therefore not simply “rent versus buy.” It is a choice about which party finances the facility, which party operates critical mechanical and electrical systems, how capacity is added, and how easily the arrangement can change when demand or technology changes.
Is leasing cheaper than owning a data center?
There is no general price rule. A colocation lease may reduce initial capital outlay and transfer some facility work to the landlord, but recurring charges, power pricing, minimum commitments, cross-connects, remote-hands work, security services and contract escalation can materially affect the total. Ownership may have a higher upfront requirement yet become attractive at sustained scale and high utilization, particularly when a facility is designed around a stable workload.
Uptime Institute’s January 2026 comparison uses a normalized model for a new enterprise facility and equivalent colocation. The landing-page description identifies capability, risk posture, operating model and strategic priorities as decision factors alongside cost; the complete model requires evaluation access. It should be treated as a framework for like-for-like analysis, not a universal price list.

Use the same decision horizon for each option, such as the full initial term plus expected renewal or exit. At minimum, model:
- Building acquisition, construction or lease charges.
- Electrical service, utility consumption, demand charges and backup-fuel costs.
- Cooling energy, water and other environmental-system costs.
- Racks, cages, fit-out, cabling, fire protection and physical-security requirements.
- Mechanical and electrical maintenance, inspections, testing and replacement capital expenditure.
- Operations staff, specialist contractors, monitoring and compliance work.
- Network interconnection, cross-connects, carrier access and migration labor.
- Expansion costs, including additional power, floor area, generators, cooling and distribution equipment.
- Insurance, taxes, permits and other location-specific charges.
- Decommissioning, asset removal, data destruction, lease restoration and transition costs at exit.
For ownership, separate one-time construction and fit-out spending from recurring operating costs. For colocation, separate fixed monthly charges from variable power, service fees and one-time installation work. If a cost is bundled in one proposal and itemized in the other, unbundle it in your model so the alternatives are comparable.

Capital and cash-flow profile
Owning a facility requires funding before the workload produces value. Capital may be tied up in land, design, construction, utility interconnection and redundant systems, and expansion often requires another investment cycle. Depreciation and financing treatment can matter to your organization, but they do not eliminate the underlying cash requirement.
Colocation can avoid the capital expenditure of constructing and maintaining a private facility, which may preserve cash for servers, software or other projects. That benefit is a financing and timing advantage, not proof that the lease costs less over its entire term. Model the provider’s recurring charges, escalators, minimum power commitments and all installation and exit fees before drawing a conclusion.
What survey evidence can—and cannot—tell you
Uptime Institute’s respondent surveys show why broad claims are unreliable. The figures below describe what respondents reported for their own situations; they are not controlled estimates for a new facility and do not predict your result.
| Survey | Respondents saying their own data center was cheaper | Respondents saying colocation was cheaper | How to interpret it |
|---|---|---|---|
| 2025 Uptime Institute survey (n=231) | 42% | 28% | Self-reported comparisons from that survey population; the remaining responses are not represented by these two choices. |
| 2022 Uptime Institute survey (n=96) | 54% | 19% | Historical self-reported evidence from a different sample and context; not a clean time trend against 2025. |
Because the samples and survey contexts differ, the 2022 and 2025 percentages should not be presented as proof that one option became cheaper. They are a warning to test your own scale, utilization, geography and contract terms instead of relying on an industry average.
Who pays for and operates the facility systems?
Responsibility allocation can change the economics more than the headline rent. Read the lease definitions for power, cooling, generators, switchgear, maintenance windows, replacement reserves and capital projects. Ask who makes the decision, who performs the work and who pays when a system reaches the end of its useful life.

Powered-shell leases
CBRE’s Europe-focused overview describes a powered-shell arrangement as triple-net: the tenant is responsible for mechanical and electrical maintenance and for replacement capital expenditure. In that structure, the tenant may occupy a shell with utility and basic infrastructure but carries substantial facility-system exposure. This description is specific to the European overview and should not be generalized to every market or contract.

In the same CBRE description, the landlord owns and is responsible for the mechanical and electrical systems in a turnkey colocation arrangement. The customer still pays for the contracted service and its own IT equipment, but facility-system maintenance and replacement obligations sit with the provider under the agreement. Verify service levels, exclusions, pass-through charges and emergency-work provisions rather than assuming every “turnkey” label means the same thing.

Control of IT hardware is different from control of the building
Colocation generally lets you choose, install and manage your servers, storage, network devices and software. That gives control over architecture and refresh timing while the provider controls the building systems and access processes. Ownership gives you direct authority over both layers, but also makes you accountable for maintaining both. Decide whether your differentiator is the IT design, the facility itself, or both.
How scale and occupancy change the answer
Fixed facility costs are spread across the capacity you actually use. A private building sized for future growth can have a low initial occupancy and a high cost per active rack or kilowatt. A colocation contract can provide incremental space, but minimum commitments may create a similar under-utilization problem if you reserve more capacity than workloads consume.
Build at least three demand cases:
- Baseline: current rack count, power draw, network needs and staffing.
- Growth: expected additions by year, including power density and cooling requirements for new hardware.
- Downside: delayed projects, consolidation, workload migration or a sustained reduction in demand.
For each case, record usable power, occupied capacity, expansion timing and the cost of idle capacity. Uptime Institute’s cost-model framing specifically calls out scale and occupancy; those assumptions should be visible in your spreadsheet rather than buried in a single average.

Risk comparison: what can go wrong?
Risks concentrated in ownership
- Construction and schedule risk: permitting, utility interconnection, equipment lead times and commissioning can delay service availability.
- Technology-obsolescence risk: a facility designed for one power density or cooling approach may require expensive changes as hardware evolves.
- Utilization risk: you carry the cost of unused rooms, power trains and cooling capacity when demand is lower than forecast.
- Operational concentration: outages, maintenance errors or staffing gaps affect a facility for which your organization is the primary operator.
- Capital renewal risk: generators, chillers, switchgear and controls eventually need replacement even when the building remains useful.
Risks concentrated in leasing
- Contractual lock-in: minimum terms, power commitments, renewal pricing and early-termination charges can limit your options.
- Provider dependency: an outage, financial problem or strategic change at the landlord can affect your environment.
- Price uncertainty: utility pass-throughs, escalators, cross-connect fees and remote-hands rates can increase the operating bill.
- Capacity constraints: the facility may not have the power, cooling or expansion space required for your next hardware generation.
- Access and change controls: provider security procedures and maintenance windows can slow urgent work or configuration changes.
Risks shared by both models
Neither option removes workload, cyber, supply-chain or regulatory risk. You still need resilient architecture, tested backups, documented recovery procedures, physical-security controls and a plan for equipment failure. A lease transfers some facility duties; it does not transfer responsibility for your applications, data, hardware configuration or recovery objectives.
Where flexibility differs
Flexibility has several dimensions, and a contract that is flexible in one may be rigid in another.
Adding capacity
Ask whether additional racks, power and cooling can be delivered in the same room, building or metro area, and what lead time and pricing apply. In an owned facility, expansion depends on your design reserves, utility capacity and capital budget. In colocation, expansion depends on available inventory and the provider’s ability to allocate it under your contract.
Reducing capacity
Downsizing is often harder than adding. Ownership leaves you with an underused building and systems; a lease may leave you paying minimum power, reserved space or an early-termination fee. Require a written method for releasing space, reducing committed power or transferring capacity before signing.

Changing technology
New hardware can increase rack density, heat output and network requirements. An owned site lets you redesign systems, subject to engineering and budget. A leased site requires confirmation that the provider permits the density, cooling method, cabling and installation practices you need. Obtain these answers for the specific facility rather than relying on a provider’s general capability statement.

Exiting or moving
Map the practical exit: notice periods, data destruction, equipment removal, restoration obligations, cross-connect cancellation, migration labor and overlap during cutover. An ownership exit may involve selling or repurposing a facility. A lease exit is governed by the contract and may be simpler operationally but expensive if commitments remain.
The available evidence does not establish a universal flexibility advantage for leases. Flexibility must be read from the term, expansion rights, reduction rights, service-level remedies and exit clauses you can negotiate.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to build a defensible lease-versus-own model
- Define the service requirement. Document uptime objectives, recovery time and recovery point targets, latency, geographic placement, security controls, compliance obligations, rack count and power density.
- Set the horizon. Choose a period long enough to include the initial build or fit-out, expected refreshes, renewals and exit. Use the same period for both options.
- Freeze capacity assumptions. Record starting and future racks, kilowatts per rack, total usable power, cooling demand, network ports and occupancy by year. Keep baseline, growth and downside cases separate.
- Inventory every cost category. Include construction or lease charges, power, cooling, maintenance, staffing, fit-out, interconnection, expansion, insurance, taxes and exit. Mark each item as fixed, variable, pass-through or one-time.
- Assign responsibility. For every mechanical and electrical asset, identify owner, operator, maintenance payer and replacement-capital payer. Resolve ambiguous terms before comparing totals.
- Model cash timing. Show when deposits, construction draws, installation fees, monthly charges, power bills, expansion payments and exit costs occur. A lower total can still create an unacceptable early cash burden.
- Stress the contract. Test higher power prices, delayed expansion, lower occupancy, hardware refreshes, outage credits, renewal increases and an early move. Document which party bears each scenario.
- Evaluate non-price requirements. Score control, security, compliance, staffing capability, geographic risk, provider dependency and recovery options alongside the financial result.
- Obtain comparable proposals. Ask landlords and internal facility teams to quote the same usable power, redundancy, service levels, maintenance scope and term. Do not compare a fully fitted private site with an unpowered shell.
- Approve with explicit assumptions. Present the model’s assumptions, sensitivity ranges and unresolved contract points to the decision maker. Record what would trigger a re-evaluation.
When each model can fit
Ownership can fit when
- Demand is large, stable and likely to keep the facility highly occupied.
- You have the capital, engineering staff and governance needed to operate critical infrastructure.
- Specific security, latency, site-control or customization requirements cannot be met economically through available colocation.
- You can fund redundancy, maintenance and lifecycle replacement rather than only the initial build.
Colocation can fit when
- You need production capacity sooner than a new build can be delivered.
- Preserving capital and converting facility spending into a service charge is strategically valuable.
- Your workloads require geographic diversity, interconnection or incremental expansion that a provider can supply.
- You want to keep control of IT hardware without owning the building systems.
These are screening conditions, not automatic recommendations. A high-utilization lease with expensive power and restrictive minimums can underperform an owned site, while an underused private facility can remain costly even after construction is complete.
Questions to ask before signing or building
- What exactly is included in the recurring charge, and which items are pass-through?
- Is power billed by reserved capacity, metered consumption, demand peak or another method?
- Who owns and maintains switchgear, generators, UPS systems, chillers, controls and fire systems?
- Who funds replacement capital expenditure, and are there caps or customer approval rights?
- What redundancy level and maintenance procedure are contractually guaranteed?
- What are the minimum term, renewal formula, expansion lead time, reduction rights and early-exit charges?
- Can the facility support the expected rack density, cooling method and network connectivity for the full horizon?
- What access, escort, remote-hands and emergency-change rules apply?
- How are outages measured, credited and reported, and what remedies exist for repeated failures?
- What happens to equipment, cabling, data and cross-connects at termination?
Common comparison mistakes
- Using rent as the total lease cost: omitting power, interconnection, remote hands, escalators and exit work understates colocation.
- Using construction cost as the total ownership cost: omitting staffing, utilities, maintenance and lifecycle replacement understates ownership.
- Comparing different capacity: a private site with large expansion reserves is not comparable to a lease for current racks only.
- Ignoring occupancy: fixed systems are expensive when capacity is reserved but unused.
- Treating survey percentages as forecasts: Uptime Institute’s 2022 and 2025 results are respondent reports from different samples, not a universal benchmark.
- Assuming “colocation” has one contract form: powered-shell and turnkey arrangements allocate facility-system costs differently, and the cited powered-shell description is Europe-focused.
- Confusing hardware control with facility control: a customer can manage its servers in a colocation site without controlling the building’s electrical and cooling systems.
A practical decision rule
Select the option whose fully loaded cost remains acceptable across your baseline, growth and downside cases, while meeting recovery, security, capacity and governance requirements. If the result changes dramatically when occupancy, power pricing or expansion timing moves slightly, treat that sensitivity as a management risk rather than declaring a precise winner.
Have finance validate the cash-flow model, facilities engineers validate power and cooling assumptions, operations teams validate staffing and maintenance obligations, and legal teams validate term, liability, service levels and exit rights. The final choice should state not only the expected cost but also which risks your organization is deliberately retaining and which it is transferring.
