A secure data center is designed into the project, not added after the walls are finished. Owners and project managers should set a risk-based security brief at concept stage, assign decision authority, protect plans and temporary works, control every contractor and visitor, secure building-management systems (BMS), govern design changes, and reserve time to test and hand over the controls. The checklist below follows those decisions from site selection through operations.

1. Establish ownership, scope and risk before design starts

Security decisions become expensive and difficult to retrofit once foundations, walls, cable routes and doors are fixed. Start with an owner-side security decision maker who can approve requirements and reject changes that weaken them. That person should coordinate with the future operator, architect and engineers, project manager, principal contractor, commissioning authority and cyber/operational-technology leads.

Create a project security brief

Record the requirements that determine the design rather than choosing products first. At minimum, document:

  • The facility’s business purpose, uptime objectives, operating model and customer commitments.
  • The assessed threat profile: unauthorized entry, theft, vandalism, sabotage, insider misuse, vehicle attack, protest, fire or environmental hazards, and cyber compromise of connected control systems.
  • Applicable planning conditions, building and fire codes, privacy rules, employment requirements and sector regulations. UK National Protective Security Authority (NPSA) and NSW SafeWork publications have jurisdiction-specific context; confirm the duties and approvals that apply where the project is located.
  • Required protection zones: site boundary, parking and loading, administration areas, support rooms, data halls, computer rooms, security control rooms and critical plant.
  • Who owns each approval, who may accept residual risk, and how evidence will be retained.

Put the objectives and approval authority into the owner’s project requirements, consultant appointments, construction contracts, design-review gates and change-control procedure. Revisit assumptions when the surrounding development, site boundary, schedule, scope or intended operator changes. Physical, personnel and cyber measures must be treated as one risk system; a strong fence does not compensate for uncontrolled credentials or an exposed BMS network.

Use a traceable risk register

For each credible threat, record the asset, consequence, required control, responsible owner, verification method and residual risk. Link every security requirement to a drawing, specification clause, policy or test. This prevents a value-engineering proposal from deleting a feature whose purpose is no longer visible to the project team.

Decision Owner-side evidence Review point
Threat and business requirements Approved risk assessment and security brief Concept and every major scope or site change
Security responsibility Named decision maker, RACI and escalation route Appointment of designer, contractor and operator
Design intent Requirements mapped to drawings and specifications 30%, 60%, 90% design and construction issue
Residual risk Risk acceptance signed by the authorized owner Before beneficial use and at operational reviews

2. Protect sensitive project information and temporary conditions

Engineering drawings, room layouts, cable schedules, camera views, door groups, network diagrams and commissioning records can reveal how to attack a facility. Make an inventory of sensitive information and define who may access, copy, store, transmit and release it. Use role-based permissions, approved repositories, encryption where appropriate, version control and a documented destruction or return process. Share only what each person needs for the task.

Check what becomes public

Before a planning application, consultation, tender notice, site sign or press release is issued, review whether it exposes security rooms, protected routes, standby arrangements, customer areas or exact equipment locations. Public planning portals may require disclosure, but the project can often limit unnecessary detail, redact sensitive appendices where lawful and control supplementary circulation. Give the communications lead a security review step rather than relying on informal judgment.

Model the site while it is incomplete

A construction site has a different threat profile every week. Include changing hoardings and gates, incomplete walls and doors, temporary roads, open trenches, laydown areas, deliveries, night work, temporary power, shared welfare facilities and subcontractor turnover in the risk review. Define an unattended-site check for the principal contractor or site supervisor. The check should cover boundary integrity, gate and door status, lighting, alarms, parked equipment, keys, ladders, materials and evidence of intrusion; record defects, assign a correction owner and verify closure.

A lockable jobsite key box can provide narrow, supplemental storage for emergency or controlled keys when the site plan permits it. It is not a substitute for an access-control plan, a key register or prompt revocation when a worker leaves.

3. Design layered physical and electronic protection together

Uptime Institute’s Facility Security Review examines site access, building access, computer rooms and support spaces, fencing, doors and windows, gates, bollards, physical layering, cameras and recording, electronic access systems, policies and staff training. Use that breadth as a review agenda, then tailor controls to the approved threat and business requirements. No single product or method protects every data center.

Define protection layers

  • Site layer: property lines, standoff distance, vehicle approach, fences, gates, lighting, barriers and delivery control.
  • Building layer: entrances, loading bays, windows, roof and service penetrations, fire exits and separation between public, staff and restricted areas.
  • Critical-space layer: data halls, meet-me rooms, network rooms, generators, fuel systems, switchgear, cooling controls, BMS panels and security operations rooms.
  • Detection and response layer: cameras, intrusion alarms, monitoring, recording, retention, alert escalation and response procedures.
  • Administrative layer: badge issuance, keys, visitor escorting, access reviews, training, incident reporting and revocation.

Review camera fields of view, lighting, blind spots, image quality, time synchronization, recording capacity, export procedure and archive protection. Confirm where alarms are monitored, who receives them after hours and how a failed device is detected. Vehicle barriers or bollards may be appropriate where the threat assessment supports them; do not assume they are required at every site.

Microsoft and AWS publish examples of controls used in their own facilities, such as approved time-limited access, least privilege, visitor check-in and escorting, access reviews, logging, perimeter layers and intrusion response. These are operator examples, not universal construction specifications; adopt them only where they fit your risk assessment, local requirements and operating model.

4. Govern contractor, vendor and visitor access

The principal contractor controls much of the site before the operator takes possession. Uptime Institute recommends that an experienced owner representative vet contractor qualifications, relevant experience, staffing, leadership and communications. Extend that review to critical subcontractors, security integrators, controls vendors and anyone who can reach sensitive drawings or systems.

Set access rules in the contract

Specify who may authorize access, what identity evidence is required, which areas each role may enter, permitted work windows, escort conditions, temporary badge duration, key custody, delivery routes, tool and equipment movement, photography restrictions and incident escalation. Require the contractor to provide current personnel and vehicle lists and to notify the owner of changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Apply least privilege and time limits

Issue the minimum area access needed for the assigned task and make it expire automatically or through a defined end-of-assignment process. Construction credentials should not silently become operational credentials. Agree with the future operator how the construction access-control system will be administered, how exceptions are approved and how logs are reviewed. Disable access promptly when a person changes role, leaves the project or fails a required check.

Use an access matrix

Role Typical authorization Additional control
General construction worker Assigned work zone during approved hours Site induction, visible ID and supervisor accountability
Specialist controls or security technician Specific plant, controls or security rooms Named work order, escort or approval for restricted areas
Delivery driver Loading route and handoff point only Appointment, vehicle check and no unsupervised site movement
Visitor or customer representative Pre-approved meeting route Identity check, temporary badge and escort
Former worker or expired vendor No access Credential, key and equipment return verified

Review access logs and exceptions at a defined cadence. Investigate tailgating, shared badges, doors held open, unescorted visitors and unexplained equipment movement as control failures, not merely administrative errors.

5. Secure BMS and other operational-technology systems

Building-management systems can control cooling, power, alarms and environmental conditions that directly affect availability. Ask, “As a data center owner, what measures have we put in place to manage BMS issues?” Answer it before installation, not after an outage.

Map connections and trust boundaries

  • List every BMS server, controller, workstation, remote-access path, vendor connection and interface to client, corporate or other operational networks.
  • Identify which functions remain available if a network segment, controller or management server fails.
  • Define firewall zones, authentication, administrator roles, logging, backup and approved remote-support methods with the cyber and facilities teams.
  • Locate control panels, network cabinets and engineering workstations in secure areas with access logging.

Verify people and process controls

Assign accountable administrators, separate routine operator rights from engineering or configuration rights, and remove vendor accounts when work ends. Require a cyber-vulnerability assessment appropriate to the system and track each recommendation to closure or formally accepted residual risk. Include physical access to BMS panels, security servers, monitoring systems and communications rooms in design reviews and handover tests. Physical security and cyber/OT security are complementary; neither replaces the other.

6. Control design changes and construction sequencing

Require owner security review for any proposed change that could alter a boundary, door, lock, camera view, alarm path, control-room location, cable route, network segregation, equipment access or operating procedure. The review should state the original design intent, the proposed effect, compensating controls, cost and schedule impact, and the person authorized to accept residual risk.

Protect the sequence

Review the look-ahead schedule with the security designer, contractor and operator. Confirm that walls, doors, frames, power, data cabling, cameras, readers, alarms and control panels are installed in an order that avoids damage and rework. Temporary barriers and access routes must remain effective while permanent systems are incomplete. A delayed reader or camera may leave a high-risk area exposed even if the final design is sound.

Do not solve delay by removing commissioning days. Uptime Institute’s construction guidance emphasizes owner-side contract, process and control mechanisms over contractor changes and preserving time for rigorous commissioning. Escalate schedule pressure through governance, recovery planning and contract remedies instead of quietly reducing security verification.

7. Plan and execute security commissioning

Approve a commissioning plan before installation is substantially complete. Uptime Institute’s commissioning guidance identifies the necessary planning elements: scope, general schedule, documentation, risk identification and mitigation, resources, required personnel, tools and equipment, and test methods.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define acceptance evidence

With the owner, designer, commissioning authority and future operator, define project-specific pass criteria. The available guidance supports planning and testing but does not prescribe universal data-center security acceptance values. Typical evidence may include:

  • Approved drawings and as-built redlines showing boundaries, doors, readers, cameras, alarm devices, control panels and network paths.
  • Device schedules, configuration backups, firmware or software versions, time-source settings and cybersecurity assessment records.
  • Witnessed tests of badge authorization, denied access, anti-passback if used, door-held-open alarms, forced-door alarms, visitor workflows, camera views, recording retrieval, alarm escalation and failover behavior.
  • Demonstrations that temporary credentials expire, leavers are revoked, keys are accounted for and access logs can be exported and protected.
  • Defect records with severity, owner, due date, retest result and documented risk acceptance for any approved exception.

Test interfaces and operating procedures

Test security-system interfaces with fire and life-safety systems, BMS, power monitoring, network services and the control room only to the extent required by the approved design and safety rules. Exercise normal, degraded and emergency conditions. Have the people who will operate the facility perform the procedures; a system that works only when the installer is present is not ready for handover.

8. Make handover an operational transfer

Handover is complete when the operator can protect, maintain and recover the facility without depending on undocumented contractor knowledge. Transfer current drawings, asset and door schedules, camera and alarm maps, policies, training records, test results, open-risk register, credentials, keys, software licenses, configuration backups, maintenance requirements and support contacts through controlled channels.

Close the responsibility gaps

Handover item Required decision
Credentials and keys Named custodian, storage method, issue record and revocation process
Monitoring and alarms 24-hour or scheduled coverage, escalation contacts and response targets
Maintenance Preventive tasks, inspection frequency, spare parts and vendor access rules
Logs and evidence Retention period, access permissions, export process and privacy handling
Open defects and residual risk Owner, deadline, compensating measure and acceptance authority

Schedule recurring reviews after occupancy and define event triggers for an earlier review: a major incident, new neighboring development, change of operator, expansion, altered network connection, significant staffing change or new legal requirement. Update the risk profile, access groups and procedures rather than allowing construction assumptions to persist indefinitely.
