The safest baseline for an Indian business is a tested, independent recovery system: classify every workload, assign a business-approved RPO and RTO, keep three copies on two media types with one copy off-site, isolate at least one encrypted copy from production, and prove that restoration works. The settings below combine that baseline with Indian regulatory expectations, seismic separation, ransomware controls and measurable drills.
- Inventory applications, databases, identity, DNS, network devices, configurations, certificates, keys, licences and supplier dependencies.
- Set workload-specific RPO and RTO through a business-impact analysis rather than applying one target to the whole data center.
- Keep local, off-site and offline or immutable recovery layers, with separate administration and encryption-key custody.
- Test file restores, database restores, full rebuilds and end-to-end failovers; record achieved results and corrective owners.
Start with an inventory and a restoration order
A backup job is not a recovery program unless the business knows what must be restored, in what sequence and by whom. Maintain a version-controlled inventory that maps each service to its data stores, operating system, network paths, identity requirements, certificates, encryption keys, licences, vendors and technical owner. Include physical and virtual servers, cloud workloads, containers, storage arrays, firewalls, switches, DNS, directory services, monitoring, automation code and endpoint-management systems.
Back up more than user files and databases. Preserve system images, application binaries, infrastructure-as-code, configuration exports, certificate chains, licence information, runbooks, recovery credentials and the contact details needed to reach suppliers. A database dump without the application version, schema, encryption key or connection configuration may be unusable.
Document the dependency sequence
Write and rehearse a restoration order that reflects technical dependencies:

- Application services and middleware.
- File services and collaboration data.
- User endpoints, access policies and business-persona validation.
Keep an offline copy of this sequence, the asset map and the contact list. During a major outage, the production documentation system may be unavailable or inaccessible to the recovery team.
Classify systems by business impact
Use a business-impact analysis to assign each workload a criticality tier, an owner, an acceptable data-loss window and a maximum restoration time. The following examples show why one blanket policy fails; they are categories, not prescribed targets.
| Workload | What to assess | Target-setting guidance |
|---|---|---|
| Payment ledger or transaction engine | Regulatory reporting, transaction ordering, reconciliation and customer impact | Consider minimal RTO and near-zero RPO where the applicable regulator and business approve the cost and architecture. |
| ERP or core finance database | Dependencies on identity, interfaces, batch jobs and data integrity | Set a database-specific RPO/RTO; validate application-consistent recovery rather than only a storage snapshot. |
| File share and collaboration data | Which teams can work manually, version history and legal holds | Choose retention and restore granularity that match operational and legal needs. |
| Identity and DNS | Whether every other service can authenticate or resolve names without them | Give these services an early restoration position and keep documented break-glass access. |
| User endpoints | Rebuild time, device-management availability and local data | Decide which devices require images, which can be re-enrolled and how users continue work during recovery. |
Set RPO and RTO from business decisions
The recovery point objective (RPO) is the maximum data loss the business can tolerate, expressed as a period or point in time. The recovery time objective (RTO) is the maximum tolerable time to restore a service. They are different controls: frequent replication can reduce RPO without guaranteeing that the application can be made usable quickly, while a standby environment can reduce RTO without capturing every recent transaction.
For each tier, document who approved the targets, the assumptions behind them, the replication or backup method, the required bandwidth and storage, the standby capacity and the test evidence. Size those resources against measured recovery results, not vendor labels. A target that cannot be demonstrated in a drill is only an aspiration.
The Reserve Bank of India requires regulated entities to define suitable performance and recovery metrics, including RPO and RTO, for critical information systems. Its 2023 directions state that disaster-recovery architecture and procedures must meet the defined targets, and that critical systems should pursue minimal RTO and near-zero RPO where approved. RBI requirements apply to entities in scope; other companies should map their own sector regulator, contracts and customer commitments before treating a target as legally mandatory.
Build the 3-2-1 copy architecture
CISA’s 3-2-1 rule is a practical minimum: “3 – Keep 3 copies of any important file: 1 primary and 2 backups. 2 – Keep the files on 2 different media types to protect against different types of hazards. 1 – Store 1 copy offsite (e.g., outside your home or business facility).” Treat the production dataset as one copy, add a fast local recovery copy, and place another copy in a separate location or service on a different medium.

Keep at least one copy offline or isolated from production credentials and network paths. Replication alone is not a backup: corruption, accidental deletion and ransomware can replicate immediately. NIST recommends that replicated disaster-recovery and cyber-recovery copies have no dependency on production baseline data and be restored in an isolated staging or air-gapped environment.

| Layer | Strengths | Settings and trade-offs |
|---|---|---|
| Local disk or backup appliance | Fast restores over the local network and convenient automation | Protect the management interface, use separate credentials and prevent production hosts from deleting the repository. It does not provide geographic resilience by itself. |
| Cloud backup or immutable object storage | Geographic separation, elastic capacity and retention-lock options | Review encryption, key custody, deletion protection, retention locks, export and exit procedures, network isolation, Indian data-location obligations and the provider’s recovery commitments. Restore time depends on available bandwidth and egress arrangements. |
| Tape or rotated removable media | Can be physically disconnected and retained for long periods | Protect media from heat, moisture, theft and unauthorized handling. Track rotation, readability, encryption keys and the equipment needed to restore. |
| Second physical site | Can provide controlled standby capacity and local operational control | Separate it far enough to avoid the same flood, fire, power failure, telecom outage, seismic event or local attack. Duplicate configuration and security controls, and test staff access. |
These are layers, not mutually exclusive choices. An encrypted external backup drive can serve as the disconnected offline tier, but capacity, encryption and rotation must be sized to the workload. One drive left permanently attached to a server is not an offline copy and is vulnerable to the same administrative credentials and ransomware.
Harden backups against ransomware and misuse
Separate identities and privileges
- Use dedicated backup-administrator identities rather than ordinary domain accounts.
- Require multi-factor authentication for privileged access and time-bound elevation for sensitive actions.
- Apply least privilege: backup operators should not automatically have production-administrator or directory-wide deletion rights.
- Require a separate approval for deleting recovery points, changing retention or disabling immutability.
- Monitor authentication, policy changes, failed jobs, mass deletions and unusual restore activity.
Protect data and keys independently
Encrypt backup data in transit and at rest. Store recovery keys separately from the backup repository, restrict key-administration rights and test key recovery as part of every major exercise. A perfectly preserved encrypted backup is useless if the organization cannot retrieve the key after losing its primary key-management system.
Use immutable or write-once retention where it matches legal holds and recovery needs. Document who can request emergency expiry, how the request is approved and how legally required deletion is recorded. Immutability is not a substitute for isolation: protect the control plane and credentials that could otherwise alter the retention policy.
Segment the recovery network
Place backup traffic and management interfaces on segmented networks. Keep cyber-recovery copies unmounted or inaccessible to ordinary production hosts. In an incident, stage restores in an isolated environment, scan for persistence and validate identity, DNS, certificates and security controls before reconnecting to production.

RBI payment-system directions require entities in scope to place the disaster-recovery facility in a different seismic zone from the primary data center. Government of India hosting guidance likewise calls for geographically distant data-center and DR sites in different seismic zones. These are scope-specific requirements; determine whether your business is covered and record the legal basis in the architecture decision.
Keep the environments aligned
Differences between production and DR cause many failed failovers. Keep operating-system versions, patches, network rules, identity dependencies, security controls and application configurations aligned. RBI expressly requires identical configurations and deployed security patches for regulated entities. Track drift with configuration management, compare firewall and routing rules, and include certificate expiry and licence validity in readiness checks.
Configure jobs, retention and monitoring
Translate each workload’s RPO into a backup or replication schedule that the infrastructure can sustain. Measure the actual interval between protected copies, job duration, transfer volume, storage growth and contention with production workloads. Set alerts for missed jobs, unusual data reduction, repository capacity, replication lag, failed integrity checks and an approaching retention limit.
Use application-consistent protection for databases and transaction systems. Coordinate snapshots with database logs, quiesce applications where required, and document whether a recovery point is crash-consistent or transaction-consistent. Keep enough history to cover operational mistakes, malware dwell time, contractual retention and legal holds; do not retain everything indefinitely without a cost, privacy and deletion decision.
For each job, record the source, protected objects, schedule, retention, encryption mode, key identifier, destination, owner and last successful restore. A green backup status without a recent restore test is incomplete evidence.
Test recovery and preserve evidence
CISA recommends encrypted offline backups and regular testing of backup availability and integrity. Test progressively so that a small failure does not remain hidden behind successful job reports:

RBI’s 2023 IT Governance Directions require periodic restoration of backed-up data and critical-system DR drills at least half-yearly for regulated entities in scope. Government of India hosting guidance specifies at least annual drills for its hosting scope. Run additional tests after major architecture, supplier or application changes; the calendar should never be the only trigger.
Apply the Indian compliance overlay
Map obligations before declaring a control mandatory
RBI directions do not automatically apply to every Indian company. Identify the sector regulator, payment or financial-service status, contractual recovery clauses, customer data commitments and insurance conditions. Maintain a control matrix that names the applicable rule, the system in scope, the evidence retained and the responsible owner.
Prepare for CERT-In obligations
CERT-In directions issued under Section 70B govern cyber-security practices and incident reporting. Align backup and recovery operations with the current directions and applicable FAQs: maintain synchronized clocks, retain required logs, define an incident-response path and preserve evidence. Ensure that the people who can declare a disaster know when an event is also a reportable cyber incident, and that legal, security, infrastructure and communications roles are listed offline.
CERT-In’s guidelines index includes a 2025 set of 15 elemental cyber-defense controls for MSMEs. Smaller businesses should check the current index and adopt the controls that apply to their systems and obligations rather than assuming that a basic cloud sync is sufficient.
Implementation sequence for a new or weak program
- Appoint accountability. Name an executive sponsor, service owners, a recovery coordinator, a security lead and alternates. Give each RPO/RTO approval and test exception a named owner.
- Freeze the inventory baseline. Export asset, dependency, configuration, certificate, licence and supplier records. Mark unknown owners and unsupported systems as risks.
- Complete the business-impact analysis. Classify workloads, document restoration order and approve workload-specific RPO and RTO values.
- Select the copy layers. Combine a fast local copy, an off-site copy on a different medium or service and an offline or isolated copy. Confirm capacity, bandwidth, retention and exit requirements before purchase.
- Isolate administration. Create backup-specific identities, MFA, least-privilege roles, deletion approval, key separation and segmented management networks.
- Automate and alert. Configure application-consistent jobs, retention, immutability where appropriate, integrity checks, lag monitoring and escalation for failures.
- Build the DR environment. Place it at the required geographic and seismic separation, align versions and patches, and validate identity, DNS, network and security dependencies.
- Run staged restores. Start with files and databases, then rebuild systems and perform an end-to-end failover in an isolated environment.
- Close gaps. Compare measured RPO/RTO with approved targets, fund remediation and document accepted residual risk.
- Repeat on change. Re-test after application releases, architecture changes, provider changes, major patches, certificate rotations or security incidents.
Troubleshoot common recovery failures
Backups report success but files cannot be restored
Check whether the job captured the intended volume, whether encryption keys are available, whether retention expired the required version and whether the restore account has permissions. Add scheduled sample restores and verify file hashes, permissions and ownership.

Ransomware reaches every repository
Assume shared credentials, mounted repositories or an exposed management plane allowed lateral movement. Rotate backup credentials, isolate the repository, preserve forensic evidence, restore only into a clean staging network and introduce a physically disconnected or independently administered copy.
The RPO is missed during peak periods
Compare measured change rate, transfer bandwidth, snapshot duration and repository contention with the target. Increase capacity or parallelism, reduce unnecessary data, or obtain business approval to change the RPO. Do not claim compliance based on an off-peak test.
DR starts but users cannot work
Validate DNS, identity, certificate chains, firewall rules, routes, licensing, third-party APIs, time synchronization and endpoint configuration in the same order as the dependency map. Add user-acceptance checks to the drill, not just a server power-on test.

The recovery key is unavailable
Use the documented key-recovery procedure and independent escrow. If it fails, stop destructive changes, preserve the encrypted media and escalate to the key custodian and incident team. Future tests must include a person who is not the day-to-day key administrator.
Cloud storage becomes too expensive or difficult to exit
Measure retained capacity, request and egress charges, restore bandwidth and the cost of exporting data in an open format. Keep a current export or alternate copy when the business cannot tolerate provider lock-in, and test that export before a crisis.
What a defensible configuration looks like
A defensible Indian data-center recovery program has an owned inventory, an approved restoration sequence, workload-specific RPO and RTO, three protected copies across two media types with one off-site, and an offline or isolated layer that production credentials cannot erase. Encryption keys are recoverable independently, the DR site is geographically appropriate, configurations and patches are aligned, and tests produce evidence of actual recovery time and data integrity. Compliance claims are limited to the systems and regulations that genuinely apply, while exceptions remain visible until an owner closes them.
