Choose a Cyber Resilience Act (CRA) tool as an evidence and workflow system, not as a “CRA-compliant” badge. The useful platform is one that maps each shipped product and version, maintains a machine-readable software bill of materials (SBOM), tracks vulnerabilities through remediation and disclosure, preserves technical-documentation evidence, and helps your team meet reporting deadlines. Manufacturers remain responsible for the legal conformity assessment, CE marking, declarations, user information and submissions to the official EU reporting system.

What the CRA requires manufacturers to manage

The CRA applies to products with digital elements made available on the EU market. The European Commission’s manufacturer guidance groups the work into three stages: cybersecurity risk assessment and conformity evidence before market placement; required information, support-period details and conformity documentation when the product is placed on the market; and vulnerability handling throughout the post-market period.

The Commission states that “The CRA acknowledges that manufacturers along the entire supply chain are responsible for security outcomes.” A software platform can organize those duties and preserve proof of decisions, but it cannot transfer the manufacturer’s legal responsibility or guarantee conformity.

Assess product cybersecurity risks and apply appropriate essential requirements Product-boundary and variant records, risk register, control mapping, review workflow Approved assessment, assumptions, decisions, owners and revision history
Identify components and vulnerabilities Dependency inventory tied to actual releases, machine-readable SBOM export, vulnerability correlation SBOM for each shipped version and finding history
Test and review security regularly Recurring test scheduling, results import, remediation tickets and sign-off Test scope, date, result, corrective action and closure evidence
Provide technical documentation and complete conformity work Evidence repository linked to product versions and requirements Reviewable technical file, declarations and approvals
Handle post-market vulnerabilities and incidents Intake, triage, ownership, disclosure, update and reporting workflows Time-stamped chronology from discovery to fix, user notice and report

1. Start with product scope and a defensible risk assessment

The first practical test is whether the platform can represent what you actually sell. Create records for each product, edition, variant and release, then define which software, services, embedded libraries and update channels are inside the product boundary. A tool that stores only a project name cannot show which risk decision applied to a particular binary or firmware release.

Capabilities to check

  • Versioned product and release records, including withdrawn and superseded builds.
  • Risk identification, likelihood or impact rationale, treatment decision and accountable owner.
  • Links from each risk and essential requirement to a control, test, document or approval.
  • Change-triggered reassessment when architecture, dependencies or intended use changes.
  • Exports that can be inserted into technical documentation and the conformity-assessment file.

The regulation does not prescribe buying a specific software category. Ask a supplier to demonstrate how an assessor can reconstruct why a control was selected, which evidence supports it and who approved the residual risk.

2. Require an SBOM that describes shipped software

The CRA requires manufacturers to identify and document components and vulnerabilities, including a software bill of materials in a commonly used, machine-readable format covering at least top-level dependencies. “We scan the repository” is not enough if the resulting inventory cannot be tied to the artifact delivered to customers.

SBOM evaluation checklist

  • Generate an SBOM from the build or release artifact, not only from a developer manifest.
  • Record component name, version and relationship to the product; preserve the result for every shipped release.
  • Export a machine-readable file and retain the exact file used for the release record.
  • Map a vulnerability finding to the affected component, product version and fixed version or mitigation.
  • Compare successive SBOMs so additions, removals and upgrades are reviewable.
  • Support common formats such as SPDX or CycloneDX where they fit your pipeline. ENISA’s technical mapping mentions these formats, but either format by itself is not proof of CRA conformity.

Confirm how the platform handles generated code, vendored libraries, operating-system packages, containers and optional modules. Also check whether a customer-specific build can be reproduced well enough to explain why its SBOM differs from another edition.

3. Build a vulnerability intake, triage and remediation chain

Manufacturers must address and remediate vulnerabilities without delay and perform effective, regular security tests and reviews. A useful system turns an advisory, scanner result or researcher report into a controlled case rather than an unowned alert.

Intake and triage

  • Publish or connect a clear vulnerability-reporting point of contact.
  • Deduplicate reports and associate each finding with affected products, versions and components.
  • Capture severity, exploitability, affected environments, evidence and the triage decision.
  • Assign an owner, due date and escalation path; preserve every reassignment.
  • Record whether the issue is accepted, mitigated, fixed, rejected or still under investigation, with rationale.

Remediation and security updates

Track the fix from code change through security testing, release approval and customer availability. Where technically feasible, the CRA expects security updates to be separate from functionality updates; your workflow should therefore distinguish a security-only release from a feature release and show the supported versions that receive it. Link the corrected component version and test result to the release record so an auditor can follow the chain without searching multiple systems.

Recurring testing should be schedulable and reviewable. Import results from static, dynamic, dependency, container or penetration-testing systems as appropriate, but keep the scope, date, tool version and reviewer visible. The CRA requirement is about effective and regular tests and reviews, not about purchasing one named scanner.

4. Make third-party and open-source handling traceable

Due diligence extends to third-party components, including open-source software. If you identify a vulnerability in an integrated component, the CRA requires you to report it to the component’s manufacturer or maintainer and to address and remediate it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Workflow features that matter

  • Component owner and maintainer contacts stored with the dependency record.
  • Outbound notice templates, delivery status and correspondence history.
  • Supplier response, disclosed timeline, workaround and replacement decision.
  • Evidence that the component issue was assessed in every affected product version.
  • Links between an upstream fix, your patched build, regression tests and customer advisory.

This is especially important for projects whose maintainers change, use public issue trackers or provide no contractual response time. Preserve the contact attempt and your risk decision even when no upstream answer arrives.

5. Support coordinated disclosure and user information

After a security update is available, the CRA generally requires information about fixed vulnerabilities to be shared and publicly disclosed. The notice should identify affected products, explain impact and severity, and help users remediate. Evaluate whether the platform can map an advisory to precise product versions, update packages and release notes.

Disclosure is not unconditional in every case. A manufacturer may be duly justified in delaying public information when the publication risk outweighs the security benefit, until users have had an opportunity to apply the patch. Your system should record the justification, approver, planned disclosure date and the point at which the exception ends. Do not rely on a generic “publish immediately” rule that ignores this limited exception.

6. Preserve evidence for the support period and conformity process

The Commission’s lifecycle summary places risk assessment and technical documentation before market placement; conformity assessment, CE marking, the EU declaration of conformity, support-period indication and user information at placement; and vulnerability handling after placement. A platform should connect those artifacts to the exact product and version, with immutable or access-controlled history.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evidence-management questions

  • Can you export a complete technical-documentation package without losing links or timestamps?
  • Can an internal reviewer see who approved a risk, test result, release or disclosure?
  • Does the system retain superseded evidence while marking the current version?
  • Can it track the support period promised for each product and alert before security-maintenance commitments expire?
  • Are access controls, retention and deletion rules suitable for sensitive vulnerability information?

The support period must reflect how long the product is expected to be in use; the CRA does not establish one universal number of years for every product. Record the rationale for the period you publish rather than selecting a default supplied by a vendor.

7. Prepare for the official CRA reporting deadlines

The CRA Single Reporting Platform is an online ENISA system for required reporting. It is not a commercial compliance suite. Since 11 September 2026, manufacturers submit covered actively exploited vulnerability and severe-incident reports through that platform. A workflow product can collect facts, route alerts and capture timestamps, but the manufacturer must use the official process.

Event Required timing What your internal workflow should capture
Early warning Within 24 hours of awareness Awareness timestamp, reporter, product and initial assessment
Full notification Within 72 hours Technical facts, scope, impact, actions and accountable submitter
Final report for an actively exploited vulnerability No later than 14 days after a corrective measure is available Fix availability, affected releases, user communication and outcome
Final report for a severe incident Within one month from the 72-hour notification Incident resolution, residual impact and completed corrective actions

Configure alerts from the moment your organization becomes aware, not from the moment a ticket is created. Store the evidence used in each submission and the confirmation returned by ENISA. Run a tabletop exercise with a simulated case so legal, product security, incident response and communications teams know who can submit and who can approve the facts.

Dimension Questions to ask
Coverage Does one workflow span risk assessment, SBOM, vulnerability intake, testing, remediation, disclosure and evidence, or will important steps remain in disconnected systems?
Traceability Can every finding be followed from dependency and product version to owner, decision, fix, test, advisory and report?
Interoperability Are SBOM files machine-readable, and are there integrations for repositories, CI/CD, issue tracking, scanners and disclosure processes?
Lifecycle support Can the system track support periods, maintainer communications, security-update status and end-of-support risk?
Reporting operations Does it timestamp awareness, alert at 24- and 72-hour thresholds and prepare the information needed for ENISA submission?
Fit and evidence Does its deployment model, data handling, access control and export satisfy your technical-documentation and conformity workflow?

A practical vendor demonstration

  1. Provide a real, already shipped release with its build metadata and dependency files.
  2. Ask the supplier to generate and preserve the release SBOM, then show a version-to-version diff.
  3. Inject a simulated vulnerability affecting one dependency and watch intake, triage, assignment and escalation.
  4. Require a documented decision, a patched build, regression evidence and a security-update record.
  5. Request a coordinated-disclosure draft mapped to affected versions and user actions.
  6. Start a severe-incident scenario and verify awareness timestamps, 24-hour and 72-hour alerts, final-report tasks and exportable evidence.
  7. Have an independent reviewer open the exported package and reconstruct the decisions without supplier assistance.

This demonstration is an evaluation method, not proof that any product is compliant. No cited commercial platform has been verified as providing complete CRA coverage, so reject claims that a tool alone makes your organization compliant.

9. Understand the moving standards landscape

The Commission says its M/606 standardisation request contains 41 standards supporting the CRA. Horizontal standards address shared frameworks and processes, including vulnerability handling; vertical standards address product types and associated risks and may support a presumption of conformity.

Standards work and supporting deliverables are still evolving. Before relying on a standard in an assurance statement, verify whether it is adopted, harmonised and applicable to your product category. A vendor’s “standards supported” label should identify the exact edition, implementation and evidence produced. ENISA’s standards mapping is useful technical context, but it is not itself a binding legal instrument.

10. Plan around the CRA transition dates

The Commission’s live reporting guidance states that reporting obligations became applicable to manufacturers on 11 September 2026, when ENISA’s reporting platform became operational. Products placed on the market before 11 December 2027 are subject to the CRA from that date if they are substantially modified; reporting obligations also apply to products already made available on the Union market. Applicability depends on the product, modification and market facts, so use current Commission guidance for a product-specific analysis.

Common selection mistakes

  • Buying a label: “CRA compliant” in marketing copy does not establish that your product meets the regulation.
  • Scanning only source repositories: the required inventory must explain the software actually made available to customers.
  • Ignoring maintainers: open-source and supplier communications need owners, records and follow-up.
  • Separating evidence from operations: a ticket closed in one system and a release note in another may not provide a reconstructable decision trail.
  • Missing the clock start: the 24-hour period begins on awareness of the covered event, not when a manager approves a ticket.
  • Treating draft standards as harmonised law: check current status and product applicability.
  • Assuming one support period: determine the expected-use period for each product and document the basis.

Bottom line

The strongest CRA tool is the one that can prove what you shipped, which components and risks it contained, how vulnerabilities were handled, what users were told, and when each reporting action occurred. Select for release-level traceability, machine-readable SBOMs, recurring testing, supplier communication, evidence export and deadline-aware operations; then combine the platform with your own conformity assessment and the official ENISA reporting process.
