Yes, CSS can control an HTML-generated PDF, but there is no single CSS-support answer for every converter. The result depends on the renderer, its version, and the specific feature you need. For example, Puppeteer’s PDF API uses print media by default, while print-focused engines document pagination features such as page margins, headers, footers, and page counters. Check the chosen engine’s documentation and test the exact output you plan to publish.

Why CSS can look different in a PDF

An HTML-to-PDF renderer applies CSS while producing a paginated document; it does not guarantee that every browser-supported property will behave identically in every PDF engine. Some differences come from the media mode: a stylesheet can have separate rules for screen and print. Other differences come from the renderer’s implementation of CSS, its version, and the document’s fonts and assets.

Puppeteer’s Page.pdf() uses the print media type by default. To render using screen media instead, its API documents calling page.emulateMediaType('screen') before generating the PDF. This changes which media rules apply; it does not establish that all browser CSS features will work the same way in other engines. Puppeteer PDF API documentation

Which CSS features are documented by each engine?

Puppeteer: print media and color handling

Puppeteer documents PDF generation through its page API, including the print-media default and the option to emulate screen media. It also says PDF output adjusts colors for printing by default. The CSS property -webkit-print-color-adjust can be used to request exact colors; treat that as a request to the renderer, not as proof that every color will match a screen capture in every environment. These are documented API behaviors, not a guarantee about every property or Chromium version. Puppeteer PDF API documentation

WeasyPrint: pagination and selected CSS details

WeasyPrint’s stable API reference documents CSS Paged Media features including @page, the :left, :right, :first, and :blank page selectors, page-margin boxes, page-based counters, named pages, and the size, bleed, and marks descriptors. Its Generalized CSS Paged Media notes also cover page selectors, running elements, and footnotes. There are limitations: the start parameter of element() is unsupported, compact footnote display is unsupported, and page-based counters have noted limitations. Consult the reference for the exact behavior relevant to your stylesheet. WeasyPrint API reference

The same reference documents support for @font-face, with font-family matching that differs from the recommendation because WeasyPrint passes the family name to Pango. It supports 2D transforms but not 3D transform properties and functions. These examples show why “supports CSS” is too broad to settle whether one particular font or property will work as intended. Prince: print-oriented conversion and paged-media documentation

Prince describes converting HTML, Markdown, and XML to PDF using CSS, and documents JavaScript/ECMAScript support. Its user guide has separate material on styling, paged media, generated content, scripting, and graphics, including page regions, list markers, and footnotes as generated-content applications. That makes its documentation relevant when page layout is central to the job, but the guide’s overview does not establish feature-by-feature parity with another renderer. Check its detailed documentation and test your own document. Prince user guide

How much should you trust a feature comparison?

A parson AG annex published on 14 March 2023 compares selected CSS Paged Media checks across Prince, Antenna House Formatter, WeasyPrint, Paged.js, PDFreactor, pdfChip, Vivliostyle CLI, and wkhtmltopdf. Its results show differences among products for the tested page-definition and margin-box features. It is a dated, scoped comparison—not a complete CSS compatibility table, a current-version guarantee, or a universal ranking. Use it to identify features worth checking, then verify them in the current documentation for your chosen renderer. parson AG CSS Paged Media test-results PDF

Corel PDF Fusion Software
  • Save money by using PDF Fusion to view over 100 file formats without having to purchase additional software
  • Merge incompatible files quickly and easily by dragging and dropping in PDF Fusion to create a new PDF documents
  • Save time with PDF Fusion's editing tools to reuse the content from existing documents without starting from scratch
  • Does the PDF need to resemble a browser page? Check how the renderer handles your modern layout, assets, and JavaScript-generated content. With Puppeteer, decide whether the PDF should use the documented print-media default or screen media.
  • Does the document need print-specific pagination? Identify requirements such as page-specific margins, running headers or footers, page counters, footnotes, named pages, bleed, or print marks. Verify each feature against the engine’s own documentation.
  • Can you keep output stable over time? Confirm that your team can pin the renderer version and install the required fonts and dependencies. WeasyPrint explicitly warns that rendering can change between versions even when the API does not break, and advises checking rendered pages after updates. WeasyPrint API reference
  • Are there PDF-specific requirements? If exact colors, embedded fonts, PDF/A, links, forms, or accessibility tagging matter, verify those requirements in the chosen engine’s current documentation. CSS compatibility alone does not establish support for them.

How to validate a CSS feature before production

  1. Record the renderer and version. “HTML to PDF” describes a task, not one standardized implementation.
  2. Name the feature you need. Be specific—for example, @page, running headers, footnotes, grid layout, color adjustment, or a particular font.
  3. Check the engine’s documentation. Look for the feature and any stated limitations, then confirm the media mode and configuration used for conversion.
  4. Create a representative sample. Use the same fonts, assets, CSS, and media mode as the production document so the test reflects the real conversion.
  5. Inspect the generated PDF. Check page breaks, repeated content, links, and colors, along with the feature you set out to test. Documentation describes intended or documented behavior; it cannot substitute for checking your actual output.
  6. Keep a regression sample for upgrades. Pin the renderer and compare representative PDFs whenever you change its version, especially if pagination or typography is critical.
