There is no current official “X GB RAM, Y GHz CPU” specification for a Counter-Strike 1.6 dedicated server. Valve’s familiar 500 MHz/96 MB minimum and 800 MHz/128 MB recommended figures describe the legacy Windows game client, not a public server. Your actual server needs depend on player slots, the GoldSource server build, plugins or mods, traffic, and any other workloads sharing the machine.

The short answer: what a CS 1.6 server actually requires

Counter-Strike 1.6 runs on Valve’s GoldSource technology. Steam identifies Counter-Strike as a GoldSource game supported by Half-Life Dedicated Servers, but its published client specifications do not size a dedicated server. The practical answer is therefore a sizing process rather than a single hardware number.

  • Steam’s listed 500 MHz CPU and 96 MB RAM minimum, plus 800 MHz CPU and 128 MB RAM recommended, are legacy Windows client figures. They are not server recommendations. Steam’s Counter-Strike listing labels them as game system requirements; the listing was first published in 2000.
  • A listen server is intended for a small LAN game, not an always-on public service. Steam says a listen server is “ideal for small LAN games” and “not intended to be used as a public server.” Steam’s server overview also says the Steam Dedicated Server option uses more system resources than a stand-alone dedicated server.
  • The official setup interface allows 1–32 maximum players, uses UDP port 27015 by default, and provides an RCON password field. These are configuration defaults and limits documented in Steam’s Half-Life Dedicated Server setup guide, not a promise that every host or network uses those settings unchanged.
  • For a public server, size the machine against your intended player load, server build, plugins, network location and other processes. Measure that exact configuration or ask a prospective host for its current CPU allocation, memory limit and GoldSource support.

Do not confuse client requirements with server requirements

The most common incorrect answer to this topic copies numbers from the Steam store page and calls them server requirements. Those numbers tell you what was required to launch the Windows client when Counter-Strike was released; they do not describe the memory footprint, scheduling behavior or network workload of a dedicated process serving other players.

Published figure or statement What it covers How to use it
500 MHz processor; 96 MB RAM; Windows XP minimum Legacy Windows client requirement on the Steam listing Use only to explain the historical client baseline. Do not use it to select server hardware, and do not imply that today’s Steam client supports Windows XP.
800 MHz processor; 128 MB RAM recommended Legacy Windows client recommendation It is not a dedicated-server capacity target and does not account for player slots, plugins or public-network traffic.
Separate macOS and Linux client entries Client platform information The listing does not turn these entries into a current server-sizing table.
No official CPU, RAM or bandwidth table by player count Dedicated-server sizing Benchmark your selected build and workload, or obtain current limits from the host you are considering.

Because the client figures are so small, treating them as a server specification can lead to an under-provisioned public service. A server may also share a machine with the operating system, monitoring, backups, a control panel or other games. Those processes compete for resources even if the Counter-Strike executable itself is lightweight.

Which kind of CS 1.6 server should you run?

Listen server

A listen server starts from the game application on the computer of one of the players. Steam describes this model as suitable for small LAN games and explicitly says it is not intended to be a public server. It is convenient for a quick local match because you do not maintain a separate always-on service, but the host player’s game session, computer and connection become part of the server’s availability.

Steam Dedicated Server

Steam makes a Dedicated Server tool available through its Tools category. This separates the server process from a player’s game session and is the straightforward route when you want a machine that remains online. Steam’s overview warns that this option requires more system resources than a stand-alone Dedicated Server, so do not assume the two packages have identical overhead.

Stand-alone dedicated server

A stand-alone process is managed independently of a player’s client. It is the usual model for a public, always-on server where you control the operating system, configuration files, access credentials and updates. The official material does not publish a universal RAM or CPU quantity for this model; the correct allocation still depends on your selected build and workload.

Option Best fit Advantages Limitations to verify
Listen server Small LAN session Fast to start; no separate server machine Not intended as a public server; availability depends on the player-host’s session and connection
Steam Dedicated Server Self-managed Internet or LAN server Separate server process; available through Steam Tools Steam states it uses more system resources than the stand-alone option; you handle administration and network exposure
Stand-alone dedicated server Always-on public service Independent of a player client; full control when self-hosted You must maintain the host, operating system, firewall, updates, backups and monitoring
Managed game-server service Public server without maintaining a machine Provider handles some administration and infrastructure Check current GoldSource support, slots, CPU allocation, memory limits, locations, backups, support and resource contention before buying

Official setup settings you need to plan for

Steam’s setup guide provides concrete interface values even though it does not provide hardware sizing. Use the following sequence when creating a Half-Life Dedicated Server:

  1. Open Steam’s Tools category and select the Half-Life Dedicated Server tool.
  2. Choose Counter-Strike as the game in the setup interface.
  3. Choose Internet when players will connect from another location. Choose LAN only for a local network session.
  4. Set Max Players to a value from 1 to 32. Start with the number of simultaneous players you actually expect, then test increases rather than assuming the maximum is appropriate for every plugin set.
  5. Leave the UDP Port at the documented default, 27015, or change it deliberately if another service already uses that port. If you change it, communicate the new value and apply the matching firewall and router rules.
  6. Set an RCON password for remote administration. Store it securely and avoid reusing an account password.

The “Internet” selection makes the server available for players outside the local network only when the host’s firewall, router and upstream network also permit the chosen UDP port. Steam documents the selection and default port; it does not guarantee reachability through a particular router, carrier-grade NAT arrangement or hosting provider.

How to size CPU and RAM without inventing a number

No current official source gives a reliable “RAM per slot” or “CPU GHz per player” rule for Counter-Strike 1.6. Any universal number would hide important differences between a plain server and one running custom maps, bots, Metamod or other plugins. Use a workload-based process instead.

1. Define the workload

  • Set a target for simultaneous players, not merely the configured maximum. A 32-slot configuration that normally has six players has a different workload from a full 32-player event.
  • Record the exact server distribution and version, maps, bots, plugins, mods and configuration settings you intend to run.
  • List other processes on the machine, including a desktop session, web panel, voice service, database, backups or additional game servers.
  • Decide whether the server must be continuously available. A short LAN session can tolerate a different operational setup from a public server that players expect to find online at any time.

2. Start with isolated resources

For a self-managed machine or virtual server, avoid assigning the Counter-Strike process to a host already under sustained load. The official material does not prescribe a core count or memory amount, so leave enough capacity for the operating system and administration tools and then validate with the actual workload. On a managed service, ask whether the advertised CPU is a dedicated allocation, a shared limit or an unspecified quota, and ask how memory limits are enforced.

3. Exercise the busiest realistic case

Test the intended map rotation, plugins and maximum expected player count together. Increase concurrent players gradually while watching per-core CPU use, process memory, system memory pressure, network traffic and server stability. Repeat after adding each major plugin or mod. A result from an empty server is not evidence that the full configuration will remain responsive.

4. Record headroom and failure behavior

Keep written observations for normal and peak periods. If the operating system begins swapping, CPU stays saturated, or network capacity is exhausted, reduce the load or move to a host with more available capacity. Do not describe an unmeasured machine as supporting a particular number of players. The useful result is a repeatable limit for your exact build, not a generic figure copied from a client requirement.

Bandwidth and network location

Steam’s documentation identifies Internet versus LAN mode and the default UDP port, but it does not publish a bandwidth requirement by player count. Estimate network needs from measured traffic produced by your selected server and configuration, then allow headroom for bursts, updates and other services on the connection.

  • Choose a location that keeps latency reasonable for the players you intend to serve. A geographically distant machine can feel poor even when CPU and RAM are sufficient.
  • Confirm that the provider permits inbound and outbound UDP traffic on the port you select.
  • Check traffic quotas, attack mitigation, public IPv4 or IPv6 availability, and whether changing the default port is supported.
  • For a home connection, verify router forwarding and firewall rules, and understand that an Internet service using carrier-grade NAT may prevent inbound connections.

These network checks are deployment requirements, not claims that a particular provider offers a given bandwidth or latency. Verify current terms directly with the host.

Choosing between home hosting, a virtual machine and managed hosting

Decision factor Home or office machine Virtual or dedicated self-managed host Managed game-server service
Administration You maintain hardware, operating system, firewall and power You maintain the virtual or physical server and software The provider handles some infrastructure; confirm what remains your responsibility
Availability Depends on local power, Internet service and whether the machine stays on Depends on the host’s reliability and your maintenance Depends on the provider’s uptime, support and restart procedures
Capacity Limited by your machine and uplink; measure under peak load Check assigned vCPU, memory, storage and traffic limits Check slots, CPU allocation, memory limit and contention policy
Control Highest control if you own the hardware and network High software control, subject to provider policies Convenient controls, but panel features and file access vary
What to verify before deployment Port forwarding, public address, power and backup plan GoldSource compatibility, operating-system support and network rules Current GoldSource support, server locations, RCON/configuration access, backups, updates and support terms

If you want a public server without maintaining a machine, a managed Counter-Strike 1.6 server hosting plan can be a sensible category to investigate. Compare current offerings on the criteria above rather than on a provider’s generic “gaming” label. No provider-wide performance, pricing or slot claim is established here.

One option to check against those criteria is Godlike.Host’s CS 1.6 server hosting, which has a free server card for trying the panel (it must be extended every 3 hours, has limited panel features and one location) and 24/7 support by live chat or ticket. See the current plans for paid options.

Common mistakes and how to correct them

Calling 128 MB a server recommendation

Why it fails: 128 MB is the Steam listing’s legacy recommended Windows client memory. Correction: label it as client-only and benchmark the dedicated configuration.

Using a listen server for a public community

Why it fails: Steam says listen servers are for small LAN games and not intended as public servers. Correction: use a dedicated process or managed service designed to remain online.

Assuming 32 slots proves capacity

Why it fails: the setup range tells you what can be configured, not what your plugins, maps and host can sustain. Correction: test the full intended player load and record CPU, memory and network behavior.

Opening the wrong port

Why it fails: clients cannot reach a server when the configured UDP port and firewall or router rules disagree. Correction: document the actual port; 27015 is the official default, not an immutable requirement.

Applying the Linux Source requirement to CS 1.6

Steam’s Linux Dedicated Server System Requirements page says at least GLIBC 2.3.2 is required to run a Source dedicated server. Counter-Strike 1.6 is covered by the GoldSource/Half-Life Dedicated Server material, so that GLIBC statement is not a CS 1.6 CPU or RAM recommendation. Treat it as a separate, Source-scoped requirement.

A practical pre-launch checklist

  • Identify the exact GoldSource server build, game files, maps and plugins.
  • Set the intended maximum and expected simultaneous player counts.
  • Choose listen, Steam Dedicated, stand-alone or managed hosting based on whether the server is LAN-only or public.
  • Confirm CPU allocation, memory limits, storage, traffic policy and resource contention with the host if you are renting.
  • Configure Internet or LAN mode, the actual UDP port and a strong RCON password.
  • Apply matching firewall and router rules, then test from a network outside the server’s LAN.
  • Load-test the busiest realistic configuration and monitor CPU, memory, network traffic and stability.
  • Document backups, update procedures, restart behavior and who has administrative access.

The defensible answer to “How much RAM and CPU does CS 1.6 need?” is therefore conditional: the Steam client figures are not server specifications, and official documentation does not supply a modern universal table. Select a server model, define the workload, measure it, and verify the host’s current limits before inviting public players.
