The Create server configuration is usually not in the server’s top-level config folder. On a Forge-style dedicated server, common settings are in <server-folder>/config/create-common.toml, while server-only settings are stored per world at <server-folder>/<world-name>/serverconfig/create-server.toml. Client-only behavior is controlled by the client instance’s config/create-client.toml.
Stop the server before editing, back up the generated TOML file, change one value, restart, and test in the affected world. The generated file for the exact Minecraft, loader, and Create versions you run is the authority for available keys and defaults.

Create separates settings by configuration scope. The filename tells you where a setting is intended to apply, but the directory tells you which installation or world owns it.

Forge describes configurations as settings and consumer preferences applied to a mod instance. Create exposes all three scopes, so changing a client file cannot reliably alter a dedicated-server rule. If the option is in create-server.toml, the server’s value wins.

Where each file is stored
Server-wide common file
Look in the server’s top-level config directory for create-common.toml. The path is relative to the folder that contains the server launch files, not necessarily the folder where your client keeps its own Minecraft files.
COMMON settings load on both sides, but Forge does not copy the file from the server to players. Keep the relevant client and server installations aligned when a common setting affects behavior both sides must understand.

The server-only file normally lives beside the world save, under a serverconfig directory:

<server-folder>/<world-name>/serverconfig/create-server.toml
The default level name is often world, producing <server-folder>/world/serverconfig/create-server.toml. That name is not guaranteed. A server can be configured with another level name, and each world has its own server configuration. Editing the file for an inactive world will appear to do nothing when you test a different world.
Client-only file
For a client installation, use that instance’s config/create-client.toml. A launcher may give every profile its own game directory, so verify you are editing the instance that actually starts Minecraft. This file does not override a server-authoritative setting.
How to find the file when the expected path is missing
- Identify the running installation. Record the Minecraft version, loader (Forge, NeoForge, or a Fabric-based Create port), Create version, and the world name. These details determine which generated files are relevant.
- Start the server once with Create installed. Configuration files are normally generated on the first successful load. Shut the server down cleanly after it reaches a usable state.
- Search the server directory recursively. Search for
create-*.toml, or specificallycreate-server.toml. In a graphical file manager, search from the folder containing the server launch script. On a Unix-like shell,find . -name 'create-*.toml'searches below the current directory; in PowerShell,Get-ChildItem -Recurse -Filter 'create-*.toml'does the equivalent. - Check the active level name. If no server file appears under
world, inspect the server’s level-name setting or the actual save-directory names. Use the matching world’sserverconfigfolder. - Confirm the loader layout. NeoForge and Fabric-based ports can use layouts that differ from Forge. Use the filenames generated by your installed build rather than creating a Forge path by hand.
Do not create an empty file and expect Create to recognize every possible option. The generated file contains the keys, sections, comments, and defaults supported by that release.

What is safe to edit in a TOML file?
TOML is plain text, but its syntax is strict enough that a small punctuation or type error can stop a server from starting. Open the file in a plain-text or TOML-aware editor and preserve section headers, quotation marks, brackets, and comments unless you intentionally change them.
- Boolean values must remain lowercase
trueorfalse. - Numbers must remain numeric; do not put quotation marks around a numeric value unless the generated file already treats it as text.
- Quoted strings must keep their quotation marks and any required escaping.
- Keep a setting in its existing section. Moving a key to another section can make it unknown even when the spelling is correct.
- Change one setting at a time. That makes it possible to identify which edit caused a behavior change or parse error.
Never assume that an option name or default from another Minecraft or Create release still exists. Release-specific files are the reliable reference for the build you installed.
Safe workflow for changing Create server settings
- Record the environment. Write down Minecraft, loader, Create version, and the target world. Include whether the server is Forge, NeoForge, or a Fabric port.
- Stop the server completely. Use the server console’s normal stop command and wait for the process to exit. Editing while it is running risks having the process rewrite the old value during shutdown.
- Back up the exact file. Copy
create-server.tomlorcreate-common.tomlbefore editing. Keep the original value in your change notes so you can reverse the change quickly. - Open the generated file. Use an editor that does not silently change encoding or line endings. Do not remove section names or comments simply to make the file shorter.
- Change one key. Preserve the value type shown by the file: booleans stay booleans, numbers stay numbers, and quoted strings stay quoted.
- Save and restart. A restart is the dependable application point for Create server changes. Forge provides configuration loading and reloading events, but whether a particular Create build supports live reload depends on that mod and loader; use live reload only when the installed version explicitly documents it.
- Read the startup log. Look for configuration parse errors, unknown keys, or a line and section identified by the loader. A clean start does not prove that the option affects the mechanic you intended, so continue to the next step.
- Test in the target world. Reproduce the affected mechanic with the same permissions, dimensions, and world save in which the setting is used. Keep the backup until the result is confirmed.
Client, common, and server behavior in multiplayer
Why a client edit cannot change a server rule
A dedicated server is authoritative for server-scope settings. Editing create-client.toml changes only that client’s local behavior; it cannot enable, disable, or rebalance a mechanic governed by create-server.toml. Make the server-side change in the active world’s serverconfig directory.

Why common settings require matching installations
Forge loads COMMON configuration on both sides but does not automatically synchronize the file. If a common value changes code paths or data that both sides use, clients need compatible Create and loader versions and a compatible common configuration. Distributing only the server’s common file is not a substitute for version compatibility.
What server synchronization does and does not solve
SERVER values are server-only and synchronized to clients through Forge’s configuration system. Synchronization does not install Create, change a client’s loader, or repair a version mismatch. Every player still needs a compatible Minecraft version, loader, and Create build.

The file does not exist
Launch once with Create installed so the loader can generate its configuration, then stop cleanly and search recursively for create-*.toml. If the server never reaches a successful load, inspect the startup log first; generation cannot complete until the installation loads far enough for Create to initialize.

The change appears to be ignored
- Check that the server was fully stopped before you saved the edit.
- Confirm that you edited the active world’s
serverconfig/create-server.toml, not another world’s file. - Check the scope. A client-only file cannot control a server rule, and a common value is not copied automatically from server to client.
- Verify that the key is in the correct section and spelled exactly as generated for your release.
- Restart again and test the mechanic in the same world and conditions.
The server fails during startup
Restore the backup immediately, restart to confirm the original file works, and inspect the log for the line and section named in the TOML parse error. Reapply the change with valid syntax and the original value type. A missing quote, altered bracket, or non-numeric character in a number is enough to prevent parsing.
Clients disconnect after a change
First compare Minecraft, Create, and loader versions on the server and affected clients. Then determine whether the edited key is a synchronized SERVER setting or a COMMON setting that clients must also understand. A disconnect can indicate an incompatibility rather than an incorrect gameplay value.
The layout differs on NeoForge or a Fabric port
Do not copy Forge paths blindly. Locate the files generated by that loader and Create build, then consult the loader-specific documentation for its scope and reload behavior. The exact option list and defaults are release-specific, and there is no single option table that applies to every Forge, NeoForge, and Fabric-based installation.
