A CPU running near its base clock is not automatically overheating. In one reported Ryzen 7 7800X3D case, temperatures did not explain the low clocks; the cause was Core Performance Boost (CPB) being disabled in BIOS. Enabling it restored the processor’s boost behavior, but that single system is a clue to investigate—not a universal fix.
Why low CPU clocks do not prove thermal throttling
Clock speed is an outcome, not a diagnosis. A processor may run below its advertised maximum boost frequency because its workload, temperature, power or current limits, and platform configuration affect how much boost is available. AMD describes Precision Boost 2 as automatic and dependent on operating conditions and platform factors such as temperature, power, motherboard design, and BIOS settings. AMD’s Precision Boost 2 overview explains that frequencies can level off when a limit is reached.
In the reported case, Monica J. White’s Ryzen 7 7800X3D ran close to or slightly below its base clock, without temperatures that appeared to account for the behavior. Cleaning the PC did not solve it. The author later found CPB disabled in BIOS and reported that enabling it restored boost. This is an individual report, not evidence that CPB is disabled—or responsible—for low clocks on other PCs.
What Core Performance Boost does—and how it differs from PBO
Core Performance Boost is an AMD BIOS setting associated with the processor’s ordinary above-base-clock boost behavior. If it is disabled, the CPU may not boost as expected, even when temperatures look acceptable. In the reported 7800X3D case, this was the overlooked setting.

- 【2 PWM Fans】TL-C12C; Standard size PWM fan:120x120x25mm (4.72x4.72x0.98 inches); fan speed (RPM):1550rpm±10%; power port: 4pin; Voltage:12V; Air flow:66.17CFM(MAX); Noise Level≤25.6dB(A), leave room for memory-chip(RAM), so that installation of ice cooler cpu is unrestricted
- 【AGHP technique】6×6mm heat pipes apply AGHP technique, Solve the Inverse gravity effect caused by vertical / horizontal orientation, 6 pure copper sintered heat pipes & PWM fan & Pure copper base&Full electroplating reflow welding process, When CPU cooler works, match with pwm fans, aim to extreme CPU cooling performance
- 【Compatibility】The CPU cooler Socket supports: Intel:115X/1200/1700/17XX AMD:AM4;AM5; For different CPU socket platforms, corresponding mounting plate or fastener parts are provided(Note: Toinstall the AMD platform, you need to use the original motherboard's built-in backplanefor installation, which is not included with this product)
Do not confuse CPB with Precision Boost Overdrive (PBO). CPB enables ordinary boost behavior; PBO can provide additional power and current headroom beyond standard limits. PBO is not a substitute for checking whether CPB is enabled, and changing PBO is not the first step in diagnosing a processor that appears stuck near base clock.
How to check CPB safely
BIOS menus and option names vary by motherboard and BIOS version, so there is no reliable universal click path. Check your motherboard’s documentation for the menu location and meaning of the setting.

- Cool for R7 | i7: Four heat pipes and a copper base ensure optimal cooling performance for AMD R7 and Intel i7.
- Quiet Cooling Fan: SickleFlow 120 Edge with Dynamic PWM control (690–2,500 RPM), designed for low noise and peak cooling performance.
- Simplify Brackets: Redesigned brackets simplify installation on AM5 and LGA 1851|1700 platforms.
- Versatile Compatibility: 152mm tall design offers performance with wide chassis compatibility.
- Easy Installation: Easy to install with included thermal paste for hassle-free setup and optimal cooling performance.
- Identify the CPU and motherboard. Confirm the processor model and motherboard model so you consult the right documentation. CPB is an AMD setting; do not apply this AMD-specific advice to an Intel system.
- Enter BIOS/UEFI and locate CPB. Look in advanced CPU, processor, or overclocking settings, following the motherboard maker’s documentation. The label and location may differ.
- Record the current value. Note whether CPB is enabled or disabled before changing it. Avoid altering unrelated voltage, power, or boost settings.
- If appropriate, enable CPB and save. Make only that change, then boot normally. If the option is absent or its purpose is unclear, do not guess; consult the board documentation or support.
- Check under a CPU-heavy workload. Observe clock behavior and temperatures while the processor is doing sustained work. Compare the result with your prior observation under a similar workload; a brief idle reading is not a useful boost test.
A change that does not improve performance is useful information: CPB may not have been the cause, or another limit may still be governing clocks. Restore the recorded setting if the system behaves unexpectedly.
How to distinguish thermal, power, and current limits
After checking the BIOS setting, use the relevant processor and monitoring-tool documentation to identify whether a limit is actually being reached. HWiNFO was mentioned in the reported case as a diagnostic utility, but no particular utility is required by the evidence here.

- CONTACT FRAME FOR INTEL LGA1851 | LGA1700: Optimized contact pressure distribution for longer CPU life and better heat dissipation
- ARCTIC's P12 PRO FAN: More power at any speed - more powerful and quieter than the P12, especially at low speeds. Higher maximum speed for optimal cooling performance under high load
- NATIVE OFFSET MOUNTING FOR INTEL AND AMD: Shifting the cold plate center towards the CPU hotspot ensures more efficient heat transfer
- INTEGRATED VRM FAN: PWM-controlled fan that lowers the temperature of the voltage converters and thus ensures reliable performance
- INTEGRATED CABLE MANAGEMENT: The PWM cables of the radiator fans are integrated in the sheathing of the hoses so that only a single visible cable is connected to the motherboard
- Thermal limit: Look at temperatures during the workload and compare them with the processor’s specified thermal threshold. Intel describes thermal throttling as reducing clock speed when the processor reaches its throttle threshold. Its thermal throttling explanation applies to Intel processors; it is not an AMD-specific settings guide.
- Power limit: A processor can reduce performance when a configured power limit is reached, even if temperatures are not the immediate constraint. Intel’s power and current limit guidance describes these as distinct conditions.
- Current or EDP limit: Current limits or power-delivery constraints can also limit operation. A current/EDP indicator is different from a thermal-throttle indicator; do not treat every limit flag as evidence of overheating.
- Platform or configuration: Confirm the CPU model, motherboard BIOS version, and relevant settings. AMD’s description of Precision Boost 2 emphasizes that boost depends on system conditions, so one clock reading cannot establish a fault by itself.
If temperatures are high, follow the CPU and cooler makers’ instructions for checking cooler compatibility and installation, thermal interface material, fan operation, and case ventilation. That is a separate overheating branch; the reported CPB case does not establish a need to replace cooling hardware.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When this BIOS check is most useful
Checking CPB makes sense when you have an AMD processor, sustained CPU-heavy work shows clocks persistently near base, and temperatures do not appear to explain the result. It is a targeted configuration check, not a reason to assume every low-clock system is throttling or to change every boost-related BIOS option.
