A coupon appearing in a CSV proves only that a source recorded a coupon claim. It does not prove the offer is still valid or redeemable. An auditable Python workflow preserves the original export, parses timestamps without inventing time-zone meaning, reports data problems, and stores any verification result separately with its evidence and check time.

What an observed coupon record does—and does not—establish

An observation is a record that a particular source returned or reported a coupon at a particular time. It may establish that the source contained a code or offer description; by itself, it does not establish that a retailer will accept it.

To call an offer verified, define what was checked and retain evidence: for example, the relevant retailer or issuer’s terms, the applicable product and geography, any account or eligibility conditions, and when the check occurred. Coupon validity depends on those context-specific rules. A successful CSV import, a well-formed code, or a timestamp converted to UTC is not evidence of redemption eligibility.

Neither Python’s datetime and CSV documentation nor pandas defines coupon validity. The status labels in a data pipeline are therefore your operational policy, not a built-in technical standard.

Design records so an audit can be reproduced

Keep the source export unchanged, then create a parsed working dataset. Record where the file came from, when it was retrieved or observed, the file’s hash if available, the CSV assumptions used, and the parser and library versions. Those details let a later reviewer distinguish source content from transformations.

Keep source values and derived values side by side. A practical schema might include:

  • source, observed_at, and an export identifier or file hash.
  • raw_coupon and raw_timestamp, copied as provided.
  • parsed_observed_at_utc, populated only when the timestamp’s meaning supports that interpretation.
  • verification_status, verified_at, and a reference to the terms, response, or snapshot used as verification evidence.

This is a defensible audit design, not a prescribed industry coupon schema. Keep observation metadata distinct from a later verification outcome: an offer can be observed first and checked later, and the evidence can change over time.

Read CSV exports with explicit assumptions

CSV is a format with variations in delimiters, quoting, escaping, and encoding; different producers may use different conventions. Python’s csv module documentation describes configurable reader and writer behavior. Record the assumptions for each source and validate the export rather than silently relying on a convenient default.

For timestamp fields that may contain different formats or offsets, initially read them as strings. This preserves the input for review and avoids treating an inferred type as authoritative. For example:

import pandas as pd

raw = pd.read_csv(
    "coupons.csv",
    dtype={"coupon_code": "string", "observed_at": "string"},
)

Adapt the column names and CSV options to the actual file. Before transformation, check that required headers exist and compare row counts with the source export. Also inspect duplicate identifiers, null values, malformed timestamp strings, unexpected offsets, and timestamps outside the plausible observation window. Record exceptions; do not silently discard them.

Parse mixed time zones without losing meaning

A naive Python datetime has no time-zone information and cannot identify one unambiguous instant. The Python Software Foundation’s datetime documentation says: “An aware object represents a specific moment in time that is not open to interpretation.” Python recommends aware datetimes when representing UTC.

Do not assume a timestamp without an offset is UTC unless the source contract says so. A value such as 2026-10-11 09:30 could refer to a local wall-clock time in an unspecified zone; there may be no reliable way to convert it to a unique instant without more information.

Distinguish two operations:

  • Localization assigns a time zone to a naive wall-clock value. It is justified only when the source’s time zone and interpretation are known. Local daylight-saving transitions can make some local times ambiguous or nonexistent, so define how those cases are handled.
  • Conversion expresses an already identified instant in another zone, such as UTC. It does not supply missing time-zone information.

pandas documents that mixed-time-zone values may not be inferred as one datetime column when reading a CSV; its guidance is to read the data and then use to_datetime(..., utc=True) for values with mixed zones. See the pandas IO guide and the pandas to_datetime API documentation. For offset-bearing strings that represent instants, a conversion can look like this:

raw["parsed_observed_at_utc"] = pd.to_datetime(
    raw["observed_at"],
    format="mixed",
    utc=True,
    errors="coerce",
)

raw["timestamp_parse_failed"] = (
    raw["observed_at"].notna()
    & raw["parsed_observed_at_utc"].isna()
)

Keep observed_at unchanged alongside the parsed column. Review rows marked as failed and decide how to handle them; coercion is useful for surfacing failures, not for making them disappear. Do not use this conversion to assign UTC to offset-free values whose interpretation is unknown. Resolve those according to a documented source rule, or leave them unnormalized and flagged.

If the source format is known, use an explicit format where practical. pandas describes the mixed parsing mode as risky because it infers formats value by value. Choosing it should be deliberate, with validation against representative source records—not a substitute for understanding the export.

Separate parsing checks from coupon verification

Parsing answers whether a value could be interpreted under a chosen timestamp rule. Verification answers a different question: whether an offer meets a defined redemption test. Keep the workflow and evidence for each question distinct.

  1. Validate the export. Confirm expected headers, row counts, identifiers, nulls, and CSV dialect assumptions. Preserve the original file.
  2. Parse timestamps under a documented rule. Retain raw strings; distinguish offset-bearing instants from naive local times; report malformed, ambiguous, and unexpected values.
  3. Define the verification policy. State which authority and terms are checked, for which geography, product, account or eligibility conditions, and what outcome counts as a pass.
  4. Record the check. Store the result separately from observation data, with verified_at and a link or retained snapshot of the evidence.

Labels such as unverified, verified, expired, and not_redeemable are meaningful only under an explicit policy. A code’s presence in a CSV must never automatically set one of the affirmative or negative validity statuses.

Report exceptions instead of hiding them

An audit output should make uncertainty visible. At minimum, report missing required columns, malformed timestamps, offset-free timestamps without a documented zone, ambiguous local times, unexpected offsets, duplicate identifiers, and values outside the expected observation period. Include the affected record identifiers and the rule that triggered each exception so someone can correct or investigate the source.

When an export changes format, treat that as a source change: retain the new raw file, update the documented parsing assumptions, and rerun validation. Do not overwrite source strings with normalized values; retaining both is what allows another reviewer to reconstruct the interpretation.
