Usually, you cannot put plastic film packaging in a standard curbside recycling cart. A wrapper, mailer or produce bag has a useful end-of-life purpose only when it is accepted by a recognized collection route, can be sorted without unacceptable contamination, and reaches a processor with a verified market for the resulting material. Extended producer responsibility (EPR) laws in states such as California and Oregon are beginning to fund and organize those steps, but a legal target does not create universal household collection overnight.
What makes plastic film recyclable in practice?
“Recyclable” is not just a material description. For a film package to become a new product or material, four conditions have to line up:
- Design: The film must be compatible with a recognized recycling process, including its layers, inks, adhesives and attached components.
- Collection: A local authority, retailer or other program must accept that specific film type.
- Sorting: The material must be separable from other recyclables and free enough of food, liquid and non-film contamination to avoid damaging equipment or loads.
- Processing and markets: A recycler must be able to process the film and sell the output into a new product or material.
If any link is missing, the package may be technically recyclable in a laboratory or at a specialized facility but not recyclable for you. EPA says collection and sorting capacity must expand so recyclers can obtain a consistent plastic feedstock; that is why a package’s legal status and its local recycling route can differ.
Why film is usually excluded from curbside carts
Most curbside systems are engineered around rigid containers and fiber. Thin films can wrap around sorting machinery, move unpredictably through screens and contaminate paper or rigid-plastic streams. Food residue and multilayer construction add further problems. Those operational limits explain why a film wrapper that carries a recycling symbol may still be rejected by your municipal program.

Use the instructions for your own jurisdiction rather than the symbol alone. Check your local recycling authority’s accepted-material list, or follow an official retailer drop-off instruction when it specifically names the film type. Keep film out of the cart unless the program expressly accepts it; placing it there can contaminate an otherwise usable load.
What California’s SB 54 changes
Effective date and administration
California’s Senate Bill 54 was signed in 2022. CalRecycle’s permanent packaging regulations were approved and filed on May 1, 2026, when they became effective. CalRecycle also launched the PEPRS portal for producer registration, reporting, document submissions and compliance monitoring.

The law moves financial, reporting and design duties toward companies that place covered packaging on the market. CalRecycle’s current program page says it received Circular Action Alliance’s producer-responsibility plan on October 13, 2026, and is reviewing it. That review is an implementation step, not proof that every household already has a film collection option.

CalRecycle Secretary for Environmental Protection Yana Garcia described the intent this way: “This approach pushes producers to innovate and design packaging that truly supports a circular economy.” Meeting the targets will require package redesign, dependable collection, sorting investments and end markets—not simply a new label on a wrapper.
Oregon’s EPR program is already being implemented
Oregon’s packaging, paper and food-serviceware EPR implementation began July 1, 2025, under the Recycling Modernization Act. The Oregon Department of Environmental Quality approved Circular Action Alliance as the producer responsibility organization. As in California, the program assigns producers obligations for covered materials, but local acceptance still depends on the collection and processing network serving a community.

How to decide what to do with a film package
- Identify the material. Separate a clean, dry film bag or wrap from rigid plastic, paper and compostable items. Do not assume a compostable-looking film belongs in recycling.
- Check the local rule. Search your city, county or waste hauler’s accepted-material list for the exact item. “Plastic film” is too broad for many programs.
- Use a named drop-off only when instructed. If an official retailer or local program accepts the film, prepare it exactly as directed—typically clean and dry, with prohibited components removed.
- When no route is provided, use disposal guidance. Do not place the film in curbside recycling as a guess. Ask the program whether it has a take-back, mail-back or other specialty option.
- Reduce and reuse first. Choosing durable reusable packaging or avoiding unnecessary single-use film prevents a collection problem that recycling alone cannot solve.
Comparing packaging and policy options
Businesses evaluating a film package should test the intended pathway before claiming recyclability. These are the decision axes used by state EPR programs and EPA infrastructure guidance:

What the next few years will—and will not—change
California’s 2032 deadlines and Oregon’s active EPR implementation create incentives for simpler designs, recycled content, collection contracts and better data. They can make more film useful over time by paying for infrastructure and requiring producers to participate. They do not automatically change the instructions printed by your city, add a film-sorting line to your local facility, or guarantee a buyer for every collected grade.

For households, the practical rule remains local verification. For producers, the practical work is broader: determine whether packaging is covered, register and report through the applicable system, document design and material choices, and confirm that the proposed collection route and end market actually exist.
