For U.S. shoppers, Gold Star is the lower-cost way to get Costco access. Executive is an upgrade for members whose qualified purchases and use of extra benefits can justify the higher fee. The practical decision is not whether 2% sounds attractive; it is how much of your own spending qualifies, who made those purchases, when you upgraded, and whether you will use the added services.
Gold Star and Executive membership at a glance
The comparison below uses Costco’s detailed Executive benefits and rewards terms and its fee-change notice. Those pages support the current figures shown here; Costco also has a campaign summary that displays a different Executive price, which is explained later.
| Feature | Gold Star | Executive |
|---|---|---|
| Annual fee | $65, plus applicable sales tax | $130 total at renewal, plus applicable sales tax |
| Upgrade cost | Not applicable | $65 above Gold Star; the first-year amount can be prorated when upgrading during an existing term |
| Annual reward | No Executive 2% reward | 2% of qualified purchases, with a $1,250 maximum in any 12-month period |
| Household card | One household card included | One household card included |
| Warehouse and online access | Costco warehouses worldwide, Costco.com, Business Centers, pharmacy, optical, hearing aid centers and gas stations | Same core access |
| Extra benefits | Core membership benefits | Additional benefits or discounts on selected Costco services; value depends on actual use |
| Best fit | Members who want access at the lowest annual cost or whose spending is mostly excluded from the reward | Members with enough eligible spending, or enough value from Executive services, to offset the upgrade |
Both tiers are memberships rather than separate warehouse networks. Executive does not create a different set of Costco locations; it adds a paid upgrade, a conditional reward and service-related benefits to the same core membership.

Core access
Gold Star is Costco’s baseline U.S. membership. The $65 annual fee gives the member access to Costco warehouses worldwide, Costco.com and the listed Costco Business, pharmacy, optical and hearing-aid facilities, as well as Costco gas stations. Costco’s comparison information also lists a household card, so a second person in the member’s household can receive a card under the membership rules.

When Gold Star is the sensible default
Gold Star is usually the clearer choice when your Costco spending is modest, concentrated in excluded categories, or spread among shoppers who are not the eligible cardholders for the Executive calculation. It also avoids paying for an upgrade whose value depends on uncertain future purchases or benefits you may never use.
Gold Star can remain the better option even for a frequent Costco shopper if most of that shopper’s purchases are gasoline, food-court transactions, membership fees or other categories Costco excludes from the reward. The relevant question is qualified spending, not the amount shown on every Costco receipt.
What Executive adds
Higher fee and the 2% reward
Executive adds $65 to Gold Star. Costco’s detailed Executive page describes the next renewal as a $130 total membership, before applicable tax. The reward is 2% of qualified purchases made by the eligible cardholders, capped at $1,250 during any 12-month period.
Recommended Free Tools
The 2% rate is not a blanket rebate on everything bought at Costco. Costco’s terms define eligible purchases and list exclusions. The reward therefore has to be evaluated against your own transaction mix rather than against total household spending.
Who can generate the reward
Costco’s cited terms focus on purchases by the primary member and the active primary household cardholder. Purchases made by other people do not become eligible merely because they were paid for with the household’s money. Purchases made before an upgrade are also ineligible under the stated terms.
Service benefits
Executive includes additional benefits or discounts on selected Costco services. Their dollar value is personal: a member who uses a qualifying service may receive meaningful savings, while a member who never uses those services receives no practical value from them. Treat these benefits as a separate part of the decision, not as an assumption that every Executive member will recover the fee.
Conditional delivery credit
Costco’s join page advertises a $10 monthly credit for eligible Executive members using SameDay.Costco.com or Costco through Instacart on qualifying orders. The credit depends on account, order and offer conditions, and Costco can change those terms. Check the live offer details before counting any monthly credit in your calculation.

Costco lists exclusions that include membership fees, gasoline and food-court purchases, along with several other categories and transaction types. Some exclusions vary by state, including certain alcoholic-beverage and prescription purchases. Costco also says exclusions may change, so the current rewards terms control when a category is close to the boundary.

| Spending consideration | How to treat it |
|---|---|
| Primary member purchases | Potentially qualified, subject to the category and transaction exclusions |
| Active primary household-cardholder purchases | Potentially qualified under the cited terms, subject to the same exclusions |
| Purchases by other people | Do not assume they qualify for the Executive calculation |
| Gasoline | Listed as excluded |
| Food-court purchases | Listed as excluded |
| Membership fees | Listed as excluded |
| Alcohol and prescriptions | Some exclusions vary by state; check the current terms for your location |
| Purchases made before upgrading | Ineligible under the cited upgrade terms |
| Other categories and transaction types | Review Costco’s current exclusions because the list can change |
Do not use a broad household budget as the input. Build an estimate from the purchases made by the two eligible cardholders and remove every excluded category you can identify.
The Executive break-even calculation
The simple arithmetic is:
$65 upgrade cost ÷ 0.02 reward rate = $3,250 in qualified annual purchases.
$3,250 is an estimate, not a Costco-published statistic or a guarantee. It assumes every dollar in that total qualifies, ignores service benefits, and does not account for the timing of an upgrade during a membership year. Because real shopping includes excluded transactions, a member may need more than $3,250 in total Costco spending to reach $3,250 of qualified spending.
| Qualified annual purchases | 2% reward estimate | Amount above or below the $65 upgrade |
|---|---|---|
| $1,000 | $20 | $45 below |
| $2,000 | $40 | $25 below |
| $3,250 | $65 | Break-even on the upgrade fee alone |
| $4,000 | $80 | $15 above |
| $10,000 | $200 | $135 above |
| $62,500 | $1,250 | Illustrates the stated 12-month cap |
The table shows gross reward arithmetic only. It does not promise that Costco will classify every transaction as qualified, and it does not assign a monetary value to Executive service discounts or the conditional delivery credit.
How upgrading during a membership year changes the math
The upgrade amount is prorated
Costco says it prorates the upgrade amount according to the months remaining in the current membership. A midyear upgrade therefore does not necessarily cost the full $65 immediately. The exact amount depends on the remaining term shown on the member’s account.
Only post-upgrade purchases count
The cited terms exclude purchases made before the upgrade. If you upgrade halfway through a year, use only qualifying purchases made after the upgrade when estimating that year’s reward. Applying the full-year $3,250 threshold to a partial year can make Executive look more attractive than it is.
The next renewal is a full Executive renewal
At the next renewal, Costco bills the full Executive membership amount described in the detailed terms, rather than continuing a one-time prorated amount. Recalculate the decision for the next 12-month period using the full annual upgrade economics.
A practical upgrade checklist
- Identify the primary member and the active primary household cardholder whose purchases can be considered.
- Review the previous 12 months of Costco receipts or account history.
- Remove gasoline, food-court purchases, membership fees and any other excluded categories that apply to your transactions.
- Separate purchases made before and after any planned upgrade date.
- Estimate the 2% reward on the remaining qualified amount.
- Add only service discounts or delivery credits whose eligibility you can reasonably meet.
- Compare that combined value with the prorated first-year upgrade and the full renewal cost that follows.
How to audit your spending before choosing
Start with a full 12-month total, then make a second, stricter total. In the first column, record each purchase by the primary member or active primary household cardholder. In the second, mark whether the transaction falls into a listed exclusion. The amount left after those exclusions is the useful planning figure. Keep gasoline, food-court purchases and membership charges visible rather than allowing them to disappear into a broad “Costco total.”

- Redeemable towards millions of items store-wide at Amazon.com or certain affiliated websites.
- Available for immediate delivery. Gift cards sent by email can be scheduled up to a year in advance.
- No returns and no refunds on Gift Cards.
Next, test the estimate against an ordinary year rather than a one-time event. A large appliance purchase, a holiday stock-up or an unusually high medical expense may push one year above $3,250 without making Executive worthwhile every year. Conversely, a family that buys recurring qualified merchandise can reasonably use a repeatable annual figure. When in doubt, use the lower estimate and treat service savings as zero until you can document them.
Remember that applicable sales tax is added to the published membership prices. The $3,250 calculation recovers the $65 upgrade amount before considering tax and assumes a perfect match between qualified spending and reward dollars. Your real out-of-pocket hurdle can therefore be higher, depending on the tax charged and the exact transactions Costco accepts.
Gold Star vs. Executive: a decision framework
Choose Gold Star when your qualified spending is low
If your calculated qualified spending is well below $3,250 for a full year and you do not expect meaningful service savings, Gold Star preserves the $65 difference. This is especially relevant when your Costco budget is dominated by excluded categories or by purchases made by people outside the eligible cardholder group.
Choose Executive when spending is predictably high
Executive becomes easier to justify when qualified purchases consistently exceed the break-even estimate, rather than doing so only in an unusually expensive year. Use conservative numbers: exclude uncertain categories and do not count a promotion or service discount unless you know you can use it.
Choose Executive for a specific service benefit
A member can rationally choose Executive even without $3,250 of qualified purchases if a service benefit they will actually use is worth the remaining gap. Document the expected discount or credit and its conditions. Do not assign value to a benefit merely because it appears in the Executive description.
Do not count the same value twice
If you include a service discount in your decision, keep it separate from the 2% reward estimate. Likewise, do not count an order toward qualified spending if the applicable terms exclude it, then also treat that same order as a delivery-credit benefit without checking the credit’s conditions.
Worked household examples
Example: $2,000 of qualified spending
Suppose the eligible cardholders together make $2,000 in purchases that meet the current qualification rules. The estimated reward is $40, leaving a $25 shortfall against the $65 upgrade before tax and before any service value. Gold Star is the lower-cost choice unless a real Executive benefit fills that gap.

At $4,000 of qualified purchases, the arithmetic reward is $80. That is $15 more than the upgrade fee, before tax and before considering the timing of the reward or any excluded transactions. Executive can make sense if the $4,000 level is repeatable and the member is comfortable with the terms.

Example: high total spending but low qualified spending
A household might spend more than $3,250 at Costco overall while buying a large share of that total as gasoline, food-court items or purchases by people who are not the eligible cardholders. In that case, total receipts overstate the Executive calculation. Gold Star may still be the better fit.
Example: midyear upgrade
A member who upgrades with only a few months left has a prorated upgrade amount, but also has fewer months in which to make eligible purchases. Use the remaining-month cost and post-upgrade qualified spending, then evaluate the full Executive renewal separately. Do not assume a partial-year upgrade creates a full year of reward opportunity.
Why Costco’s published Executive price can look inconsistent
Costco’s U.S. campaign page lists Gold Star at $65 and Executive at $120, plus applicable tax, and advertises a $1,000 Executive reward cap. Costco’s detailed Executive benefits and rewards pages instead describe a $65 upgrade, a $130 total renewal and a $1,250 cap. Costco’s fee-change notice says the $130 fee and $1,250 cap took effect on September 1, 2024.
For the comparison in this article, the detailed benefits and rewards terms, together with the fee-change notice, are the controlling references because they provide the fuller conditions and agree with one another. The conflicting campaign summary means you should confirm the amount displayed at Costco checkout or renewal before paying, especially if a promotional page is the first page you see.

The reward cap is a ceiling, not a target
At a 2% rate, $62,500 of qualified purchases would mathematically produce $1,250, the stated maximum for a 12-month period. Spending above that amount does not create an uncapped reward. Most members will be evaluating whether they can recover the $65 upgrade, not whether they can approach the cap, but the ceiling matters for very high-volume households and businesses.
The household card does not make every household purchase eligible
Both tiers include one household card, but Executive’s reward terms identify the primary member and active primary household cardholder as the relevant purchasers. A relative, guest or other person using the membership is not automatically part of the reward calculation. Assign purchases to the eligible cardholder before adding them to your estimate.
Executive is not a separate warehouse privilege
There is no separate Executive-only warehouse network in the comparison. Gold Star and Executive share the listed worldwide warehouses, online store, Business Centers, pharmacy, optical, hearing-aid centers and gas stations. Pay for Executive because of the reward or an extra benefit you will use, not because you expect different locations or checkout access.

A monthly credit is not the same as guaranteed annual value
The advertised $10 monthly SameDay.Costco.com or Costco-through-Instacart credit is conditional. It depends on the qualifying account and order requirements and may be changed. Twelve theoretical credits should not be entered into a budget unless you can meet the current conditions every month.

Frequently Asked Questions
What is the difference between Costco Gold Star and Executive membership?
Gold Star costs $65 plus applicable tax and provides the core Costco access and household card. Executive adds a $65 upgrade, making the detailed terms’ renewal total $130 plus tax, and offers a 2% reward on qualified purchases plus selected service benefits. The reward has exclusions, eligible-cardholder rules and a $1,250 12-month cap.
How much do I need to spend for Executive to pay for itself?
Using only the $65 upgrade and a 2% rate, $65 divided by 0.02 equals $3,250 in qualified annual purchases. That is an estimate, not a guarantee. Excluded purchases, applicable tax, upgrade timing and unused service benefits can make your required total Costco spending higher.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Do gas and food-court purchases earn the Executive reward?
Costco lists gasoline and food-court purchases as exclusions, along with membership fees and other categories and transaction types. Some alcohol and prescription rules vary by state. Check the current terms rather than applying 2% to every receipt.
Can purchases by the household-cardholder count?
Costco’s cited terms focus on purchases by the primary member and the active primary household cardholder. Those purchases may qualify after category exclusions are applied. Do not assume purchases by other people count simply because they used household funds.
Do purchases made before I upgrade count?
No. The cited Executive terms exclude purchases made before the upgrade. For a midyear upgrade, calculate the reward only from qualified purchases made after the upgrade date and compare it with the prorated charge and later full renewal fee.
What happens when I renew Executive?
The next renewal is billed at the full Executive amount described in Costco’s detailed terms, currently $130 plus applicable tax, rather than at a one-time prorated amount. Recheck your expected qualified spending for each new 12-month period.

Why do Costco pages show $120 and $130 for Executive?
Costco’s campaign summary displays $120 and a $1,000 cap, while its detailed Executive and rewards pages and fee-change notice describe a $130 renewal and $1,250 cap effective September 1, 2024. Confirm the live amount shown at checkout or renewal before paying.
Is the $10 monthly delivery credit automatic?
No. Costco advertises it for eligible Executive members using SameDay.Costco.com or Costco through Instacart on qualifying orders. Account, order and offer conditions apply, and terms can change, so verify the current offer before counting any credit.
The Bottom Line
Gold Star is the safer value when qualified spending is below about $3,250 a year or most purchases are excluded. Executive can be worthwhile when eligible cardholders reliably exceed that qualified-spending estimate or when a specific service benefit fills the gap. Use Costco’s detailed current terms, not a broad household total, and confirm the live fee and reward rules at renewal.
