A climate claim is credible when its wording matches a defined scope, measurable data, transparent methods and evidence that an independent reader can inspect. It may be greenwashing when broad or impressive language creates a wider environmental impression than the records support, hides important conditions, or presents offsets as if they were direct emissions cuts. The label alone is not proof: test the exact claim, its boundary, its accounting and the rules that apply where it is made.

Start with the exact claim, not the company’s reputation

Copy the words exactly as they appear in an advertisement, annual report, product page, packaging, presentation or social post. Record the publication date, location and intended audience. A headline, photograph, color scheme or badge can create an environmental impression even when the qualifying detail appears elsewhere.

Then classify what you are reading. It may be:

  • A factual environmental representation, such as “uses 50% recycled material.”
  • A target or promise, such as “net zero by 2040.”
  • A comparative claim, such as “30% lower emissions than our previous model.”
  • A certification or seal.
  • A broad impression created by words and imagery, such as “green,” “clean” or “planet positive.”

Greenwashing is not established merely because a claim is broad, unpopular or criticized. The practical question is whether the claim is specific enough to test and whether competent evidence supports the meaning an ordinary reader is likely to take from it.

How can I tell if a company’s climate claims are greenwashing?

Use this sequence for every claim. Keep the evidence for each step; a missing public document supports skepticism or a request for substantiation, but does not by itself prove that no internal record exists.

1. Define what the claim covers

Ask whether the statement concerns one product, its packaging, one facility, the company’s direct operations or the full value chain. A product life-cycle result cannot automatically substantiate a company-wide statement. Likewise, a reduction at a headquarters building says little about emissions from suppliers, transport, product use or disposal unless those sources are included.

  • Product: the specified model, formulation or service.
  • Packaging: the container or shipping materials, not necessarily the product inside.
  • Direct operations: facilities and activities controlled by the organization.
  • Value chain: purchased goods, transport, use of products and end-of-life activities when those are included in the stated boundary.
  • Future result: an intended outcome that depends on milestones, funding and continuing action.

Write the boundary in one sentence. If you cannot, the claim is not yet testable.

2. Replace vague language with a question the company can answer

Words such as “eco-friendly,” “green,” “clean,” “sustainable” and “planet-safe” do not identify a metric or a limit. The U.S. Federal Trade Commission (FTC) says broad, unqualified general environmental benefit claims are difficult or impossible to substantiate and recommends clear, prominent, specific qualifications.

Translate the impression into a records request: Which greenhouse gases are counted? Which business units or products? What base year? What reporting period? Which calculation method? Which activities are excluded? What result is being compared with what?

3. Check the metric, boundary, baseline and period

A credible reduction claim identifies the measured quantity, the comparison point and the time window. Look for:

  • The gases and units counted, normally expressed as carbon-dioxide equivalent.
  • The organizational or product boundary.
  • The base year and whether that year has been recalculated after acquisitions, divestitures or methodology changes.
  • The reporting period and whether the result is annual, cumulative or a forecast.
  • The accounting method, emission factors and treatment of renewable electricity, biogenic emissions and removals.
  • Any exclusions, estimates or data-quality limitations.

“Emissions down 40%” is incomplete without these details. A percentage can improve because of real cuts, a change in production volume, a changed boundary or a different accounting method. Ask for both absolute emissions and intensity (for example, emissions per unit of product) when the claim relies on intensity.

4. Trace the evidence to the entity making the statement

Prefer an emissions inventory, methodology document, calculation workbook summary, progress table and assurance statement over a headline or badge. Check that the records belong to the legal entity named in the claim and cover the same facilities, products and period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An assurance statement is not a universal endorsement. Read what was checked, against which criteria, at what level of assurance and for which pages or metrics. Do not assume that an auditor’s limited assurance over selected inventory figures also covers a “carbon neutral” marketing statement, a target, a product claim or an offset portfolio.

5. Separate direct reductions from offsets

For any neutral, net-zero or reduced-impact statement, quantify the action mix. Ask:

  • How much of the result comes from measured reductions in the company’s own emissions?
  • How much relies on credits for reductions or removals elsewhere?
  • Are the credits tied to measured activity, and are the accounting rules disclosed?
  • What controls prevent the same reduction from being sold or counted more than once?
  • Does the wording make the company’s continuing emissions visible, or does it imply that they disappeared?

The FTC calls for competent and reliable scientific evidence, appropriate accounting and safeguards against selling the same reduction more than once for carbon-offset claims. The official material does not support a blanket verdict on any particular credit project; inspect the project evidence and the company’s accounting instead.

6. Test the qualification and the overall impression

A footnote cannot reliably cure a headline that gives a materially broader impression. Check the size, placement, contrast and wording of qualifications. A statement that a package is “recyclable” should explain where and under what conditions recycling is available. A claim that a service is “carbon neutral” should not depend on a qualification that an ordinary reader is unlikely to notice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What does “carbon neutral” actually mean?

“Carbon neutral” is a claim about balancing emissions with reductions or removals under a chosen accounting boundary and period. It does not necessarily mean that a company emitted no greenhouse gases. The phrase can describe a product, an event, a facility, a company’s operations or a wider value chain, so the boundary must be stated.

A defensible claim should show the gross emissions before balancing, the reductions achieved directly, the credits or removals used, the period covered and the accounting that connects them. It should also explain whether the balance is annual, cumulative or prospective. “Neutral” without those details leaves readers unable to tell what was balanced.

Offsets are therefore not automatically enough. They may be part of a substantiated claim when the accounting, quality controls and wording support it, but they do not replace a plan to reduce the claimant’s own emissions. A company that reports only the quantity of credits purchased has not, by that fact alone, demonstrated a reduction in its operational or value-chain emissions.

What evidence should support a net-zero or emissions-reduction claim?

Future claims need more than a distant date. Look for a dated baseline, interim targets, coverage of relevant emissions, a published implementation plan, capital or operational measures and regular progress reporting. The claim should identify what happens if milestones are missed and how any residual emissions are treated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evidence checklist for a target

  • Named legal entity and organizational boundary.
  • Base year, baseline emissions and any recalculation policy.
  • Interim targets with dates and measurable quantities.
  • Coverage of direct, purchased-energy and material value-chain emissions, with exclusions explained.
  • Specific actions, such as energy efficiency, process changes, renewable procurement or supplier programs.
  • Method for handling residual emissions and any removals or credits.
  • Governance, investment and reporting responsibilities.
  • Progress data and independent checking that covers the target information itself.

A target is not the same as an achieved result. Use future-tense wording literally: “plans,” “targets” and “intends” describe commitments, not completed reductions.

Can I trust sustainability certifications and green labels?

Treat a seal as evidence to inspect, not as a conclusion. Ask what the certification evaluated, which criteria and version applied, who performed the assessment, how the organization is funded, whether material relationships are disclosed and whether the certificate covers the exact claim being advertised.

The FTC says third-party certification does not relieve a marketer of substantiating express or implied claims. A logo may verify a narrow attribute while the surrounding marketing implies company-wide climate leadership. Read the certificate’s scope and exclusions, then compare them with the headline.

ISO 14021 addresses self-declared environmental claims on products and related claim programs. Its third edition cancels and replaces the 2016 edition and emphasizes transparent, scientifically sound, documented assessment and retained documentation. It defines greenwashing as an unsubstantiated, misleading or irrelevant environmental statement. The standard is a framework for evaluating claims, not proof that a particular company is truthful and not a substitute for jurisdiction-specific law.

Product and packaging claims need their own test

Do not transfer a corporate claim-check unchanged to a product label. For recycled-content, recyclability, renewable-energy and compostability claims, identify the material, percentage, location and conditions.

  • Recycled content: distinguish pre-consumer from post-consumer material and state the percentage and component covered.
  • Recyclable: identify the collection facilities and sorting or processing conditions available to consumers.
  • Compostable: state whether industrial facilities are required and whether those facilities are accessible.
  • Renewable energy: identify the energy attribute, site and period rather than implying that every operation runs directly on renewable power.
  • Certification seal: verify the criteria, issuer and scope.

In the U.S. FTC context, the Green Guides use a 60% consumer-access threshold when determining when recyclability claims should be qualified. That threshold belongs to the FTC guidance and its U.S. setting; it is not a universal rule for every country or product.

What do U.S. and EU rules say?

United States: FTC Green Guides

The FTC Green Guides explain how general truth-in-advertising principles apply to environmental marketing. The FTC rules page lists the most recent revision as October 11, 2012. The guidance addresses broad claims, qualifications, certification seals, recycled content, recyclability, compostability, renewable energy and carbon offsets.

It is older guidance, not a stand-alone, up-to-date climate statute. The reviewed material does not establish a single FTC substantiation test for every corporate net-zero or value-chain claim. Apply the guidance alongside the facts, the advertisement’s overall impression and other applicable law.

European Union: separate the proposal from the adopted directive

The European Commission page describing the Green Claims Directive identifies it as a proposal and reports its status as pending. The proposed approach includes criteria for substantiating explicit voluntary claims and independent accredited verification. Do not describe those proposed requirements as enacted law without checking the current legal status.

Separately, a Commission release dated April 30, 2024 explains that the Empowering Consumers for the Green Transition Directive bans product claims of a neutral, reduced or positive greenhouse-gas impact when those claims are based on offsetting. It also describes requirements for claims about future environmental performance. Implementation and application dates can differ by jurisdiction, so consult the legal text and current national implementation information before relying on a date-specific conclusion.

The Commission’s Green Claims page displays EU-focused figures from its 2020 context: 53% of green claims gave vague, misleading or unfounded information; 40% had no supporting evidence; and half of green labels offered weak or non-existent verification. The page, accessed in 2026, also displays 230 sustainability labels and 100 green-energy labels in the EU, with varying transparency. These figures are not a worldwide rate, a corporate-climate-only rate or a new 2026 study.

Question What to record
Scope Product, facility, direct operations or wider value chain
Metric and boundary Emissions included, calculation method and exclusions
Baseline and period Comparison year, reporting window and whether the result is absolute or intensity-based
Action mix Direct reductions, removals, offsets and remaining emissions
Evidence Records, methodology, assumptions and accessible qualifications
Independent checking Checker, criteria, assurance level and exact scope of the work
Wording Whether the headline impression is broader than the supporting detail

Common red flags—and what they do not prove

  • Unqualified “green” or “eco-friendly” language: a substantiation problem because the claim lacks a defined benefit; it is not, by itself, proof of deliberate deception.
  • A percentage with no baseline: impossible to interpret until the comparison year, boundary and period are supplied.
  • Only offsets are disclosed: does not show how much the company reduced directly or whether credits were counted correctly.
  • A badge with no accessible criteria: prevents meaningful review of what was actually assessed.
  • A target with no interim milestones: provides little evidence of a credible path, though an internal plan may exist.
  • A missing public methodology: justifies a request for substantiation; it does not establish that the claim is false.
  • A qualification hidden in a footnote: may fail to correct the prominent overall impression.

A practical worksheet for readers, investors and journalists

  1. Save the original page, label or advertisement and note its date and audience.
  2. Quote the exact environmental statement and list any visual cues that broaden its impression.
  3. Classify it as a factual claim, target, comparison, certification or general impression.
  4. Write the scope, metric, boundary, baseline and period in separate fields.
  5. Request the inventory, calculation method, exclusions, assumptions and relevant assurance statement.
  6. Separate direct reductions from offsets or removals and check for double counting controls.
  7. Compare the evidence with the headline and qualifications as an ordinary reader would see them.
  8. Record which questions remain unanswered and label the result accurately: substantiated, unclear, contradicted by available evidence or not yet verifiable.

This approach keeps criticism proportionate. A claim can be poorly worded, incomplete or unsupported in public materials without the available evidence proving that every underlying statement is false. Conversely, a precise-looking number can still mislead if its boundary or comparison is hidden.

What a credible claim normally looks like

A strong claim identifies the subject, metric, boundary, baseline and period in the claim or an immediately visible qualification. It links to methods and records, distinguishes reductions from offsets, states material exclusions and uses an assurance statement whose scope matches the statement being made. For a future target, it adds interim milestones and a plan for residual emissions.

A weak claim asks the reader to infer all of that from a slogan, color palette or seal. The fastest way to tell the difference is to turn the slogan into a records-based question and see whether the company answers it with specific, relevant evidence.
