Copper remains the most commonly used antifouling biocide, but some marine biofilm bacteria tolerate or resist copper. That finding adds complexity to hull maintenance; it does not show that copper-resistant bacteria are widespread on working ships, that they alone cause fouling, or that copper paints generally fail. The practical response is to choose and maintain a coating for the vessel and its operating conditions, and to clean it in ways that limit coating damage and environmental releases.

Why biofouling matters to ships

Biofouling is the accumulation of organisms on submerged vessel surfaces. It can increase drag, reduce speed and fuel efficiency, damage hulls or equipment, and transport aquatic nuisance species. Antifouling systems are intended to control or prevent unwanted attachment, but no coating makes hull management a one-size-fits-all problem.

The International Maritime Organization (IMO) defines an anti-fouling system as “a coating, paint, surface treatment, surface or device that is used on a ship to control or prevent attachment of unwanted organisms.” IMO: Anti-fouling systems

What copper-resistant bacteria evidence does—and does not—show

Marine studies show that copper-tolerant or copper-resistant bacteria occur in some environments and biofilms. They do not establish that these bacteria are common on operating ship hulls, that they are the sole or principal cause of hull fouling, or that a particular copper-based antifouling paint has failed because of them. Some of the clearest studies concern deep-sea samples or alloy surfaces, not commercial paint trials.

Deep-sea alloy biofilms

A 2022 study exposed seven alloys in the Yap Trench at a depth of 5,772 metres for one year. Copper-containing alloys hosted relatively high bacterial richness, including communities described as copper-resistant or copper-utilizing. This is evidence about biofilms on deep-sea alloys, not a test of antifouling paint performance on ships. Zhai et al., 2022

Hydrothermal-field isolates

A 2024 study isolated 12 highly copper-resistant bacteria from deep-sea hydrothermal fields and reported resistance up to 6–10 mM in that sampling and laboratory study. Those isolate counts and values are not measures of ship-hull prevalence or coating failure. Yu et al., 2024

Metal-treated boat-hull biofilms

A 2024 review describes a study of marine biofilms on copper- and zinc-treated boat hulls. It reports more tetracycline-resistant colonies on metal-treated surfaces than on untreated ones, even though the relative abundance of tet genes fell. Copper- and zinc-resistance genes increased four- to five-fold; the role of those genes in antibiotic resistance remains unresolved. The association does not prove that copper caused antibiotic resistance. FEMS Microbiology Reviews, 2024

Some fouling species show copper tolerance, and manufacturers may combine copper with booster biocides. These facts mean copper is not a universal solution; they do not demonstrate that copper-resistant bacteria defeat antifouling coatings generally. European Maritime Safety Agency: Anti-fouling

How antifouling coating approaches differ

The U.S. Environmental Protection Agency (EPA) lists several coating categories. Biocidal coatings release substances toxic to aquatic life to prevent attachment; copper is the most commonly used biocide, and formulations may include booster biocides. Fouling-release coatings are a different approach. The evidence here does not establish one category as best for every vessel.

Coating category What is established here What to consider
Hard Listed by EPA as a coating category. Match selection, application and maintenance to the vessel profile and operating conditions; confirm cleaning compatibility with the coating.
Controlled-depletion or ablative Listed by EPA as a coating category. Consider the vessel profile, maintenance needs and any limits on cleaning methods.
Self-polishing copolymer Listed by EPA as a coating category. Check the product’s intended use and local requirements rather than assuming all biocidal coatings perform alike.
Fouling-release Listed by EPA as a coating category; this is distinct from biocidal coatings. Assess suitability for the vessel’s use and the maintenance approach. The cited evidence does not establish universal superiority.

EPA emphasizes that coating selection, application and maintenance should suit the vessel profile. Cleaning an antifouling coating can release pulses of biocide into the environment, particularly when cleaning takes place within the first 90 days after application. That timing is an environmental consideration, not proof that a coating has failed. EPA: Discharges and the EPA’s Standards of Performance

Cleaning choices can create their own risks

In-water cleaning may physically damage an antifouling coating, shorten its service life, and release harmful wastes or invasive aquatic species. The cleaning method therefore matters alongside the coating: a routine that removes growth aggressively may also damage the protective surface or disperse organisms and coating residues. The IMO approved guidance on in-water cleaning in April 2025. IMO: Biofouling

Which international rules address antifouling and biofouling?

Two IMO frameworks address different environmental concerns. The International Convention on the Control of Harmful Anti-fouling Systems on Ships (AFS Convention) controls harmful antifouling systems. The IMO Biofouling Guidelines address management of ship biofouling to minimize transfer of invasive aquatic species. One does not replace the other.

The AFS Convention was adopted on 5 October 2001 and entered into force on 17 September 2008. In general, ships of 400 gross tonnage and above on international voyages need an International Anti-fouling System Certificate. Qualifying ships at least 24 metres long but under 400 gross tonnage generally carry a declaration, subject to the Convention’s terms and exceptions. The IMO’s revised Biofouling Guidelines were adopted in July 2023. IMO: Anti-fouling systems · IMO: Biofouling

Cybutryne restrictions

Amendments concerning cybutryne entered into force on 1 January 2023. From that date, ships may not apply or re-apply antifouling systems containing cybutryne. Existing coatings are subject to removal or barrier-coating requirements at the next scheduled renewal and no later than 60 months after the last application, with listed exceptions. Confirm the requirements that apply to the specific ship and jurisdiction before acting. IMO: Anti-fouling systems

How to make a practical coating and maintenance decision

  1. Identify the vessel’s operating profile. Consider how and where it operates, because EPA advises matching coating selection, application and maintenance to the vessel.
  2. Compare coating mechanisms. Determine whether a candidate is biocidal or fouling-release, and check its specific coating category and compatibility with the vessel.
  3. Check environmental and maintenance constraints. Review how cleaning may affect coating life and whether it could release biocides, harmful wastes or invasive organisms.
  4. Verify current rules. Check the AFS Convention requirements, cybutryne provisions and relevant jurisdictional rules for the individual ship.
  5. Keep claims proportional to evidence. Copper resistance is a real feature of some studied marine bacteria, but the available evidence does not provide a general coating failure rate or identify a best coating for all ships.

The strongest conclusion is about complexity, not a new universal fix: microbial adaptation is one consideration among coating design, vessel use, maintenance, cleaning impacts and regulation. EPA coating and discharge overview · IMO biofouling guidance
