Copper-free antifouling is not one technology. Some paints replace copper with another registered biocide; others contain no biocide and control fouling with a low-adhesion surface, a water-soluble wearing film, or a hard surface that must be washed before growth takes hold. The label’s active ingredient and directions—not the words “copper-free”—tell you which mechanism you are buying.
That distinction affects toxicity, vessel suitability, cleaning, durability, legal use and preparation of the hull. A coating that works well on a fast-moving commercial vessel may be a poor choice for a boat that sits at a dock for weeks. This guide explains the alternatives, the evidence behind them and a practical way to select and maintain one.
What “copper-free” actually means
“Copper-free” is a composition claim. It means the formulation does not use copper as its antifouling active ingredient; it does not prove that the product is biocide-free, nontoxic, effective in every waterway or legal for every hull and vessel category.

- Copper-free biocidal coatings use another active substance to poison or inhibit settling organisms.
- Non-biocidal coatings rely on surface physics, controlled wear or cleaning rather than a leaching toxicant.
Read the current product label and safety data sheet for the active ingredient, approved uses, substrate, overcoating limits, preparation, cleaning method and protective equipment. Registration and availability change by jurisdiction; a product approved in one state or country may not be approved in another.

How conventional copper antifouling works
Traditional antifouling paint continuously releases copper ions, creating a surface that is toxic to many algae, barnacles and other fouling organisms. Some products add “booster” biocides. The coating’s binder may be hard or self-polishing: in a self-polishing film, water and movement gradually wear the surface so fresh biocide is exposed.
The release is not constant under every condition. The U.S. Environmental Protection Agency notes that hull cleaning can produce pulses of biocide discharge, particularly during the first 90 days after application. Its guidance stresses that coating type, film thickness, application and maintenance must match the vessel profile to manage biofouling and reduce spread of aquatic nuisance species.
Washington State’s Department of Ecology reported that 73 of 87 registered antifouling products in an August 2023 database snapshot contained copper-based biocides. The figure is Washington-specific and registrations change. The same report describes an EPA maximum allowable leach rate adopted in 2019 for registered copper-containing recreational-vessel paints: 9.5 micrograms of copper per square centimeter of painted surface per day. That number is a regulatory limit in its stated context, not a prediction of every product’s release.
What replaces copper in copper-free products?
Other biocides
A copper-free biocidal paint substitutes a different active ingredient. Washington Ecology’s June 2024 report identified tralopyril, zinc pyrithione and DCOIT among copper-free biocidal ingredients registered for use in Washington at that time. This is a dated, jurisdiction-specific list, not a universal inventory. Each active substance has its own environmental profile, legal restrictions, application rate and recoat requirements.
An archived EPA-accepted Mission Bay label dated April 14, 2011, for example, lists zinc omadine and describes an ablative, self-polishing antifoulant for ships, boats, barges, yachts and running gear. It is useful evidence that this category exists, but it is not confirmation that the formulation is currently sold or approved for your location. The current label for the product you actually use controls, including its personal-protective-equipment instructions.
Silicone and fluoropolymer foul-release surfaces
Foul-release coatings generally use a silicone elastomer, often based on polydimethylsiloxane (PDMS), and sometimes fluoropolymers. They create a very smooth, low-surface-energy film. Organisms can still land on it, but the attachment is weak; vessel motion, water flow or careful cleaning can remove the growth without a continuously leaching biocide.

This is a change in objective: the coating does not have to prevent every spore or larva from touching the hull. It has to keep the bond weak enough that early growth comes off before it develops a strong holdfast or shell structure. Scrubbing rules matter because aggressive tools can damage the film and create a rough patch where fouling anchors more easily.

Biocide-free self-polishing (ablative) films
Washington Ecology also describes water-soluble, ablative coatings that slowly thin through chemical and mechanical action. The wearing film renews a relatively smooth surface while the vessel moves. Unlike a biocidal self-polishing paint, a non-biocidal version does not release an active toxicant as it wears.
Because the film is intentionally consumed, application thickness, launch timing and haul-out intervals are important. Follow the manufacturer’s specified number of coats and immersion window; assuming that any generic ablative overcoat is compatible can cause premature failure or uneven polishing.
Hard treated-composite surfaces
Epoxy, polyester, vinyl-ester and ceramic-epoxy systems can form a durable, hard barrier. The resin itself does not directly stop settlement. Its strategy is to provide a smooth, repairable surface that can be washed on a schedule before organisms mature.
These systems can suit owners who can inspect and clean regularly, but they do not forgive neglect. Once growth becomes heavy, removal takes longer and increases the chance of scratching the coating or spreading viable organisms.

A European Commission summary of Lagerström and colleagues (2022) describes a one-year field comparison that began in July 2020. Painted 15 × 15 centimetre PVC panels were submerged at three Swedish coastal research stations: one in the Baltic and two in the Skagerrak. The tested silicone foul-release coating performed as well as or better than two copper-based coatings at all three sites.

That is meaningful evidence for that formulation, comparison set and exposure period. It does not establish that every silicone product will perform the same way in a different salinity, temperature, fouling community, vessel speed or cleaning regime. The Commission also warns that silicone formulations vary, some may contain leachable silicone fluids that persist, and additional environmental research is warranted. “Biocide-free” therefore means lower toxicity than the copper coatings studied in that comparison, not harmlessness in every formulation.
Washington Ecology’s 2024 report calls the non-biocidal category immature, with limited toxicity and environmental-risk studies. It identifies foul-release coatings as leading alternatives but notes two practical weaknesses: long idle periods and limited mechanical strength. Many products were aimed primarily at commercial vessels. The report-era recreational examples Hempel Silic One and International Marine’s B-Free Explore illustrate availability at that time; verify current regional labeling and stock before treating either as an option for your boat.
Bureau of Reclamation research on invasive-mussel control also describes silicone-elastomer foul-release coatings and records concerns about durability and mechanical damage. That work concerns infrastructure, not direct proof of recreational-hull performance, so it should be used to understand failure modes rather than as a boat test.

Choosing by vessel profile
EPA guidance makes vessel profile central to biofouling management. Evaluate the following before choosing a chemistry:
- Movement: A foul-release film usually benefits from regular motion and water flow. A boat that remains stationary for long periods may need scheduled cleaning or a different system.
- Idle time: Count the longest normal berth, winter storage afloat and emergency layups. Long idle periods can allow settlement to mature on a low-adhesion surface.
- Fouling pressure: Warm, nutrient-rich or brackish water can demand more frequent inspection than a cold, open-water berth.
- Hull substrate: Fiberglass, aluminum, steel, wood and previously coated surfaces have different primers and compatibility limits.
- Mechanical exposure: Trailer bunks, beaching, fenders, anchor handling and propeller turbulence can abrade a soft silicone film.
- Cleaning access: Choose only a system you can inspect and clean with the permitted tools and frequency.
- Local rules: Registration, in-water cleaning, capture requirements and discharge limits vary by jurisdiction and vessel class.
Application and maintenance workflow
1. Confirm the current label
Record the product name, active ingredient (if any), approved vessel and substrate, immersion limits, overcoating window, allowable cleaning method and required protective equipment. Do not rely on an old label, a retailer description or a generic statement that a coating is “eco-friendly.”

2. Inspect and identify the existing system
Determine whether the hull has copper paint, another biocidal paint, gelcoat, epoxy barrier or an unknown mixture. Check for blistering, chalking, flaking and previous repairs. If the existing coating is unknown or incompatible, remove or isolate it according to the new system’s specification rather than applying a universal primer by guesswork.

3. Prepare the surface exactly as specified
Preparation can include pressure washing, sanding, degreasing, fairing and a specified primer. Keep residues out of the water and follow local waste rules. Foul-release systems are especially sensitive to contamination and surface profile; a smooth topcoat cannot compensate for wax, silicone contamination or an unstable underlayer.
4. Apply the specified film thickness
Use the stated number of coats and wet-film or dry-film thickness. Measure rather than estimating by the can’s coverage because insufficient thickness can shorten service life, while excessive thickness can change polishing behavior or delay cure. Observe temperature, humidity and recoat intervals.
5. Respect the immersion and launch window
Some systems require a minimum cure before launching; ablative products may have a maximum time between final coat and immersion. Record the dates and conditions in the boat’s maintenance log.
6. Inspect on a schedule
Inspect the waterline, shaded areas, leading edges, transducers, through-hulls, trim tabs, propeller shaft and other niche areas. Look for slime, barnacles, coating wear, scratches and exposed primer. Early detection is particularly important for hard, non-biocidal surfaces.
7. Clean without defeating the coating
Use only the label-approved pad, brush, diver procedure or in-water system. EPA regulates applicable in-water cleaning without capture, and local rules may require capture or prohibit cleaning in particular waters. Aggressive scraping can remove a foul-release film, increase roughness and create a high-fouling repair zone.

Environmental and regulatory trade-offs
Replacing copper can reduce copper discharge, but the alternative still needs scrutiny. A copper-free biocide remains a toxicant by design. A silicone film may contain mobile ingredients; a hard coating shifts the burden toward cleaning, waste handling and energy use. Compare the complete life cycle rather than assuming that “no copper” equals “no impact.”
Check the current authority in the waters where the boat is painted, launched, stored and cleaned. EPA rules, state registration lists, marina policies and international requirements can differ by vessel category. A coating’s approval in Washington, Sweden or an archived U.S. label does not automatically transfer to another location.
Common failure modes and fixes
Fouling appears on a foul-release coating
Settlement is not proof that the coating failed. Check vessel movement, idle duration and cleaning timing first. Remove weak growth with the approved method, then inspect for scratches or contamination. If attachment is strong across the hull, reassess whether the product is suitable for the vessel’s operating profile.
Recommended Free Tools
The new coating peels or wrinkles
Likely causes include incompatible old paint, inadequate preparation, trapped moisture, incorrect primer, wrong film thickness or launching before cure. Stop adding coats, document the conditions and consult the product’s technical service instructions for removal and recoating.
Wear is uneven
High-flow areas, chines, leading edges, trailer supports and propeller wash can consume an ablative or soft film faster. Measure remaining thickness at representative locations and repair only with the approved compatible system.
Cleaning damages the surface
Switch to the label-approved tool and frequency. Record who cleaned, where and with what equipment. Deep gouges should be repaired before organisms colonize the roughened area.
A practical decision matrix
| Option | Primary mechanism | Best fit | Main limitations |
|---|---|---|---|
| Copper-free biocidal paint | Leaches a non-copper active ingredient | Owners who need a conventional paint system and have a locally registered active ingredient | Still biocidal; ingredient-specific restrictions and environmental risks apply |
| Silicone or fluoropolymer foul-release | Low adhesion; motion and approved cleaning remove growth | Frequently moving vessels with controlled cleaning | Idle time, abrasion and mechanical damage can reduce performance |
| Biocide-free ablative | Water-soluble film gradually renews by wear | Applications where a sacrificial, non-biocidal film is allowed and maintained to specification | Consumes film; thickness, cure and compatibility are critical |
| Hard epoxy, polyester, vinyl-ester or ceramic-epoxy | Durable smooth surface plus scheduled washing | Owners able to inspect and clean frequently | Does not prevent settlement by itself; neglected growth becomes difficult to remove |
Questions to ask before buying
- Is the product copper-free but still biocidal, or genuinely biocide-free?
- What is the current registered active ingredient and allowed vessel use in my jurisdiction?
- Is it compatible with the hull material, primer and existing coating?
- How long can the boat remain idle before cleaning is required?
- Which pads, brushes, divers and in-water methods are allowed?
- What film thickness, cure time, launch window and expected wear rate does the label specify?
- How are damaged areas repaired without creating a different, incompatible patch?
- What are the marina’s rules for painting, hauling, washing and collecting residues?
Bottom line
Copper-free antifouling replaces copper in several fundamentally different ways: another biocide, a low-adhesion foul-release surface, a controlled-wear non-biocidal film or a hard surface maintained by cleaning. Foul-release coatings have encouraging site-specific field results and generally lower toxicity than the copper systems studied, but they are not maintenance-free or automatically harmless. The right choice follows from vessel motion, idle time, fouling conditions, hull and existing coating, cleaning capability and current local rules. Verify all of those on the current label before painting.
