Short answer: A Copilot+ PC is a Windows 11 laptop that meets Microsoft’s hardware requirements for a 40+ TOPS neural processing unit (NPU), along with listed minimums of 16GB RAM and a 256GB SSD for consumer systems. That qualification enables certain Windows AI experiences, including features such as Recall (preview), translated Live Captions, Cocreator in Paint and Windows Studio Effects. A standard Windows 11 laptop can run Windows and ordinary desktop software without meeting the NPU threshold.
The Copilot+ badge is an eligibility label, not a guarantee that the laptop is faster in every application, has longer battery life or is a better value. The right choice depends on the exact processor, memory, storage, software compatibility, price, battery evidence and whether you will use the qualifying AI features.
What is a Copilot+ PC?
Microsoft uses Copilot+ PC for a class of Windows 11 computers with an NPU capable of more than 40 trillion operations per second, commonly written as 40+ TOPS. The NPU is a specialized processor for neural-network workloads. It works alongside the central processing unit (CPU), graphics processor (GPU), memory and storage rather than replacing them.
What’s actually slowing this PC down?

Microsoft’s consumer comparison specifies 16GB of RAM and a 256GB SSD as minimums for Copilot+ systems. The NPU threshold is the defining distinction: a laptop can have a fast CPU, a large SSD and plenty of memory yet remain a conventional Windows 11 PC if its NPU does not meet the Copilot+ requirement.

Qualifying processor families include selected Snapdragon X, Intel Core Ultra 200V and AMD Ryzen AI 300 systems. Eligibility is tied to the exact chip and configuration, not simply to a brand name or a marketing reference to “AI.” A model family can contain several configurations, so check the processor specification for the particular laptop you intend to buy.
What is a standard Windows laptop?
A standard Windows laptop is any compatible Windows 11 computer that does not carry the Copilot+ qualification. It may have no NPU, or it may have an NPU below Microsoft’s 40+ TOPS threshold. It can still run Windows 11, desktop applications, browsers, games, business software, accessibility tools and ordinary Windows security features.
Some Windows AI functions are available on ordinary Windows 11 PCs. Microsoft’s business comparison separates features available across Windows 11 from capabilities identified specifically for Copilot+ PCs. Therefore, “standard” does not mean “no AI”; it means the machine is not guaranteed to satisfy the Copilot+ hardware and feature requirements.

Copilot+ PC vs. standard Windows laptop: the core differences
| Area | Copilot+ PC | Standard Windows 11 laptop |
|---|---|---|
| Operating system | Windows 11 | Windows 11 or a compatible Windows edition |
| NPU requirement | More than 40 TOPS, according to Microsoft’s Copilot+ definition | No 40+ TOPS Copilot+ requirement |
| Microsoft consumer minimums | 16GB RAM and 256GB SSD are listed minimums | Requirements depend on Windows and the model; the Copilot+ minimums do not apply as a category rule |
| Exclusive or identified experiences | Eligible for certain Copilot+ experiences when other prerequisites are met | Cannot be assumed to support every Copilot+ experience |
| CPU and everyday speed | Varies by processor, cooling, memory, storage and application | Varies by the same factors |
| Battery life | Depends on configuration, workload, display, network, settings and power management | Depends on the same factors |
| Application compatibility | Must be checked for the particular processor platform and application | Must also be checked; x86 compatibility may be more familiar on many models |
| AI processing | Some supported workloads can use the local NPU; others use the CPU, GPU or online services | AI workloads can use available CPU, GPU, NPU or cloud services, depending on the feature |
Why the NPU matters
An NPU is designed to execute common AI operations efficiently. Offloading a supported task to it can leave the CPU available for other work and may reduce power use compared with running the same operation continuously on a general-purpose processor. That benefit applies only when Windows or an application is written to use the NPU.
TOPS means trillion operations per second. The 40+ TOPS figure describes AI-acceleration capability under the metric used for Copilot+ eligibility. It is not a universal speed score. It does not tell you how quickly a laptop compiles code, exports video, opens a large spreadsheet, runs a game or completes a browser task. CPU architecture, clock behavior, cooling, memory bandwidth, storage and software optimization still determine those results.
Two laptops with the same Copilot+ qualification can feel different because their displays, thermals, memory capacities, power limits and storage devices differ. Conversely, a standard laptop with a strong CPU or discrete GPU can be faster for a particular non-AI workload than a Copilot+ model designed for low-power mobility.

Recall (preview)
Recall is an identified Copilot+ experience that helps you find things you have seen on your PC. Microsoft’s Windows requirements page says Recall (preview) requires Windows Hello Enhanced Sign-in Security. Availability can also depend on Windows version, device configuration, region and language. Treat the feature as optional and verify that it is offered on the exact system and software build you are considering.

Live Captions with translation
Copilot+ systems can provide Live Captions with translation among the identified capabilities. The useful question is not simply whether a laptop has the badge, but whether the language pair you need is supported in your region and current Windows release. Language coverage and behavior can change as Microsoft updates Windows.
Cocreator in Paint
Cocreator in Paint is listed as a Copilot+ experience for generating or refining images while you work in Paint. Feature access is subject to Microsoft’s current requirements. Microsoft also notes that some Cocreator experiences require an internet connection and a Microsoft account because they use cloud services, so the presence of an NPU does not make every image operation completely offline.
Windows Studio Effects
Windows Studio Effects can use local AI processing for supported camera and audio effects, such as background treatment or eye-contact assistance. The available effects depend on the camera, drivers, Windows version and device implementation. Confirm that the particular effect you want appears in the laptop’s current settings rather than relying on the product badge alone.

Local AI components
Microsoft’s AI components documentation, updated for Windows 11 version 26H2 on September 29, 2026, describes components such as Phi Silica as designed to run locally with the NPU. Local execution can reduce the need to send some operations to an online service, but “local AI” is not a promise that every Windows feature is offline. For each feature, check whether it needs a network connection, Microsoft account, language pack, security setting or additional download.
Local processing versus cloud processing
The Copilot+ label indicates hardware suitable for certain local AI workloads; it does not convert all Microsoft AI into an offline function. A feature may combine local processing with an online service, or it may be entirely cloud-based.
- Local processing: The NPU, CPU or GPU performs the operation on the laptop. This can help with responsiveness, privacy boundaries and use without a network, but only for workloads designed to run locally.
- Cloud processing: The laptop sends work to an online service. An internet connection, account, service availability and sometimes a subscription or usage limit may be required.
- Hybrid processing: Windows performs part of the task locally and calls a service for another part. Results can vary with network quality and service status.
Before buying for privacy or travel, read the requirements for the specific feature. Microsoft explicitly says some Cocreator and Photos experiences require internet access and a Microsoft account. Do not infer offline operation from the words “AI PC” or “Copilot+.”
Performance: what the badge does and does not tell you
Microsoft’s comparison material makes broad performance statements, but those statements are not a universal independent comparison of every Copilot+ and conventional laptop. The 40+ TOPS requirement measures NPU capability for AI workloads, not overall system performance.
For conventional tasks, compare the actual processor model, sustained power behavior, cooling design, RAM capacity, SSD performance and graphics hardware. A laptop with 16GB of RAM may be adequate for office work but less comfortable for large creative projects or virtual machines. A 512GB or 1TB SSD may be more practical than the 256GB minimum once Windows, applications and personal files are installed.

Application compatibility is especially important on systems using a new processor architecture. Check the developer’s supported operating systems and processor architectures for specialist software, device drivers, plug-ins, games, VPN clients, printer utilities and accessibility tools. Emulation can make an application run, but compatibility and performance should be confirmed for the exact version you need.
Battery life: avoid “up to” assumptions
Battery life is not determined by the Copilot+ label. Microsoft’s catalog includes model and configuration examples with battery figures, while its comparison guidance notes that results vary with configuration, usage, network conditions, settings and other factors. A manufacturer’s “up to” number is a controlled estimate, not a guarantee for your workday.
When comparing battery claims, match the conditions as closely as possible:
Free tools Windows power users keep installed

- Use the same screen size, resolution, refresh rate and brightness assumptions.
- Compare the same workload, such as web browsing, video playback or office editing.
- Account for Wi-Fi or cellular use, connected peripherals and background synchronization.
- Check battery capacity and charger size when portability matters.
- Look for independent testing performed with comparable configurations; the figures in Microsoft’s catalog are not a substitute for a standardized test across all models.
An efficient NPU can help a supported AI task use less power than a CPU-only implementation, but that does not prove longer total runtime. Display brightness, processor power limits and battery capacity can outweigh any NPU advantage.
How to compare two laptops before buying
- Confirm the exact qualification. Record the processor family and model. Verify that the configuration is advertised as Copilot+ and has a 40+ TOPS NPU, rather than accepting a generic “AI” description.
- List the features you will actually use. Write down whether you need Recall, translated Live Captions, Cocreator, Studio Effects or another named experience. Open Microsoft’s current requirements for each one.
- Check prerequisites. Look for Windows 11 version, language and region support, Windows Hello Enhanced Sign-in Security, Microsoft account requirements, internet access and any required camera or microphone hardware.
- Verify application compatibility. Check every work-critical application, plug-in, game, printer, scanner, VPN and peripheral. Pay particular attention to processor architecture and driver availability.
- Compare the configuration, not the badge. Record RAM, SSD capacity, display, keyboard, ports, wireless standard, webcam, weight and charger. A model with the minimum 16GB and 256GB may not match a standard laptop with more storage or memory at the same price.
- Compare task-specific performance. Use benchmarks or reviews that represent your workload. Do not substitute an NPU TOPS number for CPU, GPU or application testing.
- Evaluate mobility. Compare battery evidence under similar conditions, device weight, charging options and display behavior. Consider whether your travel software and accessories work without workarounds.
- Check current pricing and availability. Microsoft and manufacturers change configurations and prices. Confirm the exact retailer listing, warranty, return terms and included charger before purchase.
Who should choose a Copilot+ PC?
Choose Copilot+ when a named feature is central to your work
If you specifically need a qualifying local AI experience, begin with the feature’s requirements and select a model that meets them. For example, a user who relies on translated Live Captions or supported Studio Effects should verify language, camera and Windows-version support before paying for the hardware.
Choose it for a new-device preference, not an assumed speed advantage
Copilot+ can be a sensible platform choice when you want newer processor designs, local AI capability and a current Windows device. The decision is still configuration-specific. Compare the laptop’s CPU performance, memory, storage, display and price against alternatives rather than assuming that the badge makes every model superior.
Consider it for supported local AI development
Developers building or using software that explicitly targets Windows NPUs may benefit from the qualifying hardware. Confirm the framework, driver and model support for the NPU in question. A 40+ TOPS rating alone does not guarantee that a particular development tool will use it.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesWho should choose a standard Windows laptop?
Conventional office and school workloads
Web applications, documents, email, presentations, accounting software and video meetings do not require Copilot+ eligibility. A standard Windows laptop with adequate RAM, storage and a comfortable keyboard can meet these needs.

Specialist software or peripherals with established compatibility
If your work depends on a legacy driver, plug-in, enterprise security client or unusual peripheral, a conventional x86 Windows configuration may reduce compatibility risk. Confirm support for any new platform before switching.
Maximum value in non-AI performance
If your priority is gaming, 3D rendering, engineering software, video production or large data work, allocate the budget to the component that limits that workload. That might be a discrete GPU, a higher-power CPU, more RAM or a larger SSD rather than an NPU qualification.
Common buying mistakes and fixes
Mistake: treating 40+ TOPS as a general benchmark
Fix: Use TOPS only to establish AI-acceleration eligibility. Read CPU, GPU and application-specific results for the work you perform.
Mistake: assuming every AI feature is offline
Fix: Check the feature’s connection and account requirements. Cocreator and some Photos experiences may use cloud services even on a Copilot+ machine.
Mistake: buying by processor family alone
Fix: Verify the exact laptop configuration. Screen, memory, storage, thermals, ports and firmware can differ within one processor family.
Mistake: treating a battery estimate as a guarantee
Fix: Compare results measured under similar workloads and settings, then allow for your brightness, wireless use and applications.
Mistake: ignoring feature availability
Fix: Confirm the region, language, Windows release and security settings. Feature access can change with software updates and may not be identical across devices.
Mistake: overlooking security prerequisites
Fix: For Recall (preview), check the requirement for Windows Hello Enhanced Sign-in Security and make sure the device can be configured accordingly.
Setup checklist for a new Copilot+ laptop

Decision guide
| Your priority | More suitable starting point | What to verify |
|---|---|---|
| Recall, translated captions or other identified Copilot+ experiences | Copilot+ PC | 40+ TOPS NPU, Windows version, region, language and feature prerequisites |
| Documents, browsing, email and video calls | Either category | Keyboard, webcam, RAM, storage, display quality, price and battery evidence |
| Legacy applications or unusual peripherals | Often a conventional Windows configuration | Application and driver compatibility for the exact processor platform |
| Gaming or GPU-heavy creative work | Whichever has the stronger suitable GPU and cooling | Game or application benchmarks, graphics memory, thermals and charger capacity |
| Offline use and privacy-sensitive workflows | Either category, feature by feature | Whether the specific operation is local, hybrid or cloud-based |
| Lowest purchase price for ordinary tasks | Compare standard and Copilot+ models | Total configuration, warranty, upgradeability and current sale price |
Bottom line: is a Copilot+ PC better?
A Copilot+ PC is different, not automatically better. Its defining advantage is eligibility for Windows experiences that require a 40+ TOPS NPU, with Microsoft listing 16GB of RAM and a 256GB SSD as consumer minimums. A standard Windows 11 laptop remains capable of running Windows and conventional applications and may be the better fit when compatibility, price or non-AI performance matters more.
Choose Copilot+ when you have verified a feature you will use and the exact model satisfies its language, region, account, network and security requirements. Choose a standard laptop when your workload is conventional or when another configuration delivers the CPU, GPU, storage, display, keyboard or compatibility you need. In both cases, compare the complete model and workload evidence rather than the badge alone.
