Short answer: A Copilot+ PC is a Windows 11 computer that meets Microsoft’s additional hardware requirements for a group of AI-enabled Windows experiences. A regular Windows laptop may run Windows 11 perfectly well but does not necessarily qualify for those experiences. Copilot+ status is an eligibility label, not a guarantee of faster everyday performance, longer battery life, lower price, or better value.
What the Copilot+ label actually means
Copilot+ is a hardware qualification layered on top of Windows 11. The label indicates that the specific computer configuration meets Microsoft’s minimum requirements for Copilot+ experiences. It does not describe every aspect of the laptop, and it does not replace model-specific testing.
A regular Windows laptop can still be a capable Windows 11 computer for web browsing, office work, programming, creative applications, gaming, video calls, and local AI software. The difference is that Microsoft does not classify it as Copilot+ unless it satisfies the complete Copilot+ hardware floor. A machine can therefore have an NPU, run Windows 11, and support some AI applications without qualifying for the Copilot+ designation.

Copilot+ hardware requirements versus ordinary Windows 11 requirements
Microsoft’s current Copilot+ minimums require all of the following in addition to Windows 11’s baseline requirements:
| Requirement | Copilot+ minimum | Why it matters |
|---|---|---|
| Processor or system-on-chip | A compatible processor or SoC with an NPU capable of at least 40 TOPS | The NPU supplies the minimum stated neural-processing capability for qualifying experiences. |
| Memory | 16 GB DDR5 or LPDDR5 RAM | A laptop with less memory does not qualify, even if its processor includes a sufficiently capable NPU. |
| Storage | 256 GB SSD or UFS | The storage requirement is part of the qualification and also affects room for Windows, applications, updates, and local data. |
| Operating system | Windows 11 meeting the normal Windows requirements | Copilot+ is not a separate operating system; it is a hardware qualification for selected Windows 11 experiences. |
Microsoft currently lists AMD Ryzen AI 300 and 400 series, Intel Core Ultra 200V and 300V series, and Snapdragon X series among the processor families that can appear in Copilot+ systems. The family name alone is not enough to confirm eligibility. A particular configuration still needs the required NPU capability, at least 16 GB of the specified memory, and at least 256 GB of the specified storage.
Microsoft explicitly notes that some Windows 11 PCs contain an NPU capable of 40+ TOPS but fail another Copilot+ requirement, such as memory or storage. Those machines can remain useful Windows computers and may run compatible local AI applications, but they are not Copilot+ PCs and will not receive experiences that require the full qualification.

1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhat you gain with a Copilot+ PC
The main benefit is access to designated Windows experiences that require the qualifying hardware. Microsoft’s feature list changes over time, and availability can depend on the device, Windows version, region, language, and software release. Check the current requirements for the particular feature you care about rather than assuming every Copilot+ function is available on every model.
Click to Do
Click to Do is a Copilot+ experience that can offer contextual actions on selected content. The available actions are not identical on every computer. Microsoft says they can vary by device, region, language, and character set, and some actions require a subscription. If a particular action is important to your workflow, verify that it is supported in your location and language and that your account meets any subscription requirement.
Agent in Settings
Agent in Settings is listed among Microsoft’s Copilot+ experiences. It is intended to help users find or change settings through a more guided, natural-language interaction. The existence of the feature does not mean every setting can be changed automatically, nor does it remove the need to confirm what a proposed change will do. Treat it as an additional way to navigate supported settings, not as a blanket replacement for Windows’ existing controls.
Automatic Super Resolution
Automatic Super Resolution can improve the apparent resolution of supported games by using neural processing. Microsoft describes it as working with a curated set of games and, in its current feature information, makes it available on Copilot+ PCs with Snapdragon X Series processors. That qualification is important: a Copilot+ laptop using another processor family should not be assumed to support this feature, and even on a supported system the game must be in the curated set.

Local and cloud-assisted experiences
Copilot+ branding does not mean every AI operation runs offline. Some experiences are designed to run locally on the laptop, while certain image-generation or image-editing operations may use cloud services and require an internet connection. Conversely, not every Windows AI feature is exclusive to Copilot+ PCs. Before relying on a feature while traveling or working without connectivity, check whether that feature processes data locally and what its current connection requirement is.
Recall: the most specific set of requirements
Recall is opt-in and has requirements beyond the general Copilot+ floor. Microsoft Support says a device must be a qualifying Copilot+ PC that also meets the Secured-core standard, includes a 40 TOPS NPU, has at least 16 GB of RAM and 256 GB of storage, and has at least 50 GB of free storage available when Recall is enabled.
Security prerequisites
To use Recall, Microsoft requires Device Encryption or BitLocker and Windows Hello Enhanced Sign-in Security with at least one biometric option enrolled. Depending on the laptop, that biometric option may be a fingerprint reader or facial recognition hardware. A Windows Hello PIN by itself does not satisfy the stated biometric requirement.
Storage behavior
Recall needs 50 GB of free space to be enabled. Automatic snapshot saving pauses when the device has less than 25 GB of free storage. These thresholds are free-space requirements, not additional capacity built into the laptop, so a 256 GB model with a crowded drive may not be able to enable or continue automatic snapshots until space is recovered.
What Recall stores and what you control
Microsoft Support states: “Snapshots and the contextual information derived from them are saved and encrypted to your local hard drive.” Microsoft also says users must opt in, can choose which apps and websites are saved, and can delete snapshots, pause saving, or turn Recall off.
Those statements describe Microsoft’s documented design and controls; they are not an independent security audit. Before enabling Recall on a work or shared computer, review your organization’s policies, decide which applications and sites should be excluded, and confirm that you understand how local encryption, account protection, and physical access to the laptop affect your risk.
What a regular Windows laptop can still do
“Regular” does not mean obsolete or incapable. A non-Copilot+ Windows 11 laptop can run the normal Windows desktop, traditional applications, browsers, games, peripherals, and many AI tools. If your priorities are a particular CPU performance level, a discrete graphics processor, a large screen, a legacy business application, specialist ports, or a lower purchase price, a non-Copilot+ model may be the better fit.

Some ordinary Windows laptops include NPUs below the Copilot+ threshold, while others include an NPU above 40 TOPS but miss the memory or storage minimum. The presence of an NPU can help compatible applications, but it does not by itself unlock the complete set of Copilot+ experiences.
Does Copilot+ mean faster performance or longer battery life?
No universal conclusion follows from the label. The Copilot+ requirements establish a minimum NPU capability, memory amount, and storage capacity; they do not establish that every qualifying laptop is faster than every non-qualifying laptop for every workload.
Everyday speed depends on the exact processor implementation, cooling system, power limits, storage, graphics hardware, application, and workload. A regular laptop with a high-performance processor can outperform a thin Copilot+ model in a sustained task, while a Copilot+ design may be preferable for a workload that benefits from local NPU processing. Neither outcome can be inferred from the category name alone.
Battery life is similarly model-specific. Screen size and brightness, battery capacity, processor power settings, wireless use, background applications, and workload all matter. Compare independent battery results for the exact configuration you intend to buy, not a generic claim about Copilot+ PCs.
Value also depends on price and configuration. A Copilot+ model may include newer silicon or premium design features, but the qualification itself does not prove that it is the least expensive, fastest, or most suitable choice. Compare complete specifications and the features you will actually use.

How to verify that a laptop really qualifies
Retail listings often use a model-family name across several configurations. Verify the exact unit, not just the marketing series.
- Identify the complete processor name. Record the processor or SoC model and confirm that its NPU is rated at 40 TOPS or more. Do not rely solely on a broad family label.
- Check memory type and capacity. Confirm at least 16 GB of DDR5 or LPDDR5 RAM. A lower-memory configuration can remove Copilot+ eligibility even when the processor is otherwise suitable.
- Check storage. Confirm at least 256 GB of SSD or UFS storage. Also consider how much space remains after Windows, recovery data, applications, and updates are installed.
- Confirm the operating-system edition and configuration. The laptop must meet Windows 11’s normal requirements. Check the seller’s exact configuration rather than assuming an older Windows model will become Copilot+ through an update.
- Match the feature to the hardware. If you want Automatic Super Resolution, verify that the laptop uses a Snapdragon X Series processor and that your game is supported. For Click to Do or Agent in Settings, check current regional, language, device, and subscription conditions.
- Check Recall prerequisites separately. Confirm Secured-core support, Device Encryption or BitLocker, Windows Hello Enhanced Sign-in Security with a biometric option, and at least 50 GB of free storage.
- Verify software and connectivity needs. Determine whether the feature runs locally or requires cloud processing and an internet connection. This matters for travel, privacy policies, and metered connections.
- Compare the rest of the laptop. Examine display quality, keyboard, ports, webcam, wireless hardware, repairability, warranty, price, and independent tests of the exact model.
Which type should you choose?
| Your priority | Likely better starting point | Reason |
|---|---|---|
| You specifically want current Copilot+ Windows experiences | Copilot+ PC | The hardware qualification is required for designated experiences such as Click to Do, Agent in Settings, and supported Automatic Super Resolution configurations. |
| You want Recall and accept its storage and security prerequisites | Copilot+ PC that meets Recall’s additional requirements | Recall requires more than the general Copilot+ floor, including free-space, encryption, biometric, and Secured-core conditions. |
| You mainly run established desktop software or browser applications | Either category | Copilot+ status may not change your core workload; compare the exact processor, memory, storage, display, ports, and price. |
| You need a discrete graphics processor or specialized workstation performance | Compare exact models across both categories | The Copilot+ label does not describe graphics performance or sustained workload behavior. |
| You want the lowest price for adequate Windows 11 capability | Regular Windows laptop may be sufficient | You avoid paying for a qualification whose exclusive experiences you may not use, but still need to verify ordinary Windows requirements and your desired specifications. |
| You work offline or under strict data policies | Evaluate each feature and laptop individually | Some AI operations are local, while others can require cloud services; Recall also creates local encrypted snapshots that may be restricted by policy. |
Common buying mistakes and fixes
Mistake: treating an NPU as proof of Copilot+ status
Fix: Check all three hardware elements: 40+ TOPS NPU, 16 GB DDR5 or LPDDR5, and 256 GB SSD or UFS, plus Windows 11 compatibility. Microsoft says an NPU-equipped PC can still fail the complete requirements.

Mistake: assuming every Copilot+ feature works everywhere
Fix: Read the current requirement for the named feature. Region, language, device, character set, processor family, game support, subscriptions, and software version can change what appears.
Mistake: assuming AI features are always offline
Fix: Confirm the processing path. Local NPU features may work without a network, but some image-generation or editing tasks use cloud services and need an internet connection.
Mistake: enabling Recall without checking free space
Fix: Leave at least 50 GB free before enabling it and monitor available capacity afterward. Automatic snapshots pause below 25 GB free.
Mistake: buying a family name instead of a configuration
Fix: Save the exact processor, RAM, storage, and operating-system details from the listing or manufacturer specification. Different configurations under one model family can have different eligibility and performance.
Mistake: using the Copilot+ badge as a performance verdict
Fix: Read tests for the exact laptop and workload. Compare application compatibility, sustained performance, battery measurements, display, thermals, ports, and price independently of the qualification.
A practical decision checklist
- Do you need a named Copilot+ experience, or only a reliable Windows 11 laptop?
- Does the exact configuration list a 40+ TOPS NPU?
- Does it include at least 16 GB of DDR5 or LPDDR5 memory?
- Does it include at least 256 GB of SSD or UFS storage?
- For Recall, does it meet Secured-core, encryption, biometric, and free-space requirements?
- Is the feature available in your region, language, device configuration, and software version?
- Will the feature work locally, or will it require an internet connection?
- Do independent tests of this exact model support the performance and battery behavior you need?
- Are the display, ports, keyboard, camera, warranty, and price appropriate after you ignore the badge?
Bottom line for buyers
Choose a Copilot+ PC when its qualifying hardware unlocks a Windows experience you genuinely plan to use, and verify the exact processor, NPU, RAM, storage, feature availability, and any Recall prerequisites. Choose a regular Windows laptop when those exclusive experiences are not important and another model offers the performance, compatibility, ports, battery behavior, or price that better matches your work. The Copilot+ label tells you that a hardware floor has been met; it does not, by itself, tell you which laptop is fastest, lasts longest, or offers the best value.
