Context engineering is not making prompt engineering obsolete. It expands the job from writing instructions to continuously selecting the information an AI system can use at each step: instructions, conversation state, retrieved documents, tool results, external data and runtime signals. Prompt design remains one layer of that larger system.

The distinction matters because production AI increasingly behaves as an agent rather than a one-shot text generator. An agent may search, call an API, inspect a file, remember an earlier decision and then act. Its answer depends not only on how the instruction is phrased, but also on which evidence and tools are available at that moment.

What context engineering means

Prompt engineering is the practice of writing and organizing instructions so a model reliably produces the desired result. Typical work includes defining a role, stating the task, specifying an output format, adding examples and setting constraints. OpenAI’s prompt guidance also emphasizes role-aware instructions, consistent model snapshots in production and evaluation suites that reveal behavior changes.

Context engineering asks a wider question: What information should the model receive now, in what form, and through which mechanism? Anthropic defines it as curating and maintaining the optimal set of tokens during inference. That set can include the prompt, system rules, message history, tools, Model Context Protocol (MCP) connections, retrieved documents and other external data.

Anthropic describes the relationship precisely: “At Anthropic, we view context engineering as the natural progression of prompt engineering.” The phrase describes an expansion of scope, not a replacement. A well-written instruction is still necessary; it is simply insufficient when the system’s available information changes throughout a workflow.

A 2025 survey by Lingrui Mei and coauthors analyzes more than 1,400 research papers on context engineering. That number identifies the survey’s stated corpus, not a measured improvement in answer quality or productivity, and the work is an arXiv preprint rather than proof of a settled industry standard.

Why agentic systems require more than a better prompt

A one-shot request can often be improved by revising its instructions. The model receives a fixed input and returns an output. An agent has a changing information state. It may begin with a user request, discover a relevant account record through a tool, retrieve a policy document, observe an error and then choose a different action.

Anthropic characterizes this as a constantly evolving universe of possible information. At every model call, the system must refine that universe into the context actually sent. The curation happens repeatedly, not only when a developer edits a prompt.

This also explains why simply buying a larger context window is not a complete solution. Anthropic’s needle-in-a-haystack discussion describes “context rot”: as the number of tokens grows, a model’s ability to accurately recall information from that context can decline. The source gives a qualitative warning, not one universal percentage or effect size. The practical implication is to select relevant evidence instead of placing every available document in every request.

OpenAI’s March 11, 2025 agent-building announcement illustrates the same systems direction. It presents web search, file search, computer-use capabilities, agent orchestration and workflow observability as production building blocks. These capabilities affect what an agent can know and do independently of the wording of its core instruction.

What belongs in an AI system’s context

Durable instructions

Keep stable rules in the instruction layer: the assistant’s role, goals, safety boundaries, output contract, escalation policy and definitions that should apply across requests. OpenAI’s Agents SDK supports static instructions or a dynamic function that receives runtime context and returns instructions for the current turn.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Current task input and conversation state

The user’s latest request is only one part of state. Relevant prior messages, confirmed preferences, intermediate decisions, pending actions and error messages may be needed for the next step. Keep history that changes the decision; discard greetings, duplicated explanations and stale assumptions.

On-demand tools

A tool gives the model a controlled way to obtain information when it is needed. Examples include a customer lookup, inventory query, calculator, ticket search or calendar action. Tool calls avoid placing every possible record in the initial context and let the system fetch fresh values at the point of use.

Retrieved external knowledge

Retrieval supplies documents, database rows or search results relevant to the current task. Good retrieval returns focused passages with identifiers and timestamps, not an unfiltered dump. The application should make clear which source supports a consequential claim and what to do when retrieval finds nothing reliable.

Runtime data and system connections

Anthropic includes tools, MCP connections and external data in context. Google Cloud’s explanation distinguishes persistent instructions from transient dynamic data, such as documents found through Agent Search or live API output. That distinction is useful across platforms: durable rules change slowly, while facts and permissions can change every turn.

Cached context

Google Cloud also describes context caching as a platform feature. Caching can reduce repeated processing for stable material, but its behavior, pricing and limits are provider-specific. Treat it as an implementation optimization, not as evidence that more context is always better.

Prompt engineering and context engineering compared

Axis Prompt engineering Context engineering
Main object Instructions and their organization The complete information state available during inference
Timing Usually authored and revised between runs Curated repeatedly as task state and available evidence change
Inputs considered System, developer and user instructions, plus examples Instructions plus history, tools, retrieval, external data and runtime state
Typical mechanisms Roles, formatting, examples and constraints Retrieval, tool calls, memory and state handling, context selection, and prompt design
Primary constraint Instruction clarity and model behavior Relevance, freshness, finite context and workflow reliability

This is a practical synthesis of provider documentation, not a formal standard or a neutral benchmark between vendors.

How to give an AI agent the right context

  1. Define the task and success criteria. Write down the action or answer that counts as success, the evidence required, unacceptable behavior and when the agent must ask a human. This gives prompt design a measurable target.
  2. Separate stable rules from changing facts. Put role definitions, output schemas and enduring policies in instructions. Pass account details, current prices, retrieved text and live status through input, retrieval or tools.
  3. Map the workflow into decision points. Identify what the agent must know before planning, before each tool call and before producing the final result. Do not send a later-stage payload before it is relevant.
  4. Design narrow tool interfaces. Give each function a clear name, typed arguments, authorization checks and an explicit result schema. Return the fields needed for the next decision, along with status, source and timestamp.
  5. Retrieve selectively. Filter by tenant, permissions, date and document type before ranking passages. Set a relevance threshold and provide a safe “no reliable result” path instead of forcing the model to use weak matches.
  6. Manage state deliberately. Keep a compact task state containing confirmed facts, unresolved questions, completed actions and important observations. Summarize old dialogue when its details are no longer needed, while retaining identifiers and commitments that affect future actions.
  7. Assemble context for each model call. At runtime, combine the durable instructions, current state, the immediate user request and only the retrieved evidence or tool output needed for that step. Record what was included and what was intentionally omitted.
  8. Validate before acting. Check that required fields are present, sources are current enough, permissions permit the action and the model’s proposed arguments match the tool schema. Route uncertainty or conflicting records to a human or a clarification turn.

Retrieval, tools and memory are different mechanisms

Retrieval supplies evidence

Retrieval is appropriate when the agent needs relevant passages from a changing knowledge base. Its quality depends on indexing, chunking, metadata filters, ranking and freshness. A larger result set can increase distraction and may worsen recall, so measure whether the needed passage is present and actually used.

Tools perform queries or actions

A tool is appropriate when the system must obtain a live value or change something outside the model. A search tool can fetch current information; a transaction tool can create a record. Keep observation and action separate where possible, and require confirmation for irreversible operations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Memory preserves useful state

Memory is not a synonym for the entire chat transcript. Short-term state supports the current workflow; longer-term memory should store only information the user or application is authorized to retain and that will improve future tasks. Include provenance and a way to correct or delete stale memory.

MCP versus context engineering

Model Context Protocol is a connection standard for exposing tools and data sources to models. Context engineering is the broader design discipline that decides whether to use those connections, which resources to call, how to filter their results and how to combine them with instructions and state.

An MCP server can expose a document store or business system, but it does not by itself decide which records belong in a particular model call. That selection, ordering, permission handling and summarization remain context-engineering responsibilities. Conversely, a system can practice context engineering with ordinary APIs and internal retrieval without using MCP.

Evaluating the whole context pipeline

Prompt tests alone miss failures that occur before the model sees an instruction. Evaluate the complete workflow and retain representative cases for every major task.

  • Retrieval quality: Was the relevant source returned, ranked highly and filtered for the correct user and date?
  • Context sufficiency: Did the model receive the facts required for this step, without contradictory or stale material?
  • Tool behavior: Did the agent select the right function, provide valid arguments, handle errors and avoid unauthorized actions?
  • Answer or action quality: Was the final result correct, complete, properly formatted and supported by available evidence?
  • Failure handling: Did the system ask for clarification, abstain or escalate when information was missing?
  • Operational behavior: How much latency, token usage and tool traffic did each task require?

OpenAI recommends evaluation suites and monitoring behavior across prompt revisions and model upgrades. For production consistency, pin a tested model snapshot when the provider supports that option, and record the instruction version, retrieved source identifiers, tool versions and important runtime settings for consequential outputs.

Common failure modes and fixes

Stuffing the entire knowledge base into the prompt

Symptom: The agent overlooks a nearby fact, cites conflicting passages or becomes slow and expensive. Fix: retrieve by task, tenant, time and permissions; cap results; test relevance; summarize only after selecting evidence.

Mixing rules with volatile data

Symptom: A policy prompt contains yesterday’s status, prices or account details. Fix: keep durable rules static and fetch changing values through tools or retrieval at execution time.

Carrying unfiltered conversation history

Symptom: Old assumptions override a correction or consume the useful context budget. Fix: maintain structured state, mark facts as confirmed or unresolved and summarize obsolete turns.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Trusting tool output without provenance

Symptom: The agent treats an error message, stale cache or partial response as authoritative. Fix: return source, timestamp, status and completeness fields, then validate them before the next action.

Changing models and prompts without controlled tests

Symptom: A previously reliable workflow changes behavior after an upgrade. Fix: pin snapshots where possible, run a regression suite, compare failure categories and roll out changes gradually.

A practical architecture

Consider an internal support agent handling a billing question. The durable instruction defines the support role, privacy rules, response format and escalation conditions. The current state contains the customer’s authenticated identifier and the unresolved question. A billing tool retrieves the latest invoice and payment status; a policy retriever returns the applicable refund passage; a short-term state record stores which checks have completed.

The agent does not receive every invoice, every policy and the customer’s entire history. It receives the current question, the minimum authenticated identity, the relevant invoice fields, the policy passage that passed permission and relevance filters, and any tool errors. Before issuing a refund, the application verifies authorization and required fields. The trace records the instruction version, source identifiers and tool results so an auditor can reconstruct the decision.

Is context engineering really replacing prompt engineering?

Only if “replacing” means “making the old job part of a larger one.” Prompt engineering remains the way teams express goals, constraints and output requirements. Context engineering adds the systems work needed when information is dynamic: retrieval, tool design, memory, state transitions, selection, freshness, permissions and observability.

For a simple, stable text transformation, careful prompt design may be most of the work. For a multi-step agent, improving the prompt without improving retrieval or state handling can leave the main failure untouched. The right approach is to treat the prompt as a durable control layer and engineer the surrounding context as an evolving, testable pipeline.

Implementation checklist

  • Define success, unacceptable outcomes and escalation rules.
  • Write stable instructions with an explicit output contract.
  • Identify which facts are transient and fetch them at runtime.
  • Limit retrieval by relevance, freshness, permissions and tenant.
  • Give tools typed inputs, structured outputs and clear error states.
  • Maintain compact, auditable task state instead of unlimited history.
  • Assemble only the context needed for the current decision.
  • Measure retrieval, tool selection, final quality, latency and failures.
  • Pin tested model snapshots and version instructions and connectors.
  • Retain provenance for sources and tool results that influence consequential actions.

Frequently Asked Questions

Is context engineering an official industry standard?

No. It is an emerging term used by providers and researchers to describe a broader systems practice. Anthropic uses it for the ongoing curation of inference-time information, while the 2025 arXiv survey proposes a taxonomy; neither establishes a binding standard.

Does a larger context window eliminate the need for retrieval?

No. Larger capacity can allow more material, but the context-rot finding warns that recall may decline as context grows. Retrieval and selection remain necessary when relevance, freshness, permissions and latency matter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Where does context caching fit?

Caching is a provider-specific optimization for reusing stable context. It can reduce repeated processing, but it does not decide which information is relevant or replace permission checks, retrieval quality tests or state management.

The Bottom Line

Context engineering is the broader discipline for making the right information available at every AI inference step. Keep prompt engineering for clear, durable instructions, then add selective retrieval, well-designed tools, explicit state, provenance and end-to-end evaluation for reliable agent behavior.
