A digest identifies the exact bytes of an OCI image, a signature authenticates a claim about that image and its signer, and a software bill of materials (SBOM) describes the software inside it. They solve different problems. A dependable Docker deployment normally combines a digest-pinned reference, signature verification under an explicit trust policy, and an SBOM whose subject and scope are known.

Tags are movable names, and multi-platform images can resolve to different manifests. Docker Content Trust is also being retired: Docker documents that Notary v1 at notary.docker.io will shut down on December 8, 2026. Treat older docker trust instructions as a migration concern, not a long-term default.

The three controls answer three different questions

Control Question it answers Evidence checked What it does not prove
Digest Did I receive the exact content identified by this reference? A cryptographic hash of descriptor bytes, such as a manifest or layer. Who produced the content, who approved it, or whether it is safe.
Signature Did an identity or key authenticate a claim about this image? A signed statement tied to an image reference, usually its digest, and the signer’s identity. That the image has no vulnerabilities or malicious behavior.
SBOM What software components and metadata are present? Structured component, provenance, license, quality, or security information in a stated format and scope. That the image was signed, approved, or free of vulnerabilities.

These controls are complementary. A digest gives you content identity, a signature gives you an authenticated claim evaluated against a trust policy, and an SBOM gives you composition data. Replacing one with another leaves a different security question unanswered.

How OCI images, manifests, and digests fit together

An OCI image is not one undifferentiated file. A manifest describes the image configuration and references filesystem layers. Each referenced object has a descriptor containing its media type, size, and digest. The digest is a hash of the referenced bytes using a named algorithm. OCI guidance says consumers should verify content against its digest before consuming content from an untrusted source (OCI Image Specification: Descriptor and Digests).

A registry can also publish an image index. The index points to multiple manifests, commonly one for each CPU architecture and operating-system combination. Pulling a multi-platform tag therefore involves platform selection: an amd64 host and an arm64 host may receive different platform manifests under the same human-readable name. The image specification describes this structure in its OCI Image Specification.

A digest is only useful if the expected value was obtained through a channel you trust. If an attacker can replace both the image bytes and the digest you use for comparison, the comparison does not protect you. Obtain the expected digest from a controlled build record, a protected release system, or a registry policy, then compare the pulled content with that value.

Tags versus digest-pinned references

A tag such as registry.example/payments:1.8 is a convenient label, not an immutable identity. Publishers can move a tag when they rebuild or replace an image. Docker’s documentation also notes that signed and unsigned content associated with a tag can diverge under Docker Content Trust. A digest-pinned reference, such as registry.example/payments@sha256:..., names a specific content identifier.

Pinning does not remove the need to understand platform resolution. For a multi-platform image, the digest you record may identify the index, while the host ultimately pulls a platform-specific manifest. Your release record should state whether it pins the index or the platform manifest and should verify the image on every platform you deploy.

Practical digest-pinning procedure

  1. Resolve the release tag. Pull the intended tag from the approved registry and record the resulting repository digest in the release system. Do not copy a digest from an untrusted message or an unrelated registry.
  2. Record platform context. Capture the operating-system and architecture for each deployment target. If the tag resolves through an image index, retain the index information and the selected manifest digest where your tooling exposes both.
  3. Deploy by digest. Use the immutable form in deployment configuration: registry.example/payments@sha256:abcdef.... Keep the original tag as human-readable release metadata, not as the enforcement key.
  4. Verify before execution. The runtime or admission process should ensure that fetched manifest and layer bytes match their descriptors. OCI’s descriptor guidance is the normative reference for this integrity check.
  5. Update deliberately. To move to a new build, resolve the new tag or release, review its signature and SBOM, then change the recorded digest. Never rely on a mutable tag silently changing in production.
docker pull registry.example/payments:1.8
docker image inspect registry.example/payments:1.8
docker pull registry.example/payments@sha256:abcdef...

The inspection output and registry metadata must be interpreted with your registry and platform rules. A locally displayed repository digest is not a substitute for an approved release record.

What a container image signature proves

A signature is a cryptographic authentication of a claim tied to an image and a signer identity. The claim might state that a particular build system produced the image, that a release team approved it, or that the digest belongs to a named project. Verification checks the signature, the signed subject, and the trust policy that says which keys, certificates, identities, or issuers are acceptable.

Verification is meaningful only when the policy is explicit. A valid signature from an unexpected key is not an approval. Conversely, a trusted signer can attest to provenance without guaranteeing that the software is secure. Signature verification should therefore happen after resolving the exact digest and before deployment, while vulnerability and license decisions use the SBOM and other analysis.

Docker Content Trust’s remaining lifecycle

Docker Docs states, “Docker Content Trust (DCT) is being retired.” The same documentation gives December 8, 2026 as the shutdown date for Notary v1 at notary.docker.io (Docker Docs: Content trust in Docker). Existing environments should inventory whether they depend on Notary v1 metadata, identify the registry-specific migration path, and test verification in a staging registry before that date.

Do not design a new deployment around the assumption that docker trust is a permanent default. Different registries and signing systems have different identity and storage models. Select a maintained signing and verification workflow, document its trust roots, and ensure that it binds the claim to the digest actually deployed.

Checks a signature policy should specify

  • Which registry namespaces and repositories are in scope.
  • Which signer identities, keys, certificate subjects, or issuers are trusted.
  • Whether the signature must refer to the image index, a platform manifest, or both.
  • How key rotation, revocation, expired certificates, and emergency recovery are handled.
  • Whether unsigned images are blocked, quarantined, or allowed only in development.
  • Where verification evidence is logged for later audit.

What an SBOM contains and why scope matters

An SBOM is a structured inventory or description of software components. SPDX 3.0.1 defines an SBOM as a collection of SPDX elements describing a package; the information can include composition, provenance, licensing, and known quality or security information (SPDX 3.0.1).

An SBOM is not automatically an inventory of every byte in every image. It may cover an entire image, a single filesystem layer, or a narrower path or component. The format can also vary. Before using an SBOM for vulnerability or license decisions, record its format, the subject digest, generation time, producer, and scope.

Generating SBOM attestations during a Docker build

Docker Build supports build-time SBOM attestations (Docker Docs: SBOM attestations). Treat generation as a build step that emits evidence associated with the produced image, not as proof that the image passed a security review. The pipeline should retain the attestation with the release artifacts and make its subject digest available to deployment and incident-response systems.

SBOM generation and signing are separate operations. Generating an SBOM describes the software; signing an image or an attestation authenticates who made a claim about it. The Cosign specification notes that older SBOM attachment support is deprecated in favor of attestations, so teams should use the maintained attestation mechanism offered by their current toolchain rather than copying legacy attachment commands (Cosign SBOM Specifications).

Questions to ask about every SBOM

  • Subject: Which image digest, manifest, layer, or path does it describe?
  • Format: Is it SPDX, another standardized format, or a tool-specific document?
  • Coverage: Are base-image packages, application dependencies, generated files, and operating-system packages all included?
  • Freshness: Was it generated from the exact build that produced the deployed digest?
  • Integrity: Is the SBOM itself authenticated or otherwise protected from substitution?
  • Use: Which process turns listed components into vulnerability, license, or remediation decisions?

How to combine all three in a deployment pipeline

  1. Build reproducibly and emit evidence. Produce the image and an SBOM attestation in the same build. Store the resulting digest, build metadata, and SBOM together.
  2. Resolve the release. Convert the human-readable tag into an approved digest. For multi-platform output, record the index and each platform manifest relevant to production.
  3. Authenticate the release claim. Sign the image or an appropriate attestation with the maintained signing system selected by your organization. Bind the claim to the digest and publish the verification policy.
  4. Verify at promotion. Before copying or promoting the image, check the digest, signature identity, certificate or key status, and policy result. Reject a valid signature whose subject does not equal the candidate digest.
  5. Check the SBOM. Confirm that the SBOM subject matches the candidate digest and that its scope is sufficient for your policy. Evaluate vulnerabilities and licenses using the organization’s thresholds.
  6. Deploy immutably. Put the digest, not only the tag, in the deployment manifest. Enforce signature and SBOM requirements at the last point before execution, because artifacts can be replaced between build and runtime.
  7. Monitor drift and respond. Record the digest actually running on each platform. When a component issue is disclosed, query those records and the SBOM inventory, then promote a newly built and newly verified digest.

Common failure modes and fixes

Symptom Likely cause Corrective action
The same tag produces different bytes on different days. The publisher moved the tag. Resolve and deploy by digest; approve tag changes as releases.
amd64 works but arm64 fails a policy check. The index selected a different platform manifest, or only one manifest was signed. Verify the platform-specific subject and ensure every deployed manifest is covered by policy.
Signature verification succeeds for the wrong image. The verifier checked a tag or an unrelated subject instead of the deployed digest. Compare the signed subject byte-for-byte with the digest in the deployment record.
An SBOM lists only a few packages. It is scoped to one layer, path, or build output. Inspect scope and format; obtain a full-image SBOM or document the limitation.
A trusted signature is present but a vulnerability is reported. Signatures authenticate claims, not software safety. Use the SBOM and vulnerability process to rebuild, patch, and release a new digest.
Legacy DCT verification begins failing. Notary v1 retirement or registry migration is affecting the trust service. Follow the registry’s supported migration path and test a maintained signing workflow before December 8, 2026.

A deployment checklist

  • Is the production reference a digest, with the selected platform recorded?
  • Was the expected digest obtained from an authenticated release or build system?
  • Does the signature subject exactly match the manifest or index you will run?
  • Does the signer satisfy a documented identity and issuer policy?
  • Is the SBOM generated from the same build and does its scope cover the decision you need to make?
  • Are image, signature, attestation, and verification results retained for audit and incident response?
  • Have you removed assumptions that Docker Content Trust and Notary v1 will remain available after December 8, 2026?

The operational rule is simple: pin the content with a digest, authenticate the release claim with a maintained signature policy, and use a scoped SBOM to understand what the digest contains. Keeping those functions separate makes failures diagnosable and prevents one control from being mistaken for another.
